WAA traces its origin to 1938 as an informal coalition of aviation businesses. In 1948 the group was formalized into a non-profit ttac industry issues and build a prosperous future for aviation in the Northwest. The 2015 Conference & Trade Show in February represents the evolution of a 33 year tradition linked to the organization’s core “vision, mission and values.” Our volunteers are proud to put this into action by collaborating with vendors and speakers to annually create an event with a lot to offer! From the IA renewal to over 75 hours of educational seminars and nearly 400 booths – there is something for everyone! “THANK YOU” to all of our supporters, exhibitors, volunteers and attendees. The Anti-drug and Alcohol Consortium is a great way that small businesses requiring safety sensitive random testing can be compliant with FAA and DOT regulations, economically and simply. Details on the Consortium are on page 14. The third annual Career Forum is benefiting in 2015 with some new guidance! Thanks to Morgan Lawrence and Gordon Alvord the military transition and airline tracks will have dedicated volunteer coordinators. Thank you both for your dedication to the Forum and thanks to all the many panelist and speakers who volunteer their time to make this program so important for career aviators, young and old! Details on page 8. The best thing about coordinating these events for the WAA is – not just the satisfaction providing opportunities to increase “knowledge and skill,”– but also the joy of working with a fantastic group of forwardthinking innovative optimists - aviators! Ready for take off 2015 Northwest Aviation Conference & Trade Show February 21-22 | Showplex Exhibit Hall, Puyallup, WA
For many, the Aviation Conference & Trade Show marks the end of winter in the Northwest. To organizers and volunteers it is an opportunity to share aviation passion.. The 32nd annual Northwest Aviation Conference & Trade Show will be held Feb. 21-22 at the ShowPlex on the Western Washington Fairgrounds in Puyallup, Washington. Three decades strong – the show is bigger and better than ever. What began as a small group of booths hosted during a day of safety seminars has flourished into a much-anticipated gathering that fills the 122,000-square-foot exhibit hall and boasts a packed schedule including more than 75 hours of educational and entertaining aviation seminars. Annually 12,000+ aviation enthusiasts and their families flock through the Blue Gate to be educated, inspired and rekindle their dream to fly. In 2015 there will be a continued effort to encourage aviation groups and businesses to be involved. The participation list reads like a cryptic code: AOPA, CPA, EAA, FAA, SPA, WAA, WIA, WPA and RAF, to name just a few. This translates into a core group of dedicated organizations that have the same goal in mind – Promoting aviation and ensuring its future!

2015 Updates
Each Fall the Conference team reaches out to vendors, attendees and past presenters for input on schedules, trade show improvements and speaker suggestions. Resounding support was heard for the popular IA program. With 400+ exhibitors the program has access to a wide knowledge base of industry and government experts. Annually, the IA committee designs a series of FAA approved seminars spanning both days of the event. Saturday’s seminars will fulfill the 8 hour refresher requirements. Returning in 2015 will be the educational weather series presented by the National Weather Service. Along with a variety of other sessions, Clinton Rockey, meteorologist from the Portland Weather Office, will present a new two part program Saturday. Lori McNichols, McCall Mountain/Canyon Flying Seminars, LLC, will be returning to present her two day workshop. The Mountain & Canyon Flying Workshop includes admission both days to the event, three hours training each day, lunch with Lori, workbook, certificate as well as FAA Wings credit. Owing to the popularity of this workshop, there will be no admittance to unregistered attendees and attendance will be capped at 150. In 2015 we are pleased to welcome back the president of the Aircraft Owners & Pilots Association (AOPA), MARK BAKER. Baker will be presenting in the keynote area, Saturday, February 21 at 1:00 PM. 2015 keynote speakers include aviation writer and humourist, ROD MACHADO. Flying since 1970, Rod has over 10,000 hours of flight time earned the hard way— one CFI hour at a time. Since 1977 he has taught hundreds of flight instructor clinics and safety seminars and he was named the 1991 Western Region Flight Instructor of the Year. Rod holds all fixed-wing flight instructor ratings as well as an airline transport pilot license.
Rod is a professional speaker who travels across the United States and Europe delighting his listeners with upbeat and lively presentations. Machado truly loves mixing it up with the audience. His unusual talent for simplifying the difficult and adding humor to make the lessons stick has made him a popular lecturer both in and out of aviation. Rod’s presentations include topics as diverse as Risk Assessment, Defensive Flying and Handling In-flight Emergencies. His non-aviation topics include: Safety Awareness programs, Humor as a Communication Tool and The Lost Art of Thinking. Additionally, he is known for his rapid fire, humorous banquet presentations.

For six years, Rod wrote and co-anchored ABC’s Wide World of Flying. He is AOPA’s National CFI spokesman and a National Accident Prevention Counselor appointed by the FAA in Washington D. C. Rod is the flight instructor voice on Microsoft’s Flight Simulator and he wrote the flight lesson tutorials that accompany the software. He is also an instructor on Cessna’s Computer-Based Private Pilot CD-ROM and the author of seven aviation books, four video DVDs, three audiobooks and a CFI image DVD.
We are also pleased to welcome returning local aviation presenters, JOHNNY SUMMERS and BRUCE WILLIAMS. With over 10,000 hours, Johnny is a FAA DPE, airline pilot, academic, and aviation consultant. He currently flies for Alaska Airlines. Summers has provided annual presentations at the Conference and was instrumental in organizing and presenting at the Aviation Career Forum since its inception in 2013. Williams has been a pilot since the early 1970s, and has background in journalism, multimedia production, PC-based flight
simulation, and technical writing. He is the author of “Microsoft® Flight Simulator as a Training Aid: A Guide for Pilots, Instructors, and Virtual Aviators,” published in December 2006 by ASA and “ScenarioBased Training with X-Plane and Microsoft Flight Simulator: Using PC-Based Flight Simulations based on FAA and Industry Training Standards.” The pilot seminars cover many facets of the industry. In addition, plan for topics including historical flights, aviation heroes, aircraft maintenance and financing, light sport aircraft and medical issues. Many of the safety seminars are eligible for FAA Wings credit. If you have a moment between taking in all these great speakers, be sure to visit all the amazing exhibits. The ShowPlex exhibit hall accommodates more than 400 booths, as well as aircraft and museum displays. Northwest Aviation Career Forum Friday, February 20, 2015 | 9 am – 3 PM
Washington State Fair & Events Center, Puyallup, WA Interested in a career in aviation? Want to fly planes for a living? Is it a living? These, and more, are just a few of the questions that can be answered at the Aviation Career Forum hosted Friday, February 20 prior to the start of the Northwest Aviation Conference & Trade Show. In 2015 the Northwest
Aviation Conference once again includes an extra day for career sessions. Along with airlines, businesses, colleges and government agencies, the Forum is the cumulative brainstorming of presenters from all aspects of the industry. “As an aviation non-profit, we are very concerned about the industry’s future,” said Jamelle Garcia, Executive Director of the Washington Aviation Association, “hosting this event is an opportunity for new aviators and provides resources to those who need to get to the next level. There are alarming aviation workforce shortages, unless we become proactive, the situation will become severe.”
Seminars are comprised of panels of active duty operators including airline, coast guard, WSP, float pilots, industry leaders, educators and airports. Over 400 people attended the Forum in 2014. Many of the attendees seeking information, insight and resources were pilots, aviation graduates and transitioning military. Anthony Remboldt, Director of Training, Walla Walla University, spoke on the value of the event. “It did so much good last year for our program and brought a lot of excitement into the often slow winter training time,” Remboldt wrote in an email, “we are working towards incorporating the event into our academic year.”
Creating a lot of interest at the 2014 event was the participation of recruiting airlines. “We love the event and have already talked about next year.” commented chief pilot of Alaska Airlines, John Hornibrook, “We will continue to be a part of the show for years to come.”
From resumes and scholarships to coast guard training or airport management – the topics covered are limitless. Attendees are encouraged to ask questions and understand expectations from the people who are actively employed or employing!
The 2015 Career Forum will include four seminar tracks allowing focus of the levels of experience in each field. The career tracks include hand’s on advise on all aspects of the industry – from pilots, mechanics to military transition.

FAA REQUIREMENT CHANGE –The FAA issued a rule that relieves burdens on pilots seeking to obtain aeronautical experience, training, and certification by increasing the allowed use of aviation training devices (ATDs) for instrument training. The rule will increase the allowances to 20 hours for credit in an ATD and allows flight schools to have a 40 percent training credit in an ATD for the instrument rating. Previous allowances for ATD use were capped at 10 hours and 10 percent under 141.

The Washington Aviation Association Anti-Drug & Alcohol Consortium Did you know the WAA operates a low-cost non-profit Anti-Drug & Alcohol Consortium? The program assists your company in your requirements to have covered staff in an anti-drug and alcohol program as required by DOT/FAA compliance. This program provides members, both large and small to share the benefits of belonging to a larger consortium.
How Does it Work?
The WAA has contracted with an approved lab and Medical Review Officer (MRO) with collection sites nationwide and in Alaska. Once you have a prospective employee complete a pre-employment test, he or she is enrolled in the random pool. Employees are randomly drawn from all the consortium members in the pool. Covered staff might be drawn often or very infrequently, just depends on the random numbers drawn each quarter.
If an employee has been selected for a drug/alcohol test the WAA notifies the company’s Program Manager by letter or email allowing the company Program Manager until the end of the period to send the selected employee to be tested. You can select the best time in your company’s workflow to conduct the test. If you have a busy week, do it next week. It is only important to complete the test prior to the end of the period stated in your notification.

REMINDER!! FAA Released Final Rule on Drug and Alcohol Programs
The final rule governing the FAA’s Anti-drug and Alcohol Misuse Prevention Program was released and those affected must be in compliance. The final rule amends 14 CFR Part 121 Appendices I and J covering drug and alcohol testing for regulated parties and their contractors. The FAA requires all employees performing safety-sensitive duties “directly or by contract (including by subcontract at any tier) for an employer.”

Joining Process for Companies
The determination of a “safetysensitive” function is to be made by the regulated employer working with its assigned FAA principal inspector. The regulated company is responsible to ensure that any person performing safetysensitive functions for that company, whether directly or by contract, complies with FAA regulations.
If the contractor obtains and manages its own anti-drug and alcohol misuse prevention program, “the FAA will hold the contractor company responsible for its compliance with the regulations. There may be circumstances where the regulated employer may also share responsibility for a contractor company’s non-compliance.” Listed below are other requirements that have been addressed by the industry and the FAA over the past several years: • A verified negative pre-employment drug test result must be received BEFORE (emphasis added) an individual is hired for a safety-sensitive function or transferred into a safety-sensitive function from a non-safetysensitive function.
• Conduct another pre-employment test and receive a verified negative drug test result before hiring or transferring an individual into a safety-sensitive function if more than 180 days elapse between conducting the pre-employment test and hiring or transferring the individual into a safety-sensitive function, resulting in that individual being brought under an FAA drug-testing program.”

• After obtaining an employee’s written consent, perform a drug and alcohol testing record background check of safetysensitive employees from ANY DOT regulated employers who have employed that employee during any period during the two years prior to the date the employee’s application or transfer to a safety-sensitive function.
The Two Hour Rule: Fact or Urban Legend? Over the years, many safetysensitive employees have grown to believe that once they are notified of their selection for DOT random testing they have at least two hours before completing the test. Not true! Once an employee is notified they must proceed immediately to the collection site. Immediately means that after notification, all the safety-sensitive employee’s actions must lead to an immediate specimen collection. Why? For the integrity of the test results. But how do employers ensure this? A best practice of many companies is to develop random testing procedures or policies that clearly state what activities are acceptable after notification. That way there is no misunderstanding among employees. For example, if an employee is notified of a random test while working “off site” or “on the road,” the company’s policies should spell out exactly what the employee is to do before resuming safetysensitive functions.

Aviation Business ramifications of the Marijuana Legalization Initiative The outcomes will be closely watched throughout the country as federal law remains unchanged defining marijuana as an illegal drug.
Does this affect your current drug testing policy? No. The drug testing that your company and millions of employers around the world have been doing for decades was never based on the assumption that the user was doing something illegal under a criminal law - instead it has always been based on SAFETY and the efficiency of your workforce. If you are subject to the federal drug testing requirements - nothing has changed. AOPA where you live When I took the left seat at AOPA, my top priority was a recommitment to putting members first. A key part of that effort has been increasing engagement with you, the aviation community. I said then that I was making it part of my mission to get out of the office and meet with pilots where they fly, and that’s been an important part of my work over the past year. We started by switching from an annual national convention to regional AOPA Fly-Ins—seven in all for 2014, and one right here in Spokane at Felts Field! AOPA’s staff was joined by 160 volunteers who swarmed over the airport, transforming it into a sea of tents, aircraft, displays, traffic cones, and lots of seats! More than 1,500 people attended the event, with 244 aircraft flying in. Over the course of the day, participants enjoyed a pancake breakfast and free lunch for AOPA members, attended safety seminars and a pilot town hall, visited with 55 exhibitors and AOPA staff, and had fun with family and friends. Watch for our announcement in January of the sites for the 2015 Fly-ins! I’m also excited to return for the 2015 Northwest Aviation Conference. Last February we came to the Northwest for one of my first major trips. It was a great opportunity to meet with thousands of aviation enthusiasts from across the region. I came to talk about AOPA’s work on behalf of GA, and also to listen. I learned a lot about what really matters to you as a member of the aviation community, and that’s why I’m coming back in 2015. All of us at AOPA look forward to joining you in Puyallup, and if not there, at one of our regional fly-ins, or at the dozens of other aviation community events we attend across the country. The aircraft have or will be moved from Tillamook, Oregon, which has about 9 to 10 times more rain than its new location in Madras, Oregon. Madras is a much dryer climate in comparison, which will help to preserve the planes. Some of Erickson’s collection includes airplanes, Jeeps, a tank and a lot of World II through the Vietnam and Korean War memorabilia. Erickson started his collection in the early 1980s when he acquired a P-51 Mustang. A pre-World War II Bellanca Air-

cruiser, an Aero L-29 jet from the Vietnam era, a Boeing B-17 bomber and a Japanese Nakajima Ki-43 are just a few of the planes to see at the new museum. Aviators & Idaho aviation business, True-Lock, step up for turtle rescue A combination of cold water and strong onshore winds has made this year’s migration south much more challenging for many Atlantic turtles. Turtles are washing ashore in much greater numbers than usual as drastically cold water makes the turtles hypothermic, and unable to dive. General aviation is stepping up to help save hundreds of these endangered animals, flying rescued turtles by the dozens from Massachusetts to facilities across the southeast and beyond. Leslie Weinstein, a member of the Development Board of the Archie Carr Center for Sea Turtle Research at the University of Florida and NW Aviation Conference supporter, has many friends in general aviation—he also owns an Idaho business, True-Lock, that makes specialized fasteners for aircraft. He has been working the phone and computer a lot recently, finding rides for turtles. He was overwhelmed by the many individual pilots and aircraft operators who answered his calls.

Rescued turtles have been brought to the New England Aquarium for triage and initial care, but the turtles require rehabilitation and specialized veterinary care beyond what any single facility can offer. Some have pneumonia, and must be quarantined. Turtles are housed in banana boxes for short-term care and transportation, often two in a box. “They’ve run out of boxes,” Weinstein said.

He hopes more pilots and aircraft operators will email him (including “sea turtles” in the subject line) with offers of assistance—particularly those with larger aircraft, though he is happy to hear from anyone with wings to lend. “If they can only fit two or three boxes, four boxes… that’s fine with me,” Weinstein said. “It was a greatly rewarding experience and I am thankful that I could contribute,” wrote Pilatus turtle rescue pilot, Eric Davis, in a recent email, “equally heartwarming was the incredible spirit of all the volunteers who worked tirelessly to make this happen. Kate Sampson of NOAA and Leslie Weinstein of True-Lock have done incredible work coordinating pilot missions with sea turtles to treatment facilities across the country. It’s selfless acts like these that make being a member of the flying community so rich and rewarding.” While the numbers may seem relatively small, sea turtles already face long odds when it comes to surviving to breed. It may take 2,000 eggs to produce a single breed-
ing pair, and those turtles may not be able to produce offspring for 30 or 40 years. Losing hundreds of turtles today has significant long-term implications. “You can see how critical it is to save these turtles,” Weinstein said. The turtle lift will not be over any time soon. F LIG HT ZO N E The Northwest Aviation Conference & Trade Show is honored to once again welcome Fort Vancouver Trust’s Pearson Field Education Center to partner in creating the FLIGHT ZONE at the 2015 Northwest Aviation Conference & Trade Show. The Pearson Field Education Center in Vancouver, WA fosters education in the fields of science, technology, engineering and mathematics (STEM) and with ambitious plans to partner on education programs with schools, organizations and community groups. They visit local schools to provide aviation programs and annually celebrate Open Cockpit Day. They also support a Young Eagles program at the Pearson Field Education Center. Families and community members came from all over Clark County to participate in there aviation extravaganzas. This year Pearson Field Education Center will once again bring its talented volunteers and hands-on interactive activities to the Northwest Aviation Conference. Washington State University Vancouver Science Methods instructor and volunteer, Marlin Martin, will provide glider building sessions for the Flight Zone at the event. Pearson plans on setting up build table to permit attendees to build proven foam flyers or venture off and experiment by building their own designs. These are great flyers and rugged so that they can be flown over and over again. Durability is a key element into the success of the flying P.I.G.s (Pipe Insulation Gliders) – proof that PIGs can fly! This was incredibly popular last year.
For the younger crowd Pearson will once again bring the Vertical Wind Tunnel for visitors to build and test fly their whirly gig creations. Pearson plans on bringing a collection of model aircraft to introduce the joys of aero modeling and the significant contributions model aviation has had on promoting general aviation. Their summer camp programs have been very successful as the Academy of Model Aeronautics (AMA) has several AMA chapters like the Fern Prairie Modelers and The Clark County Radio Control Society that actively support our efforts through “buddy box” flying our students. There will be information available for individuals interested in pursuing model flight. In 2013, Pearson Field Education Center teamed up with Radio Disney to Celebrate Pearson Field and the latest Disney/Pixar film, Planes. Hundreds of families descended onto historic Pearson Field to participate in a variety of educational and family oriented activities that introduced aviators of all ages to aviation.

Mountain & Canyon Flying Workshop We are pleased to welcome back, by popular demand, Lori MacNichol, McCall Mountain/Canyon Flying Seminars to the 2015 Northwest Aviation Conference & Trade Show, February 21-22, 2015, The focus of this two day intensive workshop is the importance of a pilot knowing themselves, their aircraft, and the environment. This workshop assists aviators to obtain skills and knowledge to operate safely in the unique and challenging environment of back country mountain and canyon flying. MacNichol is the owner of McCall Mountain/Canyon Flying Seminars, a flight school in McCall, ID. This school provides an educational introduction to the special type of airmanship skills and knowledge needed to operate safely in mountainous backcountry terrain. Lori learned to fly in McCall, Idaho in 1982 through her love of fishing. She knew the best fish were in the most remote spots and to get to them, she needed a pilot license. The private pilot license led to commercial and flight instructor ratings at which point Lori carefully began keeping notes on the unique skills and peculiarities of backcountry flying.

She has also provides training courses to many advanced specialty groups such as US Air Force “Special Operations Squadrons”, US Border Patrol, US Forest Service, and the National Transportation Safety Board, and most recently SUSI Airlines in Indonesia The focus is on, mountain and Jungle flying developing the companies training curriculum and flight instruction within the remote jungle region of Papua.
