Out of touch Parole decisions raise serious questions Continued from front page A man who in 1997 attended a Kingswood brothel and shot another man, who was unknown to him, was released on parole in 2007 and during that parole period strangled to death a 13-month-old baby. Though he has been convicted of manslaughter twice, he will be eligible for parole in 2018. And a man and woman who were convicted of manslaughter and accessory to manslaughter in relation to the death of their room mate in 2002 have already had their jail terms expire. Steve Ticehurst was a Detective Senior Constable with the Homicide Squad, Major Crimes Squad North West Region and the lead investigator on the Lauren Hickson murder. He also worked on the original conviction of aforementioned Terrence Leary, who raped and murdered a 17-year-old girl in 1990. He says there needs to be a system of accountability for the State Parole Authority. “The Towner case was an absolutely horrific murder... and the family are scared if Towner is allowed out,” he said. “Recent events have shown that serious offenders have the capacity to re-offend and the question must be asked, who is holding the parole board accountable?” Mr Ticehurst said that it is disappointing as a former police offic er, to watch criminals be brought before the court, only to have them sentenced to questionable jail terms. “It is my opinion and my opinion only

Remarkable stories of a system under fire • Bradleigh Geoff rey John Walsh and Kathleen Sharp were convicted of manslaughter and accessory to manslaughter respectively of their room mate in Penrith on March 15, 2002. During an intoxicated fight the room mate was hit on the head with a hammer three times and died. The two then decided to take the body to Mr Walsh’s grandmother’s residence to burn, however instead dismembered the body and threw the parts into the Nepean River. Mr Walsh was given a sentence of imprisonment for seven years, three months to commence on May 14, 2002 with a non-parole period of five years, six months. Ms Sharp was given a fi xed term of imprisonment of two years.
• Anthony Peter Good was convicted of manslaughter after fatally stabbing Mario Banovic six times during a fight at St Clair on June 7, 2008. He is eligible for parole on September 8, 2013, with his full term of imprisonment expiring on September 8, 2016. The men had previously disagreed over Mr Good’s relationship with Mr Banovic’s sister. • Kenneth Noel White was indicted for the murder of Paul Richards in Kingswood but a plea of guilty saw the charge reduced to manslaughter. The two men were involved in a scuffle in the car park of a unit in Kingswood at 7am on December 10, 2007 and Mr Richards was fatally stabbed. He was given a non-parole period of six years, meaning he is eligible for release on parole on December 9, 2013.
• Adriano Guiseppe Manna was sentenced to penal servitude for 20 years, comprising a minimum term of 15 years after he tried to murder a man who was refi lling Coca Cola machines at Werrington TAFE College on February 17, 1997. He shot the man five times and the man has survived but with disabilities. He became eligible for parole on February 19, 2012.
• John Michael Meyn between the hours of 10.30am and 12.30pm on April 8, 2011 bashed and strangled his partner Yvette Rathbone at her home in Colyton. He was sentenced to a non-parole period of five years and six months, meaning he is eligible for release on October 8, 2016 despite being given a total sentence of 16 years, six months. that if a person takes a life, then they do not deserve to be released. Lauren has been robbed of having a life, a family, children. Why should anyone who takes that away from someone be given their freedom. But I just don’t see the system changing... how many more lives will it take?”
• Four teenagers were convicted of the manslaughter of Kurt Smith after they forced his head into a pole at Emu Park, Emu Plains, on New Year’s Eve 2002. Each of the teenagers were given sentences between two and five years.
• Bevan Phillip Joyce was convicted of murdering his estranged wife, Rosemary Joyce on April 10, 2005 at Colyton. He strangled her with a neck tie until she was unconscious and then placed her body in a swimming pool. He was sentenced to a non-parole period of 16 years, meaning he is eligible for parole on July 11, 2021.
