Environmental, Social and Health Impact Assessment for a Refinery Expansion Customer: Egyptian Refining Company (ERC) Location: Egypt Service: Environmental Social & Health Impact Assessment To meet the lenders’ due diligence requirements for the Egyptian Refining Company Project in the Greater Cairo area, WorleyParsons was engaged to manage an international standard Environmental Assessment process. The WorleyParsons’ team prepared an Environmental, Social and Health Impact Assessment (ESHIA) report to comply with International Lender expectations including those of the Egyptian Environmental Affairs Agency (EEAA); International Finance Corporation (IFC) and World Bank; Equator Principles; European Investment Bank; and Korean EX-IM Bank. Our in-country WorleyParsons team conducted a number of baseline studies including Air, Noise, Water, Soils and Ecology. All the data were managed on a GIS, including the chemical datasets. Stakeholder engagement and consultation were carried out since the initial Project planning and were an integral part of the ESHIA process. Consultation and engagement will continue throughout the construction and operational phases of the Project. ERC has developed a Public Consultation and Disclosure Plan, which clearly outlines the strategy for engagement in the future. ERC has won major backing from leading global institutions because it will have a notable effect on both Egypt’s economy and on the environment, particularly in the Greater Cairo Area.

Sustainable Management Systems (SMS)
Designed to meet environmental, social and health assessment requirements of government regulators or financial lenders and to minimise project risk. Our methods provide a thorough understanding of community needs and expectations, and strive to deliver long-term benefits to the affected and benefitted communities alike.
The SMS is an enhanced practice of ISO 14001 EMS. Unlike many management systems, the WorleyParsons’ SMS approach applies a structured suite of tools and processes that identify and assess the sustainability opportunities within the customer’s project design. The SMS can be applied holistically across the design, construction, procurement and operational teams to identify key project performance criteria such as tangible material and carbon cost savings and community benefits.
Environmental Management Systems (EMS) - Development, Implementation & Audit This provides a structured process for integrating environmental concerns within the customer’s overall management system and importantly manages environmental risk.
Community Development & Stakeholder Engagement Successful project delivery requires an effective stakeholder engagement program. Socioeconomic assessment and community mapping form the basis of the WorleyParsons’ practice. Effective engagement, combined with community development enhances reputation, increases certainty of process, reduces conflict and improves community well–being.
Sustainability and Corporate Social Responsibility (CSR) Effective CSR strategy and reporting provides businesses with a competitive advantage, protecting and enhancing corporate reputation whilst reducing risk. Compliance Monitoring Environmental and social monitoring programs are an important component of the environmental and social management plan (ESMP) of any project. These programs require careful capture of commitments made during the government approvals process to enable implementation through to operations. Impact Assessment for the New Quito Airport Customer: Corporaci贸n Quiport, S.A. Aecon Group Incorporated Location: Ecuador Service: Environmental Social & Health Impact Assessment Plans to build a new airport in Quito, Ecuador have been underway for over 20 years. The Quito Airport at Mariscal Sucre was constructed in the 1950s and is the busiest in Ecuador, transporting up to two million passengers each year. The area around the airport is heavily urbanized, which presents serious safety issues and does not allow for runway expansion without considerable resettlement of people. To address these issues, a new site for the Quito airport was identified and appropriately zoned for airport development. For the construction of the Quito International Airport, WorleyParsons prepared a full Environmental and Social Impact Assessment to meet the requirements of four different international financial institutions. The study included a social baseline report, demographics analysis, social impact assessment, and social management plan as well as the full suite of environmental baseline studies including water, land, air, climate and ecology. Project approvals were awarded and construction at the new site began in 2006.
The new airport is expected to be completed at the end of 2011 and has a capacity to receive more than four million passengers per year.

Common Volatile Organic (VOC) Compounds’ Project Customer: Qatar Petroleum Location: Middle East Service: Air Emissions Reduction Study WorleyParsons assisted Qatar Petroleum achieve its objective of becoming a “leader in sustainable development” through the FEED of a large facility to reduce emissions from tanker loading operations at the Ras Laffan industrial city. This project, unique for Qatar, will capture and destroy VOC which would otherwise be vented to the atmosphere. Qatar has committed to preserve and protect the environment for the benefit of current and future generations. Increased regulation will reduce allowable emissions from activities such as venting and tanker loading operations. In response, Qatar Petroleum, in conjunction with Qatargas, is developing a multi-user VOC capture and destruction facility for the Ras Laffan port tanker loading berths. On completion the Common VOC project will have the capacity to capture and destroy up to 98% of the captured VOC emissions, which would otherwise be vented to the atmosphere during liquid loading operations.

Development of the Management Plan of Easter Island Customer: Municipality of Easter Island Location: Chile Service: Environmental Management Plans Easter Island is a Polynesian island and World Heritage site, much of the island is protected by the Rapa Nui National Park. The island is famous for its monumental statues (Moai) created by the Rapa Nui people. WorleyParsons completed a comprehensive study of Easter Island, including identification of environmentally sensitive areas and potential environmental risks to the island’s tourism industry and unique heritage. Our recommendations for sustainability and resource management led to the development of an environmental guide, monitoring program on the Island Territorial Plan that established areas for housing, commerce, infrastructure, heritage sites and areas of possible expansion of housing. The master plan for Easter Island was approved by the relevant government authorities. This plan addressed the needs of planning authorities and resolved over forty years of debate. This management tool has become a real contribution for the future and sustainability of the Rapa Nui culture.

Juruti Bauxite Mining Project – ESIA, Mitigation Impact Programs and Local Execution of the Social and Environmental Programs Customer: ALCOA Location: Brazil Service: Environmental and Social Program Management WorleyParsons has been involved for over eight years, from the initial phases of the project, implementing 35 environmental and social programs for the Juruti mining complex located in the Amazon rainforest region. The complex comprises industrial mining installations, 60 km of railway and roadway, port and auxiliary installations, with a capacity of 13.56 Mt/year (5th stage) export. WorleyParsons’ roles includes: planning environmental solutions that contributed to project improvements and achieving environmental approval; Alcoa’s commitment to environmental practices and community interaction that are state-of-the-art for mining projects have set a benchmark.
First Prize in Environmental Initiatives from ALCOA Brazil 2008 was given to the WorleyParsons Environmental Management Team. In the categories of ‘Community Relations’ and ‘Best Project of all Categories’ a gold trophy for the Program of Support for Family Agriculture was also awarded to WorleyParsons.

Cutting Edge Marine Environmental Survey and Assessment Customer: Confidential Location: Confidential Service: Marine Baseline Studies WorleyParsons’ environment group and GEMS Survey undertook a fascinating marine environmental survey and assessment in coastal waters. At the heart of the project was the assessment, mitigation and monitoring of underwater noise impacts on marine mammals as this area is home to one of the world’s largest congregations of humpback whales. The rare humpback dolphin, whose distribution and status is poorly understood, is also found there. The impact of the offshore hydrocarbons industry on marine mammals is a growing area of concern; this project is at the cutting edge of research in the commercial arena. In addition to our consulting team we brought in expertise from two world-leading institutes in underwater acoustics and marine mammals: the Bioacoustics Research Programme of Cornell University, USA and the Sea Mammal Research Unit (SMRU Ltd), Scotland. The project included a year-long monitoring program including five dedicated offshore surveys. Acoustic modelling and sound source prediction, sediment sampling and seabed mapping was carried out by the WorleyParsons team.

Environmental Management Plan Hydroelectric Project Customer: Toba Montrose General Partnership Location: BC, Canada Service: Environmental Environmental Audit WorleyParsons was retained by Toba Montrose General Partnership to provide project management consultancy services for its 196 MW Toba Montrose ‘run-of-river’ hydroelectric project in British Columbia, Canada. A key task was to conduct environmental audits throughout the project. The objective of the audits was to confirm that the Construction Environmental Management Plans satisfied the Environmental Assessment Certificate Commitments and to confirm compliance with owner/contractor permit obligations. Our support assisted our customer in achieving the obligations of its Environmental Assessment Certificate and permitted the next stage of construction to be achieved.
Sustainability Reporting Customer: Confidential Location: Confidential Service: Sustainability and CSR Services As part of our customer’s commitment to their Initial Public Offering (IPO) WorleyParsons prepared a Sustainability Report. The report prepared was based on the internationally recognised guidelines by the Global Reporting Initiative. The report focused on key performance indicators for environmental, social and economic criteria for the company highlighting areas of strengths and weaknesses. Our corporate responsibility team was responsible for collecting social and company data and preparing the full text of the document. Our graphics team designed the full publication. Once completed our customer was able to present this document as part of its IPO, for its key investors.
Environmental Management Plans and Monitoring for LNG Facility Customer: Spanish Egyptian Gas Company (SEGAS) Location: Egypt Service: Compliance Monitoring WorleyParsons provided continued service to our customer over many phases of the LNG facility’s development. When SEGAS LNG became operational, it was the largest single train LNG plant in the world. Our environmental team provided; Environmental Impact Aassessment (EIA) and permitting for the LNG facility; Agency and Stakeholder Consultation and public meetings and construction and operational compliance monitoring to meet the Egyptian Environmental Affairs Agency standards. We provided continued environmental support to our customer from the early FEED stages through to detailed design, construction and operation of the facility.
Australia Pacific LNG Project Study Customer: Australia Pacific LNG Pty Ltd Location: Australia Service: Social Impact Assessment (SIA), Social Management Planning (SIMP), Stakeholder Engagement, Economic Impact Assessment (EcIA) WorleyParsons delivered comprehensive SIA, EcIA and SIMP for each component (Upstream, Pipeline and Downstream) of the $35 billion Australia Pacific LNG project. The client required the SIA to be delivered in accordance with IPIECA Guidelines for Social Impact Assessment in the Oil and Gas Industry and WorleyParsons further applied Good International Industry Practice (GIIP) in the conduct and context of the assessment. The SIMP was one of the first to be delivered under the draft QLD Government legislation pertaining to social impacts and management of resource projects. The Downstream SIA identified six key critical impact areas and WorleyParsons was engaged to develop corresponding strategies. environmental management 17
Southern SeaWater Alliance Customer: Water Corporation Location: Perth, Western Australia Service: Sustainable Management Systems As part of the Southern SeaWater Alliance (SSWA), WorleyParsons was commissioned to design, build and operate the Southern Seawater Desalination Plant (SSDP), providing Perth with an additional 50 GL per year potable water (expandable to 100 GL). Integral to the project delivery plan was the commitment the SSWA made to provide a desalination plant that actively incorporated sustainability within design, construction and on going operation. The SSWA used the Water Corporations Core Sustainability values to develop a Sustainability Policy. The Policy was applied to the project through the use of a Sustainability Management System (SMS), allowing sustainability to be implemented and managed consistently throughout project delivery. The sustainability (SMS) approach has resulted in significant savings and benefits including reductions in capital and operational expenditure, water, waste, energy and carbon savings, as well as investment in local industry.
