One of those competing at the event was a multi-event champion Alexandru “Alex” Papana, 31, from Romania - the only representative taking part from his country. Papana had previously been a national bobsled champion in 1928 and ’31; World Bobsled champion in 1933 and had competed in two previous Winter Olympics at Lake Placid (USA 1932) and Oberschreiberhau (Germany, 1936) before taking part in the Summer Olympics of the same year. After gaining his pilot’s licence in 1928, Alex went on to set altitude records in 1931 before focussing his attention on the Olympics in his Bücker Jungmeister Bü133B aircraft with the registration YR-PAX, one of only two of that variant ever to be produced using a 160hp (119kW) version of the Hirth HM506 inline-six engine. These 20 competitors were considered to be the elite of the world’s aerobatics pilots and being the youngest among them, Alex, finished in a respectable 12th place, the winner being Count Hagenburg. Papana had taken part in the event after buying the aircraft new in 1936, and while competing in the Olympics the Olympic Rings were painted on the rudder as can be clearly seen in images from the period.

Following and accident involving another aircraft at an airport in the US, he sold it in 1940. Papana was uninjured in the incident. The main production type was the Bü 133C which used the 160hp (119kW) Siemens-Bramo Sh 14A radial engine, meaning that the aircraft now had a distinctive cowling and a 5.1in-shorter fuselage, but had the same fine aerobatic performance as the original Bü 133A. Fifty-two were manufactured under licence by Dornier for the Swiss Air Force (which kept it in service until 1968). A similar number were built for the Spanish Air Force by CASA (used with the designation CASA 1-133).

The following should help get your aircraft funding in place ahead of the flying season.

Schedule a pre-purchase inspection.

I highly recommend a pre-purchase inspection by an independent third party to avoid any surprises once you’ve taken ownership of the aircraft.

Seek out a specialist.

Arranging aircraft finance is a specialist business and, this year, Paragon becomes one of a small group of UK banks to enter and operate in the market. We believe that financing your aircraft should be simple and easy.

There’s a range of providers with the expertise to undertake an inspection and while there is a cost attached, a pre-purchase inspection has the potential to save you thousands. For example, an inspection might pick up accident damage or maintenance that’s behind schedule allowing you to renegotiate or even look elsewhere.

Our minimum finance amount is £100,000 and a typical structure will include a deposit, regular payments over a period of between one and seven years and a final balloon payment at the end.

What’s striking though is the opportunity to become a lifelong partner for customers as they navigate their way through the aircraft buying journey – starting with a helicopter or piston aircraft and then on to a single or twin turbine – as their flying experience grows. It’s something I’ve seen time and again, and it’s something that’s central to our approach here at Paragon.

Understanding Aircraft Owner Trusts

Aircraft, like many other assets, may be owned in trust by a third party on behalf of another in the United States. These are known as owner trusts, and they have been used for legitimate business purposes for 40 years in US aviation. Owner trusts were originally developed to support the sale of aircraft by US manufacturers to non-citizen buyers. They also helped facilitate financing and leasing of US airlines who, at the time, were owned by multiple foreign equity partners. Today’s global economy has created an aircraft market where sales, leases, financings and other transactions involving parties from many locations are not limited to large scale airlines. As we pointed out in last month’s blog, The Benefits of Registering in Trust, owner trusts are used by many different entities for multiple different reasons. As the use of owner trusts has broadened, regulations and practices have been developed collaboratively between the FAA and the aviation industry. This blog will outline the safety and security measures that are currently in place for all trust accounts.

Trustee Applicant Requirements The FAA has long required that an owner trustee applicant provide a copy of each document legally affecting a relationship under a trust. In short, this means that all owner trustees are under the same obligation as all other aircraft owners to comply with FAA laws and regulations. The obligation to prove themselves to meet the FAA’s requirements is on the beneficiaries of the trust. To do this, they must provide the potential owner trustee with the following: • Individual identification such as a passport or state issued ID. • Proof of insurance on the aircraft. This insures that the aircraft is being maintained in accordance with FAA regulations. Beneficiaries must present this to the trustees on an annual basis in order to stay registered in trust. • In the case of foreign corporations,

beneficiaries must provide copies of their corporate documents. Once the beneficiaries provide all necessary documentation to the owner trustees, the trustees are obligated by Know Your Customer laws to thoroughly vet any and all beneficiaries before submitting documents to the FAA. This includes running OFAC checks on everyone they are considering putting into trust.

The 2013 FAA Policy Clarification In 2013, there was an extensive review of the FAA’s policy for registering aircraft in Trust. The resulting Policy Clarification gave the FAA more transparency regarding the beneficiaries of the trusts filed at the FAA. The FAA now requires and reviews all operating agreements or similar side agreements that allow the trustee to transfer control of the aircraft to the beneficiary. Where no such agreement exists, the trustee is required to provide “adequate assurances” as to why, based on a list of what the FAA would consider “adequate assurances.” The FAA is clear that silence on this issue is not sufficient, and that it reserves the right to review all documents that affect the relationship established under the trust. The 2013 Policy Clarification also states that the FAA requires all owners (including trustees) to be able to provide the following information within two business days of its request: • The identity of the person normally operating or managing the operations of the aircraft • The current residence or principal place of business of the operator • The location of maintenance and other aircraft records • Where the aircraft is normally based and operated The FAA further expects that a trustee should be able to provide the following information within five business days of the request:

• Information about the operator, crew, and aircraft operations on specific dates • Maintenance and other aircraft records • The current airworthiness status of the aircraft

Trustees and FAA Requirements By law, the FAA imposes important safety obligations on all owners of aircraft. This requires that all owners (and therefore trustees) must maintain current information about the identity and whereabouts of the actual operator of an aircraft and the location and nature of the operation on an ongoing basis. Owner trustees must also provide these operators with critical safety information in a timely manner. They must respond to all FAA inquiries and investigations of alleged violations of the FAA regulations. Trustees work closely with the FAA to vet these trusts and meet the FAA requirements. In fact, owner trustees are able to collect and store more data on the beneficial owners of these aircraft than the FAA, and they keep files ready to respond to an FAA query within the allotted two-day window. Quality trustees thoroughly vet their trustors long before they ever put them in trust. Because of the nature of the trust relationship, trustees further develop and maintain relationships with their beneficiaries throughout the life of the trust. The use of owner trusts is common for commercial, business, and general aviation. Trusts are a key part of aircraft manufacturing, sales, service, financing, and other aviation industries in the US and around the globe. Trusts are a viable structure used for viable reasons by countless entities that wouldn’t otherwise be able to register their aircraft in the US. More information from:

FTI Engineering Network GmbH received a Supplemental Type Certificate (STC) to retrofit all Cessna Citation CJs with the new transponder technology in exclusive cooperation with Atlas Air Service AG. The Federal Aviation Administration (FAA) and the European Aviation Safety Agency (EASA) have mandated all jets be equipped with ADS-B Out capability by 2020. This means any aircraft must be actively traceable by means of GPS-based aircraft data according to the provisions of the aviation authorities. Application forms are to be submitted by March 31, and applicants must complete their Private Pilot’s Licence (Helicopter) course and pass their PPL(H) Skill Test at the Academy’s Leicester Airport base before September 30.

Sikorsky Sells Schweizer to Rotorcraft Services Group

Sikorsky acquired Schweizer in 2004 but has done very little with the product since, apart from rebranding the S-269 as the Sikorsky S-300.

Sales and support for the Schweizer S-269/300 light helicopter are set for an overdue boost following the sale of the marque by Sikorsky.

An existing agreement with China’s AVIC to manufacture the S-300 under licence in China will remain. The current US production line in Pennsylvania will also continue.

The new owner is Texas-based Rotorcraft Services Group (RSG) who will set up a new venture to be called Schweizer RSG. The type certificate and parts store are all part of the deal.

Total UK Wins Wiking Helicopters Contract Air Total has been awarded a two year Jet A-1 Contract with Wiking Helicopters (to commence in 2018) to work on the Galloper Wind Farm project. Total will supply Wiking with Jet A-1 as well as providing a fully self bunded refuelling tank with pumps that allow Wiking to fuel their aircraft and support a number of offshore customers with personnel and material.
