The vision for The Woodlands was born five decades ago when its founder, George Mitchell, envisioned a sustainable community where residents could live, work, learn, pray and play within a natural forest. While work was an integral part of Mitchell’s vision, The Woodlands needed to grow its residential base to support future commercial to ensure a vibrant town center and sustainable community. In turn, commercial growth has helped to maintain a low tax rate for residents while maintaining the quality of amenities that have set The Woodlands apart.
Mitchell’s vision for The Woodlands also included the goal of having 1.5 jobs per household, a milestone that successfully was achieved by Howard Hughes. In fact, the number of individuals commuting to The Woodlands for employment exceeds those commuting outside the community.

Early Days
During the early days, a significant milestone was the opening of the Village of Grogan’s Mill, marking the beginning of residential development here. Simultaneously, the creation of a work environment in The Woodlands commenced with a cluster of four office buildings on Timberloch Place. In 1974, Mitchell opened The Woodlands Corporation (now Howard Hughes) at 2201 Timberloch Place, also known as OB1 (Office Building 1). Following OB1, Mitchell Energy broke ground on its headquarters in OB2 at 2203 Timberloch Place in 1979.
Businesses began to establish themselves in The Woodlands including the construction of the first bank in 1980, The Woodlands National Bank Building, in Grogan’s Mill. Mitchell desired a research institution, and in 1982, the Houston Advanced Research Center (HARC) constructed its inaugural building, unveiling plans for a research campus. Mitchell also established the Research Forest, the same year, to accommodate space for high-tech, spin-off companies from the Texas Medical Center. Today, the life science industry continues to thrive and expand within the Research Forest, also recognized as The Woodlands Innovation District.
Mitchell and his development team demonstrated patience when it came to unveiling the 1,000-acre Town Center, extending from I-45 to Lake Woodlands and Woodlands Parkway to Research Forest Drive. Even though its convenient proximity to I-45 made it ideal for swift residential development, they opted for a more deliberate approach.

The goal was to establish sufficient residential rooftops to support commercial utilization, unmatched for a community of its size in the region. The Woodlands would become a job center for its residents, not just a bedroom community to support companies located in Houston. The Woodlands Town Center was announced in 1993.
The Woodlands Town Center Becomes a Reality
The Woodlands Town Center stands out as a premier, regional destination for shopping, dining, entertainment, tourism, medical, cultural arts and high-density residential, beautifully connected to Class A and Class AAA office spaces. This provides a vibrant urban environment conducive to walking, biking and wellness for business employees and residents along The Woodlands Waterway, an award-winning, 1.8-mile linear park and water amenity that was planned since 1972.
Presently, the Howard Hughes commercial portfolio in The Woodlands is 89% leased, consistently outperforming other submarkets in the Houston region. With a population of 123,000, The Woodlands hosts a wide array of companies, providing over 36 million square feet of commercial, retail, medical and institutional space, accommodating over 2,600 businesses and employing nearly 72,000 individuals. Major industries contribute significantly to the tax base, which in turn helps maintain low taxes for residents in The Woodlands.

where their employees want to live, want to work, want to play, want to learn and pray. The Woodlands has been the beneficiary of that.”
“When developing a true master plan community, you hope to meet every need for residents, in all phases of their lives ,” notes Jim Carman, President of the Houston Region for Howard Hughes. “The goal was not to be a bedroom community to Houston. It was to be a self-sustaining community with 1.5 jobs per household to provide residents an opportunity to live and work here, allowing for short commutes and more time with family or finding balance in life.”
And from the very beginning with those first townhouses at Settler’s Corner in Grogan’s Mill, The Woodlands grew village by village.
“It started with the residential and at some point, that residential population reached enough critical mass that (residents) needed commercial amenities,” Carman says. “Retail centers and village centers with grocery stores and your day-to-day needs started to come alive.” The population of The Woodlands kept growing, along with amenities. By 1990, The Woodlands had 30,000 residents. By 2000, more than 55,000 people called The Woodlands home sweet home. Now, the community measures over 120,000 people strong.
“People kept moving here because it’s such an amazing place, and of course they wanted to work here too,” Carman says. “Office buildings started to emerge to meet that demand. Companies are now locating their offices
“Our office occupancies are much higher than you would find in the region, certainly much higher than you would find in any major city in the country. And it’s because more and more companies are now realizing that they need to locate in places like The Woodlands.”
“Employees and employers alike appreciate many of the amenities that The Woodlands provides– that quality of life, short commutes, access to the outdoors, walkability in an urban setting, but yet in a place that they feel safe, and they can get a great education for their children,” Carman details.
That great education system in The Woodlands comes from a variety of public and private schools at every level. The Woodlands boasts 37 preschools, three public school systems, private and charter schools, community colleges and even full university offerings.
George Mitchell loved nature and The Woodlands encompasses its beauty with 151 parks in our community today.
As for the “play” in George Mitchell’s equation? That comes in many forms in The Woodlands. First, at a very local level, the development vision was to have every home within a 10-minute walk from a park. With 151 neighborhood parks, that vision has become a reality. The Woodlands also boasts a bounty of shopping, restaurant and entertainment mixed-use centers, including The Woodlands Mall, Waterway Square, Market Street and Hughes Landing.

“It’s amazing,” Carman says. “We have a robust, growing and diversifying restaurant scene. The combination of residential and healthy office population provides that opportunity. Those restaurants cannot thrive without both the residents and companies and employees in the office buildings providing critical daytime population and corporate accounts.”
Lastly, it was important to Mitchell to create opportunities for the community to gather and worship. Interfaith, established just prior to The Woodlands, has more than 41 member congregations from faiths around the world.
“George Mitchell and team recognized that they needed to meet the demands of the worship and spiritual side of a community,” Carman says. “Their forward thinking set The Woodlands apart from the very beginning.”
Mitchell’s vision for a self-sustaining community within a natural setting has remained intact over the past 50 years, growing residentially and commercially in mutually beneficial ways.
“I think it’s important to note that this community, more so than just about any community in the entire country, has the most tightly aligned, the most symbiotic relationship between commercial development and residents anywhere,” Carman says. “This is a community that should be replicated around the world.”
Good luck. It’s not that easy. Fifty years. It takes patient development. And it takes a vision that people are willing to stand by. Nothing happened here by chance. It’s all part of a plan. What makes it special is that there has been a long-term vision and it’s been executed faithfully for over 50 years.

The History of The Woodlands Area Chamber of Commerce
Building the Pathway to Opportunity for the Business Community

The Woodlands Area Chamber of Commerce — which was founded as the South Montgomery Woodlands Chamber of Commerce in 1978 — began operations in the most humble of ways. Winn Sharp served as the lone employee, serving as the Executive Vice President of an organization that started four years after the founding of The Woodlands itself.
“They started with some businesses in Oak Ridge North, because that’s where the businesses were,” says Karen Hoylman who served as both Membership Director and President and CEO of The Woodlands Area Chamber of Commerce president and CEO Karen Hoylman says.
“Former U.S. Congressman Kevin Brady came from South Dakota and Louisiana, and he was a small business person.”
Brady ending up leading the Chamber from 1985 through 1996.
Hoylman moved to The Woodlands in 1992, when her husband transferred from Tulsa to work with an oil company.
“I had volunteered with the downtown chamber there,” Hoylman says of Tulsa. “And I volunteered here for the Chamber for a couple of years before they hired me as their membership director.” At that time, the Chamber of ces were located right off I-45. Hoylman remembers everyone who worked with the Chamber back then coming from somewhere else. This re ected the reality of how much George Mitchell's master planned community was growing. That transient background paid off in those early days too.
“It was a huge part of our Chamber — it brought in all these people who had been other places," Hoylman says. "And they’d seen things that worked in their community and things that didn’t.
Community founder George Mitchell’s emphasis on the biotech sector played a role in the early days of the Chamber. “We thought it was going to be a scienti c community,” Hoylman says. “So that was our emphasis.
We created the Education for Tomorrow Alliance, and CISD [Conroe Independent School District] partnered in that.”
In 1996, Hoylman became president of the Chamber of Commerce, stepping in after Kevin Brady’s term as President and CEO. Hoylman said there were several de ning moments for the Chamber. An early one was in 1997, when The Woodlands Area Economic Development Partnership was created.
“People started coming in looking for of ce space, or a place to locate their business,” notes Hoylman, who'd end up serving the Chamber for more than 20 years. “They wanted to know about the schools. They wanted to know about the tax rates. And it was too much for our staff people to handle.”
The Economic Development Partnership was developed at a leadership retreat, and stayed part of the Chamber until 2016.

“It operated with its own board of directors and independent program,” Hoylman says. In 2016, The Woodlands Area Economic Development Partnership got spun off with the creation of its own 503 (c) 6 corporation.
In 2012, the Chamber changed its name to The Woodlands Area Chamber of Commerce.
Game Changers For The Woodlands
The next de ning moment for the Chamber of Commerce came with the opening of The Woodlands Mall.
“The mall changed our direction,” Hoylman notes. “Because it allowed us to bring tourists here and the developer and Town Center Improvement District (TCID) at the time started promoting our communities in Mexico, and to people who wanted second homes.”
Another de ning moment in the Chamber development came with the opening of The Woodlands Waterway, a project developed by The Woodlands Development Company (now Howard Hughes) through a public private partnership. It opened in 2002 and became fully completed in 2018.
"It took tourism to a whole new level,” Hoylman says. "The whole scene got a lot of publicity and people wanted to lm here. And there was no plan for that. So we sent a staff person to the Texas Film Commission in Austin, and with the Township and the TCID, they created forms and processes.”
Advocacy
Advocacy stands out as another mission of The Woodlands Area Chamber of Commerce Chamber, serving as a key part of its community-building strategy for many years.
“We joined the Texas Association of Businesses and the US Chamber of Commerce,” Hoylman says. “We went to Washington DC and took our board members — and learned about how to work with legislators.”
Another legislative success was creating the Montgomery County Day at the State Capitol in Austin. The Woodlands Area Chamber of Commerce of Today The Woodlands Area Chamber of Commerce of ces relocated to their current location at 9320 Lakeside Boulevard in 2014.
Stepping in to ll a need has been the hallmark of the Chamber since its inception, and that has continued with J.J. Hollie, who became Chamber President and CEO in 2015.
“If we are the same Chamber that we were ve years ago, we’re not doing the right things,” Hollie says. “In 2018, we completely redid our strategic plan. We have over 1,300 member organizations and are the largest business organization in the entire Houston area.”
Chamber events like Taste of the Town, which started in 1996 with
10 restaurants at The Woodlands Resort, and the Economic Outlook Conference, developed almost forty years ago, are two of the ways the Chamber facilitates the marketing of the community.
“It’s much more than just exchanging business cards,” Hollie says. “It’s creating a relationship which builds community. The Woodlands still has a small town feel even though we have 123,000 residents. They want to do business with people that they know.”
That community building is critical, something of the secret sauce that keeps The Woodlands founder George Mitchell's original vision going and The Woodlands growing. “We all have to work together,” Hollie says. “When we talk about our tagline 'The Pathway to Opportunity' — it’s an opportunity professionally, personally, and nancially.

C.A.R.E.S. Hosts Music Bingo Lifetime Members
The Chamber C.A.R.E.S. Committee hosted a Music Bingo at Two Tones Dueling Piano Bar. The event was the committee’s monthly service project to help raise funds for Executive Women’s Alliance’s Women of Vision Scholarship Fund.
Many members and guests enjoyed an evening listening to music ranging from country to 70’s, 80’s and beyond while desperately hoping that the tunes that were playing matched those on their bingo cards. Winners were awarded some amazing gift baskets assembled by the committee. Items in the gift baskets were donated by some of our amazing members that wanted to contribute to the success of the even. A special thanks to G&L Installations, Impac Fleet, Kroger and Young Chef’s Academy for their donations.
