Streets chief accused of theft fired by city Behm is charged with stealing one ton of road salt By KATELYN STANEK The Independent A city of Woodstock employee accused of stealing one ton of road salt was fired from his position as streets supervisor March 5. Dale Behm, 57, was arrested Feb. 28 for allegedly stealing about 2,000 pounds of road salt and two snowplow skids belonging to the city of Woodstock, according to a statement from the Woodstock Police Department. Behm was charged with theft of governmental property, a class 4 felony, following an investigation by the WPD. City Manager Roscoe Stelford said City Hall received a tip Feb. 28 alleging Behm was in possession of the stolen property and turned the matter over to police later that day. “We conducted an internal investigation to determine if there was validity to the charges,” Stelford
