Honoring individuals for their outstanding service to the cities of Whittier and Santa Fe Springs will be the focal point of the 14th Annual Silver Shield Awards Banquet being held on Friday, March 2 at the Richard Nixon Library. The Silver Shield Awards Ceremony will highlight the accomplishments and outstanding jobs of active officers, civilian staff and volunteers. Awards will be given in multiple categories to deserving individuals. “There are a number of amazing stories this year about people doing extraordinary things on and off duty,” stated Bradley White, Community Relations Officer for the Whittier Police Department. “This year’s program is sure to be inspiring and unforgettable,” he said. This year the event will be held in the beautiful East Room at the Richard Nixon Library in Yorba Linda. Dinner will be served by award-winning White House Catering. Musical entertainment will once again be provided by Ernie Hernandez from Calendar Entertainment. The Whittier Police Department provides a variety of law enforcement services to the citizens of Whittier and Santa Fe Springs. The Department is comprised of the Patrol, Investigation, Support Services and Administration Divisions. The Police Department features a great team comprised of 120 sworn police officers and 50 civilian staff. The Whittier Police Department has developed a highly successful Community Based Policing Program. A cornerstone of this model program is a partnership between the Police Department, city residents and businesses to produce a high quality of life for all citizens. “The Police Department’s relationship with the Whittier Area Chamber of Commerce and the surrounding business community is one that is strong and respected. This relationship enables our department to serve our citizens and has bolstered the partnership that drives effective enforcement efforts. The men and women of the Whittier Police Department feel extremely fortunate to enjoy this relationship with our community partners,” explained Chief Jeff Piper. Silver Shield is designed to give businesses and individuals the opportunity to say thank you to our police department. “There are many ways to participate, but I want to personally invite you to be a Friend Sponsor which covers the cost for an officer to attend the event at no charge,” stated Silver Shield Chair Doug Rowan of Financial Network. City Prepares for Loss of Redevelopment by Aldo Schindler, City of Whittier Director of Community Development On December 29, 2011 the California Supreme Court handed down their ruling on the state-wide redevelopment lawsuit. The Court upheld Assembly Bill X1 26, confirming the State’s authority to eliminate redevelopment agencies. In the shadow of an eminent veto from the Governor, the State Legislature couldn’t muster the votes to extend the elimination of redevelopment by moving Senate Bill 659 through the Senate and Assembly. Therefore, redevelopment was eliminated on February 1, 2012. The repercussions are being felt statewide. Bond rating agencies Moody’s and Fitch have downgraded California redevelopment bonds due to what they term “the dissolution of redevelopment.” The Western Center on Law & Poverty is questioning the state’s actions in relevance to affordable housing obligations. The scheduled demise of redevelopment agencies in California will create thousands of unemployed workers and force cities across the state to make drastic cuts to services that businesses and residents rely on. Locally, redevelopment funds have infused a tremendous economic benefit to the Whittier community since the inception of the redevelopment project areas. The redevelopment agency has funded numerous housing, retail, commercial, industrial and public projects. The list is plentiful and some that come to mind are: • Whittwood Town Center: In 2004, the Agency assisted in the redevelopment of the Whittwood Mall into the Whittwood Town Center. The Town Center was completely redesigned and added a residential portion at the southwest corner of the site, where 114 new town home condominiums were developed. • Whittier Marketplace: The Agency acquired the land, relocated tenants, established a Community Facilities District and committed extensive financial resources including two tax allocation bonds to assist in the Marketplace’s development. • Quad at Whittier Boulevard: The Agency assembled the site, relocated tenants, and established a Community Facilities District that helped fund the redevelopment of this 32-acre shopping center. • Whittier Village Cinema theater expansion: Included site assembly and financial assistance to the existing theater owner. • Gables at Whittier: The Agency provided $3 million as silent second loans to moderate-income first-time home buyers. • Habitat for Humanity: In 1997, a four-unit residential project was constructed on land donated by the Agency. • Whittier Police Station: The Agency directly contributed $4.5 million toward the construction of the new station at Penn Street and Continued on page 18 Washington Avenue.

The City Council is working diligently to determine how to best adjust the budget with the least impact to staff and the community. At the regular City budget review in May, the Council will also consider the impacts of reductions in federal funding from housing and CDBG (Community Development Block Grant) sources. On a positive note, we are pleased to announce that our community is still attracting new businesses. Chipotle, Panda Express, and The Habit have begun construction at the Whittwood Town Center. Chipotle and Panda Express will be located next to See’s Candies adjacent to Whittier Boulevard and The Habit will be located in the building west of Black Angus, occupying a portion of the former Samuel’s Jewelers space. The construction of the Mosaic Gardens development project, a 21-unit residential complex located at Philadelphia and Pickering, is underway. The development will enhance and improve the gateway to Uptown, especially since the site sat vacant for over 22 years! Also, the Whittwood Branch Library expansion should be completed in December—in the meantime, please visit the Central Library or stop by Parnell Park to use our book vending machine (available mid-February). The biennial City election will be held this year on Tuesday, April 10, with three incumbents and four challengers running for three City Council seats. Please remember to vote!

Corey will walk seminar attendees through the steps of gathering extensive business information, executive contacts, downloading information and how to research specific areas and industries. Time will also be spent covering the consumer data available in ReferenceUSA. This consumer information allows you to identify your target audience based upon their hobbies and interests. You will also learn how to study large segments of results (of the population) to learn about the demographics information for your target audience including age, income levels and where they live in your area. Corey will walk through the new business data available through ReferenceUSA which is updated every week. Learning to use this new business data will help you identify opportunities very early on in the business start up process and give you an edge by being the first one to know about and contact the businesses. LABOR LAW CORNER Managing Vacation Use Key to Reducing Liability at Termination We have several employees who have accumulated excessive vacation days over the past few years and this has created a huge potential liability for this firm. I know California Labor Code Section 227.3 requires all unused vacation be paid out at termination. What Dale Louton, can be done to avoid cashing out unused vacation on termination? HR Adviser The Labor Code does require unused vacation to be cashed out. You cannot avoid this, but managing your vacation program for all employees is the key to reducing liability at termination. The beginning of a new year is an excellent time to start managing your vacation program. You as the employer have the right to determine when employees take vacation time off. There are some exceptions when it comes to mandated leave programs, but almost always vacations can be scheduled at management’s discretion. Starting now can help prevent large payouts at termination. One way to bring down vacation balances is to send notice to all employees asking for their preferred dates for vacation time off. For example, you could ask employees to state their first and second choices for vacation. In case of conflict, seniority or some other non-discriminatory factor could be used to resolve this issue. Also, be sure to add that company needs will be considered when approving vacation. Management also can simply assign vacation dates to both exempt and nonexempt employees. Exempt employees can be required only to take vacations in full week increments. The State Labor Commissioner takes the position that exempt employees should be given at least 90 days notice of mandatory vacation. Although it is not clear what action might be taken by the Labor Commissioner if 90 days notice is not given, you should comply. There may be situations, however, where due to business conditions, 90 days notice is not realistic. When faced with this problem, you should contact your own labor and employment attorney. TAX TIPS Repossession of Real Property In general, you won't be able to deduct any loss from the repossession of real estate which you have previously sold to a buyer in the form of a loan secured by the property. However, as explained below, in certain circumstances, you may have to report some gain. Gain recognition rules. You will have to report gain to the extent the amount of money and the value of other property you were paid by the buyer before the repossession is greater than the amount of gain Richard Scrivanich, you have already reported on the sale. (Unfortunately, however, if the Harvey & Parmelee amount you received is less than your previously reported gain, you LLP cannot report a loss.) Example. Ron sells real estate for $100,000. His basis was $20,000 (thus his gain on the sale was $80,000). He was paid a $10,000 down payment and was to receive nine more $10,000 payments, under an installment note he took from the buyer. After the first two payments were made, however, the buyer defaulted and Ron repossessed the property. He had $5,000 in expenses in connection with the repossession. Ron was reporting his gain from the sale on the installment method. His gain percentage was 80% (sale price $100,000; gain $80,000), so he reported $24,000 of gain on the $30,000 in payments he received before default (the $10,000 down payment plus the first two $10,000 installment payments). When the property is repossessed, Ron reports $6,000 of gain: the excess of cash received before the repossession ($30,000) over the amount of gain previously reported ($24,000). Gain limitation. Note that under a gain limitation rule, the gain to be reported on the repossession of real property can never exceed the original sale price minus (1) your original basis in the property, (2) the gain you recognized, and (3) your expenses of repossession. In the above example, this would be $100,000 minus $49,000 ($20,000 + $24,000 + $5,000), which equals $51,000. So in the example, Ron would report the $6,000 gain without the limitation having an impact. Basis of repossessed property. The basis of the repossessed property will be the basis you had in the debt, plus any gain you reported on the repossession, plus any expenses you incurred in connection with the repossession. In the above example, Ron's basis in the outstanding debt of $70,000 ($90,000 − two $10,000 payments) was $14,000. This is because the gain portion of the debt was 80%, as noted above. Thus, the remainder (20% of $70,000, or $14,000) represents Ron's basis in the debt. So, Ron's basis in the repossessed property is $25,000: $14,000 + $6,000 (gain recognized) + $5,000 (expenses of repossession). Of course, Ron may have gain or loss if and when he resells the property. St. Paul Welcomes New Head Football Coach

The resonant voices of choral groups from Whittier Union High School District’s five comprehensive high schools filled Whittier College’s vaulted Memorial Chapel with music during the district’s annual Choral Festival. The event was an opportunity for the choral groups from California, La Serna, Pioneer, Santa Fe and Whittier high schools to perform a broad range of classical selections for each other and also to receive a critique from a qualified adjudicator. The vocal ensembles and their directors each received a critique from adjudicator Sheridan Ball. Ball is currently director of choral ensembles at Cypress College. Ball also directs two professional choirs - the Southern California Master Chorale and the Meritáge Concert Singers. “This was a very well-organized festival and the choruses were all well prepared,” Ball said after the event. “Festivals like this are so important because they raise students’ singing to a new level and can be very inspiring for them.” “Our annual choral festival is a wonderful occasion for our students and musical directors to share their talents and learn from each other’s performances,” said Whittier Union High School District Superintendent Sandra Thorstenson. “Each and every one of these students and teachers works extremely hard to achieve a high level of musical skill that was evident today.” Each of Whittier Union’s five comprehensive high schools offers beginning, intermediate and advanced choral and instrumental music programs and theater arts courses. Students have multiple performance opportunities throughout the year through musical and dramatic theater productions, choral performances, concerts and band performances. The choral ensembles perform in local, regional and national competitions and have performed at Carnegie Hall and the Disney Concert Hall. “Whittier Union has made a commitment to maintain our music and performing arts programs because our district knows they are essential to providing our students with a comprehensive and well-rounded education,” Thorstenson added. The school district’s choral directors said the event provides students with a unique learning experience. “I don’t know of another school district that brings together their vocal ensembles to share choral music and be adjudicated,” said Evan Mooney, Pioneer High School’s choir director and chair of the school’s visual and performing arts department. “The festival is a great chance for students to see that the whole district is producing really good choral music and it encourages them to do even better.” “It’s nice to see what other choirs are doing in our area, to hear new sounds from the different choirs, and to see high school kids our age from the same area who share a similar interest and love of music,” said Tylor Steelman, a junior at La Serna High School. “It was also very interesting to hear what the adjudicator had to say because each director has his or her own style and technique that we can use to improve our voices.”

Adding to the excitement and energy of a new year and semester at St. Paul High is news of the most recent addition to the Swordsman family. The St. Paul athletic department is proud to announce the selection of their new Varsity Head Football Coach, Elijah Asante. Coach Asante will assume the post left vacant by coaching legend Marijon Ancich, who retired at the end of the 2011 football season. Coach Asante comes to the Swordsman football program with one of the best resumes in Southern California. Earning his Bachelor of Arts degree in Political Science from Eastern Illinois University, he went on to obtain his Juris Doctorate in 1990 from the University of Southern California. Asante is an accomplished coach with twenty years of experience at both the semi-professional and high school levels, including seven as a head coach in the Los Angeles City Section where he compiled a 33-7 record with 4 league championships. Coach Asante has assisted student athletes in securing scholarships to programs such as Princeton, University of Southern California, University of California Los Angeles, Nebraska, Florida State and the University of Miami. In addition, he was recently selected to coach in the 2012 Army All-American game in San Antonio, Texas. "St. Paul High School has a very distinguished football history, and I am confident that Coach Asante understands both our culture and our athletes," said Assistant Principal Robert Miller. "Elijah knows what it takes to be successful in football while adhering to St. Paul’s mission and values." Asante’s selection is the result of a nationwide search that generated more than 60 applications. "Even in a very strong applicant pool, Coach Asante stood out," commented Miller. “He’s got some big shoes to fill, but we are confident that with the support of the administration, student body, and our huge alumni following, Coach Asante will be proud to be a part of the St. Paul community.” Coach Asante began his journey as a Swordsman earlier this week, meeting the team for a conditioning workout. He reports, “I am very excited to be at a school so rich in tradition because I know they have high expectations for me. I have even higher expectations for my players and their performances on and off the field.” St. Paul High School would like to extend a warm welcome to Coach Elijah Asante as he joins the Swordsman family.

SENIOR SPECIAL Post Holidays May Shed New Light on Changes in Aging Parents Holiday visits are often filled with warmth, laughter and good cheer. It is also a time when adult children come face to face with the increasing and changing needs of aging parents and family members. Characteristically following the holiday season, senior living communities like Whittier Place Senior Living see an increase in inquiries from concerned adult Assisted Living • Memory Care children looking for help and answers for their aging parents. When deciding whether to seek the care of a senior living community, consider these questions: • How are they emotionally? Are there changes in their activity level and mood? MEMBER SPOTLIGHT Ramsey Ezaki Dentistry Dr. Ramsey Ezaki has specialized in comprehensive adult and geriatric dental care for over 31 years in the Whittier community. When asked why he originally chose the dental profession, Dr. Ezaki, who has also taught at USC Dental School, says his wife was his first supporter. There has been a dentist in her family throughout every decade dating back to 1954 and she comes from a long line of family physicians, making the passion for taking care of others a shared vision between the two. Dr. Ezaki was originally a music & business major in school and went to Whittier College, taught music lessons at the Los Angeles Music & Arts School and has spent many years as a church pianist. At the time, he was the only music major to ever be accepted to USC Dental School. He has received numerous awards for his work and service in the community, including a Distinguished Alumni Award and special recognition from Assembly District 60 as an Outstanding Small Business. He also enjoys bringing his emotional therapy animal named Capone to visit hospital patients and the elderly during his routine visits to assisted living and other health care facilities in the community. If given the opportunity to say one thing to his patients about the importance of visiting the dentist regularly, it would be to inform them better on the link between dental health and systemic disease. “Prevention is the key!” says Dr. Ezaki. “Most people avoid going to their dentist regularly due to their fear of pain. However, dentistry has changed dramatically over the years and we are always working on new technology to address and reduce pain for our patients.” What makes Dr. Ezaki different is that he allows his patients to be more involved in every step of the process so that they are well-equipped to make decisions on the care they want to receive. He is one of only about 2% of dentists in America who utilize a very special camera, most often used by heart surgeons, to perform treatments during surgery. By using these computerized cameras and special xrays during each visit and exam, patients are able to understand more clearly the issues they are facing and feel more confident in making decisions. OFFICE LIFE 12 Tips for an Ergonomic 7 Things Highly Productive People Do Computer Workstation You probably don’t want to admit it but you love distractions. In fact, just like monkeys, you get a shot of dopamine every time something pulls you in another direction. Why do you think you check your email so much? Want to be more productive and get your focus back? There are no secret tricks here… do one thing at a time. Stop multitasking—it’s just another form of distraction. Easier said than done, I know. Recently I sat down with Tony Wong, a project management blackbelt whose client list includes Toyota, Honda, and Disney, to name a few. He’s an expert in keeping people on task, so I thought he’d be a good person to ask. Here are his tips for staying productive:

1. Work backwards from goals to milestones to tasks. Writing “launch company website” at the top of your to-do list is a sure way to make sure you never get it done. Break down the work into smaller and smaller chunks until you have specific tasks that can be accomplished in a few hours or less: Sketch a wireframe, outline an introduction for the homepage video, etc. That’s how you set goals and actually succeed in crossing them off your list. 2. Stop multi-tasking. No, seriously—stop. Switching from task to task quickly does not work. In fact, changing tasks more than 10 times in a day makes you dumber than being stoned. When you’re stoned, your IQ drops by five points. When you multitask, it drops by an average of 10 points, 15 for men, five for women (yes, men are three times as bad at multitasking than women).

3. Be militant about eliminating distractions. Lock your door, put a sign up, turn off your phone, texts, email, and instant messaging. In fact, if you know you may sneak a peek at your email, set it to offline mode, or even turn off your Internet connection. Go to a quiet area and focus on completing one task. 4. Schedule your email. Pick two or three times during the day when you’re going to use your email. Checking your email constantly throughout the day creates a ton of noise and kills your productivity.

5. Use the phone. Email isn’t meant for conversations. Don’t reply more than twice to an email. Pick up the phone instead. 6. Work on your own agenda. Don’t let something else set your day. Most people go right to their emails and start freaking out. You will end up at inbox-zero, but accomplish nothing. After you wake up, drink water so you rehydrate, eat a good breakfast to replenish your glucose, then set prioritized goals for the rest of your day. 7. Work in 60 to 90 minute intervals. Your brain uses up more glucose than any other bodily activity. Typically you will have spent most of it after 60-90 minutes. (That’s why you feel so burned out after super long meetings.) So take a break: Get up, go for a walk, have a snack, do something completely different to recharge. And yes, that means you need an extra hour for breaks, not including lunch, so if you’re required to get eight hours of work done each day, plan to be there for 9.5-10 hours. East Whittier Middle School Students Invited to Play Carnegie Hall Do you love music? Do you love to support local students from the City of Whittier who love music too? Because of this history, the students were selected to perform at the National Band and Orchestra Invitational Festival held in New York at Carnegie Hall. Rio Hondo Symphony Presents “No Strings Attached!” at Whittier High School Concertgoers will hear some of the greatest classical music of all time at the Rio Hondo Symphony’s free “No Strings Attached!” concert on February 5, 2012 at 3:00 p.m. in the Vic Lopez Auditorium at Whittier High School. Appearing as soloist in Vivaldi’s “Winter” from the Four Seasons will be Agnes Szekely Schwartz, the orchestra’s concertmaster. A native of Budapest, Hungary, she has concertized in Europe, Israel and the Western United States. The four concertos in “Winter” were written to go with four sonnets by an unknown author. Conductor Kimo Furumoto will begin the concert with the fabulous strings playing Mozart’s Eine Kleine Nachtmusik (A Little Serenade). The piece is one of the compositions most beloved by musicians and audiences. Its four movements include: Allegro, Romanza, Menuetto and Rondo. Concertgoers will also enjoy Bach’s “Air from Suite No.3” which is now known as “Air on the G String.” The St. Paul Suite was written by Gustav Holst, Music Director at St. Paul’s Girls School in England. It has four movements: Jig, Ostinato, Intermezzo and Finale. Tchaikovsky’s Serenade for Strings is a popular piece of the Romantic era. The Valse movement has become a popular piece in its own right. Excerpts from the score were used for the popular ballet, Anna Karenina. The Rio Hondo Symphony is in its 79th season of presenting 4 admission-free concerts for the enjoyment of the entire community. City of Whittier Taxi Voucher Program Expands The Whittier Taxi Voucher Program, which allows City of Whittier Dial-A-Ride passengers to travel outside the Whittier City limits for medical and dental appointments, has added another medical facility to its service area. Effective immediately, the Taxi Voucher Service will also travel to Kaiser Hospital in Baldwin Park. This additional location adds to the current service area to medical and dental facilities in the cities of Downey, Hacienda Heights, La Habra, La Habra Heights, La Mirada, Norwalk, Pico Rivera, Santa Fe Springs and unincorporated Whittier territory, as well as St. Jude Hospital in Fullerton, Beverly Hospital in Montebello and Kaiser Hospital in Bellflower. Passengers may also use taxi vouchers to travel to Rose Hills Cemetery and Mortuary, which is in unincorporated Whittier. The taxi service hours operates 24 hours a day, seven days a week. A 24-hour advance reservation is required, with same-day trips available if space permits. Travel outside the Whittier City limits are exclusively for medical and dental appointments only and taxi vouchers will be needed for these trips. Taxi vouchers may also be used to travel within the City of Whittier for all trip purposes 24 hours a day, seven days a week, which includes times when the regular Dial-A-Ride is not in service. Those eligible to purchase the taxi vouchers must be a City of Whittier Dial-A-Ride passenger with a current application on file. The vouchers may be purchased either by mail or in person at the Whittier Historic Depot, the Uptown Senior Center or at Parnell Park. Activate Whittier Receives Grant To Tackle Obesity in the City Of Whittier Activate Whittier, a community collaborative that champions a healthy, active Whittier, received a $300,000 grant from Kaiser Permanente to help combat obesity in the city today. “Over the past 30 years, obesity rates have tripled among children and adolescents, and this grant will give Activate Whittier the resources to help reverse that trend in the city.” said Lori Tiffany, Chairperson, Activate Whittier, and Executive Director, Uptown Whittier YMCA. With this grant, Activate Whittier hopes to work with residents to create a momentum for building a healthy, active Whittier through small changes that make a big difference such as: • Providing healthy eating and physical activity resources to schools to encourage children to move more and eat better. • Enhancing access to affordable fresh fruits and vegetables by partnering with local corner stores to promote healthier food choices. Over the next two years, successful implementation of this partnership will result in a healthier Whittier. “The most important ingredient of this entire campaign is the involvement of the community as a whole,” said Tiffany. “Activate Whittier hopes to work with the residents to create a community environment where families and children can be healthy and active.” This grant is part of a new Kaiser Permanente healthy eating, active living initiative, called HEAL Zones, that will contribute more than $7 million over the next three years across in Southern California. “This grant work is a natural extension of the Kaiser Permanente mission—to improve the health of our members and the communities we serve—and it’s one more demonstration of our commitment to disease prevention,” said Jane Finley, senior vice president and executive director, Kaiser Permanente Downey Medical Center. After fighting through the California Amateur Mixed Martial Arts bracket that started back in April, the former La Serna High School wrestler won his final fight this past December in San Diego winning the Northern Champion and capturing the California State Mixed Martial Arts Championship. Wilson, who grew up in Whittier, was representing Black Mat Mixed Martial Arts, located at 12200 E. Washington Blvd., Suite J. The nonprofit organization teaches mixed martial arts to boys and girls, young adults and, most importantly, they help "at risk " and "under-privileged" kids in Whittier and surrounding areas. BlackMat MMA was founded in Koon's garage in 2003. "The young man who lived next door asked if he could train with me," said Koon, 51, the former assistant wrestling coach at La Serna High. "It just grew from there, and soon there were dozens of young people training inside my garage," he said. “It was a place that provided boys and girls, and young adults a safe haven - a place where they could feel safe, be respected and be treated with dignity and honesty,” Rico Ortiz, assistant coach explained. "It's a place where they can grow as a martial artist, but more importantly, as human beings," he said. Wilson, 24, was one of those who came to the garage and started the transformation to the man he is today. Once he joined the wrestling team, Coach Phillip Koon became a mentor and strong male role model. Wilson, who enters the cage wearing a black cowboy hat to the tune of "16 Tons" by Johnny Cash, is married to his lovely wife Jazmin and has two young children, Brandon, 2, and Bella, 7 months, a family he refers to as his foundation. "I work very hard to provide for them," he said of his 50 to 60 hour week in sales for an organic food distributor. "God has given me this family, and it's all I need," Wilson said. • Lee Owens Park: The Agency purchased property for this one-acre park, which was developed to serve a dense low-income neighborhood with no park facilities in the vicinity. • Historic Southern Pacific Depot. The Agency assisted in the acquisition of property. • Albertsons: The Agency assisted in the development of this 45,000 square foot supermarket at Greenleaf Avenue and Whittier Boulevard. • Hilton Hotel (now Radisson): The Agency assisted by writing down the cost of land and built a parking facility to enable this 200-room hotel to be constructed. The Agency acquired 25 parcels and issued bonds to assist with the parking structure construction. • Bank of America Headquarters: The Agency assisted by acquiring property for the construction of this building on Greenleaf Avenue at Penn Street in 1978. In the “post-redevelopment” world, the City Council will assume the role of the Whittier’s Redevelopment Successor Agency which will wind down the Agency’s activities. The Successor Agency will honor the prior redevelopment agency’s obligations and will begin the process of disposing of the Agency’s assets. Finding viable replacements for providing the economic development incentives lost by the elimination of redevelopment will be challenging. Regardless, the City will pursue PublicPrivate Partnerships, any new state and federal statutory tools such as New Market Tax Credits, and programs provided by the California Infrastructure and Economic Development Bank. The City will also revisit old models such as special tax vehicles, assessment districts and school facility improvement districts. The City will also assess what other states without a large redevelopment presence have successfully promoted for economic development and job creation. Some options may be: sales tax sharing, sales tax revenue bonds, isolated project revenues (sales tax, sewer/water fees) reinvested in projects and other locally-approved incentive programs.
