Microfinance Schemes can be developed to provide small loans to help homeowners improve their housing or local small businesses make start-up investments (e.g., facility, equipment, raw materials, other inputs). Scholarship programmes These can be established at a local level for secondary and tertiary education. They can be provided on a hybrid model that combines need-based and merit-based criteria in order to target vulnerable or disadvantaged students who meet certain performance standards.
