President’s Message

W

here has the summer gone? It seems like the spring meeting was just yesterday.

Our statistics and other reports show that our market is coming back, and we expect this trend to continue. Although, I am not sure we will see the levels of 20062008 in the near future. However, this trend is good news for all of our members. As George Sztykiel, founder of Spartan Motors, once said, “A rising tide lifts all boats.”

he Marketing Committee has made some changes over the past few months including some new faces and some new roles. Through these

changes we hope to help communicate FAMA’s mission and activities. The Importance of What We Do By Dave Gatton

W

hen firefighters are in the news, it often is a bad sign. With deadly wildfires raging, floods more prominent, tornadoes two-and-a-half miles wide,

and terrorism re-emerging in time-treasured events such as the Boston marathon, first responders are making the news

because they are America’s first response to tragedy and catastrophic events. While we celebrate their tremendous capabilities, and honor their courage and ultimate sacrifice, we also are mindful that this is a profession that most of the general public would shy away from because of what firefighters must confront. That is why they are “cut from a different cloth.” And so is the industry that provides our nation’s 1.1 million first responders with the equipment and apparatus they need. This spring over 27 companies and 37 individuals from FAMA and FEMSA participated in Hill Day and attended over 90 meetings with Congressional offices to support the Assistance to Firefighters and the SAFER grant programs. This summer, Home Days have been held in Con­necticut, Illinois, Kentucky, Minnesota, and Ohio where congressional representatives and senators have toured facilities and participated in programs highlighting the importance of how American industries help to supply our first responders. All this is done by FAMA and FEMSA members because it is just one way to make sure that firefighters are well equipped to do the nation’s business. These efforts make a difference. Earlier this summer the House of Representatives passed its Fiscal

Year 2014 Department of Homeland Defense appropriations bill, providing $340 million each to the AFG and SAFER programs. This funding level was a result of an amendment on the House floor to increase each program by $2.5 million, and exceeds the FY 2013 appropriations level. The Senate Appropriations Committee has pegged each program to receive $337.5 million, equal to last year’s level. At a time of extreme Federal budgetary pressure, these proposed funding levels are very positive, and the entire Fire Service Coalition, including FAMA and FEMSA, have worked hard to make it so.

All this seems so nitty gritty, so small compared to the lofty contributions of the first responders themselves. But it is not. What you do as FAMA and FEMSA members helps save lives by ensuring that local departments have the equipment they need when they put their own lives on the line. So when you participate in Hill Day, or help to organize a Home Day, or invite your congressional representative to your facility to see your employees make the equipment that saves lives, know that you are part of a great cause that the world envies— Americans protecting each other from whatever tragedies befall them. Keep up the good work. ◉

In addition, both the House and Senate have provided $44 million for the U.S. Fire Administration and $35.2 million for the Urban Search and Rescue programs, nearly equal to last year’s numbers and both priorities for FAMA and FEMSA. Of course, the story does not end there. As Congress reconvenes after Labor Day, it will have only a few legislative days before the end of the current fiscal year, September 30th. If they fail to pass individual agency appropriations bills by that date, Congress will likely resort to a Continuing Resolution (CR) to fund federal agencies at current levels until permanent bills can W W W. Kochek Home Day Senator Blumenthal and Congressman Courtney Visit Kochek

T

he small Putnam Industrial Park located in the northeast corner of Connecticut earned attention from members of both Congress and the Senate recently. Specifically recognized was Kochek Company,

Inc., a manufacturer of specialty fire equipment to the US, Canadian, and international markets. Kochek is an employee-owned business manufacturing a number of finished fire, industrial and irrigation products from raw material. Senator Richard Blumenthal and Congressman Joe Courtney made individual visits within just a few weeks of each other this summer for “Home Day” at Kochek Company. Home Days are events designed to bring fire industry awareness to elected officials. Kochek Company provides many products purchased— although not exclusively—with funds granted through the Assistance to Firefighters Grant, or AFG, and other government programs. With recent events such as the wildfires in the Midwest and property damage in the billions every year from fire, the elected officials were motivated to come see for themselves just what their constituents’ tax dollars are supporting. After a brief education on how the company’s products are used and the technology employed to make them, both Senator Blumenthal and Congressman Courtney were pleased

to learn about the return Kochek provides to the community. The senator was impressed with the quality of the products. Monies allocated through federal, state and local programs have a primary focus on supplying a need for the safety and protection of life and property; the benefit, however, is greater than tools, personnel and training. The resulting support of local jobs, and the businesses of domestic vendors

Providing internships through local and regional institutions such as Quinebaug Valley Community College reveals a certain synergy created by the tax dollars passing through this New England manufacturing facility. Both the senator and congressman commended Kochek’s intern program. Technology utilized in production such as lasers, automated machining and custom robotics, sparked the interest of both visitors. Kochek’s resident laser technology specialist, Dan Diagneault, provided a quick laser tutorial for the visitors. Congressman Courtney is part of the Congressional Fire Services Caucus and said his visit to Kochek was prompted by the fires in the Midwest, and because of Kochek Company’s reputation. Senator Blumenthal remarked, “I want to help promote the work you do and this kind of activity. The products coming out of this company are very high quality. The fires out in the Midwest, and the prevalence of fires throughout the country is very concerning. I wanted to come and see firsthand where the products were made. ◉

Illinois Home Day By Janet Wilmoth

O

ne hundred people attended the eighth annual Illinois Fire Service Home Day on June 20, 2013, at the new Homeland Education Security Center located on the campus of the College of Du Page

in Glen Ellyn, Ill. The event was sponsored by the Metropolitan Fire Chief’s Association of Illinois, which has partnered with FAMA and FEMSA. Illinois’ Home Day was established to help state and local legislators better understand firsthand the importance of grant funding in Illinois. The three-hour event was co-chaired by Chiefs Tom Deegan and Tim Sashko of the Metropolitan Fire Chiefs; Paul Darley, president, Darley and Co., and Janet Wilmoth representing FEMSA. In addition to congressional leaders and their staffers, also in attendance were 30 Illinois vendors (employing more than 100,000 Illinois employees) and more than 60 Illinois fire chiefs. The event was held at the college’s $25 million HEC facility, completed in Q4 2011. It has 66,000 square feet and

houses the college’s Criminal Justice, Fire Science/EMS, Police Department and the Suburban Law Enforcement Academy. It is one of the few educational institutions to receive a relic from the Twin Towers following September 11, 2001, which is included in a permanent memorial display in the center. Speakers at the event included Illinois State Fire Marshal Larry Matkaitis, Garry Briese, former FEMA VIII executive director and Don Mobley, FEMA program specialist. The state fire marshal presented the attendees with an update on his residential fire sprinkler campaign for Illinois. Matkaitis recently filed a new state fire code, the first change in 12 years, which

governmental affairs corner would require fire sprinklers in all new single-family homes, including those built within Chicago city limits. “As far as I’m concerned, everyone in Illinois deserves safe housing,” Matkaitis said. Garry Briese in his keynote speech addressed educating legislators on fire and emergency service issues and, in particular, the value of federal grant funding. Briese stated that the Assistance to Firefighters Grants funding is scheduled to cease in 2017, and the fire service needs to be prepared to act now to extend that deadline. Home Day concluded with outfitting the legislative staffers in firefighter turnout gear and having them enter a smoke-filled room to experience what it’s like to be a firefighter. ◉

Lion Home Days

I

n February, U.S. Representative Hal Rogers visited Lion’s facilities. Congressman Rogers is the House Appropriations chair and his congressional district includes the city of West Liberty, Kentucky. Only one

short year ago the area was devastated by a very powerful EF-3 tornado. Congressman Rogers and Kentucky Governor Steve Beshear were in West Liberty to announce major grants to the city and the county

for its continued recovery. After announcements were made at the local high school, the congressman and his staff visited the Lion plant. Lion

U.S. Senator Sherrod Brown, Ohio was able to resume manufacturing within a week of the tornado and the congressman thanked the company for its strong support of the area after such a major natural disaster.

On August 13th, Senator Sherrod Brown visited Lion’s corporate offices in Dayton, Ohio. It was the first time the senator had the opportunity to visit Lion’s offices and he was impressed with the variety of business activities that Lion has developed over the last 100 years. ◉

Committee Update and Hot Topics in the Works By Roger Lackore, Technical Committee Co-Chair

T

he FAMA Technical Committee met at the FireRescue International conference in Chicago this August. Our sincere thanks to our meeting

The committee continues to involve a significant portion of the FAMA member companies and is active in many areas. Communications has been a big push in 2013, both among the members and reaching out to our

tech corner industry. The FAMA Forum column has been appearing monthly in Fire Apparatus and Emergency Equipment magazine with topics that are both informative and timely. The resource library on the FAMA website has also been refreshed, culling the outdated publications and providing a more userfriendly means of storing papers and presentations. Within the committee, communications has centered around the Basecamp software. Each technical subcommittee has its own “project” within Basecamp where subcommittee chairs can post documents for review, and members can discuss topics in a blog-like fashion. The NFPA 1901 and 1906 revision cycle is currently occupying a major portion of the committee effort. Member company representatives have been participating in conference calls with NFPA to influence and craft revisions to both standards. We provided an overview of public comments during the August meeting so that members would be aware of the general considerations that are on the agenda. Public comments have been uploaded to a special project in Basecamp, available to any FAMA member who desires access. If you are not participating in the Basecamp system, you can contact any of the Technical Committee chairs for an invitation. In the last revision of NFPA 1906, a major theme for the committee was to keep in mind that the intent of the standard is to be a “minimum” standard. That means it should set the bar at a level that will provide safe and effective apparatus without breaking the bank. Some people feel that this vision has been lost in the past, and it will be interesting to see whether the NFPA committee will be willing

There are a few hot topics being tackled by the NFPA committee. One involves the desire by some to have an external riding position for wildland apparatus. This feature would allow firefighters to ride on the outside of an apparatus during pump and role operations. Another topic involves the continued push to accommodate the seating of larger firefighters with turnout gear and ever-greater amounts of equipment hanging from their belts. Data now available from a recent NIOSH study of fire fighter size and weight will be key to this push. One of the Technical Committee initiatives for 2013 is to develop an apparatus safety guide that can provide general safety procedures applicable to

any apparatus. A draft guide has been developed and is uploaded to Basecamp for committee member review. We are excited about this effort and hope that it will contribute to improving the safety of our nation’s firefighters. In addition to these major initiatives, Technical Committee members will also be tackling a pump selection guide, preparing for EPA changes beyond 2017, and planning our annual support of the Fire Department Safety Officers Apparatus Symposium. Needless to say, all these activities will keep us busy, and there will be plenty to discuss at our spring meeting at FDIC. Don’t be left behind, join with your fellow members and stay involved as the FAMA Technical Committee forges new paths for 2014 and beyond. ◉

FAMA Awards 2013 Scholarship

T

he Fire Apparatus Manufacturers’ Association has awarded its 2013 Phillip L. Turner Fire Protection Scholarship to University of Maryland student Maria Theodori.

Theodori, who is entering her senior year at UMD, is majoring in the field of Fire Protection Engineering. She received a $5,000 scholarship in recognition of her outstanding academic achievement and commitment to the fire service. The award is given annually by FAMA and has been sponsored since 2009 by FAMA member Akron Brass Co., a worldwide marketer and manufacturer of high performance lifesafety, fire fighting and emergency rescue equipment. A presentation was made at the August FAMA Technical Committee meeting

held in conjunction with the FireRescue International conference in Chicago, Illinois. During the application review process, the FAMA Education Committee asked themselves a simple question: Why this person? “Maria does not settle for just doing things within the parameters given. She is an EMT who became a senior after only five semesters,” stated Tammy Laridaen, FAMA Education Committee Co-chair. “This summer she traveled to Athens, Greece to intern with the Forest

Research Institute of Athens to research wildfires and how to decrease home vulnerability on the wildlandurban Interface. The funds from this scholarship will allow Maria to finish her Master of Science in just one year after graduating with a Bachelor of Science,” noted Laridaen. In addition to her academics, Theodori was recently elected as President of the Society of Fire Protection Engineers Student Chapter ’13-’14. Her passion in fire science was nurtured at a very young age; her uncle serves in the Maine fire service as a Fire Captain. “Akron Brass is honored to sponsor the Phillip L. Turner Scholarship. Education is a key part of the philosophy at Akron Brass, and we feel it is our responsibility to provide individuals like Maria an opportunity to build the critical skills and knowledge to be successful in life and as leaders within the fire and emergency service industry,” stated Dave Durstine, Vice President/ Marketing for Akron Brass. “On behalf of FAMA, we wish Maria much success in her future endeavors”

Edward “Loy” Senter Jr. is the fire and EMS chief of the Chesterfield County (VA) Department of Fire and EMS. He leads a combination organization of over 700 members, operating 30 fire/rescue stations, providing all-hazards protection to 320,000 citizens in a 446 square mile area. Prior to his appointment as fire and EMS chief in Chesterfield, Chief Senter served as the fire chief for the City of Norfolk (VA) Fire-Rescue Department where he retired after 27 years of dedicated service.

He was the co-editor of the third edition of the textbook titled Managing Fire and Rescue Services and currently authors a monthly column for Firehouse Magazine titled Fire Service Politics. Brian A. Crawford is the fire chief for the City of Plano, Texas. There he leads an all-hazards metropolitan firefighting/EMS force of more than 330 members, protecting the city’s 271,000 residents. Previously Crawford served 28 years with the City of Shreveport (LA) working his way through the ranks to become Fire Chief in 2008. Bruce J. Moeller, PhD. currently serves as Executive Director for Safety & Emergency Services in Pinellas County, Florida. Managing a diverse set of programs for a community of almost 1 million residents, areas of responsibility include 9-1-1, EMS, Fire Administration, Radio and Technology, Emergency Management and Animal Services. Prior to his current role, Moeller served as city manager in Sunrise, Florida for 5 years. Chief John B. Pope, III began his firefighting career with the City of Collins (MS) Fire Department in November 1996 at the age of 18. A second generation firefighter and chief, Pope had the privilege to work alongside his father, Chief John B. Pope, Jr. for many years prior to his retirement in 2001. Pope strived to gain as much experience and knowledge as possible as a young firefighter, attending every available course he could. His tenacity for training and education enabled him to gain an Associate Instructorship with the Mississippi State Fire Academy in 2001.

Career Fire Chief Honoree – Fire Chief Randy Mirowski of the Loveland Fire Rescue Authority in Loveland, Colo. With a career spanning nearly 40 years, Chief Randy Mirowski began as a firefighter with the Topeka Fire Department. He moved to Loveland Fire Department where he served as a driver operator and apparatus maintenance engineer. Mirowski then served at the Poudre Fire Authority, where he spent 27 years rising to become a special operations battalion chief. He rejoined Loveland as its fire chief in 2009. Under his leadership, Chief Mirowski helped build a collaborative

Member News relationship between the City and Rural District which resulted in a combined Fire Rescue Authority with increased staffing (from two to three person companies), improved equipment and an expanded fire station. Dedicated to education and training, Chief Mirowski is chair of the Board for the Front Range Fire Consortium; an organization to support the training and development needs for the Front Range Fire Rescue Departments. He is a member of the IAFC and the International Association of Firefighters, and is an instructor for the Northern Colorado Fire Consortium. Chief Mirowski’s leadership style and acumen have inspired his staff and others to excel. He has authored and co-authored several training programs on leadership, officer training, procedures, operational directives and more. He holds a Master of Arts, Organizational Leadership from Gonzaga University; a Bachelor of Science, Technology, Education and Training from Colorado State University; and an Associates of Applied Science, Fire Science Technology from Aims Community College.

Volunteer Fire Chief Honoree – Fire Chief Freddy L. Johnson, Sr. of the Stoney Point Volunteer Fire Dept. in Fayetteville, N.C. Chief Freddy L. Johnson, Sr. began his volunteer career in the fire service in 1975 and joined the Stoney Point Volunteer Fire Department in

1976, where he rose through the ranks until being named fire chief in 1980. Called “bright, resourceful and driven,” Chief Johnson has led his department to become the only volunteer fire department in the world currently accredited by the Commission on Fire Accreditation International. Improvements spearheaded by Chief Johnson resulted in an ISO rating of Class 3, the only volunteer department in North Carolina to achieve this rating. He led a $1.1 million grant project for a regional interoperability voice system, and advocated for a special tax initiative to fund fire and EMS services. Chief Johnson has followed a dual career path with the United States Army and, after 23 years of honorable service, he retired from the Special Operations Command in 1996. He next joined the Cumberland County Sheriff’s Office where he was promoted to captain and placed in charge of 125 detectives. In 2001 Johnson was named the emergency services director at the Hoke County Sheriff’s Office & Emergency Management, a position he holds today. Chief Johnson was appointed by the North Carolina State Commissioner of Insurance to the North Carolina Fire and Rescue Commission, and has served as president of the Cumberland County Fire Chief’s Association since 1980. He was recognized by the North

Carolina Association of Fire Chief’s as its Volunteer Chief of the Year in 2012, and is a recipient of the “Long Leaf Pine”, the highest honor the state offers. He received a B.S. degree from Liberty University and is active in numerous community organizations.

Kevin Crump was reassigned to Spartan ERV in an organizational change in June. Crump will now serve as Managing Director of Spartan ERV in Brandon, South Dakota. TFT adds four new employees to its workforce Brad Thomas has hit the ground running as Task Force Tips’ new Hytrans Fire Systems Division Manager, cementing TFT’s new alliance with Hytrans Systems. For those who haven’t had a chance to meet Brad, he’s been out on the road doing hands-on training.

Meanwhile, back at TFT headquarters, Nathan Calabrese, TFT’s new Vice President of International Sales, has moved his wife, Dina, and daughter, Sofia, up from Atlanta, Georgia, to their new home in Valparaiso, Indiana. “One of the selling points of moving here is that I promised my daughter snow,” Nathan explained. “Having lived in the Chicagoland area before, I know that she won’t be disappointed.” Outgoing International VP Larry King, a TFT veteran of some 10 years, has spent the last couple of months handing the reigns over to Calabrese. “Nathan has been creating and managing international sales and distribution networks since the early 2000’s,” King said. “His past business in the power sports and automotive industries yields many similarities to our municipal and industrial segments where safety, product quality, delivery and relationship building are key components in maintaining and growing international sales.” Nathan’s formal academic background includes Great Lakes Maritime Academy for Marine Engineering, Youngstown State University for International Business, Moscow University of the Humanities for Foreign Language & International Business, and Pennsylvania State University for Business Management. Christian, who is TFT’s new Latin American Territory Representative, has an engineering background that’s going to help TFT in broadening its industrial base in South America. “Christian has a great personality that we know our customers are going to love,” said Luis Coso, Caribbean and Latin America Regional Manager. “That, coupled with his engineering knowledge and skill with languages, is just what we were looking for to help us in our international growth.” And welcome Christian Boorz who is TFT’s first full-time representative in the European marketplace. When Boorz came to TFT headquarters for a visit and orientation. “Christian is one of those guys who never meets a stranger,” said Nathan Calabrese. “Europe has over 400 million people, and makes more fire trucks in a year than are made in the U.S.,” explained TFT CEO Stewart McMillan.

“With all of the new products that we have developed that go onto trucks, it was way overdue to have a fulltime person in the right time zone to render assistance to the truck manufacturers in Europe.” Christian, who speaks three languages fluently and probably understands a few outside of that, will be working directly for Nathan.

will serve him well as he begins his career with UPF,” says Lingel. Tim is working closely with VP of Sales and Marketing, Bill Bruns, until Bill’s retirement on November 1, 2013. “I am saddened to leave an industry that I have enjoyed for over 30 years,” say Bruns. “But I am confident that Tim will provide excellent support and service to all of UPF’s customers. Tim’s experience as a firefighter and former chief is a great asset as we move forward.”

Curtis was instrumental in Hackney receiving two earlier awards for product innovation: the 1992 New Product of the Year Award, large company category, from the National Association of Professional Engineers, and the 1991 North Carolina Governor’s New Product Award, both associated with innovations in emergency vehicle design.
