The purpose of the following memorandum is to provide a detailed description of the methodology for conducting a Transit Needs Assessment so that future efforts conducted in West Contra Costa County communities are consistent and follow best practices. I. Purpose of Transit Needs Assessment The purpose of this Transit Needs Assessment is to identify constraints and opportunities that will facilitate the “first‐mile” and “last‐mile” access to transit. This is accomplished by identifying the needs and then developing a program of transit enhancement projects, which are physical or functional elements that are complementary to transit services, but do not entail the provision of actual transit service. The projects or strategies could include infrastructure improvements to support walking and cycling, bus access enhancements, parking management strategies, and travel demand management measures such as carpooling, vanpooling, or shuttles. II. Overview of Transit Needs Assessment Process The following eight steps, described in detail in the following sections, are proposed for this Transit Needs Assessment. 1. III. Step 1 – Identify Study Location Study locations can be a transit center, a priority development area, or a transit corridor. The study area for physical improvements is defined as the walking and cycling “catchment” areas (15 minute travel shed). For a priority development area, the focus of the transit needs assessment is on existing transit centers and corridors where high frequency bus service exists. A transit corridor is typically a linear route with frequent stops. The catchment area for transit corridors encompasses the walk and bicycle travel shed for all bus stops along the corridor. If multiple study locations are being considered, and limited resources require that the locations be prioritized, the following is a list of criteria for consideration. • Current level of transit service and ridership • Extent of transit oriented development • Preliminary assessment of physical facility needs • Level of previous planning work • Funding program considerations • Other high‐priority considerations Catchment areas should be established using GIS maps to map 15‐minute time sheds for both pedestrians and cyclists. These maps shall reflect actual network constraints, rather than “as the crow flies” distances. Where GIS resources are not available, the catchment areas can be mapped based on a ½ mile radius for pedestrians and 1‐1/2 mile radius for cyclists. 2
IV. Step 2 – Obtain Relevant Data The following data, where available, shall be collected for the study area(s) prior to the initiation of a kick‐off meeting and field surveys. VI. Step 4 – Conduct Kick‐off Meeting(s) The purpose of the kick‐off meeting is to establish the need and purpose of the transit needs assessment, identify specific objectives and key issues of the study participants, confirm the study boundaries, review the work program, and identify additional data needs. Candidate participants for the kick‐off meeting include City/County planning, public works, traffic, economic development, and/or redevelopment; WCCTAC staff; transit agency staff; and Caltrans staff. As part of this task, agencies may also conduct early outreach or focus group meetings with elected officials, transit agency staff, community members (i.e., neighborhood groups, business representatives, etc.), advocacy groups, and other organizations. VII. Step 5 – Perform Field Surveys Various alternative methods for collecting field data are available to assess the need for physical improvements. Walking Audit Conduct a walking audit of all streets within a half mile of the study transit center, and/or along the designated transit corridor(s). The walking audits shall document existing pedestrian facilities, infrastructure “gaps,” barriers, crossing treatments, and candidate enhancement locations. Issues and opportunities shall be identified on aerials for each study location, and each study location shall include a narrative description of existing conditions, as observed from photos and measurements, and based on input received during the walking audit. Cycling Audit Prepare maps overlaying existing and planned bicycle improvements with the cycling catchment area. Based on these maps, identify candidate bicycle improvements specific to 4
each area and potential “gaps” in connections to the transit centers and major transit stops within each priority development area. For acknowledged gaps in bicycle facilities related to the transit centers, identify alternative routes for provision of bicycle paths or lanes. Conduct a cycling audit, or ride, of those routes to determine their suitability. Based on a field review, identify bike facility needs at the transit centers (i.e., bike parking, bikesharing, etc.) TDM Assessment Work with the WCCTAC Transportation Demand Management (TDM) Program Manager to review and assess alternative TDM strategies. The objectives of the assessment are to understand barriers that may be preventing employers and employees from availing themselves of existing program benefits, identify opportunities to further promote TDM incentives, and consider potentially new TDM initiatives to address constraints and opportunities. Transit Center Assessment Conduct field work to document and confirm all existing amenities. Collect and review relevant planning documents and existing data to fully document current parking codes for new 5
development, including requirements for off‐street spaces and other related parking policies and practices. This shall include review of municipal codes and ordinances related to TDM measures that may reduce parking requirements. The objective is to define and describe existing conditions. Conduct Parking Demand Analysis. Review the variables that influence parking demand. The variables include parking pricing and capacity, and transit service availability within a half mile, including frequency, schedule coordination and fares, bike parking, and other factors. The purpose of this analysis shall be to assess how various policies and practices impact demand. Conduct Windshield Survey. Conduct a windshield survey of parking use for key time periods throughout the day at the existing center if current data is unavailable. A windshield survey is not needed for PDAs. VIII. Step 6 ‐ Summarize Major Constraints and Opportunities Based on Tasks 1 through 5, preliminary findings and potential opportunities should be summarized for each existing center and PDA. It should call out major limitations in transit access and identify opportunities for improvement. IX. Step 7 – Identify Preliminary Transit Enhancement Strategies Based on the efforts conducted in Steps 1 though 6, a draft list of transit enhancement strategies shall be prepared. Conceptual cost estimates shall be developed for each improvement. Physical strategies are often best illustrated on aerials. X. Step 8 – Conduct Outreach Meetings Various outreach methods are available to obtain community input, several of which are described below. 6
Focus Group Meetings: small group meetings that include 6 to 15 people. These meetings focus on a limited number of topics. The meetings can involve a mix of different stakeholders or individual stakeholder groups (i.e., transit agencies, employer commute coordinators, etc.).
Community Open Houses/Design Charettes: these events are typically open to all community members and can be used to obtain input early in the process to define specific needs and/or later in the process to obtain feedback on draft improvement strategies.
Project Web Site: a project Web site can be used to allow community members to track progress on the assessment and to view information presented at public meetings. The Web site may also include materials developed during the walking and cycling audits and other field surveys. Users could leave comments on proposed strategies, as well as participate in an online survey.
XI. Step 9 – Prepare Technical Report The Technical Report shall document the study purpose and need, existing conditions, findings, and recommendations. This shall include a list of individual strategies, improvement costs, and parties responsible for implementation. Where appropriate, the list of strategies shall be prioritized based on technical factors and community input.
