Shadow Foaming™ is becoming a must for tool control, by creating these foam inserts, not only does it keep tools safe, it clearly indicates when a tool is missing from a kit. Each foam layer has a black top layer and a coloured lower layer. The Red Box Tools routing machine will cut into the layers to create a slot for each tool. Once this is done the coloured layer beneath is left behind which allows the customer to clearly see if a tool is missing. The Shadow Foaming™ process is simple and can be done one of 3 ways-

ForeFlight Adds Field Performance Calcs Pilots using the ForeFlight App, now available in Europe, are now able to calculate detailed runway performance through a “Performance� subscription. Takeoff and landing distances can be calculated for some 200 single and multi-engined aeroplanes, including single-engine turboprops such as the Pilatus PC-12. ForeFlight draws on various weather sources and can take into account takeoff and landing weights. Also in the latest update to the app are flight sharing features, night-vision goggles currency tracking, new navlog with airport diagrams and the ability to add in-flight photos and screenshots to the digital logbook. www.foreflight.com

Atlas Air Service Meets Canadian Requirements Atlas Air Service says it has received maintenance facility approval from Transport Canada. The MRO specialist already has EASA Part145 approval, along with approvals from the aviation authorities of Russia, Ukraine, Bermuda and the USA. The approvals relate to aircraft types of manufacturers including Embraer, Cessna, Beechcraft/Hawker, and Saab. They include repair, modifications and inspections of aircraft, engines and components. Atlas Air Service has been on the market as a business aviation expert since 1970 and maintains service locations in Bremen and Augsburg with a total of 250 employees.

Alsim Sells FSTD to EuroPilot Center French simulator manufacturer Alsim has sold an AL42 FSTD to Antwerp, Belgium-based ATO EuroPilot Center for use in the school’s new integrated airline career programme. The ATO intends to use the device for IR skill test preparation and proficiency checks. It comes with Alsim’s High Definition Visual System (HDVS), electronic force feedback on tjree axes, GFC 700 or KAP140 autopilot capabilities, active circuit breakers, de-ice system panel, and a semi-enclosed instructor station.

Jersey Airport Now Has “Remote Tower� Jersey, in the Channel Islands, has become the first British airport to obtain approval for managing air traffic using a remote digital tower. Equipment and technology was supplied by Frequentis and the project was managed by Systems Interface. It is the first remote digital tower implementation to be overseen and reviewed directly by EASA as this process is usually only carried out by national authorities.

Kay Vereeken, CEO and head of training at EPC, said: “We were looking for an almost 100 percent replica of the real DA42 with the latest real Garmin G1000 NXi units and the GFC700 Automatic Flight Control System.

“We have worked collaboratively with both Frequentis and Systems Interface to ensure the successful delivery of Jersey Airport’s remote tower project,� said Les Smallwood, Ports of Jersey senior air traffic control officer.

EASA has worked closely with Garmin to enable the use of its GTN-series navigators to fly RF legs and on 8th March, the first aircraft with this modification was released to service (under an EASA STC), and is taking part in the GAINS navigation demonstration flights.

The two-year GAINS project is overseen by a consortium that includes representatives from the GA community: AOPA UK, Pildo Labs, Funke Avionics and Trig Avionics. Aviation consultancy Helios is the project coordinator. Navigation flight trials are taking place March – September 2019; and the surveillance demonstrations started in December 2018 and will continue until Autumn 2019. They are being carried out widely, including Dundee and Manchester Barton. More than 200 pilots have volunteered to participate in GAINS. A demonstration at Sywell Aerodrome in April examined the effect on both pilot and controller situational awareness of having ADS-B, along with conflict alerting. This is illustrated in the images on this page. Meanwhile GAINS has moved a step closer to demonstrating that GA can utilise instrument procedures with radius-to-fix (RF) legs, which are curved paths flown with precision using GNSS navigational guidance.

The Washington, DC-based General Aviation Manufacturers Association (GAMA) says the piston market posted the strongest percentage gain in any segment in Q1 2019.

Loaded with energy storage devices for about 2-3 hours of flight and two persons, a maximum takeoff weight of 1,100 kg is expected.” It expects maximum speed at short range of 210 km/h and optimal speed for long flight duration of around 170 km/h. “Details will be available in the coming months.”

An official notice issued by the Gibraltar government states it would, “consider proposals for the development of either a private or commercial aircraft register, although the preference would be to initiate the project with a private aircraft register that would transition to a commercial aircraft register once a proven regulatory track record has been established.”

How Brexit Could Affect European Aviation Operations for US Registered Aircraft Brexit is undoubtedly a considerable topic with worldwide implications – people from all corners have been surmising at length – what will take place and when? Meanwhile, negotiations continue with no clear end in sight. The United Kingdom was due to leave the European Union on March 29, 2019, but that has now been extended to October of 2019. We can’t say exactly what will happen, but we have a pretty good idea of what the new UK regulations will look like if and when that change transpires. The general information outlined here will likely survive whatever agreements the UK makes with the EU.

One look at the map and a glance at the economic figures for European aviation, and it is clear that the UK is still a major piece of real estate. Nevertheless, UK air carriers will have to be considered Third Country Operators (TCOs) and will need to hold an EASA-issued Foreign Carrier Permit (FCP) and a Part-TCO Certificate prior to undertaking any commercial flight from the UK to anywhere in the European Aviation Neighborhood (just as the FAA requires to certify foreign carriers in the US).

The UK within EU Regulations

Currently, N-registered aircraft intending flight operations to, from, within or via the UK are already considered TCOs and must hold the EASA-issued FCP and the Part-TCO prior to any commercial flight being taken. This includes charter operations. This will not change, and if an owner/operator has these permits now, they will still be valid after the UK leaves the EU and will not need to be updated. The UK Part-TCO is expected to cost £78. The good news is that neither the UK nor EASA want to make things difficult for anyone.

Since 2008 and the establishment of the European Aviation Safety Agency (EASA), the EU has been moving toward an aviation safety regime based upon the United States’ model, with the EASA following many of the principles of our own FAA. This includes universal recognition of certificates issued by the EASA and freedom to fly between States.

Post-Brexit, aircraft registered elsewhere in the European Aviation Neighborhood and operating to, from, or within the UK, will now be considered foreign operators for the UK Civil Aviation Authority (CAA). This also applies to N-registered aircraft. The CAA will therefore begin issuing their own TCO certificates called a UK Part-TCO.

Some of these freedoms extend to associated States like Iceland, Norway, Switzerland and some of the new Balkan countries. This establishes a virtual aviation neighborhood over most of the landmass of Europe, known as the European Common Aviation Area (ECAA). Britain has been a key and influential mover in all this but is now aiming to leave.

The UK Aviation Regulations and the Block Permit

Fair warning, according to Howard Dyer, Director and Lead Consultant at Howard G Dyer Ltd, “Brexit before breakfast is bound to cause heartburn throughout the rest of the day.” The coming changes in regulations outlined below may have the same effect on our readers.

Currently, aircraft registered in the UK intending charter flight operations to, from, within or via this “European Aviation Neighborhood” need no special permits to operate to and from the UK and the rest of Europe, or within the UK proper. When (if?) the UK leaves the EU, UK-registered air carriers will no longer be considered a part of the neighborhood. 34 PISTON BUYER EUROPE

After Brexit, the UK will implement new aviation regulations largely mirroring the EU laws – essentially allowing aviation to continue as it did before. The procedures are in place, with few changes, to maintain free passage between States of Europe and the United Kingdom. These new UK laws are comparable to FAA Part 129, which “prescribes rules governing the operation within the United States of foreign air carriers appropriately authorized by the Civil Aeronautics Board or the Department of Transportation (DOT)”.

The new rules include the UK Part-TCO mentioned above, but once purchased, operators will then be able to further obtain one of two permits which pertain to where they can operate and how often: 1.

Foreign Carrier Permit - Operators will still have the option to obtain a Foreign Carrier Permit for either scheduled or unscheduled commercial operations, which will specify where they can go and how often.

Alternatively, Operators can obtain a Block Permit – which will be a new product offered by the UK. The block permit will not be flight specific and can allow TCO aircraft to go between the UK and European Aviation Neighborhood for an initial period of 3 months, with a potential extension of up to 9 months. The extension will depend largely on the reciprocal traffic rights granted by the other parties to the agreement.

Furthermore, the CAA currently issues ad-hoc charter permits to EU carriers covering either one or a short series of flights on a route-by-route basis for services between the UK and countries outside the European Aviation Neighborhood. This process will remain unchanged and can apply to aircraft registered in the United States. The CAA will have the responsibility to not only issue all TCOs for commercial services, but accordingly, monitor travel rights to and from countries in the European Aviation Neighborhood. The CAA wishes to ensure a minimum regulatory burden is placed on air carriers and is therefore developing a streamlined process for EU carriers.

During any transition period, EU law will still be applicable to the UK, and the UK would still be subject to EU-negotiated Air Transport Agreements. In that instance, UK or European Aviation Neighborhood members would not need a Permit or any TCOs for operations to, from, or within the UK.

What it Means for US Aircraft Owner Trustors These changes mostly apply to charter operators of aircraft of less than 19 seats – most private flights are exempt from the rules outlined above. The bottom line is that post-Brexit, members of the European Aviation Neighborhood will be considered “foreigners” to the UK, and vice versa. Likewise, US-registered aircraft will be foreigner to both, which will mean that N-registered aircraft operating in both Europe and the UK will need all permits – the EASA-issued Foreign Carrier Permit, the EASA-issued Part-TCO and the CAA-issued UK PartTCO. Again, if you already have the EASA-issued permits, new ones will not be necessary, but the additional UK permit will be mandatory to operate in the UK. It’s important to know the exact requirements during this transition. Without the right documents in place, certain US-registered aircraft operating in the UK could have permits removed, fines invoked, or potentially even be grounded. In the end, if you’ve made it this far reading, you likely have the “Brexit before breakfast heartburn” – it’s as complex as promised – but eventually we’ll figure it out. Most commentators recognize all this as a gesture to meet minimum requirements, but with the option to go hard on neighbors who don’t throw soft balls back over the fence.

Exceptions to the Block Permit This permit does not apply to aircraft operating purely private flights, meaning zero payment for services (even gas for the flight), to, from, or within the UK – all of which will not need a Block Permit. The requirement also makes exception for: “overflights; state flights from a foreign government or military-registered aircraft; positioning flights, ferry flights or delivery flights; flights for the purpose of undertaking repairs, alterations, maintenance, or salvage; and test flights”. For instance, a carrier flying from Spain to Ireland, crossing over England, wouldn’t need a Block Permit.

Many thanks to Howard Dyer, who helped unravel the “Euro-speak” used to explain this new process to the EBAA earlier this year. Howard is an English safety consultant who worked for many years in the UK CAA and was responsible for getting all UK aircraft compliant with the new EASA regulations when they came into force in September 2008. He tells us that it took him years to understand EASA rules written in Euro English. He now tells us that the CAA’s own rules for coming out of the EASA are even harder to untangle. NEWS ROUNDUP Cessna Denali Moves to Next Stage Cessna has moved to the next stage of development of its Denali single-engine turboprop and says that engine tests have “exceeded expectations.” The U.S. manufacturer, part of Textron Aviation, says it is “nearing completion” of the Denali prototype, “as well as the first two flight- and three ground-test articles.” “The result of the work we are doing now in design, production and testing is going to provide a mature configuration that will help us move through certification and flight testing,” said Chris Hearne, senior vice president, engineering.

Is a Bio-Fuel Future Realistic for BizAv?

With a strong show of industry support on display at the recent EBACE, just how realistic is it for business aircraft operators to adopt sustainable alternative jet fuels? Dave Higdon weighs the evidence… Years ago, various segments of aviation started looking for carbon-free alternatives to petroleum-based fuels, with costs usually the prime reason driving those efforts.

industry associations, fuel companies and Eurocontrol director general Eamonn Brennan took part in a programme structured to illustrate the availability and benefits of using SAJF.

When fuel costs are low, few operators seem interested in discussing the need for an alternative. And if the possibility exists that the less-polluting option might cost a penny more per unit, interest also tended to wane.

The SAJF Coalition organised the programme while World Fuel Services and TAG Farnborough Airport helped sponsor it. Membership of the SAJF includes EBAA, NBAA, NATA, GAMA and IBAC. Together, they promoted the safety, compatibility and benefits of using such bio-fuel blends.

It was heartening, then, to see the lineup of business aircraft flown to the 2019 European Business Aviation Conference & Exhibition (EBACE). Overall, 23 aircraft were powered by a blend of conventional jet fuel and a sustainable alternative jet fuel (SAJF). But the cost of the blend (a 80:20 mix), runs significantly higher than pure Jet A, so economics alone doesn't account for the number of aircraft that participated in the demonstration. What was demonstrated is how the Business Aviation community has come together to graphically embrace the benefits. The readiness to utilise the currently more expensive SAJF stocks recognises the recent agreement by member states of the ICAO Council on the criteria to be used to evaluate emissions units and programs for ICAO’s Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA).

But fuel vendors and aircraft OEMs stress that growth in the use of SAJF faces an uphill ride as misinformation persists about the safety and compatibility of bio-fuel blends. The reality is that after years of airborne tests the safety and power available from blended fuels has long been demonstrated. According to current science, when biofuels are no more than 50% of the fuel blended with Jet-A, modern turbofan and turboprop powerplants suffer no problems, while the fuels even demonstrate improved engine efficiency.

From all indications, large parts of the business aircraft operator community remain suspicious that even, with offsets and incentives to use SAJF, it may not be a healthy choice for their powerplants. But it is certainly a healthier choice for the environment and can help operators reduce their carbon output and its effects under CORSIA. And that's where the cost savings can come (while costs of bio-fuel blends would presumably also decline with higher demand).

Hopefully, trusting the record of years of tests that show no harm and some benefit from bio-fuel blends will provide the added incentive needed for more operators to use these blends and help normalise the costs, once carbon-offsets are applied.

The company also recently completed component integration for the Denali iron bird, a full systems simulator test rig. Meanwhile GE Aviation has successfully achieved full power and max RPM with the new 1300 shp Catalyst engine at its facility in Prague – and has completed more than 1,000 hours of testing on three test articles. The engine and propeller demonstrated the full range of pitch using a FADEC with integrated propeller control. Initial altitude chamber testing was completed this month validating the engine performance. www.cessna.txtav.com

Earlier Blending and Operator “Pull” Needed to Boost Biofuel Availability, Lower Prices A Sustainable Alternative Jet Fuel (SAJF) seminar was held at TAG Farnborough Airport on May 18, just before the annual EBACE event in Geneva.

Five airports now have the fuel available: Los Angeles International, Bergen in Norway, Arlanda in Sweden, and Brisbane in Australia.

The key message was that operators shouldn’t be worried to use biofuels, as the “drop in” biofuels now available from various suppliers such as Air BP and AvFuel at a small but growing number of locations can use existing distribution infrastructure and have no detrimental effect on engines.

One concern is that the blending is taking place too late in the supply chain to be practical as quantities and levels of use increased.

At present, as long as they are used as less than 50 percent of the fuel used, in a blend with Jet A1, technically the engines see no difference. It has been shown the “aromatic’ components in the Jet A1 are more than sufficient to allow the fuels to work with all the engine components, while not affecting seals and other parts. Biofuel is currently around three times the price of Jet A1. The November 2009 “Business Aviation Commitment to Climate Change (BACCC)” set out three goals and four pathways to reach the aim of a 50 percent reduction in the industry’s CO2 emissions by 2050 over 2005 levels. The pathways are market-based measures (such as ETS); technology; operations and infrastructure; and alternative fuels.

Guy Sawyer, senior director aviation for World Fuel Services, said “We need the blended product earlier…for Farnborough today we have blended the product off site—that creates delay. We blended to just under 17 percent [for several aircraft that were due later to depart for Geneva]. “Although Jet A1 and SAJF have about the same density, we have to test it. The supply chain won’t be economically sustainable if we don’t receive the fuel into the supply chain already blended.” Tom Parsons, biojet commercial development manager with Air BP, reiterated that “the next step is to send that demand signal. I’m expecting the market to double next year and maybe it will grow faster after that. The capacity is there, so let’s demand the fuel!” Air BP and Neste offer bio-kerosene at Stockholm Arlanda Airport and Caen Airport in France. Farnborough provided it for the SAJF event but hopes to have a permanent supply in the near future.

Moreover, cost-offsetting incentives are available from within carbon offsetting schemes such as EU-ETS and the upcoming CORSIA international scheme. And for the prices of bio jet fuel blends to become more competitive, more operators need to use the fuel wherever available. That’s because without higher quantity sales helping to lower costs, even the offsetting schemes may fail to overcome the mistaken belief that such jet fuel blends could cause engine harm.

The Healthy Powerplant Choice?

The prototype and the first two production conforming aircraft will be used in the flight test programme, to begin later this year.

The three ground-test articles will be used for airframe static and fatigue tests, and cabin interior development and testing.

Pilatus Reopens PC-24 Orderbook At the EBACE show in Geneva in May, Pilatus re-opened the orderbook for its PC-24 “Super Versatile” jet, five years after it took orders for 84 aircraft at EBACE 2014. This time, it sold out half the new batch of 80 by the end of EBACE 2018, according to company chairman Oscar Schwenk. 2014 was before the aircraft had flown, and the company said it wouldn’t take further orders until certification and entry-intoservice was completed successfully.

As of May, it also revealed the successful completion of testing for operations using unprepared runways, with only grassrunway approval remaining. The Royal Flying Doctor Service of Australia carried out its first landing on a “dirt” strip just before EBACE. G-IPSE is latest Airbus Corporate Helicopters bird in UK skies This strikingly painted new Airbus ACH130, captured here over the English countryside and being displayed at Heli UK Expo, is being acquired by mobile home park entrepreneur Alfie Best. Best, a proud Romany who recently featured on the Sunday Times Rich List, is taking the helicopter to support him in managing the numerous sites run by his company Wyldecrest Parks. The intermediate single-engine H130 is a member of Airbus Helicopters’ highly successful Ecureuil family which represents 42 percent of Airbus’ global in-service fleet and has accumulated more than 332 million flight hours worldwide. In the private and business aviation (PBA) market addressed by Airbus Corporate Helicopters, the ACH130 version attracts buyers not only for its safety, quietness and comfort but also for its dynamic and contemporary looks which underline its modern design. As the quietest helicopter on the market in its category, the H130’s Fenestron shrouded tail rotor and automatic variable rotor speed control contribute to its remarkably low external sound level. With a noise signature 7 dB below requirements, it is quieter even than the most restrictive limits defined by the Grand Canyon National Park in the United States – globally a recognised benchmark for eco-friendly tourism operations. This user-friendly helicopter is pleasant and easy for pilots to fly. The Vehicle and Engine Multifunction Display (VEMD), integrated in the instrument panel, reduces the

pilot’s workload considerably, thus enhancing flight safety. The H130 is fully equipped with a VFR day-andnight navigation system in a standard “ready to fly” package, associated with a GPS map display.

ACH two years on

Airbus Corporate Helicopters (ACH) was launched at the EBACE show in 2017 to differentiate the company’s approach to the PBA sector through its end-to-end service-based ownership experience and it has been very well received in the market including the UK. After recording 54 sales in that first year, ACH achieved 68 orders in 2018 and has struck further deals this year. Just before EBACE 2019 in May this year, ACH secured a new sale for its latest ACH160 helicopter from an experienced UK helicopter operator which will use it for general corporate purposes, taking the ACH160 orderbook to 11 aircraft of which four have been won in the UK. Two other ACH160s have been ordered by a privately owned UK company which is also a long-time corporate helicopter user, and a fourth UK aircraft has been ordered by an existing private Airbus Helicopters VIP customer to be managed by Isle of Man-based Luviair. The H160 medium helicopter programme remains ontrack for certification at the end of 2019 to be followed by the first ACH deliveries about one year later. Frederic Lemos, Head of ACH, said: “This substantial new business for the ACH160 even before certification is clearly demonstrating its very high level of acceptance in the market. These firm orders from highly

knowledgeable customers are concrete evidence that the aircraft is addressing the needs of the most demanding operators.” Also this year ACH has delivered the first of two ACH145 helicopters to an existing private customer as the first step in a fleet renewal programme by a highly experienced user of Airbus helicopters. Luviair will also manage those aircraft which will feature the ACH Line interior cabin concept in a bespoke version designed by London-headquartered Harrison Eidsgaard. Potential UK customers will soon be able to fly in the new H145, unveiled at Heli Expo in Atlanta in March and featuring a five-blade bearingless rotor with 150kg increased load and optional wireless Airborne Communication System (wACS). Launch orders have already been placed for both the ACH145 version and the emergency medical services (EMS) variant. ACH delivers the highest standards in safety, technology, craftsmanship and service and is backed by HCareFirst – a premium support service aimed directly at the specific needs of operators typically recording low flight-hours but demanding worry-free aircraft availability when required.
