Letters to the Editor Lose-lose situation Bryan and Jan Jarvinen VADNAIS HEIGHTS — The city of White Bear Lake continues to seek a cost sharing partner to replace the $1.4-2.4 million ice system at its aging ice arena. Absent identifying financial partners, the White Bear City Council is not funding the costs alone. The White Bear Sport Center is home to the White Bear Area Hockey Association and it's very unfortunate neither the hockey association nor the city realized the condition of their ice arena before the Vadnais Sports Center financially failed. Ironically, earlier this month the White Bear Area Hockey Association was back in front of the Vadnais Heights City Council seeking city approval to take over pull-tab sales at Jimmy's. In fact, the city has been threatened with litigation if the city denies the application. Could there be a connection between the hockey association's need to raise money for their home ice arena and their relentless effort to take charitable gambling dollars out of Vadnais Heights? We are not gamblers, but we think the proceeds from charitable gambling raised in Vadnais Heights should stay in Vadnais Heights to help the needy in our city. We find it unfortunate we're all in a lose-lose situation, especially if this charitable gambling issue ends up in the courts.

Business decision Robert Morse VADNAIS HEIGHTS — I was displeased, then saddened, to see the Vadnais Heights mayor and some council members go out of their way to deny a local business to legally and ethically pursue a change of venue for its pull tab partnership in order to attempt to increase patrons to the establishment, all in the convenient name of a technicality of an old form.

The city attorney rightly alerted them that there were no substantive differences between forms. This was quickly followed by a decision to place a moratorium on any future charitable gambling applications. Secondly, the finance director summarized that since the proposed charitable foundation overpaid the 10 percent tax share over four years to the city from a present Vadnais Heights establishment, there might be an indication of problems in more complex areas. Smoke on the water and, I fear, another opening for adverse action which residents have to pay for. Doesn’t a tax-paying business owner in good standing get to decide who to allow on his property to raise equally valid charitable funds with a foundation that is also in good standing locally? Government has no right to deny a business owner, or any of us, life, liberty and the pursuit of happiness, and if some don’t agree with it, they have the right to patronize another establishment. In the words of The Gipper, government is not meant to run our lives.

Three Blind Mice Joyce Welander GRANT — Councilmen Larry Lanoux and Loren Sederstrom have requested a special City Council meeting at 6:30 p.m. Wednesday, Sept. 16 to discuss legal newspaper options for publishing the proposed city constitution (charter) as required by law prior to the Oct. 13 special election. Why? Because the Three Blind Mice council majority has refused to allow them any opportunity to rationally discuss why the council should reconsider its choice of legal newspaper. The current legal newspaper's charter publication cost is approximately $34,000 while two other newspapers offer the same service for approximately $2,200 and $7,000. This debacle has been brought about by Robert's Rules of Order that precludes a single councilperson from moving a

consent agenda item to the regular agenda where it can be openly discussed. The mice have conveniently found a way with the consent agenda rule to avoid discussion on matters of importance to the public. They scurry behind the scenes in darkness to avoid transparency about the truth in Grant.
