Mayor’s message Cr Tina Liu I’m proud to live in one of the most culturally diverse municipalities in Melbourne. With almost four in ten of our residents born overseas, we are enriched by the cultural diversity of Whitehorse. The theme of Cultural Diversity Week, which is held annually in March, is ‘connecting through culture’. This month, I encourage you to connect with and be inspired by our diverse cultures – visit our vast Asian business community in Box Hill, try a new cultural cuisine at one of our many local restaurants or challenge yourself by learning another language. By embracing our differences, we can create a stronger community

together. Learning more about each other’s cultures can even ignite innovation in the workplace and our wider community. Council’s 50-year relationship with the City of Matsudo, Japan, is one of the longest running sister city relationships in Australia. Council also supports a number of community groups and cultural events in Whitehorse. Council has a unique understanding of other cultures and different perspectives on managing community programs and services. Join us and celebrate our multiculturalism at Council’s Harmony Day Concert on 20 March. For more details, see page 3.

Main Street Bridge renewed and reopened Main Street in Blackburn was closed for more than six months with detours in place while the bridge near Furness Park was replaced. The bridge is now open and vehicles, pedestrians, cyclists and buses can once again use the bridge and the surrounding area. This project was funded through an allocation from the Australian Government’s Local Roads and Community Infrastructure (LRCI)

program. In total this project cost $1.6 million. “Considering the Main Street bridge was assessed as past maintenance and needing replacing, this was money well spent on improving this important infrastructure for the Whitehorse public,” said Cootamundra Ward Councillor Andrew Munroe. Harmony Day Concert

Optimising Emergency Management

When: Sunday 20 March, 2pm to 5pm Where: Strathdon House and Orchard Precinct, 449-465 Springvale Road, Forest Hill Council will be celebrating Harmony Day with a concert in the grounds of the newly opened Strathdon House and Orchard Precinct. The family-friendly event forms part of Council’s Cultural Diversity Week celebrations. The theme for this year’s Cultural Diversity Week is Connecting Through Culture, and explores multiculturalism as a core part of the Victorian identity, our character and way of life. The event is a celebration of Whitehorse as a culturally and linguistically diverse community – collectively we represent over 160 cultures and speak over 100 languages. The concert will open with a Welcome to Country and Smoking Ceremony, before crowd favourites, Jaspora, take to the stage to perform a high-energy set, filled with their signature tropical sounds. Delicious food, ice-cream and coffee will be available. Strathdon House will be open for guests to tour, and will be hosting activities in the lead-up to the event and on the day. Emergency Management Victoria (EMV) has commenced a review of the Victorian Preparedness Goal (VPG) and the Victorian Preparedness Framework (VPF) to ensure both remain fit for purpose and appropriately promote the principles of shared responsibility and self-reliance.

The VPG and VPF outline a shared vision to build a sustainable and efficient emergency management system to reduce the likelihood, effect, and consequences of emergencies. The Goal sets out the 21 core capabilities needed to deal with the challenges and risks faced by communities and how to effectively deliver them. The Victorian Preparedness Framework extends these core capabilities to outline in detail the tangible and definable critical tasks to be delivered to fulfil the intent of each. The revised Victorian Preparedness Framework, which will incorporate the Goal, is expected to be published mid-2022.

Working for Whitehorse Breaking gender bias in the workplace International Women’s Day is Tuesday 8 March. This year’s theme is ‘Break the Bias’. Whether deliberate or unconscious, gender bias makes it difficult for women to move ahead. Knowing that bias exists isn’t enough – action is needed to level the playing field. Whitehorse’s Executive Manager of Transformation Siobhan Sullivan and Director of Community Services Lisa Letic have encountered gender bias throughout their careers in getting to where they are today. As part of Council’s executive leadership team, they are passionate about continuing to help make positive changes.

“I meet with Councillors and staff to seek – feedback on how we can improve the customer experience, I take action on any community feedback and work with my fellow executives to drive the direction of our transformation strategy and future.” As is the case for many women, Siobhan has encountered gender bias throughout her working life. “Almost every woman I have met has experienced it in some form. It’s often subtle because it’s so ingrained in our society,” she said. “Part of the problem is that women alone can’t change it. It has to be both men and women working against those who perpetuate this bias. This is something I am really passionate about, and I know my fellow executive are too.” Siobhan believes education is important, in addition to calling out bias in our everyday lives. “It’s often not something people do consciously – for example, making a comment like ‘you throw like a girl’ might seem harmless, but it makes the assumption that girls are inferior. That might not be your intent, but the small things add up.” “It shouldn’t just rest on the person experiencing it – we have to name it and call it out when we see it, and stop accepting it as part of our culture.”

Siobhan Sullivan Siobhan joined Whitehorse in 2021. As Executive Manager of Transformation, Siobhan’s role is to lead her team in supporting Council to continually improve the way it delivers services to the community.

“Council’s role, and my role as a leader, is to educate our staff and community on what gender bias is and how to eliminate it.” Her advice for women in the workplace and beyond is to back themselves and surround themselves with a supportive team. “Everyone has value, regardless of gender, race or age.”

Lisa Letic Lisa joined Whitehorse as Director of Community Services nearly six months ago, bringing 30 years of experience in local government. “In my role, I support my team so they can deliver a comprehensive suite of services to the Whitehorse community. These include Community Engagement and Development, Health and Family Services, Home and Community Services and Arts and Leisure,” she said. “We advocate for the needs of the community and help Council to inform their decisions in the community’s best interests.” Throughout her career, Lisa has also been faced with challenges related to her gender. “When I returned to work after going on maternity leave, my role or portfolio would significantly change,” she said. “This was probably for the organisation’s convenience, but it was a consequence of being female and needing to go on maternity leave.” “I dealt with this by taking it as an opportunity, using the skills I developed in one role and transitioning those to learn about a new sector, and contributing in different ways to the organisation. Having that initiative helped me get to where I am today.” Lisa’s advice to working women is to know your worth – studies have found that men are more likely to negotiate for things such as a better pay rate, for example. Women add just as much value to the workplace and should feel confident to negotiate for better conditions that will allow them to strike a good work-life balance.

Council is improving Aqualink Box Hill Council has approved a plan to conduct tile repair work at Aqualink Box Hill. The repairs will start in stages from the week commencing Monday 4 April 2022, and will be finished by Sunday 3 September 2023. Doing this repair work now will ensure the facilities are replenished for those who use Aqualink Box Hill and maintained for years to come. Access to the indoor and outdoor pools will be reduced during these times. Work will be carried out in the quieter months in order to minimise impact on those who use the pool facilities. So that patrons and Aqualink members can still access some of the facilities at

Climb, swing and play at Highbury Park Play Space An exciting play space redevelopment was recently completed in Burwood East. Designed in consultation with the community, the play space creates opportunities for inclusive play with a hammock swing, a wheelchairaccessible swinger and gyro swing. It also features four towers connected by bridges, a rock-climbing wall, a fourmetre-high pyramid net and more.

There are more than 170 play spaces across Whitehorse. A wheelchair accessible are below two towers provides access to a variety of activity panels. The previous play space equipment was dismantled and donated to the Rotary Overseas Recycled Playgrounds program to be reinstalled for use in disadvantaged communities overseas. Young Persons of the Month James Lonnen Having high standards and a positive attitude are all about passion and being a team-player, no matter the activity. Just ask James Lonnen. The Koonung Secondary College student is known around campus as the ‘yes’ person. Whether he is asked to help out a fellow student or his music band mates, James is generous with his time and dedicates much of it to his peers. The 15-year old has a passion for learning, which sees him seeking out every opportunity to take on

an activity. James works hard at everything that comes his way and repeatedly achieves each one at a high level. James’ passion for learning also sees him participating in the school music band. During his time at Koonung Secondary College, James has already performed in ensembles such as the brass ensemble playing the trumpet, the senior string quartet playing the viola and the string ensemble playing violin. He participated in these activities all while receiving his 8th Grade AMEB piano exam award.

James is an example to his peers that a consistent, high-level work ethic is the key to achievement. Not only is James multi-talented, he is a dedicated multi-tasker with a positive, can-do attitude. Lindsay Luu Lindsay Luu is proof that age is no barrier to taking action and creating positive change in the world. The Grade 2 student decided two years ago that she would grow out her hair so that it could be made into a wig for children with cancer. It was her wish that her hair could help a sick child feel more confident as they battled the illness. Despite the weight of her long hair, the discomfort in hot weather and the additional care required, Lindsay remained intent on reaching her goal. On 17 December 2021, Lindsay finally underwent the big chop and donated her hair to the Wigs 4 Kids campaign run by the Kids with Cancer Foundation. She additionally raised over $4600 to assist families with the financial costs of caring for a child diagnosed with cancer.

Lindsay gave a speech about her hair donation and fundraiser at her school assembly in front of teachers and students from Prep to Grade 6. She hopes that her actions will inspire others to believe in themselves, to take action and make a difference to others in their own way.

Support around your first job Written by WYRC member Shania Desouza Making the decision to join the workforce as a young person is an exciting prospect, with the potential to gain independence, take on new responsibilities, develop practical skills and get the satisfaction of earning your own money. A work environment may be unlike anything a young person has encountered in their life. There are important factors to keep in mind when entering the workforce. Know your pay rate and superannuation Although it is illegal to deliberately underpay employees, it is unfortunately a common occurrence, particularly in industries dominated by young workers. Unpaid work is allowed only in circumstances of apprenticeships, work experience and unpaid trials.

Even if employers claim financial difficulty, it is expected that they pay you for your work. If you are being deprived of rightful funds, you can report it to the Fair Work Commission. Superannuation is a portion of your income that your employer is legally required to put in a separate account to be used when you retire. This is a requirement for all careers and workers. It applies to workers under 18 who work more than 30 hours per week, and for those aged over 18 who earn more than $450 a month. Workplace safety Knowing your rights in the workplace can be difficult. The number of laws and regulations make the field complicated and difficult for even adults to understand. Sunshade awning project success at Kalang Park It was a sunny Saturday last month when I caught up with the Laburnum Cricket Club at Kalang Park, Blackburn to enjoy the new twin awnings that were recently installed to enhance the clubs use of the pavilion and oval during summer. It was the initiative of the club to seek a matching federal government grant to fund the $12,000 project. But with COVID and lots of administrative and engineering challenges the project took longer than anticipated. There were also additional costs with changes of suppliers and building surveying costs. Council and Blackburn South Community Bank also chipped in to defray the additional costs for the Club. Let me congratulate Laburnum Cricket Club and the project team led by Simone Hewitt and Geoff Olsen, on the initiative for not only summer use, but the wide range of community users of Kalang Park Pavilion who will also benefit. Redundant aerial cabling Have you recently noticed around our suburbs broken black cables simply wrapped around the power poles? NBN purchased Optus and Telstra’s cable infrastructure and if there is in-ground cable in a street the above ground is then redundant, so when cables are broken they are not repaired. I have sent our Council officers samples of the problem from streets in Cootamundra Ward and asked how we can get someone to take responsibility. These cables are a detriment to our amenity and environment and should be removed. Please contact me and let me know of your experience. The human stories behind the trends Like so many others in our community, my family and I have now experienced COVID. We were very grateful we didn’t need hospital, yet we struggled with the supposedly ‘mild’ symptoms. Many of the things the people of Whitehorse need to access, or just like to do, will continue to be impacted by staffing and supply shortages or our own health. I hope what equally develops is a greater empathy and patience. I certainly slowed down and have a much deeper appreciation for the challenges for people needing to isolate, which includes lots of people in Eley. McCrindle Research has identified a number of 2022’s expected trends in Australia. They predict we’ll be working hard on our relational fitness as the flimsy social muscles of the last two years come out of ‘bubble-tainment’. FOMO (fear of missing out) can become a different kind of FOGO (fear of going out). We are inevitably less confident in our social skills, and will have to find intentional ways to communicate more – not less. I’d like to think that support for relational fitness can be very locally driven, recognising that we are all looking for a lifeline to belonging and being heard. Burwood Brickwords There’s been high interest in a change to the Burwood Brickworks Development Plan relating to stormwater quality, including through Your Say Whitehorse in January. It’s a complex matter to communicate what the change is about, and what it’s not about, while discussions continue. It affects Brickworks and Melbourne Water’s Eley Road Retarding Basin. A report will come to the Council Chamber to try to help with transparency and clarity; I encourage all to tune in when it does.

Parents, get your child vaccinated Council is encouraging parents across Whitehorse with children aged between five and eleven to get them vaccinated in the fight against COVID-19. The Pfizer vaccine is safe and effective for children five years and over, and will: ■ Protect them from getting sick ■ Reduce the spread of COVID-19 ■ Keep schools open There is still time to get your child vaccinated against COVID-19 at select State-run vaccination centres. Autumn is a good time to get out and explore Whitehorse. Recently I took a tour of the Box Hill Community Arts Centre and community garden. The centre offers opportunities for people of all abilities to learn arts and crafts, pottery, music and choir from artists in residence. You can also host art parties for adults and children. Highlights included the Queen of Hearts exhibition and expression of love during COVID.

Capital works update Works have completed at Britannia Mall, and the official opening was held this month. Works included a new coloured aggregate concrete pavement, replacing the existing timber bench seats with similar looking recycled plastic bench seats, and improved lighting, and new bins and bike hoops. Work is concluding on the basketball half court at Halliday Park, with some final landscaping features to be included. The court includes a large synthetic court, as well as courtside bench seats, and a basketball ring with a noise softening backboard. Clean Up Australia Day Sunday 6 March is Clean Up Australia Day. My family have been going there for years. The food is always delicious, and hospitality is friendly and attentive. It made me sad to think that the owner Nam, a Mitcham local herself, who has worked so hard serving up delicious Thai meals since 2006, has never experienced such hard times as now. Pet registration renewals are due soon A reminder to all Whitehorse dog and cat owners that pet registration renewals are due 10 April 2022.

On 2 December 2021, we celebrated National Tree Day with a community planting along the Gardiners Creek Trail in Burwood.

“Registering your animal is an important part of being a responsible pet owner and keeping your pet safe,” said Cr Raylene Carr. “Please ensure the tag is worn by your pet at all times.

Thank you to the 30 community members, including the Friends of Gardiners Creek, who attended and planted approximately 1250 plants provided by EcoSave and sourced from our local indigenous nurseries Bungalook and Greenlink. Each plant represented an equivalent of one tonne of carbon dioxide avoided annually via the Energy Performance Contract Project they are delivering. This project includes energy efficiency upgrades across eight Council and community facilities.

Pet registration Dogs and cats in Whitehorse must be microchipped and registered with Council by three months of age. Cats must also be desexed (some exemptions apply). Once registered, you will be issued with a lifetime tag to place on your pet’s collar, which helps us to reunite you in case your pet goes missing. Renewal notices All registered dog and cat owners should have received a reminder notice for their pet’s registration renewal by mid-March. If you have not received yours, please contact Council. Last year, Whitehorse joined seven neighbouring councils in representing Melbourne as part of the City Nature Challenge. At the end of the challenge in Whitehorse there were over 1,717 observations and 492 different species were identified. This year, we hope to achieve more! The challenge invites Whitehorse residents to find, photograph and document the natural plants, animals, fungi and micro-organisms in our neighbourhoods.

Whitehorse Intergenerational Grants Program now open Do you have a project idea that aims to connect children with older people? The 2022 Whitehorse Intergenerational Grants program supports activities that foster connections with older people in our community and recognise and celebrate the valuable contribution older people make to our community.

Caring for the Community Empowerment through education For International Women’s Day, Whitehorse City Council would like to acknowledge the efforts of the women who are making a difference in our community. In all her endeavours, Sahar Gholizadeh is passionate about improving the lives of those in her community and beyond. Sahar emigrated from Iran to Australia in 2012, working as a nurse and a lecturer in nursing and mental health. In 2014, she joined the Australian Iranian Society of Victoria (AISOV) to help and connect with other Iranian immigrants. “I originally joined to help out with cultural events,” she said. “From there, I became a board member and have now been President of AISOV for three years.” AISOV is a non-profit organisation that was established in Forest Hill 30 years ago. The organisation is entirely volunteer-run and hosts classes, events and other initiatives to help Iranians get settled in the community. “We receive calls from people who need help with things like finding jobs, for one example, and we refer them to the resources they need.” Since stepping into her role as President, Sahar has used her background in mental health to bring a new suite of services to Iranian Australians. “We’ve started doing R U OK? day and

other events surrounding mental and physical health, especially since COVID.” Sahar also works closely with survivors of family violence, helping them to manage their situations and seek help and safety. “It’s a hard topic to talk about,” said Sahar. “Women in our community who are well-educated with a good level of English are often embarrassed to reach out. Others are hesitant because they are in vulnerable situations: for example, they might have young kids, be financially dependent on their partners and have low levels of English.” “The number of family violence cases is very high, unfortunately. In Iranian culture, a lot of things aren’t considered violence, such as financial control. But physical abuse is not the only type of violence.” Sahar and the volunteers at AISOV are working to tackle this issue through training and raising awareness. “Education is key. We want people to know that this behaviour shouldn’t be tolerated and that they can reach out here, and we can refer them to the support they need.” “Resources should be totally accessible and translated. Regardless of English level, it’s good for people to have help available in their own language.”

Whitehorse City Council is offering grants of up to $1000 for intergenerational projects that are scheduled to run between July and December 2022. These grants are available to primary and secondary schools, early years’ services and kindergartens in Whitehorse. Applications are now open. Those managing an existing intergenerational project or activity that needs expanding or who want to develop a new project are encouraged to apply. Need some inspiration for a new project idea? Think about activities like reading pals, or involve skills exchange, music-making sessions, drama sessions, art activities, digital life stories, storytelling, games, gardening, cooking/ recipe exchange, cultural exchange and letter writing. Or, why not consider making contact with other groups and organisations such as your local aged care residential facility, senior citizens clubs, service clubs, sporting clubs or seniors’ activity clubs. Council provides free vaccinations against infectious diseases for children aged from six weeks to 19 years, as well as a limited range of vaccines for eligible adults in accordance with the National Immunisation Program Schedule.

PARENTING FORUMS

Council has a booking system for the Public Immunisation Program. To make a booking, please phone 9262 6197. Those without a booking will not be vaccinated.

School Readiness Presenter: Louise Dorrat When: Monday 4 April, 7pm Age range: 3-5 years What does school readiness mean? Is it about numbers and letters or is it being able to take turns, being able to separate from parents and being able to concentrate? Fuelled by a fascination with the animal, Green explores ideas about persona, transformation and the absurd. Bringing together examples of monotype,

Pruning keeps trees clear of power lines Council manages tree pruning on public land to ensure a safe distances between trees and power lines. Pruning will occur in Blackburn North and Vermont South during March. Pruning is done in accordance with the Electric Safety (Electric Line Clearance) Regulations 2020 and also with Council’s Electric Line Clearance Management Plan. Hosting a program that focuses on health, wellbeing and environmental sustainability, we follow the seasons and respond to change in our weather and behaviours.

Apply to become a school crossing supervisor Whitehorse City Council is currently seeking new school crossing supervisors to work on a casual basis.

During Autumn at Strathdon, learn how to harvest, prepare and share produce, or make better use of every drop of water in your backyards.

Our supervisors assist in providing a safe, effective means for school-aged children and other pedestrians to cross the road at established school crossings and traffic lights within the municipality.

We look forward to sharing our Autumn program with you and welcoming you to Strathdon House and Orchard Precinct.

Supervisors may work up to 7.5 hours per week and must be able to obtain a successful Criminal History Check and Working with Children Check. The majority of the costs associated with these checks will be covered by Council.
