Data on implementation efforts were collected through collaboration with c­ ountry governments, World Bank country offices, and civil society organizations. In most cases, data were collected through interviews with relevant government officials and civil society representatives and through site visits to government offices. Additional communication with relevant officials was conducted for clarification of data (see table A.3).
