The Whole Child is an established leader in the field of infants’ and children’s emotional health, offering a comprehensive spectrum of highly respected “services without walls” that are provided wherever needed—at The Whole Child Center and via its outreach clinics; at area hospitals; at 7 local school districts (27 area schools) and in clients’ homes. Family Housing Program In 2011, The Whole Child acquired Rio Hondo Temporary Home and began its Family Housing program. As The Whole Child has integrated housing into the agency, it has implemented a new service model – scattered site – to improve the long term outcomes for families and the community. The Family Housing Program helps families with children find affordable housing within their community and provides a host of support services enabling them stay in that housing permanently. The program is built on the belief that homelessness ends when a family is provided with critical services and support that empowers it to maintain permanent, affordable housing. Family Housing will be the recipient of proceeds from the 2013 Heart of a Child Luncheon. Annually the networking and fundraising event draws nearly 400 participants representing businesses, local government and community-based organizations, as well as individual community members who come together in support of The Whole Child. Last year, as a result of generous donations, The Whole Child was able to expand its services to two new Whittier locations: on campus at Whittier High School and the new Birth to Five Center at 12225 Beverly Blvd. in Whittier. On behalf of the Whittier Chamber family, let me be the first to wish you a happy and prosperous New Year! As you might have imagined, it’s back to business around here... Now that the holiday season has officially ended, you’ve probably thought about making a New Year’s resolution. Maybe it’s to increase your presence in the community or to be more strategic with your marketing dollars; maybe it is to add that additional employee in order to take your business to the next level. It could be a personal goal to lose those 5 extra pounds from all those holiday treats. No matter what your resolutions are, the key to being successful in reaching your goals is to have a plan and stick to it. One of my personal resolutions is to continue utilizing Chamber members and Whittier businesses first. I encourage you to look to our Chamber and our city first for vendors, services and customers. I love the idea of partnering with local businesses to help ensure that they grow as we grow. As we begin 2013 and officially close the door on yet another up and down fiscal year, it is imperative that we turn to each other and continue to help strengthen businesses within our community. This year at the Whittier Chamber, we promise to remain mindful of our primary goal which is to serve you! Our five core competencies incorporate our mission statement and act as a set of guidelines and objectives for our business to follow. $ TAX TIPS Deferred Charitable Giving

Richard Scrivanich If you are charitably inclined, there are tax-advantaged ways to make a gift to a favorite charity while enjoying the income from that gift for your lifetime. Many educational and charitable organizations offer plans that combine the benefits of an immediate income tax deduction and lifetime income from the charitable gift. In most cases, you can make the gift in cash or securities. Here is a brief overview of the major types of deferred charitable gifts. (1) A pooled income fund is probably the most common type of deferred giving plan. It closely resembles a mutual fund. When you make a gift to a pooled income fund, it is merged with gifts of other donors, and you receive your allocable share of the income earned by the fund. Distributions from the fund are usually made quarterly and are taxable as ordinary income. There is no guarantee as to the rate of earnings; that depends on the fund’s success. You get an immediate income tax deduction in the year in which you make a gift to a pooled income fund. The amount of your deduction depends on a combination of your age and the fund’s highest rate of earnings in the

previous three years. The deduction will be less than the full value of your contribution, because it represents the present value of the funds that the charity will withdraw from the fund after your death. (2) In a charitable remainder unitrust (CRUT), a separate fund is set up to hold your gift until your death, at which time it will become the charity’s property. You decide at the outset on the annual percentage of the fair market value of the assets that you are to receive as income for life. For example, you may make a $50,000 gift to a CRUT and specify an 8% return. Your annual income will be $4,000. If the value of the CRUT assets drops in the next year to only $40,000, your income that year will be $3,200. If the value goes up to $60,000 in the following year, your income that year will be $4,800. Unlike a pooled income fund, a CRUT is handled individually. Therefore, the charity may require a much larger initial contribution to a CRUT than to a pooled income fund. Just as with a pooled income fund, your deduction for a gift to a CRUT will be less than the full value of your contribution. (3) A charitable remainder annuity trust (CRAT) is similar to a CRUT in that your gift to the charity is placed in an individual trust. The CRAT provides an annual payment of a fixed dollar amount for your lifetime. This differs from a CRUT, which provides a fixed percentage of the asset value. For example, say that you make a $50,000 gift to a CRAT that will pay you $4,000 a year for life, after which the trust principal passes to the charity. If the CRAT earns less than $4,000 a year, it will

sell assets to make up the difference. If it earns more than $4,000, it will pay you $4,000 and add the excess to the trust principal. Your income tax deduction from a gift to a CRAT is based on your age and the amount of your annual payment. As a rule of thumb, the older you are, the larger the deduction, and the greater the annual payment, the smaller the deduction. (4) In a charitable gift annuity, you make a gift to charity in exchange for a guaranteed income for life. This is very much like buying an annuity in the commercial marketplace, except that you get an immediate charitable deduction equal to the excess of what you paid over what the annuity is worth, based on IRS tables. Unlike the pooled income fund, CRUT, and CRAT, your income from the charitable gift annuity is an obligation of the charity that does not depend on investment results. The rate of return on your gift annuity is not variable, as in a pooled income fund, or negotiable, as in a CRUT or CRAT. Instead, it is most likely to come from a table based on your age at the time of the gift. A portion of each year’s payment is tax-free, because the tax law allows you to recover your original payment over your life expectancy. In the year when you buy the annuity, you get a charitable deduction for a portion of the purchase price, determined from an IRS table geared to your age. .If you have any questions regarding the above discussed topic or any other tax matter, please feel free to give me a call at (562) 698-9891. MAYOR'S MESSAGE Owen Newcomer

January is a great time to reflect and consider all the possibilities for ourselves and our businesses in the coming months. The Whittier City Council thanks you for investing in Whittier and we wish you a prosperous New Year! We e n d e d 2 0 1 2 w i t h s e v e r a l exciting accomplishments. On December 1, we celebrated the grand reopening of the Whittwood Branch Library! If you have not visited the expanded Branch Library, you should. You will not be disappointed! The Children’s Room is beautifully decorated with a lifelike orange tree. The Branch Library was expanded from 9,735 to 15,733 square feet; in addition to new library materials, it also has a high tech meeting room that will be perfect for library activities and community events. In November the City was recognized by the Los Angeles County Economic Development Corporation as the “Most BusinessFriendly City” in Los Angeles County! This is quite an accomplishment as we competed against very large cities such as Glendale. Last summer the California State Public Works Board approved a new contract with Brookfield Homes to purchase and develop the Fred C. Nelles site—wonderful news for the community as it has been eight years since the site closed! The new contract will allow Brookfield to begin the zoning process and environmental impact report. The Whittier City Council is pleased to

have reached this milestone and we look forward to seeing progress on this project during 2013. Other successes this past year include the completion of Mosaic Gardens in Uptown, a beautifully designed 21-unit multi-family complex in the gateway to Uptown; the opening of Panda Express, Chipotle and The Habit at the Whittwood Town Center; a new Yogurtland at The Quad; and several new restaurants in Uptown such as Barilla’s Ristorante Terzo, Stuie’s Brooklyn Bakery & Jewish Deli, JB’s Famous BBQ and newly relocated Ciao Italia. We look forward to new accomplishments in 2013 as many projects are well underway. The opening of Sprouts Farmers Market will likely be our first success of the year as construction at the site is progressing quickly. We expect to be shopping for farm fresh, organic produce by spring! The Gables has made significant progress in the past few months and should be completed this year as well. You should also see progress this year on a drive-thru Starbucks at Whittier Boulevard and Colima and on Summerland Terrace, an assisted living facility at the former Harris GMC site on Whittier Boulevard and College Avenue. In addition, proposed projects include an LA Fitness at the former Chrysler/Jeep/ Dodge dealership site and the Bright Avenue Apartments in Uptown that will make wonderful additions to the community. Finally, I wish to thank the Chamber for its leadership and enthusiasm in making Whittier a better community in which to do business throughout the year. I also wish to take a moment to acknowledge the Whittier Uptown Association for making the holidays extra special in Uptown throughout the month of December.

Happy New Year! Centennial clock back at civic center after special dedication ceremony A well-loved and cherished Whittier Centennial piece, the Centennial Clock has returned to the Civic Center Complex. The Centennial Clock was rededicated in a ceremony recently on the Library grounds at the northeast corner of Mar Vista Street and Washington Avenue. After the dedication, light refreshments were served in the Nixon Room at the Library. The new location of the Centennial Clock will display it more prominently than at its original site on the front lawn at City Hall. Placing the clock at this major thoroughfare leading into Uptown Whittier makes it much more visible for people driving into the area, while still being easily accessible to pedestrians who wish to take a closer look. The Centennial Clock was a gift to the City from the Centennial Clock Committee, and was dedicated on May 8, 1987. The four-sided, cast aluminum clock, which stands 16 feet high, is a reproduction of an English Victorian street clock. The Clock was removed and put into storage during the construction of the new Whittier Police Station and refurbishment of the Civic Center. Plans are also underway for the re-installation of the Barefoot Boy sculpture, which was also removed during the construction. The “Barefoot Boy” sculpture will be located at the east side of the Whittier Main Library; a walled-in patio will be opened for this purpose. The Barefoot Boy will look as it did in its first location, with the young boy fishing in a flower-surrounded pond, with frogs and squirrels for company and visible to those entering the Library from the parking lot.

Our nominating committee has been hard at work and we are proud to present a list of 4 outstanding candidates to fill open spaces on our Board of Directors and welcome back 5 board members

for another term. These people are all leaders in their own right and have made a commitment to furthering the goals and objectives of the Whittier Area Chamber of Commerce. According to our by-laws, the Chamber must present to the entire membership the slate of candidates nominated to fill vacancies on our Board of Directors. The by-laws state:

Additional nominations may be made by petition. Any such petition shall be effective to nominate one or more candidates, not exceeding the total number of candidates as were nominated by the Nominating Committee. Petitions must bear the genuine signatures of at least 25 qualified members of the Chamber. All such petitions must be delivered to,

and received by, the Executive Director, within 21 days after January 1, 2013. In the event of any conflict between this statement and the provisions of the bylaws, the by-laws shall govern. If no petition is filed within the designated period, the nominations shall be closed. The election shall take place at the annual meeting (Installation) which will be held in late March/early April.

Board of Director Nominees 2013-2014

La Donna Munier has been the V.P. Relationship Manager at Friendly Hills Bank for the past 5 years. Prior to that she was with Southern California Bank/US Bank for 31 years, starting as a teller and working her way up the ranks to branch manager. She has been active in the community for years, serving as a member of the Whittier Kiwanis from 1986-1992 where she received Kiwanis of the year award. La Donna has also served on the Whittier Chamber Board of Directors from 1990-1996 and has been active as an Ambassador for many years and as a participant on numerous committees. This year La Donna was given the Whittier Chamber’s Ambassador of the year/Volunteer of the year Award. She also served on the Rio Hondo Chapter of the American Red Cross board from 1994-2010 as well as on the Uptown Association board, in the Whittier Rotary Club and as a Soroptimist where she received the Women of Distinction Award in 1996. Currently she serves on the ICC Board, is a member of the La Mirada Kiwanis, on the SKILLS Foundation board and on the YMCA-Community Campaign. “I’m grateful for the many events to attend and the personal friendships I have gained through the years. All of these have helped me with success with my career in banking. I look forward to going back on the board to help with the continuing growth of the Chamber and my personal growth as well,” La Donna says. La Donna resides in the city of Brea, but Whittier is the city she loves most. She raised 4 boys, and has 2 beautiful grandchildren. Arthur lives in Guam and has been a police officer for 2 years and is hoping to become an officer in Whittier someday. Gina is in junior high and lives with La Donna.

Chris Hardeman Chris Hardeman is President/CEO of DialMED Home Care. He began working for DialMED Home Care in 1996 and took over operations of the company in 2007. DialMED Home Care provides in home care services to more than 500 elderly Whittier residents each year. DialMED Home Care employs an average workforce of 350 people. “I love that our company provides help to those in need, but also employment to those in need of work,” Chris has said. Chris and DialMED Home Care have been active in the Whittier Chamber since 1996. Chris is involved in the community and currently serves on the boards of the YMCA of Greater Whittier and the Whittier Community Foundation. He lives in Whittier with his wife and son and looks forward to making Whittier a great place to live, work and shop!

Ramsey Ezaki Born and raised locally, Dr. Ezaki graduated Whittier College with degrees in Music and Business before attending USC School of Dentistry. Upon graduation in 1980, he opened his (previous) office in Walnut before relocating and taking over Dr. Ernest Dovidio’s Whittier office two years ago. In 2009, Dr. Ezaki was awarded the California Assembly District 60 Small Business of the Year (Whittier is one of the 16 cities represented). Last year, he was selected to be on the California Small Business Advisory Council. His interest has been in community service projects, non-profits, churches, colleges, schools, dogs and coaching college-bound basketball players on national level AAU inner-city teams. Dr. Ezaki and his wife Jan have resided in Whittier for the past 35 years with sons Brandon and Evan.

Tom Rios Tom has been the Community Relations Director for Merrill Gardens at Chateau Whittier since August 2009. Two versions of the commercial are currently aired on NBC during shows including Parenthood and The Voice. The SML News Team, led by teachers Julie Evangelista and Mala Williams, took the opportunity to document this momentous occasion as they covered this story for the SML Broadcast Podcast. All episodes and the commercials can be viewed at podcast.stmarks.la. St. Mark’s was also recently contacted by a writer for the Associated Press to discuss the inclusion of cursive handwriting in the curriculum. The article was featured in USA Today (11/24/12) and in the Whittier Daily News. Third grade St. Mark’s students were interviewed along with Linda Merchant, Director of Curriculum and Jennifer Strong, a 3rd grade teacher. Many schools are eliminating this subject while St. Mark’s includes cursive as a

core subject. Students are required to write in cursive through middle school so that they become fluent at it as well as learning keyboarding for computer work. In a time of emails and texting, longhand remains a symbol of one’s personality. Proponents of cursive maintain that writing by hand activates parts of the brain associated with language development. The additional benefits of learning cursive are the development of coordination and motor skills. Cursive also connects students to the past, whether it is reading historical handwritten documents such as the Constitution or reading their grandparents’ letters. A video journalist from the Associated Press returned in early December to film a video of the St. Mark’s students connecting those cursive letters. The journalist also filmed the students working on their “Hands on Algebra” lesson, and showed the students her camera and how it worked. Write on! La Serna High School earns CSBA Golden Bell Award for mentoring programs La Serna High School recently earned the Golden Bell Award from the California School Boards Association for its innovative mentoring programs that have spurred an increase in student achievement. “This is a wonderful and welldeserved recognition of the dedicated efforts of everyone at La Serna to ensure that all students are given the resources and support to reach their full potential,” said Whittier Union High School District Superintendent Sandra Thorstenson. “The CSBA’s Golden Bell Award reaffirms our commitment to do everything within our power to provide all of our students with the best education possible.” During the last seven years, La Serna has developed several successful mentoring programs that combine teacher and peer support for students who need assistance. The effort began with Link Crew in 2005, a program that links upper classmen with incoming freshmen to help ease the transition from middle school to high school. The success of this peer mentoring program led to district-wide implementation. Now each of the district’s five comprehensive high schools has a Link Crew program. La Serna then added its Guided

Study/OASIS program for freshmen and sophomores who need additional support. Guided Study is for freshmen and provides extra academic and social support from teacher leaders and junior and senior academic mentors who are utilized in the classroom to facilitate learning, organization and study. La Serna then developed an intensive academic, social and emotional support program called Organized Academic Support in School (OASIS) in the fall of 2007. In OASIS, sophomores who need extra support work with student mentors and receive guidance and counseling two periods a day from teacher and former La Serna football coach Ken LaVigne, who was named a state Teacher of the Year for 2012 based on his success with the program. In OASIS, students, academic mentors, parents and teachers all work together on a daily basis to impact the performance and behavior of these students in a true team effort and the program has resulted in improved behavior and academic achievement for those students enrolled. La Serna school officials attribute much of the school’s gains in academic achievement to its wide-range of mentoring support programs. Since the

implementation of Link Crew in 2005, La Serna’s D/F rate has dropped from 19.6% to 12.5%. The school has also seen a 15% increase in the percentage of seniors who successfully complete the courses required to enroll in a fouryear college or university. La Serna’s CAHSEE pass rates have grown from 86% in English Language and 88% in Math to 93% and 91% respectively. And the school’s API score has risen 100 points during that time. “We have seen dramatic gains during the past seven years in all measurable targets of student learning and success and we believe this is a result of our highly effective academic mentor programs and the support of our Board of Trustees and Superintendent,” said Ann Fitzgerald, La Serna’s Interim Principal. “But the impact of our mentor programs goes beyond measurable

data – strong bonds develop between the students in these programs that they often describe as life changing.” The CSBA’s Golden Bell Awards recognize exemplary programs in 22 major categories, which are essential to support teaching and learning. Investors are exposed to multiple financial risks, two in particular are, company-specific risk and market risk. Long-term investors can reduce exposure to company-specific risk by diversifying among many different securities within the same asset class.1 Market risk is managed, but not eliminated, by holding investments in several different asset classes. Low Correlation: The Key to Effective Asset Allocation Longer term, the market risk associated with an individual asset class, such as stocks, may be reduced by allocating a portion of a portfolio’s assets to other types of investments that historically have reacted differently to market and economic events.2 A statistic known as correlation measures the tendency of two investments to move together. A correlation close to zero indicates that two investments are largely independent of each other. The closer a correlation is to 1.00, the greater the tendency two investments have had to move in tandem. Managing Single-Security Risk Modern portfolio theory is founded on the assumption that investment markets do not reward investors for taking on risks that could be eliminated though diversification. A 2003 study found that at least 50 stocks may be required to provide adequate diversification for an equity portfolio.3 Fortunately, there are many strategies available for diversifying a stock portfolio. Investors can allocate portions of a portfolio to domestic and international stocks, which may take turns outperforming depending on circumstances in various global economies.4 An allocation to smallcap, midcap, and large-cap stocks also provide exposure to companies of various sizes. Although there are no guarantees, smaller companies may be nimble enough to exploit untapped market niches and capitalize on growth potential.5 Dividend Strategies In addition, equity investors looking to limit volatility may want to consider dividend-paying stocks. Although a company can potentially eliminate or reduce dividends at any time, a dividend

may provide something in the way of a return even when stock prices are volatile. When evaluating dividendpaying stocks, it may be worthwhile to review how long a company has paid a dividend and whether the dividend has increased over time. According to a study by Standard & Poor’s, firms that had increased their dividends for the past 25 years outperformed the S&P 500 and also were less volatile during the 5-year, 10-year, and 15-year periods ending December 31, 2011. Past performance does not guarantee future results.6 When investing in dividendpaying stocks, be aware that tax rates on qualified dividends are scheduled to increase in 2013 unless Congress changes the tax laws. For investors interested in managing volatility, asset allocation with lowcorrelation investments, diversification, and dividend-paying stocks may be worth considering.

AROUND TOWN Art gallery showcases Whittier’s hidden gem An artist’s artist, Dorothy Harris has resisted repeated entreaties over the years by fellow artists and other galleries to have this exhibit, and the Whittier Gallery is honored to be her chosen venue to present her one woman show. Harris, 85 and a native of Missouri, came to California when she was 7 years old. She and her husband settled in Whittier and for many years operated a fashion designing and manufacturing company here. Harris attended Chouinard Institute in the 1940s and has never stopped perfecting her art. From the very beginning, while still a student, she was recognized as a special talent, and has since become an

inspiration to generations of artists. The show will highlight works in oil, ceramic, bronze and more; all in her eclectic (and sometimes controversial) style. Her work is absolutely beautiful and this will be the public’s only chance to see it all together. The show will run January 2 to January 27 and the reception is January 12 from 3 p.m. to 5 p.m. There is no fee and the public is enthusiastically invited. Soroptimist of Whittier presents entertaining annual “Wednesday Night Live” Soroptimist International of Whittier invites the community to its twelfth annual Showcase of Stars on Wednesday, January 30 at the Ruth B. Shannon Center for the Performing Arts located on the Whittier College campus (13406 Philadelphia St.). This year’s theme, Wednesday Night Live: Reality Check, is guaranteed to make you laugh out loud or your money back! Guests will recognize community personalities as well as members of the Soroptimists in a rollicking variety of music, dance and comedy skits. Lions Club members provide service to the community The East Whittier Lions Club recently served the community by hosting the opening night of the Cold Weather Shelter in Whittier. This volunteer activity took place at The Church of God in Whittier. The Cold Weather Shelter is sponsored by Whittier Area Interfaith Council, an ongoing project over the last 20 years. Completion of the Lions Club service project is a benefit to the community as it provides shelter and a hot meal to over 40 homeless people during the cold winter months. This was the third year that East Whittier Lions have participated. Lascari’s Restaurant was happy to partner with the Club in providing the main dish, salad, rolls and homemade desserts. All food served at the Cold Weather Shelter is provided through generous donations. The East Whittier Lions Club has 24 members currently and meets weekly on Fridays at 7 a.m. at Mimi’s Café in the Whittwood Town Center. Lions clubs are groups of men and women who identify needs within the community and work together to fulfill those needs.
