OPENING DAY OF BOATING SEASON SPONSORED BY THE SEATTLE YACHT CLUB Opening Day, the official opening of Seattle’s boating season sponsored by the Seattle Yacht Club, includes a celebration of many kinds of water activities. Festivities will include a morning of crew races, a sailboat race, and of course, the grand Opening Day boat parade on Saturday. As always, the Opening Day Parade starts at noon the first Saturday in May with the blast of a cannon and the raising of the Montlake Bridge. Seattle Yacht Club’s Opening Day has become the nation’s largest regional celebration of water, spring, and the opening of boating season. Opening Day in Seattle is a family affair; families decorate their boats for the festivities and parades; spread blankets on the shoreline and spend hours watching and picnicking.

Opening Day Log Boom Information: The log boom is on the Northern boundary of the parade route. The Seattle Yacht Club and the University of Washington provide the log boom. You use it at your own risk. Neither the Seattle Yacht Club nor the University of Washington are responsible for any injury or damage claims. Please use good judgment and good nautical practices when maneuvering and mooring. Pay attention to weather conditions, and help your fellow boaters. No watercraft may cross or be on the parade route while it is closed. The North or Log Boom side requires reservations. Please respect the clearly marked area on the West (shore) end of the log boom reserved for University of Washington VIPs. The parade route closes at 9:40am and does not reopen until the SYC Marshall Boats announce the parade route has reopened, which will be sometime after 2:30pm, depending on the length of the parade.

My wife, Susan, and I live on Lake Washington waterfront on the west side of Mercer Island. We absolutely love our waterfront lifestyle! We enjoy relaxing on our decks and dock and looking at the scenery and activities on the lake. But mostly we enjoy getting out on the lake on our boat, Happy Hours (see photo). We participate in water activities (tubing, water skiing, swimming and the boat’s water slide) with the kids and grandkids. We also have many wine and cheese cruises with the adults while looking at spectacular scenery and beautiful homes. We became so infatuated with the magnificent waterfront mansions, I decided to research the mansions and write my book, Lake Washington 130 Homes, to share my research with other (including “armchair”) boaters.

Seattle’s Water Landmarks Gas Works Park has a play area with a large play barn, and big hill popular for flying kites. Special park features include a sundial, and a beautiful view of Seattle.

Access to Lake Union is restricted at Gas Works Park, entering the water or launching boats from the park is prohibited (SMC 18.12.070). There is no swimming, no fishing and no wading in the park. Burke-Gilman Trail runs past Gas Works parking lot and follows the BurlingtonNorthern Railroad 12.5 miles north to Kirkland Log Boom Park. This 20 acre point on Lake Union was cleared in 1906 to construct a plant to manufacture gas from coal - later converted to crude oil. Import of natural gas in the 1950’s made the plant obsolete. The city acquired the site for a park in 1962. The park was opened to the public in 1975. The boiler house has been converted to a picnic shelter with tables, fire grills and an open area. Seattle’s Water Landmarks cont. The Hiram M. Chittenden Locks are always a great attraction. Late spring/

early summer is a great time to enjoy the beautiful Carl S. English, Jr. Botanical Garden.

The gift shop in our visitor center has a wonderful garden pamphlet which will help you find many of the rare and exotic plants waiting to be discovered. Every trip to the Locks should include a walk in the garden, watching the boats, visiting the fish ladder, and exploring the exhibits and gift shop. This is a place “where the activity never stops!”

Operated by the U.S. Army Corps of Engineers, the locks were formally opened on July 4, 1917, although the first ship passed on August 3, 1916. They were named after U.S. Army Major Hiram Martin Chittenden, the Seattle District Engineer for the Corps of Engineers from April 1906 to September 1908. The “Ballard Locks” is your “gateway” to the Puget Sound. There is no need to be intimidated your 1st time through, you just need to be prepared. There are things you need to have, know and understand before you enter the locks. MUST HAVE - Two 50 foot lines (for the large locks) with an eye at least 12 inches in diameter on one end and an adequate number of fenders for both sides of your vessel. NEED TO KNOW - When approaching the locks, assume you’ll be using the small locks located on the south side. You will see lights to indicate if you may proceed in or not. Green light means enter; Red means you’ll be waiting. All commercial boats have priority. The Lock Master is the man in charge so do what they say, no matter what! If you’re asked to wait, (and it will happen) you can tie up on the south wall, either in the lake or the Sound. Do not tie up on the north-side wall. You may also raft off. If you’re tied up, let others raft off of you if possible. Some times it may take an hour or more before you get through and no one wants to idle that long. When heading into the lake you’ll be going “up” in the locks. Heading to the Sound, you’ll be going “down”. UNDERSTAND - When using the locks, your crew should understand they have a role to play. Everyone needs to work together. Following directions is an absolute must. The one goal on everyone’s mind is to get through without losing their mind or damaging their boat so look at what’s happening around you. Is there a current? Windy? Raining? How many boats are waiting? Who’s ahead of you? Whatever the situations is, be prepared for anything. The biggest issue you will run into is people being impatient and crowding. Give other boaters room to maneuver and make sure they’re ready to receive you if you’re rafting. Using normal logic seems easy but for some reason, it seems to get lost when you’re inside these walls. Small Locks: The small locks will be on the south side. First thing to remember - small locks are first come, first serve. Be aware who’s ahead of you and don’t cut. Second, the small locks have a sliding wall that moves up and down with the water level. When entering from the lake side, assume you’ll tie up on the starboard side. From Puget Sound, most likely you’ll tie up on the port side but be ready for anything.As you enter, take it slow and don’t crowd the other vessels. Look for one of the lock attendants and they will direct you where they want you to go. Once you’ve entered, stern tie first, wrap you rope around the “button” and bring it back to the cleat. Don’t tie it down too hard. Reason: in very rare situations the wall may fail and not move with the water level. If this happens, you need to act fast and let line out.

Once the lockage is complete, the doors will open. DO NOT UNTIE until you’re told to do so. If there is a vessel next to you, make sure you help guide them out. Once you’ve been given the O.K. to exit, untie in the order instructed and proceed slowly. It’s a good idea to give yourself just a little push off so you don’t slide or bang up against the wall as you leave. That’s it! You’ve made it through the small locks. Large Locks: The large locks are on the north side. LARGE VESSELS FIRST! As you enter, assume you’re going on the wall. This is where you need your 50-foot lines because there is no sliding wall. Entering from the lake- side , assume you’ll tie up on the starboard side. From Puget Sound, assume the port side. Again, be prepared for anything and everything. Once your vessel is secure, be ready for others to raft off of you.

From The Lake Heading to Puget Sound - In this situation you’ll be going “down”. If you tie up on the wall you’ll hand your lines to the lock attendants, “eye” first. They will secure it around the “button” and hand the rest back to you. Tie down both lines a.s.a.p. Once secured, be ready for another vessel to raft off of you. Once everyone is in and secured, they’ll close the door and will announce for everyone to “Man Your Lines”. This means you need to untie (but DO NOT LET GO) and let line out as the water level goes down (only when you’re on the wall). Be sure the stern is in tight as possible. This will keep your bow from hitting the wall. You will want to half wrap the line on the cleat for leverage. Once the lock has been lowered, you will be instructed to tie down your lines. Even though your lines are secured and tied down, you must stay alert. The current will move you around as the doors open so stay on top of things. Never untie until you are told to do so by a lock attendant. From The Sound Heading to the Lake - From this direction you will be going “up”. When entering, the lock attendant will throw down a line. You’ll take that line and the “eye end” of your rope and tie them together. They will pull it up and secure it. Once secured up top, you’ll tie your end down to the vessel. Again, once secured, be ready for others to raft off and stay alert. This is why you need to give other vessels space to maneuver. It takes some time to tie up in this situation.

When you hear the chime, the water level will start to rise. As it rises it’s important to keep the stern in as tight as possible. If you float off the wall a little it’s o.k. just pull it back. However, you must communicate and work with the person manning the bow. Once you get to the top, you’ll be told to tie down your lines. DO NOT UNTIE until you’re told to do so. The water needs to equalize and there is a strong current. If you raft to another vessel: when leaving from another vessel, give yourself a little push off so you don’t rub their vessel or scratch yours. Remember, take it slow, give each other space, and listen to the dock attendants. They are there to make your experience a good one. Also know, you will screw up once in awhile. Everyone does at some point but that’s all part of learning... And boating! Few Other Tips: The lock attendants are doing their job. They’re trying to protect your investment and you. Remember, if you get snapped at, it’s because you’ve done something wrong. If you think you’re right, remember they’re always right! If you are in a large vessel or sailboat, you may have to ask for as many as six bridges to be raised. You should know the height of your mast and be prepared to signal the bridge tender at least 100 yards (30.48 m) from the bridge. Open Signal: 1 long & 1 short blast. *The Hiram M. Chittenden Locks are open 24 hours a day, seven days a week.

The law applies to operators of motorboats with 15 horsepower or greater. Boaters can take an education course in a classroom, online or at home. 7-KNOT AREAS (7 Knots is equal to 8 mph) The Lake Washington Ship Canal runs between Lake Washington and Shilshole Bay. It has a general maximum speed limit of 7 knots. This includes the waters Westerly from the Webster Point Light, in Lake Washington, all portions of Union Bay, Portage Bay and Lake Union, the Fremont Cut, the Locks and west to the entrance buoy at Shilshole Bay. Within 100 yards of any shoreline, pier, restricted area or shore installation in Lake Washington. Within 200 yards from shoreline in all other waters of the city. This includes the waters of Puget Sound off Shilshole Bay, Elliott Bay and within the Seattle City limits. 4-KNOT AREAS Government Locks: From the western end of the west guide pier of Hiram N. Chittenden Locks to the eastern end of the east guide pier. 3-KNOT AREAS Andrews Bay, South of the outermost headlands of Andrews Bay, on the northwest side of Seward Park, (Lake Washington). Rainier Beach: Within 100 Yards of the shoreline of Lake Washington in an area bounded on the north by an extension of South Henderson St. and bounded on the South by an extension of South Carver St.

LAKE UNION TEST LANE. Within Lake Union there is a “Speed lane� marked by 4 yellow Buoys. The course runs east and west. Its purpose is for the operational testing and demonstration of vessels. Before construction or change to a dock of any kind can take place the proper permits must be obtained. Depending on your property and the type of construction you are planning, it may be necessary to obtain permits from local, state, and federal authorities.

So where do you start?

The first place you want to go is your local City Hall. They have been through this process many times and will be the best resource for you to begin. Most of the cities have permit apps available on their website but you won’t know which permits are applicable to your sight until you have spoken with the proper officials. Some cities will require that you have a “Pre-Application Conference” before they will instruct you as to what permits you will need. Don’t worry, Pre-Application Conferences are a good thing. Washington has about 28,000 miles of shorelines – more than the distance around the Earth. Our shorelines include both quiet breeding areas for blue-ribbon trout and areas where 30-foot waves build and carry away beaches. This wild, dynamic nature of shorelines draws us to the water’s edge. Managing our use and development of shorelines is important. It helps us to preserve what we value and protect life and property. Sharing and caring for shorelines is everyone’s responsibility.

Local Shoreline Master Programs apply the Shoreline Management Act at the community level. The Act was adopted by the public in 1972 to help manage shorelines.

EAGLE HARBOR WATERFRONT PARK Waterfront Park Waterfront Park is one of the most popular civic and social gathering places for island residents and visitors alike. It welcomes annual festivals, summer performances, special events, picnics, music performances, and more. It provides sunny lawn areas for play and relaxation and easy access to the water’s edge for boating and tranquil views of Eagle Harbor. Amenities The 5.5-acre park also supports a tennis court, sports court, and children’s play area. Waterfront Park is bordered by the downtown area featuring a wide range of restaurants, businesses and retail stores within walking distance. Park Reservations Waterfront Park is open for day use only and is located on Eagle Harbor off of Brien Drive (across from the Bainbridge Commons). For park reservations, please complete a Special Event Permit application. Contact the Public Works Operations and Maintenance Department with any questions at 206- 842-1212. City Dock The 200-foot city dock is directly south of Waterfront Park. It is open year-round and is first come, first served. The city dock offers guest moorage for vessels for up to 70 feet. The city also offers 400 feet of offshore guest moorage in Eagle Harbor and ample transient anchorage in Eagle Harbor and around the island.
