Occupied sidewalks, abandoned playground, destroyed socialist monuments, ruined concrete water basins, terrain vagues, infrastructure leftover areas but also new pedestrian streets, illegal orchards, community gardens, public art colorful facades and public call for guerrilla signs in the public space. The international workshop “What happens to the streets of Prishtina?” starts to investigate and to design possible projects and tools to involve local and elective community to take care of the public space, a new Common, out of the socialist and post-capitalistic rhetoric. This instant magazine will illustrate 5 typologies of Prishtina public spaces suggested by the 22 international students: COMMON GROUND OF SOCIALIST ARCHITECTURE CONTAINERS ,PUBLIC SERVICES AND PARKING LOTS OF THE EXTRUDED BUILDINGS FOR RENT, COMMUNITY GARDENS FOR THE EXTRUDED BUILDINGS FAMILY OWNED, PUBLIC ART INTERVENTIONS OF THE PARASITE ARCHITECTURES, COMPENSATION GREEN AREAS MANTAINED BY ENCLAVES PROJECTS.

Map #1 shows the path to the socialist architecture in Prishtina. The buildings are located mostly in the city centre, starting with the Adem Jashari Square. Next, after passing the Stadium, there is the Cultural and Sports Centre. Some socialist buildings are used for governmental purposes, cultural and other institutions and provide much unused public space. The next stops, the National Library and the Electrotechnic faculty provide unused green space.

Pas eksporimit te arkitektures socialiste,kemi vrejtur sasine e hapesires pubilke se paperdorur, si ajo e asfaltuar dhe e gjelberte.Makinat jane te parkuara ne trotuare qe e bene te pamundur per te ecur per qytetaret. Ka pasur po ashtu disa mundesi qe do te terheqin me shum njerze per te perdorur hapsiren pubilke. Ne me shume vende do gjeme hapesire pubilke te asfaltuar, ku ne te njeten kohe intervistat tona kerkojne qe te kemi me shume hapesire te gjelberte.Hapsirat e tanishme te gjelberta nuk jane mire te rujatura dhe kane nevoj per kujdes me shume. After having explored the socialistic architecture, we noticed the quantity of unused asphalted and green public space. The cars are parked on the sidewalks which makes pedestrians switch to walking on the streets. There were also few seating opportunities, which would attract more people to make use of the public spaces. The many building sites suggested that more and more of the public space will be asphalted, while at the same time our interviewees were asking for more green spaces. The green spaces that are present now are not well maintained, and need some extra care.

Ky qytetar ka filluar te mbjell domate ne front te shtepise se tij njezet vjet me pare. Ai kishte jetuar ne Danimark per dy vite ku ishte inspiruar nda disa qytetar ku kishin kopshtine e tyre te perimeve. Shtepia e tij se shpejti do te rrezohet nga komuna. Per vendin ai do deshironte te ishte nje parke I madh per mbjelljen e perimeve, ku mund te mesonte studentat per mbjelljen. Per derisa ai punonte ne kafenen e universitetit, ka nje kontakt te mire me student. This man started to plant tomatoes in front of his house about twenty years ago, when he moved in. He used to live in Denmark for two years, where he was inspired by some people who started vegetable gardens. His house is soon going to be demolished by the municipality. For the place he would love to be a larger vegetable garden, where he could teach the students of the university about planting. As he was working at the university cafe before, he likes to stay in touch with the students.

The portrayed couple has been living here for 13 years, which belongs to the municipality. They started planting flowers and apple trees, which they take care of. There are no plans of moving out now, but if the place was going to be demolished, they would want to have more green areas. Also they wish for more job opportunities for their neighbours. He understands that the place is falling apart and it is better to destroy it and to make something new out of it. For the future he would like it to be a place that creates job opportunities for young people.

This woman lives since 35 years in her house, together with three more families. The place used to be a military barack before, but now it belongs to the municipality. All the families had their own garden but the municipality decided to destroy the garden. She was promised to be relocated, but she is not certain about the future of this place. The house this man is living in used to be a storage for a company. Since he had an injury from work, he dedicated his time to taking care of his garden. More over he even takes care of the space in front of his house, that is public. If his place was going to be demolished, he would want a green area with a little house for the gardeners.

Për rigjallërimin e zonës së parkut Bibliotekës Kombëtare ne sugjerojme një program tre vjeçar. Aktorët kryesore të programit janë studentat, po ashtu universiteti dhe komuna. Komuna do informohet në lidhje me transformimin e vendit. Para fillimit të kemi nevojë për një marrëveshje në mes të tre aktorëve. For the revitalization of the area of the National Library park we are suggesting a three year program. The main actors of the program are a students’ organization, who are willing to take care of the project, the university who will supervise the students and the municipality.Before starting we need an agreement between the three actors.

Për programin e ushqimit në rritje do kete hapësira për pemishte dhe fruta të ndryshm, perime dhe barëra që do të kultivohen. Frutat dhe perimet janë zgjedhur sipas recetave tradicionale. Ato do të shiten kafenesë së universitetit si dhe studentëve. Ato do përpunohen në marmalade, ne barishta të thata dhe ajvar, që të shiten ne dimre. Pastaj festivalet e ndryshme qe do mbledhin te pes etenit kosovare se bashku.
Gjate veres do te kete nje festivale sporti,ku njerz nga vende te ndryshme jane te ftuar te perfaqesojne sportin e tyre te preferuar. Dy turnet e mëdha, për basketboll dhe për futboll poashtu. Pjesen tjetër të vitit për lojen boqa, shahun, lojen me litar dhe loja per gjetjen e thesarit qe do të ofrohet për të dhënë një shans për të gjithë të jenë pjesë e këtij programi. Në fund te gjithe do te mbledhen se bashku per te festuar momentet e bukura te tyre.
Programi do të fokusohet në art vizual, si dhe artin letrar. Pjesën e kishes do perdorim si librari me libra të dorës së dytë, ne qdo dy jave me ngjarjet letrare: si poezia, prezantime,dhe ekspozite per shkrimtar nga etni te ndryshme.Festivale muzike do kete qdo sezon nda orkestra e studenteve.Konkurse per filmat e shkurte, workshope nga artiste nga vendi po ashtu nga jashte tij.
For the food growing program some space for the orchards will be organized by different fruits, vegetables and herbs. These were picked according to traditional recipes, that are still used in Kosovar cuisine. Some will be sold to the cafeteria and to the students, processed into marmalades, dried herbs and ajvar, so they can be sold during winter. Food festivals, recipe competitions and cultivating workshops will bring together the different ethnicities.
In summer there will be a large sports festival, where people from different countries are invited to present their national sports and involve the local community. Two big tournaments, for basketball and for football will be held parallel to the sports festival. During the rest of the year areas for boccia, for chess, for rope skipping, sledges and scavenger hunts will be provided. In the end a get-together will celebrate all the best sport moments.
The program will focus on visual and literary art. Part of the church will be a second hand bookselling point, accompanied every second sunday by literary events: poetry slams, presentations, an exhibition on writers from the different ethnicities, etc. Musical festivals will greet every season with a concert by a students orchestra. Short film competitions, summer academies and workshops on sustainability by residential artists are further components.

DARDANIA: Dardania është një lagje në jug të Prishtinës e ndërtuar gjatë viteve 80, dhe veçohet me arkitekturë të periudhës socialste. Kjo zonë ka formën e trekëndëshit dhe kufizohet me tri rrugë : dy rrugë kryesore dhe një dytësore. Zona e zgjedhur për analizë është kompleksi që gjendet mbi platonë e kurrzit (banesat e gjelbërta) dhe është aksi kryesorë i lagjës Dardania.
DARDANIA: Dardania is a typical socialist- modern architecture neighborhood in south Prishtina built during 80’s. It is a triangular-shaped site marked at its borders by three streets: two high traffic roads and a secondary connection road. The site project selected for the analysis is located in the overhead pedestrian road that crosses the neighborhood and represents the core of Dardania.

PARAZITËT: Në vitet 1998-1999 pas luftës lagja pësoi ndryshime në strukturën e saj urbane veqanërisht në katet e fundit të objekteve banuese. Objektet e reja filluan të ndërtohen pa leje (mbindërtimet) dhe shumë terrace janë mbyllur për ti rritur hapësirat e banimit në mënyrë që të mundësohet jetesa e më shumë individëve në to.
PARASITE: After the war of 1998-1999, the site went through a period of urban densification increase. New informal structures started to be built illegally and individually above all on the buildings’ flat roofs and also many terraces were closed in order to increase the dimension of the inhabited units to allow an higher number of people to live in.
MATRIX: Strukturat parazite ne lagjën Dardania ndahen ne tri tipologji: shtresë (mbyllja e hapjeve zakonisht të ballkoneve përms elementeve përmes vendosjes së dritareve), bllok (një bllok i shtohet objektit) dhe lineare (një kat i tërë i shtohet objektit ekzistues). Këto tri tipologji jo formale mund ti gjejmë në katet e larta, ne fasada dhe në perdhesa te objekteve te paraqitura më lartë.
MATRIX: The parasite structures in Dardania neighborhood are of 3 typologies: layer (a vertical element is erected in order to close a building opening, usually a balcony), unit (a volume is added to the building) and linear (an entire floor is built on the previous building). Those three types of informal structures can be found on the top, on the facade and on the bottom of the building as showed on the upper grid.

I am aware, and I think that people who have built them have done the right thing , because they need to earn money and to take care of their families as their salaries are very low. 2. We do not use the space. There are some useful spaces missing and there is a lot of dirt and garbage everywhere. 3. There are no common spaces for garbage: people throw the garbage from the windows and the maintenance of the public spaces is very poor. 4. If something like a project is to be realized, I would participate in maintaining it but it is the municipality’s duty to realize and implement the project(s).

Yes I have noticed the “parasite” structures and that is a very bad thing. People that construct them, take the common space for themselves. Basically they steal the only space we kids have to play and relax. 2. There are some specific spots on which we used to play but we do not use the entire area in its full capacity. 3. We do not have an attractive place to play, for example a green space. 4. In my opinion, the ones that construct the additional structures are ruining the image of the entire neighborhood. 2. The space is big enough, but we do not use it very much. Basically there are no activities accomplished in this space. 3. Like I said in the previous answer, there are activities missing and we use it just for passing by and for walks. 4. If something would go on, I would very gladly participate in renewing, as well as in maintaining the space as it is the part of my neighborhood.

Ata që përfitojnë ne këtë aspekt përpos mbindërtimeve janë edhe kafenetë të cilët nuk duan tja dijnë për hapësirat tona publike dhe I përdorin ato për përfitimet e tyre personale, zurpojnë hapësirat te cilat fëmijet duhet ti shfrytëzojnë. 2. Hapësira është shumë e mirë por nuk menagjohet si duhet, mundet të përdoret për ndonjë galeri te hapur sepse ka shume hapësira të mëdha që mund te përdoren për qëllime te ndryshme. 3. Ne duhet ta menagjojmë këtë hapësire, te kujdesemi per ambientin sepse nuk është renovuar asgjë prej vitit 85. Duhet qe kjo hapësirë ti përmbush të gjitha nevojat e banorëve dhe atyre që e shfrytezojnë këtë hapësirë. 4. 1. Of course I am aware of those structures as I live here. Those who take advantage in making the parasites and the resident on the top of the buildings, and the shop owners that do not care of the public space,as they use it for their personal profit and thus occupy our space where the kids play and neighbors relax. 2. The space is very good but not managed in an appropriate way. It could be used for open art galleries as there are many free big spots suitable for different purposes. 3. We need to manage the space, to take care of the environment because it was not renewed since the 1985. It needs to be adapted to all types of residents and users. 4. Of course, that is the most basic thing that every resident should do and take part in the necessary activities.

WHAT HAPPENS IN THE STEETS OF DARDANIA?
PROJEKTI DHE HAPËSIRA PUBLIKE: Përderisa lagjës Dardania i mungon cilësia e hapësirave publike, projekti, intervenim artistik në arkitekturën parazite , ka për qëllim që përmes intervenimeve minimale të lë gjurmë dhe të ju shtoj vlerën elementeve ekzistuese të platosë. Lidhja vizuale dhe bashkëveprimi në mes të paraziteve dhe hapësirave publike është bërë permes vijave me ngjyra. Vijat janë të ngjyrosura në fasadat e ndërtesave dhe në hapësirën publike (plato): ndonjëherë duke ngjyrosur edhe elementet ekzistuese (strukturat parazite, ulëset), dhe duke vizatuar lojëra në mënyrë që të stimulohen mënyra të reja për përdorimin e hapësirës. Qëllimi i këtij intervenimi është që të ngritet vetëdija e popullsisë për mjetet ekzistuese të cilat mund të përdorën për transformimin e hapësirave publike.
PROJECT&PUBLIC SPACE: Since Dardania lacks of public space quality, the project, as public art intervention on parasite architecture , aims to create a strong footprint with a zero volume interventions giving and adding value to the existing elements. The connection and interaction between parasite and public spaces is done using colored paint lines that visually link them. The lines are drawn on the vertical building facades and on the horizontal public grounds: sometimes coloring the pre-existing elements (parasite structures, benches..) in the public space, sometimes drawing playgrounds and shapes to suggest new and active use of the space itself. In this way the issue of the public art intervention is also to increase the people’s awareness on common tools and devices to re-appropriate the public space.

KONTEKSTI - Çfarë ndodh në zonën e Dodonës dhe në lagjen e Muhaxherëve? Gjatë vizitave dhe vrojtimit në zonën e Dodonës dhe në lagjen e Muhaxherëve dallohet me lehtësi mungesa e hapësirave publike. Kjo pjesë e qytetit të Prishtinës karakterizohet si zonë e ndarë në dy pjesë: në pjesën me shtëpi të vogla private krahas ndërtesave shumëkatëshe dhe në pjesën e qytetit të vjetër që pak a shumë ka ruajtur formën e saj. Kjo pjesë e qytetit të vjetër edhe sot ka mbetur më e rregulluar dhe më funksionale se pjesa tjetër e ndërtuar më vonë. CONTEXT - What happens in Dodona and Muhaxherët Neighborhoods? During our investigative visits and surveys in the Dodona and Muhaxherët Neighborhoods the lack of public spaces was easily perceived. This part of the city of Prishtina is characterized by its division into two parts: one part constituted with small private houses along the multi-storey buildings and another part constituted by the old city houses, which maintains, more or less, its original shape. This part of the old city still remains the most regulated and more functional than the rest recently built. Among these two parts of the neighbourhood there is the city park, which is hidden between the high-rise buildings and is difficult to the discover.

TIPOLOGY - Private houses converted into multistory buildings, narrow streets without sidewalks, damaged sewage structures, increasing number of residents are just some of the issues of this area. The chaos created by multiple storey buildings heavily complicates the lives of the residents of this area. This situation can be easily understood during the conversations with them. In this area you can hardly find a small park, a place to sit, a place for children to play or a place to park the car.

Ky park i ndodhur në mes të këtyre ndërtesave të larta paraqet kontrast të madh me pjesën përreth dhe ofron gjithëçka çfarë pjesës tjetër i mungon. Mirëpo shumë pak banorë të qytetit vijnë për këtë thesar të qytetit. Andaj, projekti jonë synon informimin e banorëve në mënyrë të tillë që njerëzit dalëngadalë nga hapësirat e tyre të vogla publike e të gjelbërta mund të shkojnë në një vend edhe më të mirë për pushim. Ne kemi vendosur të luhet loja “Kërkimi i thesarit“: qytetarët mund t’i përmirësojnë këto hapësira të braktisura në lagjet e tyre me anë të riaktivizimit të tyre dhe krijimit të hapësirave për lojra të cilat mund të përdoren dhe ndahen nga i tërë komuniteti. this area we can still find a space for rest and recreation. The park located between the high-rise buildings provides a great contrast with its surrounding and offers everything that is missing on the other sides. But, the problem here is that very few people come to visit this treasure of the city. Therefore, our project aims also to inform the residents how they can pass though their small public living spaces to a better place to rest. We choose to play the “treasure hunt” game: people can improve the situation of the residual green spaces around the neighbourhoods by activating community gardens and creating playgrounds that can be shared and used by the entire community. The game ends with the discovery of the great common park of the city.
activation of public spaces are related to the context in which these underused areas are located. They can be created spontaneously from the needs that each area requires. Students from elementary schools and university, together with the communities of parents and residents,are given the task to produce the temporary furniture that will decorate the spaces. Once these spaces turned into temporary community gardens, the communities of residents and commerciants of the area will be asked to follow the maintenance of the gardens.

Qyteza Pejton në ditët e sotme njihet si pjesa më e frekuentuar e Prishtinës, me një numer te madh te kafeneve, bareve dhe restoranteve. Peyton Place nowadays is known as one of the most visited areas of Prishtina, because of the large concentration of cafes, bars and restaurants. Quarter was named after the raunchy 1960s drama serial “Peyton Place”. Unfortunately, Peyton lost their previous character of charming small houses neighborhood. The small buildings that provide big opened area and its central location in city made this zone attractive for investors. Different kind of foreign organizations and building companies constructed different structures using the maximum space in the plots of the small buildings.

Because of the problems that are seen in this zone like: the lack of public spaces, cars parked in sidewalk, the extrusions, blind walls, etc., with this project we have tried to give the most efficient solution to public spaces which are left in this area. The elements of which today consists public space in Pejton are: parking lots, streets, the space between the buildings and the blind walls. But these spaces are not being used as they were supposed to be.

Me çfarë problemesh po ballafaqoheni ? “Kopëshi ynë nuk po ruan më privatësinë për shkak te ndërtesave te larta që e rrethojne shtëpinë. Problem tjetër janë edhe kontejnrët e mbeturinave të të gjithe banorëve te rrugicës para shtëpisë sonë. Më herët secila shtëpi ka pasur kontejnerët e vetë atëherë kur raporti i siperfaqes mes shtëpisë dhe kopështit ishte 1:4.” What kind of problems are you dealing with ? “We don’t have privacy in our garden anymore because of the much higher buildings surrounding our little house. Another problem is the garbage in front of our house. Every house was used to have its own garbage when the ratio of the surface between the house and the garden was 1:4.”
Cfarë ju mungon këtu më së shumti? “Që mungojnë hapësirat ku mund të mblidhemi nën një hije, një hapësirë e gjelbërt publike, një hapësirë të madhe për të parkuar, ndalimi i parkimit të makinave në trotuar dhe natyrisht se kishim pas deshirë t’a kemi një vend për të luajtur ndonjë sport.” What do you miss the most in here? “I think what is missing is a place where we can get together, a green public area, a big parking place, restricting cars from parking in the pedestrian areas and of course we would like to have a place where we could play any sport.”
Si ishte Pejtoni me herët? “Pejtoni ka qënë një vënd shumë i këndshëm për të jetuar, por tani si mund ta shihni ka shumë zhurme gjatë tërë ditës sepse të gjithë janë duke ndërtuar gjithandej. Kisha shumë oferta për ta shitur këtë vend për një ndërtesë 6 katëshe, por nuk e bëra sepse më pëlqen të jetoj në shtëpinë tipike të kësaj zone.” How was Pejton before? “Pejton used to be a really nice place to live, but now, as you can see, there is too much noise because it has become an over-built area. I had many offers for selling my parcel to build a 6 floors building, but I did not because I like living in a typical house of this area.”
Cfarë do ndryshonit në lagjen tuaj? “Do të ishte mirë sikur fëmijët tanë të kishin një vënd ku mund të luanin gjatë ditës. Siç mund ta shihni nuk kemi vend as ku t’i parkojmë veturat tona. Shumë njerëz i parkojnë veturat e tyre në trotuar duke ia pamundësuar këmbësorëve të kësaj zone levizjen e lirë” What would you change in your neighborhood? “We would really like to have a place for our kids to play, so they can have fun during the day. As you can see there is no place to park our cars as well. Many people park their cars in the sidewalks what unables people of this community to walk on them.”

Fëmijët janë grupi kryesor që supozohen t’i përdorin këto hapësira, megjithatë kjo hapësirë mundë të vizitohet nga përsona të moshave të ndryshme. Kids are main group which are suppose to use the entertainment area, nevertheless this area can be visited by people in every age.

Një prej vendparkingjeve të lagjes do të shëndërrohej në një parking nëntokësorë, ku parcella do të përdorej si hapësirë publike me një kinema të hapur, marrje të biçikletave me qira, hapësirë për lojra të fëmijëve etj. 2.Si zgjidhja e dytë do të ishte ndërtimi i një objekti të ri me etazhitet prej dy kateve, ku përdhesa do të ishte e dedikuar për parking dhe hapësira publike në etazhën e parë. “Muret e verbëra” në ndërtesat e larta të lagjes mund të përdoren për piktura murale. Në këtë mënyrë, artistët e rinjë do t’iu ipet mundësia e shprehjes së aftësieve të tyrë artistike. Këto ndryshime në lagje mund të fillonin duke organizuar “street art” konkurse të përvitshme.

There are two suggestions for the use of parking lots: 1. One of the Pejtons parking lot will be transformed in an underground parking where the ground floor of the parcel will be used as a public space with an open cinema, rent a bike-space, a playing space for children, etc. 2.Second proposal is to built a two-floor building with the parking lot in the ground floor and public space in the first floor. Blind walls of the tall buildings in Pejton can be used for graffiti art. This way young artist will gain the chance to show their artistic skills. Changes In neighbourhood can start with organizing every year competition of street art.

Enclave is a piece of territory surrounded by borders. They are found in every city either in its outskirts or in the centre. The main purpose of forming enclaves is providing security for its inhabitants. Therefore, they become isolated from the rest of the city.

Each of these “city islands” are unused spaces that have formal and informal obstacles. through looking at its geographical, political and social aspects it can be observed how a neighborhood becomes an enclave. The main purpose of these structures is to protect the inside from the outside by putting barriers between them. This functional aspect is present at the Hospital and Konviktet area, located in the centre of the city. Beyond these fences, there are also ideological meanings of it starting from the American dream (Marigona Residence) to the military and private affairs (KFOR).

Orgesti vijon klasën e katërt në shkollën fillore private që gjendet brenda rezidencës.Kjo shkollë ka pak nxënës për shkak se është larg qytetit dhe shumica e shokëve të klasës së tij jetojnë në Prishtinë. Kurse shkollën e mesme duhet të ndjek në ndonjë vend tjetër. Një problem tjetër është mungesa e përkohshme e ndonjë shitoreje në këtë lagje, që pritet të zgjidhet në vitin 2015.
Orgest is a student in the 4th grade of the private primary school, which is inside Marigona residence.Since this school is relatively far from the city it has a low number of students, and the majority of his classmates live in Prishtina. However, he has to attend the high school in another place. Another problem is the lack of a market in the neighborhood, which is expected to be solved in 2015.
Hanifja jeton në Ferizaj. Në tre javët e fundit ajo çdo ditë vjen në spitalin në Prishtinë për tu kujdesur për të afërmit e saj. Gjatë ditës ajo mund të hyj brenda vetëm gjatë orarit të vizitave, kurse pjesën e mbetur të ditës e kalon jashtë objektit. Gjatë ditës ajo qëndron nën hijen e pemëve, ose të paktën duke kërkuar hije. Kurse gjatë kohës me shi kërkon strehë gjëkundi. Hanife lives in Ferizaj. She has been coming to the hospital in Prishtina everyday for the last three weeks, to take care of a relative. Throughout day she can get inside just during visit hours but, during the rest of the day she stays outside. During the day she stays under the tree shadows, or at least searching for a shadowy place. And when It rains she tries to find a shelter elsewhere
Mirjeta është studente në Universitetin e Prishtinës. Ajo jeton në konvikte gjatë kohës së studimeve, dhe ka një vit që ka filluar të jetoj brenda këtyre strukturave. Në shumicën e rasteve ajo përdor sallat e fakulltetit të vet për të studjuar, por edhe biblotekën dhe sallat e leximit në konvikte. Kurse fushat e sportit i përdor shumë rallë. Mirjeta is a student at the University of Prishtina. She lives in the dormitories during study time and It has been a year since she started living inside these structures. Usually she uses her faculty halls, but also the library and the reading halls of the dormitory. However, she rarely uses sports fields.
Bismi Halimi është kamarier në kafenenë brenda rezidencës. Kafeneja ka filluar punën para një viti. Ai është i kënaqur me transportin publik, të cilin e përdor për të arritur në rezidencë. Sipas tij, ky vend ka kushte ideale për jetesë: fushat e sportit, fushat e lojërave për fëmijë dhe sigurinë që ofron.
Bismi Halimi is a waiter in the café inside Marigona residence. The café opened one year ago. He is satisfied with the public transport, which he uses to arrive to the residence. According to him, this place has the ideal living conditions: sports fields, playing fields for children and the security it provides.
