In 2008 Russia spent 0.61 percent of GDP on preschool education (ISCED 0), which is higher than EU average (EU27 average was 0.54 percent of GDP in 2008). Evident positive trend in Russia is the increasing share of GDP allocated to preschool education and early childhood development (table 2.1 and figure 2.8). It is worth mentioning that Russia’s expenditures on ECD include 6-year-old children, although in many OECD countries these children are already in primary school. Table 2.1.
