EXHIBIT D Escrow Deposit Letter Date: December 1, 2012
U.S. Bank National Association, Houston, Texas, as “Escrow Agent” for the CITY OF WESLACO, TEXAS LIMITED TAX REFUNDING BONDS, SERIES 2012 (the “Bonds”), is hereby authorized to deposit the proceeds of the Bonds in the total amount of $_________, in the “City of Weslaco, Texas Limited Tax Refunding Bonds Series 2012 Escrow Fund” (the “Escrow Fund”), created on the books of the Escrow Agent as an irrevocable escrow. The deposits maybe held in the Escrow Fund in cash, fully collateralized, until withdrawn for payment of the maturities of the CITY OF WESLACO, TEXAS GENERAL OBLIGATION REFUNDING BONDS,
SERIES 2002 and the CITY OF WESLACO, TEXAS TAX AND WATERWORKS AND SEWER SYSTEM SURPLUS REVENUE CERTIFICATES OF OBLIGATION, SERIES 2003 as instructed in the ordinance authorizing the Bonds. This Letter may be executed in any number of counterparts, each of which shall be deemed an original for all purposes, and all counterparts shall together constitute one and the same instrument.
