The methodologies that are used have been reviewed and endorsed by the U.S. Environmental Protection Agency, by Consolidated Edison (or ConEd), and by the New York Power Authority. In addition, the NYCMO also developed its own vehicle fuel economy coefficients to better reflect the actual fuel economy of automobiles registered in New York City. Since GHG emissions accounting is an evolving process, the NYCMO updates its protocols each year, revising methodologies and improving the accuracy of data to improve the quality of its GHG emissions inventory. In early 2008, New York passed the Local Law 22, which mandates annual updates of the inventory. Since the first release of the inventory in 2007, three annual updates have been released and made available online. The inventory assists New York City in tracking progress toward achieving its emission reduction targets and also helps inform policies to more effectively and efficiently reduce citylevel GHG emissions. The CoolClimate Network: A University-GovernmentIndustry Partnership Developing Carbon Footprint Management Tools The CoolClimate Network Consortium is a membership program within the Renewable and Appropriate Energy Lab at UC Berkeley supporting research and development of advanced carbon footprint management tools for households, small businesses, and communities in the United States and internationally. The CoolClimate program includes a variety of projects ranging from the CoolClimate Calculators to the Climate Action Widgets. The CoolClimate Calculators are the first and still some of the only online carbon footprint calculators to include benchmarking, carbon footprint estimates, and quantified recommendations. The CoolClimate Calculator measures carbon impacts of specific transportation choices and energy use, but also includes impacts related to water, waste, (continued next page)
