2016 Olympia in Review The Worker Rights Alliance is an advocacy organization dedicated to advancing workplace freedom, democracy and accountability throughout Washington State. The Alliance is focused on mobilizing Washington’s grassroots in an effort to protect workers from negative union influence.



WORKER RIGHTS RIGHTS ALLIANCE ALLIANCE WORKER 2016 Olympia Olympia in in Review Review 2016 Scoring Criteria: *Due to an extreme lack of floor votes on worker rights legislation — especially in the Speaker Frank Chopp run House — criteria selection was limited, but below are the best materials available to portray as accurate a picture as possible as where your legislators stand on worker rights.

Senate 

Washington Federation of State Employees amicus brief for Friedrichs vs. CA Teachers Assc. The brief championed the idea of teachers being forced to pay unions dues as a condition of employment.

Record on the Union Democracy Act (SB6410), which would have established routine voting periods for Washington’s workers to reaffirm, replace or remove their current union. The bill passed the Senate Commerce and Labor and Ways and Means Committees, but never received a full vote in the Senate.

Sponsorship of the Government Secrecy Bill (SB6542), which would have hid public records and prevented organizations from educating Washington workers on their rights in the workplace.

Sponsorship of the Freedom of Speech Freeze Bill (SB5153), which would have exposed patriots who give their hard-earned money toward advancing worker rights to union leaders, wishing to silence dissent against forced unionism.

Record on the Charter School Rescue Bill (SB6194). The bill addressed the Washington State Supreme Court’s biased ruling essentially banning charter schools in Washington, rescuing charter schools in the process. At charter schools, teachers aren’t forced to pay union dues as a condition of employment. The bill passed both houses and became law when Gov. Inslee waited out the veto timeline. *Bonus bill, not weighed as heavily as the previously mentioned bills.

House 

Sponsorship of Workplace Accountability Act (HB2490), which included the same provisions as the Senate’s Union Democracy Bill, but also would have ensured monopoly bargaining sessions between the governor and government-sector unions were open to the public. Unfortunately, this bill was never brought for a vote.

Record on Union Kickback Bill (HB2844), which, through enactment of wasteful Project Labor Agreement regulations, would prevent most merit shops from being awarded contracts for public jobs. Bill passed the House but did not receive a vote in the Senate.

Record on the Charter School Rescue Bill (SB6194), same bill as explained in the Senate section. *Bonus bill, not weighed as heavily as the previously mentioned bills.

Scoring Results: *While many legislators have a voting history that may differ slightly from the grades within, the results in this review reflect only actions from the 2016 legislative session. It is the hope of the Worker Rights Alliance, that all legislators — regardless of party — will strive to achieve Champion status in the 2017 session and beyond.

Champion of Worker Rights = An impeccable voting record on worker rights, taking every chance to sponsor and fight for worker rights policies in Olympia.

Advocate for Worker Rights = A reliable vote and occasional sponsor of worker rights legislation.

Mixed Record on Worker Rights = Sometimes sides with workers, sometimes sides with union influence.

Obstacle to Worker Rights = A consistently bad vote on worker rights, but usually isn’t leading the opposition.

Enemy of Worker Rights = Stands in the way of workplace freedom, democracy and accountability, virtually always siding with union strong-arm tactics over Washington’s workers.
