~VILLAGE HALL COMMITTEE NEWS ~

It has been wonderful to have 'crowds' in the Village Hall again-some return to normality perhaps. We are all dealing with this situation as well as we can, so understand people are still nervous. Great thanks to Katie, Martina, Julian and Tristan for the organisation of the Halloween Treasure Hunt which went off really well and those who took part had a really enjoyable time. Thank you to everybody who took part, opened their doors and also those who respected the wishes of those without pumpkins! A small profit was made for Village Hall funds. Another round of applause to Nigel for the Quiz which went off smoothly as usual on the 20th November. The limited numbers did not detract from the fierce competition-all in the best possible taste-and as usual the questions contained those we knew, should have known or made the wrong choice of answer for. Thanks also to Sue for scoring and Jos and Jenny for organising the delicious platters. No final figures on funds available at the moment-but the event was enjoyed by everybody. Our next event is the Plum Pudding Walk on December 28 th. As usual there will be mulled wine to start, then the walk-one shorter, one longer-and a choice of homemade soups with French bread to finish. The cost is £4 per person with school age children free. We will start at 11 o'clock. We have pencilled in three future events: February 19th - Curry Night March (date to be confirmed) - Table Tennis Competition June 18th - Fete. As this is close to the Queen's Platinum Jubilee to possibly have "The Elizabethan Age" as the theme. Hopefully as time goes on things will get back to what we knew previously and those old favourite activities will make a welcome return to our calendars. Anybody have any thoughts on how to celebrate the Platinum Jubilee for our Queen? A Street Party? Tea Party/Picnic on the Green? ~NEWS FROM THE CLUBS~ Lunch Club Another fantastic meal was enjoyed at our Lunch Club in November cooked for us by Karen Cleave. Thank you, Karen, for a tasty, braised beef casserole with plenty of vegetables, including some wonderful roast cauliflower, which was a first for some of our members. Our dessert of apple and almond sponge with custard or pears in cranberry juice was very well received and thanks must go to Ann West. Of course, thanks also to the wash up team, Dave Challinor and Annie Matthews. Wednesday 8th December is our much-anticipated Christmas dinner. This will be the traditional meal which we all sadly missed last year. A full meal of Roast Turkey with all the trimmings followed by Christmas pudding (other options available) coffee and chocolates and a glass of wine, all for the price of £3.50 is an incredibly good deal! If you wish to book, please contact me (details below) as soon as possible or by 3rd December at the latest, as we need to know numbers so that we can order the turkey. We will be holding the big Christmas raffle again this year which will help us to offset the price of the meal. Tickets are on sale around the village and will be available in the hall on the day. History Group There is no meeting in December but in January Alistair Govan will be showing more of his Wickham Skeith Village Videos. Will you be able to spot the faces, places and historical traces of yesteryear? The evening will include clips of the Audio-Visual Show, “Memories” of 1978, and video clips of village life and activities filmed in 1986 and beyond. All are welcome so do join us in the Village Hall at 7.45pm on Wed 19 Jan. Entry Fee £2 (children under 16 free) including tea/coffee and biscuits. ~NEWS FROM THE CLUBS & OTHER EVENTS~

Hilltop Women’s Group A big thank you to Sylvia who talked us through the making of sugar-craft snowmen and Santas in November. Mine would have frightened the children, but other folk made theirs look so professional! Our 7th December meeting will be in the Hall, not out, this year due to restrictions . So come along for a Festive social with mulled wine, nibbles et., and don't forget your gift-wrapped snowball present. Usual 7.45 start. Our January meeting on Tuesday 11 th, will be our annual film fest with popcorn and choc ices. Please note the 7pm start !!!!!!!!! We will hopefully (that word again!) have a programme of events ready for you. Thank you so much to all the good folk on the committee and to the members and friends who have kept us ticking over during these uncertain times. Let's hope that 2022 will begin a return to safer and brighter days. Keep safe and be careful over the holiday season. Managing some family time would be such a bonus. ‘Crafternoon’ December 11th and January 8th ‘22 Wickham Skeith Village Hall 2.00 – 4.00p.m. Come along, show & tell! Whatever your art or craft bring along your current project. Share skills, ideas, tips and techniques. Inspire and be inspired in the company of other creative people. If you have an ‘arty’ or ‘crafty’ friend then bring them too. Surplus art/craft items & books to sell? Bring them for the bring and buy table. Entry: £2.00 per person (inc. tea/coffee/biscuits). Adequate space to be sociable and yet maintain social distancing.



~ OTHER EVENTS~

Tea and Chat Tea & Chat is from 2pm to 4pm on Wednesday 1st December. After a seasonal break, Tea & Chat returns on 19th January. £1 gets you unlimited tea or coffee, biscuits, possibly even cake. All welcome including well behaved dogs.

Fundraising for St Andrew's Church Thank you so much to the stirrers, Laura in the kitchen and those who came to support us on Saturday 20th November. Father Christmas was magnificent and the children in the audience loved hearing the addition of raisins, eggs etc and then enjoyed stirring and making a wish. We raised almost £200 thanks to those who paid for puddings, bought refreshments and raffle tickets. In 2022 we shall have a quiz and a Flower Festival, fingers crossed, so watch this space and thank you for your support during 2021. Mobile Library Van The Suffolk Mobile Library van calls every four weeks on a Thursday. Its first stop is the lay-by outside the chalet bungalows, from 9.45 to 10am. The second stop is outside Haymead House in The Street from 10.05 to 10.20. It is free to join. Come to the van with proof of identification or complete an online form. Books can be ordered online or browsed for on the van and can be borrowed for eight weeks. Next dates 16th December 2021 and 13 January 2022

Christmas Services – you are welcome to any of our Christmas services. We advise wearing a mask as these services tend to be busy. All the villages will have a carol service in the week before Christmas, Old Newton & Bacton will hold Christingle services and Cotton will have a children’s crib service on Dec 12 th. COVID – before you attend a service, where possible, please take a lateral flow test and do not attend if you have any COVID19 symptoms. Services will be live streamed on our Facebook page. Would all our ‘decorators’ please have everything in place for the service on 19th and take things down whenever you’re ready after Christmas. Many thanks for all your efforts, they are greatly appreciated by everyone attending our festival services or visiting the church. Village Star Hunt – once again we are asking people to display a STAR in their window or garden from Sunday 28th November through to Christmas. People can then go round and find as many as they can! Remember to post your STAR on Facebook! Star Trail Experience – Come and meet the Wise Men, Saint Nicholas and Mary cradling baby Jesus – real live actors! The experience will be open to the public at Old Newton Church on Saturday 4th Dec, 12noon-4pm and at Bacton Church on Saturday 11th Dec, 12noon-4pm, and is free to all. Each journey lasts about 40 minutes. The event is free, donations welcome. No need for tickets – just turn up! Diddy Disciples – a short service for parents and tots, 10.30am at Bacton Church, followed by refreshments. Dec 1st and 15th. All welcome. St Andrew’s continues to be open each day from 10am but may be closed by 3pm rather than 4pm on the darker afternoons.

The PCC will meet on Thursday 20th January. If anyone has anything they want the PCC to discuss, please notify the Secretary, Mary Paine (767897) so that she can include it on the agenda.

Flower & Cleaning rota – there’s still time to volunteer for the new rota. If you would like to volunteer to join, or if you need to be removed from the list, please let Liz Davidson know by December 12th (766622, eadavidson42@gmail.com). We don’t have as many volunteers as a few years ago so new people will be welcome. Each pair will have 2 or 3 sessions of 2 weeks in the year when they provide fresh flowers for the altar vases in season and do as much cleaning as time and energy allows. It’s not an arduous task, you don’t need to be a regular churchgoer to ‘qualify’ just care about preserving a historic building - every effort helps to keep our lovely building in good order. If you’re not sure just ask Liz to tell you more. All help is greatly appreciated. Rector’s Ramblings For some people Christmas is anything but joyful and peaceful – the added pressure of family visits and the stress and worry of money are just a few examples why! I can imagine this year will be even more difficult for already struggling households because of the ongoing pandemic. The first Christmas was anything but peaceful. Mary and Joseph, who we’ve made out to be meek and mild, facing the trouble of pregnancy before marriage, travelling miles only to find they were not wanted at the Inn and fleeing as refugees in order to protect their new born. The first Christmas was tense, awful and terrifying. Does this sound familiar? Not much has changed in our world. Christmas is still difficult for millions world over. Refugees, the homeless, the lonely. Those Afghan citizens who have had to flee and will spend their first Christmas in strange surroundings. Those who have lost homes and livelihoods because of natural disaster or terror. Families unable to pay for food because of unemployment or increased living costs. Underneath all the human drama, for Mary and Joseph and for us still today, God is at work. Mary and Joseph’s example encourages us to be joyful, despite the pressure of the world around us. That, despite wars, the angels somehow sing; that, despite human frailty, God’s child was born; that, despite our fears and doubts, love always wins. That is the Christmas story – love always overcomes; light always defeats darkness. What are you doing to make someone else’s Christmas a more beautiful celebration? If you’re struggling emotionally, financially or physically, don’t be afraid to get in touch with us. Have a very peaceful and blessed Christmas, whatever that means to you! Present: Cllrs T Thorogood (Chair), K Knights, R Palmer, J Keable, T Rowe. Clerk: H Roberts. Also present: District Cllr Warboys, County Cllr Stringer, and three members of the public. Covid booster vaccines. Cllr Stringer advised it was best if residents book online if they can rather than call the surgery, in order to relieve pressure on the surgery phone line. Local Electricity Bill, a proposal to help proportion local energy supplier’s costs, making local electricity cheaper and more reliable. SCC Cabinet meeting debrief. Suffolk Schools to reintroduce face coverings. Sizewell C: Government announce support & new funding strategy. Bus Back Better: Bus Service Improvement Plan (BSIP) approved.

Cllr Knights asked for an update on SEND (Special Educational Needs and Disabilities), and asked if a child is told to attend a SEND school that is not their nearest school, will they still get support for transport? Cllr Stringer said yes, they would. Cllr Rowe asked if the proposal for doubling up pylons was accurate. Cllr Stringer said yes, but the plan has not yet been released, but the aim is to transport power from wind turbines from the sea. Cllr Knights asked about reports that Suffolk holds twice the amount of land for development – that SCC has delivered approx. double its allocation, and that the Local Plan is paused for 6-9 months. Cllr Stringer recommended parishes have a Neighbourhood Plan. Some discussion followed. Cllr Keble said the Local Plan (2017) proposed 10-36 houses be built up to 2036, and that at the current rate this limit will be soon exceeded. Cllr Warboys said he would raise issues regarding recent planning applications at committee in Jan. 5.2 08/11/21: MSDC: Cllr Warboys’ report was received. A copy is available on the Council’s website, along with these minutes. Main points:     

MSDC full council meetings debriefs for Sept. and Oct. Reduction in outdoor light pollution. Queen’s Platinum Jubilee 2022. Cllr Warboys can make grants towards any celebrations. Locality grants available now for 2021/22. Local Energy Showcase event held in Oct. Cllr Warboys mentioned the presentation by Elmswell PC on their ground source heat pump project. Cllr Palmer asked if Elmswell have a local infrastructure plan. Cllr Warboys answered that one should be able to see what infrastructure plans other parishes have on their websites. National Planning Policy Framework.

The Clerk presented his report, including actions since the last meeting: an update on the village green land registration, the options for electric vehicle charge points, the Automated Number Plate Recognition pilot, and the defibrillator (see agenda item 5.5.4). A copy is available on the Council website. 5.5 08/11/21: Parish Councillors, including:

08/11/21: Community Speed Watch. The Clerk had circulated the latest data from the Speed Indicator Device (SID). Cllrs concluded they needed to know the times the SID was active in order to make sense of the data, and the Chair said he would ask the SID volunteer for this.

08/11/21: General Data Protection Regulation. No update – waiting on the Clerk to complete updates to policies.

08/11/21: Community Emergency Plan. No update – waiting on the Clerk to arrange the plan review.

5.5.4

08/11/21: Defibrillator. The Clerk reported that the defibrillator has been checked and registered with the NHS database, new light batteries inserted, and that replacement pads for the defib will not be needed until 2024, but they should be budgeted for. A spare set of pads should be purchased now. The Clerk recommended a defib Guardian be appointed. Cllr Keable volunteered for this role, and this was agreed. The Clerk also recommended defib training be arranged for the village. Cllr Stringer said he would send the contact of a local person who could do the training at no cost.

08/11/21: Correspondence Received. A summary of the correspondence received is available as part of the Clerk’s report on the Council website. Main points considered:     

Queen’s Platinum Jubilee Beacons Plan – after some discussion, no proposal for beacons was agreed. Resident enquiry regarding the Grimmer. See agenda item 9. Headway Suffolk: no donation agreed. Suffolk Archives reopened. It was agreed the Clerk would investigate the feasibility of transferring old council records there. Suffolk County Council review of recommended lorry routes across the county. The Clerk will circulate the details to cllrs interested.

08/11/21 Finance 7.1. 08/11/21: The RFO presented the Statement of Account as of 31st October 2021 (along with a copy of latest bank statement), which was reviewed and approved

7.2. 08/11/21: RFO update: the RFO presented their report. A copy is available on the Council website. Changes to the Asset Register were considered, and it was approved provided replacement values are increased by 5%. 7.3. 08/11/21: Insurance Renewal. The Clerk reported that the previously approved Insurance cheque had been rejected and it was agreed a replacement cheque needed to be sent asap. 7.4. 08/11/21: The RFO presented a first draft Budget for FY2022/23. The Budget is to be finally agreed at the next meeting. 7.5. 08/11/21: No new invoices for were approved (but note the agenda item 7.3). 8. 08/11/21: Planning Matters 8.1 08/11/21: The following planning application was considered: DC/21/05954: Full Planning Application Conversion of agricultural barn to form 1No dwelling, erection of new triple cartlodge, formation of new vehicular access/driveway and change of use of land to residential garden (following demolition of outbuildings). Location: Barn 1, Hempnalls Farm, Willow Lane, Cotton Suffolk IP14 4QN. The council was neutral, as the location was outside of the village

Installation of 2no external units of 0.55 cubic metres volume. Location: Jacks Barn, The Green, Wickham Skeith, Suffolk IP23 8LX. Location: Willow Lodge, Rose Lane, Wickham Skeith, Suffolk IP23 8LU. GRANTED. Cllr Knights raised an issue with a previous planning application for land east of Grange Road (DC/20/00849). He reported a 50-year-old oak tree chopped down, and that this seemed to contradict the tree plan (T3 in the planning application). After some discussion, it was agreed the Clerk would raise this with the relevant planning officer and copy in Cllr Warboys, to check which, if any, planning application approved this. 9 08/11/21: Working Parties: Village Green and the Grimmer. Cllr Knights reported that there would be a date in January for a review of trees on the green. In response to an enquiry from a resident of Finningham, it was agreed that the council would politely decline the offer of clearance of the plants. The Clerk will respond that the Grimmer is an environmental asset and that currently there are no plans to remove any weeds or other flora from the Grimmer.
