~ NO DATES FOR YOUR DIARY ~

Staying Connected Sadly, there will be no dates for your diary for the foreseeable future. But the newsletter is such an important communication for the village we want to continue to produce and circulate it if we can. Very many thanks to Elaine at CopyDiss, who has agreed to print April’s edition for us, and to our volunteer newsletter deliverers who have said they are willing to continue their round. This month sees the last reports from club meetings, advice on where to go for information and an update on some local services. Importantly there are also contact numbers for people if you need any help with shopping etc. If you have internet access the village website is: http://wickhamskeith.suffolk.cloud/ Many thanks to Stephen McKie and Julie Sore for keeping it updated. We take things a day at a time. It is our intention to continue to produce a monthly newsletter. If we are unable to print and distribute it, the website contains downloadable versions and we will continue to collate and upload the monthly newsletter.


~VILLAGE HALL COMMITTEE NEWS ~ The Village Hall is closed until further notice but we will open again as soon as we can. Please keep an eye on the Village Website which provides information for us all. The costs of the Village Hall continue even though we can't use this great village resource. We are in the fortunate position that, each week, many people take part in the Lottery Bonus Number, run by Jeanne Mason, which will continue to bring in some funding and there is an amount in the bank account too. Hopefully no problems with us keeping running!! Thanks to Dave Challinor for keeping the outside area looking tidy for us. It is much appreciated! Take Care and Keep Safe Wickham Skeith Village Hall Management Committee – Chair’s Report. Our AGM was cancelled but I wanted to thank all those who have helped us with activities over the last 12 months. We enjoyed a successful Fete, raising over £2600 - once again ably led by Katie Durrant and her team. Our thanks also go to all those incredibly loyal friends and neighbours who turn up to help before, during and after the event as well as those who come along to enjoy meeting old friends. The annual table tennis tournament in March 2019 was a success with 18 players competing. Seb and Caz organized a really enjoyable sports evening on the Green in July and Kevin stretched us all with his Music Quiz. The highlight of the year, inside the hall, must have been the Harvest Horkey. Despite a couple of logistical hitches, Sam Mulgrew and her team worked tirelessly, both in preparation and on the night, to give us a great evening in a fantastically decorated hall. The Produce Show was held in August organised by Rosie and Carol. Denise and her team had big turnouts in both the Halloween and Christmas parties for the children. We did a live screening in the hall of the World Cup Rugby Final. In November, the Hall hosted the Craft fair and Jos and Verity have successfully initiated a crafternoon which takes place once a month. In December the Hall was packed for the annual quiz. Nearly 40 adults and children managed 4 miles on the Plum Pudding walk. The hall is regularly used by the Lunch Club, the Church, Hilltops and private hire for Tai Chi and Yoga groups as well as Tea and Chat on a Wednesday. The hall management committee have been giving serious consideration to enlarging and modernising the kitchen. The Lunch Club committee are very keen that this should be given serious consideration. Further discussion is to take place and we are keen to hear the views of the parish. My thanks to all who have helped, in particular Kevin, running the bar, and Dave Challinor who helps maintain the place as well as cutting the grass. I want to thank Denise Carle, our caretaker and bookings secretary, Jocelyn Bryant (secretary) and Harriet Bowes, our Treasurer, as well as the rest of the committee. We have a good working group, but could always benefit from more assistance. Of course, the hall is now closed until further notice and the cancellation of the Fete will severely hit our income. We are obliged to keep an amount of money in reserve for contingency, which we have, and we are fortunate to have the 49/59 Club that raises money each month. ~NEWS FROM THE CLUBS~ Hilltop Women’s Group We were delighted to welcome Jane Stone to our March meeting. She's a river pilot, working within the Stour and Orwell estuaries and guiding those massive ships safely into their berths. An amazing woman who inspired us all with her relaxed and interesting life. You've probably guessed that the April AGM has been cancelled, and that our mystery Trip in May is no longer a mystery! Home's best. We will let you know when we can safely and legally meet again. Meanwhile, keep safe and look after yourselves. Use the Care Group, or neighbours if you need shopping or advice. ~NEWS FROM THE CLUBS & OTHER EVENTS~ Lunch Club In March we enjoyed a wonderful, roast pork lunch with apple sauce and an abundance of healthy vegetables followed by a beautifully prepared apricot frangipane flan with cream. Huge thanks must go to our chief cook, Jean Willoughby, who was ably supported by Will Elphick and Linda Vertigans. Dessert was cooked by Margaret JonesEvans. The washing up was overseen by Dave Chalinor and Dennis Sore. It was such a friendly and relaxed afternoon and so good to see even more new members from our village joining us and enjoying the food and the chat. Sadly I suspect this will be the last over 60s Lunch club for a few months, as we have cancelled the lunches in April and May, until we know more of what the future holds. I am sure we are all looking out for one another in the village and especially those who are more vulnerable or who live alone. Any Queries regarding Lunch Club contact Jenny Elphick 01449 766885

Flower Festival 2020 We have postponed this event and will look at the possibility of holding it in the Autumn, or, perhaps put it off 'till next year. Who knows!? Fundraising for St Andrew’s Church Because of all the advice about Coronavirus there will be no more fund-raising events for a while but I must report that the Quiz on 14th March was a brilliant evening. Pete Davidson balanced the questions perfectly – mostly challenging but some possible to answer. More than £500 was raised for the new heating required for the church. Thank you very much to everyone who came to the quiz evening. The installation of the new heating in the church began on 19 th March thanks to all the money that villagers and friends have given but sadly Government advice meant that the installation had to stop after Monday 23 rd. We look forward to the work being finished when the Coronavirus problem is over. The Bacton Benefice weekly pew sheet is still being produced. Sadly the church has to be kept locked under the current guidelines and there will be no services or other access – but no cleaning for those on the rota in the near future. It will also mean postponing the spring clean we were planning until the crisis is over. As you will read in Revd Carl’s message in place of services in church there will be opportunities to view online services. Of course no services mean no collection plate and thus no income for St Andrew’s. If you would normally put cash in the collection could you consider setting that money aside until it is possible to give again or even setting up a standing order or making a BACS payment online if you are able? The PCC would be very grateful to know of the support. The electrician began the installation of the new heaters on March 19 th but then almost immediately had to stop. He is leaving the building safe and will resume as soon as it’s possible. Message from Reverend Carl Melville When a new Rector arrives into “his patch”, there is usually a big service, celebration, ringing of bells and so on. Due to the Coronavirus this obviously cannot happen. How will people come to me during this pandemic for comfort and prayer when we cannot meet face to face, conduct services, weddings or baptisms or even visit each other? Thanks to technology, it is possible to stay in touch and I encourage you to make contact with me if you have any need – it might be you need to chat, you feel lonely, need some food shopping collected or a prescription picked up, want to celebrate something or pick my brains. Whatever, do get in touch. I am here – even if you cannot see me face to face – to serve our communities. I can be contacted by phone (01449 781650) or email (carlmelville@hotmail.com). We now have a church Facebook page and I will post there regularly (www.facebook.com/bactonbenefice or search @bactonbenefice). On our Facebook page I will be broadcasting services from my home for the time being, so maybe you can join in with the prayers and hymns. These are certainly difficult and dark days and we may have to get used to this way of life for a while. However, Jesus reminds us that he is the Light of the World – a light that NO darkness can put out. Can evil or famine or COVID-19 put out the light of Jesus? No! What I have seen in our communities already – in just the few weeks I’ve been here – is the amazing kindness, generosity and love that people have for one another. These things are the light of Jesus at work. As days ahead get darker, remember that the light of Jesus can only get brighter. May God hold you in the palm of his hands. - Revd Carl


~ W I C K HAM S K E I T H PAR I S H C O U N C I L ~ MINUTES of PARISH COUNCIL MEETING held MONDAY, 9 MARCH 2020 at WICKHAM SKEITH VILLAGE HALL Minutes are draft, may be subject to change and have been edited for space reasons here. Present:

Cllrs T Thorogood (Chair), H Bowes (Vice-Chair), M Freeman, R Palmer, K Knights, M Blair, H Roberts (Clerk), Cllr Warboys (MSDC), Cllr Stringer (SCC) and 4 members of the public. Apologies: None, all present. 1. Chair’s Welcome: The Chair opened the meeting, welcoming those in attendance. 2. Declarations of Interest and dispensations: no dispensations received. Cllr Knights declared a non-pecuniary interest in planning application DC/20/00848; he did not participate in the discussion or decision-making of that agenda item. 3. Minutes of Meeting: Minutes of Meetings held 13 January 2020 and 7 th February 2020 were approved by all Councillors and signed by the Chair and Vice-Chair respectively. 4. Village Forum:  A member of the public reported a footpath blocked by pallets against the gates (around Daisy Green and Rose Lane, near Knoll Farm). Cllr Freeman agreed to speak to the near resident(s).  A member of the public reported dead toads have been found around the pond, and that the toad signage will be put up, and the village toad patrol is on stand-by. . 5. Reports 5.1. Cllr Stringer (SCC): Cllr Stringer’s report was received and will be put on the WSPC website alongside these minutes. Main points:  Review of school transport policy implementation highlights 19 failings  SCC budget 2020-21 agreed  Plans for Ipswich Northern route scrapped  Streetlights to change to LED in bid to save money and carbon Cllr Stringer reported an offer for Community Speed Watch: a speed monitor with automatic registration recognition may be available at no cost if he can pull together a team of 4 – 5 volunteers to analyse the data from various sites in the county. Interested volunteers should contact Cllr Stringer. 5.2. Cllr Warboys (MSDC): Cllr Warboy’s report was received and will be put on the WSPC website alongside these minutes. Main points:  Summary of MSDC’s information on coronavirus  Update on the Environment and Commercial Partnerships team  MSDC 2020/21 budget agreed. Cllr Blair asked about PCSO parking enforcement. It was clarified that PCSOs can enforce parking infringements but instances of dangerous parking should be reported to the police. 5.3. Suffolk Police (via Parish Clerk): (taken from https://www.suffolk.police.uk/your-area/stowmarket). No crime reported in Wickham Skeith area in December 2019. PCC feedback survey included in newsletter and on WSPC website, and Cllr feedback forwarded. 5.4. Parish Clerk:  Road flooding. Clerk reporting flooding on Thwaite Road to Suffolk Highways on 16th Jan. Suffolk Highways responded that ‘at this time it does not warrant remedial action. However, we will continue to monitor the location as part of our routine inspections, and if the matter worsens significantly, we will take action’.  MSDC website user survey: Clerk has responded to survey.  SALC nominations for Buckingham Palace Garden Party May 2020. Nomination submitted but unfortunately unsuccessful.  Spring Clean Suffolk: Clerk has sent details to the village litter picking group. The village litter picking group will co-ordinate their own litter picking event direct with Cllr Stringer as usual. Proposed date: 4 th April 2020.  Suffolk on Board Bus timetable update: Clerk has sent details for consideration for inclusion in the village newsletter.  Precept form: Clerk has submitted to MSDC and receipt has been acknowledged on 16th Jan.  Ownership of village green: a member of the public will forward a link to the Council that may clarify ownership. It was agreed the Council to pay the £6 fee for a search of the common land register.  It was agreed the Clerk will report hours and breakdown at each meeting.  Defibrillator: Cllr Bowes asked the Village Hall Committee if they might take over responsibility of managing the defibrillator; they have declined.  SALC Planning feedback survey: Cllr Blair has submitted feedback.  SALC Area Forum, 5th Feb: Cllr Blair was unable to attend  Website accessibility. The Clerk reported that the website needs to be reviewed due to legal requirements coming in September 2020. It was agreed Clerk would review and make recommendations to the WSPC website administrator.

Parish Councillors: No matters raised. 5.5.1.Community Speed Watch: Cllr Knights reported his summary of ideas had been circulated to Cllrs and suggested the next step was an informal meeting of interested Cllrs and local community members to review and agree a way forward. The Clerk undertook to check if the speed watch software was still available. 5.5.2.GDPR: SALC training: Cllr Palmer attended the training on 17 th Feb. & will circulate a briefing note to Cllrs. 5.1.1.Community Emergency Plan: an updated draft of the plan was reviewed. The Clerk confirmed the insurance would apply should the Council trigger an emergency unilaterally. It was agreed the Clerk would confirm GDPR consent from all those identified in the plan, and include details for the Care Group. Cllrs discussed the impact of the coronavirus on the plan. It was agreed that groups running upcoming events would be contacted to remind invited residents not to attend if showing symptoms: the Lunch Club meeting, the Village Quiz, the Care Group. It was agreed the Chair would co-ordinate a round robin call with the heads of these groups: Nigel Merriam, Liz Davidson, Margaret Jones-Evans. 6.

5.1.2.Allocation of Councillor Topics. Discussion was deferred given current and upcoming vacancies. Correspondence Received  Community Governance Review: MSDC are reviewing local government boundaries and numbers of councillors per ward.  SALC Mid Suffolk Area Forum: next meeting is 17th March, at SALC offices, Claydon. It was agreed the Clerk would attend.  Citizen’s Advice – request for funding. It was agreed the Council could not support due to limited funds.  Dog and Litter Bin charges increasing in financial year 2020/21: The current costs for BDC and MSDC (per annum not including vat) are £35 per litter bin and £41.00 per dog bin. The cost of emptying each litter bin will be increased to £36.05 + vat per annum across both councils, the cost of emptying each dog bin will be increased to £42.23 + vat per annum across both councils.  SCC Funded School Travel update. Information poster on website, noticeboard and sent to village newsletter. Finance 1. Accounts as at 29.02.20 were presented by the RFO (the Clerk) showing a balance of £5,743.33. The RFO reported that the mandate form to change the account signatories had been sent to the bank but had not yet been processed. Consequently, the RFO still did not have online access to the bank accounts and so he presented the statement based on the scheduled direct debits and standing orders. The statement of accounts was signed by the Chair and the RFO. The budget forecast was also presented by the RFO. The following invoice was approved for payment: £54 for SALC GDPR training. 2. Internal Accounts and Audit Control Review. The appointment of an Internal Auditor was discussed. It was agreed to engage the previous year’s Internal Auditor. It was agreed the Council will submit a Certification of Exemption for External Audit. The RFO presented the draft Internal Accounts and Audit Control review document, which the Council approved. 3. The RFO reported level of Fidelity Guarantee insurance cover was up to £25,000. It was agreed this was sufficient. 4. The RFO presented a draft Risk Assessment document. It was agreed the Council would adopt this document for the next financial year (from 1st April 2020). It was agreed the Clerk would update the Asset Register for review and approval at the next meeting. 5. The RFO presented draft Financial Regulations for review and adoption. It was agreed to defer a decision on this until the next meeting of the Council. Planning Matters. The following planning applications were considered: 8.1 Planning application: DC/20/00849 Proposal: Submission of details under Outline Planning Permission DC/19/04388: Access, Appearance, Landscaping, Layout and Scale for erection of 2no. detached dwellings. Location: Land Adjacent To Bumbledown, Grange Road, Wickham Skeith, IP23 8NF After discussion, the Council had no objection of the application, provided sustainable drainage management was ensured. 8.2 Planning application: DC/20/00848. Proposal: Submission of details under Outline Planning Permission DC/19/04389 - Access, Appearance, Landscaping, Layout and Scale for erection of 2no. dwellings Location: Land Opposite Nos 14 To 17, Grange Road, Wickham Skeith, IP23 8NF After discussion, the Council had no comment on the application. 9. Casual Vacancy: to consider options for co-opting a new member to fill the casual vacancy. The Chair asked all Cllrs to ask for volunteers. It was agreed the advert would be placed again in the next village newsletter.

If you have internet access and are not receiving these please contact nhmerriam@btconnect.com As so often happens, situations like this can provide an opportunity for unscrupulous people to operate. We have heard instances where fraudsters have offered to shop, taking the money and not returning. We suggest you pay for the shopping when it is delivered. Also suspicious phone calls have started on a similar line, please be aware! The Stoke Ash White Horse is providing a “take away” service during the crisis. They will prepare meals – just phone 01379 678222 - discuss your order, and then collect at the agreed time. The Four Horseshoes and the Trowel and Hammer are also offering similar service, some including delivery. Sam at Knoll Farm has offered assistance, should anyone require pets/ livestock to be taken to the vets, whilst they are self-quarantined or in the unfortunate event of them contracting the virus. Mobile Library Service All libraries are closed and the mobile service has been suspended. Books can be returned to the Book Drop in the Library in Eye. However, the Libraries have suspended charges for overdue books, and also extended reservation and return dates indefinitely, so customers don't need to worry about renewing or returning items.

Following government advice for people to stay at home and restrict the spread of Coronavirus, the decision HAS BEEN TAKEN to close Thornham Walks until further notice. From the end of the day on Tuesday 24th March, the Walks car parks will be cordoned off, and the main entrance to the footpaths closed. The play area, café and waterless toilets remain closed.
