Panic as Rs 500 / Rs 1,000 notes demonetized in Modi's war on black money New Delhi (IANS): There was panic run on ATMs across the country as Prime Minister Narendra Modi surprised the nation by declaring that Rs 500 and Rs 1,000 notes will not be legal tender from midnight Tuesday, in a new war on black money and terrorism. Addressing the nation at 8 p.m., Modi urged people not to panic and said all the Rs 500 and Rs 1,000 denomination notes they have can be deposited in banks and post offices from November 10 to December 30 without any limit. These can also be exchanged across bank counters by showing government-issued ID proof up to Rs 4,000. New Rs 500 and Rs 2,000 denomination notes would take their place. "To break the grip of corruption and black money, we have decided that the 500 and 1,000 rupee currency notes presently in use will no longer be legal tender from midnight tonight," Modi said, speaking first in Hindi and then in English. "This means that these notes will not be acceptable for transactions from midnight onwards. The 500 and 1,000 notes hoarded by anti-national and anti-social elements will become just worthless pieces of paper." But he quickly added that "the rights and the interests of honest, hard-working people will be fully protected" and that all other denomination notes and coins would remain legal tender. All banks would be shut for public on Wednesday. ATMs too would not function on Wednesday and in some areas

Within minutes of Modi's announcement, hundreds of thousands of people all over India rushed to the nearest ATMs in a desperate bid to withdraw 100 rupees notes and deposit whatever 500 and 1,000 rupees notes they had. In no time, most ATMs ran out of 100 rupee currency. Modi said: "India has taken a historic step to fight corruption, black money, terrorism and counterfeit currency." He said keeping in mind the supply of new notes, in the first few days there would be a limit of 10,000 rupees per day and 20,000 rupees per week for

The Prime Minister said that for their immediate needs, people can go to any bank and post offices, show identity proof and exchange old 500 and 1,000 rupee notes for new notes. From November 10 to 24, the limit for such exchange would be Rs 4,000. The limit will go up from November 25 till December 30. Those failing to meet the December 30 deadline can go to specified offices of the Reserve Bank of India up to March 31, 2017 and deposit the notes after submitting a declaration form. Gandhi said there were 16.5 billion units of Rs 500 notes in circulation while the number for Rs 1,000 notes was 6.7 billion. Modi calls for action against state sponsors of terrorism New Delhi (IANS): Prime Minister Narendra Modi on Monday called for action against state sponsors of terrorism as Britain joined India in asking Pakistan to act against terrorists who perpetrated the 2008 Mumbai and 2016 Pathankot terror attacks. Britain also offered India its Registered Traveller Scheme to boost trade and investment making it the first visaholding country to avail of the facility. In a joint address to the media following delegationlevel talks with visiting British Prime Minister Theresa May here, Modi said he and May discussed “ways to purposefully work together to combat the growing forces of radicalisation and terrorism”. “We agreed that it is not a limited security challenge. Its arc of threat spreads across nations and regions. Terrorists move across borders with ease, and endanger the entire humanity,” he said. “I conveyed our deep concerns to Prime Minister May regarding cross-border terrorism and the need for the international community to take strong action against states that support and sponsor terrorism.” In a joint statement issued after their meeting here, Modi and May “reiterated their call for Pakistan to bring the perpetrators of the November 2008 terrorist attacks in Mumbai and the 2016 Pathankot attack to justice”. A party leader, speaking on the condition of anonymity, said that Rahul Gandhi’s elevation will definitely occur before December and another CWC meeting may be called for the purpose. “The coming assembly polls, including those in crucial state of Uttar Pradesh, will be fought with Rahul Gandhi as the party chief,” he said. In his remarks, Rahul Gandhi also charged the Modi government with seeking to “silence all those who disagree”. “Hiding behind the cloak of national security, civil society is being intimidated for asking questions. Television channels are being punished and asked to shut down. The opposition is being arrested for holding the government to account,” he said. Calling for “exposing” the Modi government in the upcoming Parliament session, Gandhi said: “Asking questions is what discomforts this government the most, for they have no answers.” On Pakistan, he said the government’s policy has swung “from one extreme to another.” The resolution adopted by CWC also accused the government of “delay in the appointments of judges to the higher judiciary”. It also observed key parameters of the economy were in sharp decline, noting that the Bharatiya Janata Party came to power on the promise of creating two crore [20 million] jobs annually. It asked the government to redress payment anomalies in OROP, correct its orders “about the cut in the disability pension” and address concerns about disparity between civilian and military grades. Referring to surgical strikes, it urged the government “to give up its crude attempt to gain political advantage out of the essentially military action”, noting “false claims, chest thumping and jingoism have no place in a mature democracy”. The CWC also discussed preparations for upcoming assembly polls in Uttar Pradesh, Punjab, Uttarakhand, Goa and Manipur.

Can’t impose yoga, says Supreme Court New Delhi (IANS): The Supreme Court on Monday said that it could not impose yoga on anyone or frame its curriculum as it declined to entertain a Public Interest Litigation (PIL) seeking direction to make yoga a part of school syllabus. Dismissing the PIL and asking the petitioner to implead itself in the similar matter being heard by another bench of the top court, a bench of Chief Justice T.S. Thakur, Justice

D.Y.Chandrachud and Justice L.Nageswara Rao told the petitioner to go and persuade the people to practice yoga. PIL petitioner Ashwini Upadhyay had sought direction to the Human Resource Development Ministry, the National Council of Educational Research and Training, the National Council for Teacher Education and the Central Board of Secondary Education to “provide standard textbooks of ‘yoga and health

education’ for students of Class 1 to 8” in spirit of the Constitution’s Article 21A read with Article 14, 15 and 21. As senior counsel M.N. Krishnamani appearing for Upadhyay urged the court to consider the prayer, Chief Justice Thakur asked him if he was doing yoga even in this polluted environment, and the last ‘asana’ he had performed. As he did not

answer, the court said that it was not impressed by his knowledge of yoga. “We are not impressed by your knowledge of yoga. That shows you are not doing yoga,” observed the bench in a lighter vein. “Mr Krishnamani, you are not doing yoga nowadays, other-

wise you would have remembered the listof yoga you did,” said the Chief Justice. “The government of India celebrates international yoga day and it is observed in other countries as well. People themselves will pick yoga. We can’t frame curriculum,” the bench observed rejecting the PIL.

pilots to be eased New Delhi (IANS): The Indian Air Force (IAF) is prepared to strike off a number of ailments, which earlier forced pilots to be grounded, including some spinal conditions. Speaking on the sidelines of the 64th International Congress of Aviation and Space Medicine here on Monday, Air Marshal Pawan Kapoor, Director General Medical Services (Air), said no evidence was found that spinal deformities like Schmorl’s nodes affect flying, though it was earlier thought that it may lead to fracture in case of ejection or other such situations. Kapoor said there have been case studies where pilots with such problems have performed normally. “We have bigger problem on the spinal deformities. We have taken a call on it after going through various evidences, national and international literature, and research we have done, we are now getting some of those pilots, who were rendered unfit for flying, and we are now taking out a new order where they will be considered for commissioning purposes,� Kapoor said. “There are 10-12 ailments which have already been taken off. Rest are in the pipeline and decision is likely in next 7-10 days,� he said. The Air Marshal said administrative approval is awaited for taking the ailments off the list. Speaking at the inauguration of the conference, Air Force Chief, Air Chief Marshal Arup Raha said although modern aircraft with advanced technology are highly capable, human limitations -- physical, physiological and psychological -- at times do not allow the exploitation of these machines to their full potential. “This gap is bridged by the aviation medicine specialists,� he said.

Kolkata (IANS): Terming Narendra Modiled BJP government’s decision to demonetise higher denomination notes as “abrupt� and “chaotic�, a noted economist on Tuesday said the step has given a “negative shock� to the nation, but would have no impact on black money circulating in the country. Referring to an earlier instance of demonetisation carried out in the country, Abhiroop Sarkar, Professor at Indian Statistical Institute, told IANS: “It had no effect on the circulation of black money. Actually, the very premise that demonetisation will help in removing the menace is wrong.� “That’s because people don’t stack black money in cash. Rather, they stash it in undisclosed accounts in Swiss Banks. So demonetisation won’t affect the big fish,� said Sarkar. Sarkar said that considering the black money circulating in our country, Rs 1 crore is a small amount. If you want to trap the big black money holders, you need to look at sums of Rs 100 crores. “But is it feasible for them to horde such big amounts in cash? That doesn’t make sense,� he said. Kirpal Singh Badungar elected SGPC president Amritsar (IANS): Sikh intellectual Kirpal Singh Badungar was on Saturday elected as the new president of the Shiromani Gurdwara Parbandhak Committee (SGPC), the mini parliament of the religion, officials said. Punjab’s largest solar power plant inaugurated Bathinda (IANS): Punjab’s Deputy Chief Minister Sukhbir Singh Badal on Tuesday inaugurated the state’s largest solar power plant of 100 MW set up near here the Adani Group subsidiary Adani Green Energy Ltd at an investment of around Rs 640 crore. Badal said the plant would prove to be a game changer not only for 232 farmers who have given their land on lease for the project but would also act as a catalyst for others to follow. Badal said this is the country’s biggest horizontal single axis tracker plant at a single location and would be instrumental in changing the face of the state. The Deputy Chief Minister said the state is contemplating bringing approximately 25,000 acres under the solar power. He said the state government has accomplished what it promised, as is clear from the allround progress the state has made. Badal said in the next five years all 12,000 villages of the state would be provided with sewerage facilities, solar lights and concretised streets at a cost of Rs 35,000 crore. He said the airport at Bathinda would be operationalised soon, providing a major relief to the people of the region. Apart from the 100 MW Solar Power Plant in Bhatinda, the company also has a 40 MW solar plant at Bitta in Gujarat and has recently unveiled a 648 MW solar power project at Ramanathapuram district in Tamil Nadu. It is the world’s largest solar power plant at a single location. The company has also signed a JV with the Rajasthan government to develop the country’s largest solar park in the state with 10,000 MW capacity.

Setback for Punjab as Supreme Court strikes down law axing water sharing New Delhi (IANS): In a setback to Punjab, the Supreme Court on Thursday struck down as unconstitutional its 2004 law intended to deny Haryana its share of SutlejYamuna water, saying the 1981 agreement was legally binding and Punjab could not

act unilaterally to nullify an apex court decree’s effect. Holding the Punjab Termination of Agreement Act, 2004, not in conformity with constitutional provisions, the constitution bench of Justice Anil R. Dave, Justice Pina-

ki Chandra Ghose, Justice Shiva Kirti Singh, Justice Adarsh Kumar Goel and Justice Amitava Roy answered in the negative all the four questions referred to the apex court in a Presidential reference. “The Punjab act cannot be said to be in accordance with the provisions of the Constitution of India and by virtue of the said act, the state of Punjab cannot nullify the (apex court’s 2002 and 2004) judgment and decree and terminate the agreement dated 31st December, 1981.” “We are of the view that the Punjab act cannot be considered to be legal and valid and the state of Punjab can not absolve itself from its duties/liabilities arising out of the agreement in question,” held Justice Dave, speaking for the bench. The verdict also said that Punjab cannot discharge itself from an obligation arising from the court’s January 15, 2002 and January 4, 2004 judgments and decree. In a separate opinion, Justice Singh said: “…delay in execution of a final judgment or decree, more so when it is of the apex court, should never be countenanced by any authority because it would surely tend to undermine people’s faith in the judicial system…” and would mean “avoidable harm to all the institutions and functionaries under the Constitution, may be even to the Constitution itself ”. The court said that the existing agreement has “thus a legal sanction” and once a court has passed a binding decree, any party to the litigation cannot unilaterally act in a manner to nullify the decree’s effect. Holding that the Punjab law clearly violated the 1981 agreement, the court said the state had “exceeded its legislative power in proceeding to nullify the decree of this Court and therefore, the Punjab Act cannot be said to be a validly enacted legislation ..” The court said that the agreement, about sharing Ravi and Beas rivers water, could not have been unilaterally terminated by any of the parties through its legislative

power and if done, “such unilateral action of a particular state has to be declared contrary to the Constitution of India as well as the provisions of the Inter State Water Disputes Act, 1956”. It also rejected Punjab’s contention that July 22, 2004 Presidential reference was not maintainable and should be returned unanswered, ruling this was “not a case where this court would like to refuse to give its opinion to the President under the provisions of Article 143 of the Constitution … as there is no good reason for the same”. The reference had sought the court’s advisory opinion on four questions including whether the Punjab law was were in accordance with provisions of the Constitution, Section 14 of the Inter-State Water Disputes Act, 1956, Section 78 of the Punjab Reorganisation Act, 1966 and its March 24, 1976, notification. Besides this, it had also sought the top court’s advisory opinion on whether Punjab had validly terminated the 1981 agreement and all others relating to the Ravi-Beas waters and was discharged from its obligation under them, and also the top court’s judgments, orders and decrees of January 15, 2002 and June 4, 2004. As Punjab was not implementing the 1981 agreement with it and Rajasthan on sharing Ravi and Beas’ waters, Haryana moved the apex court, which on January 15, 2002 held it was the central government’s duty to see the agreement was complied with fully. It also asked Punjab to complete the construction of the Sutlej-Yamuna Link canal within its territory in one year, failing which the central government would take over the work, and this was ordered in its 2004 judgment. Subsequently, the then Congress government headed by Amarinder Singh got passed the act terminating all water-sharing agreements with Haryana, Rajasthan, Himachal Pradesh, Jammu and Kashmir, Chandigarh and Delhi.

India’s batting in good health: Laxman Chess Grandmaster Harikrishna enters top 10 in rankings

New Delhi (IANS): Former batting stalwart V.V.S. Laxman has said he was impressed by the performance of Indian batsmen in the recently concluded cricket series against New Zealand.

An elegant batsman during his playing days, Laxman, who was for over a decade part of India’s famed batting order also involving Rahul Dravid, Sachin Tendulkar, Sourav Ganguly and Virender Sehwag, said India have always been a batting-oriented team. Apart from Indian Test skipper Virat Kohli, who scored a career-best knock of 211 runs against New Zealand, Cheteshwar Pujara and Ajinkya Rahane also contributed with decent scores. “I am very impressed by the Indian batsmen’s display against New Zealand. Virat Kohli got a big hundred. Then you got Ajinkya Rahane who also got a hundred and India always dominated in the batting department,� Laxman told IANS here. As a country, India ranks fifth in the chess world rankings based on the average rating of its top 10 players. The top four chess countries are Russia, the United States, China and Ukraine. However, there is no one from China in the top 10 bracket. In the women’s category too, two Indian GMs figure in the top 10 club -- No.4 Koneru Humpy (2557) and No.6 Harika Dronavalli (2543). Expressing happiness at Harikrishna breaking into the top 10, Andhra Pradesh Chess Association Secretary D. Srihari told IANS: “The state government is interested in supporting chess and the world-class chess players from Andhra. We will also discuss the kind of assistance the state government can provide to Harikrishna, Humpy and Harika so that they can focus on getting the world title to India.� Srihari said the government is interested in promoting chess in schools. According to him, the state chess association would deliberate and decide on celebrating Harikrishna’s latest achievement. A chess coach, preferring anonymity, told

IANS: “It is the right time for the Indian chess federation, and the central and state governments to start ‘Project H’ -- Harikrishna, Humpy and Harika -- in terms of assisting them in getting the necessary facilities so that they can focus on their game and win the world title.� “For Harikrishna, this is an opportune time as he is 30. Hiring an expert foreign trainer is an expensive affair. All these players have come up on their own effort and it is time for the chess federation to take up the matter with the central and the state governments,� the coach added. In Hyderabad, Harikrishna’s parents were elated at the news of their son’s achievement. “His first goal was to break into top 100 and the next goal was to get into the top 10 club. Now his target is to enter the top four club in the world,� Harikrishna’s father P. Nageswara Rao told IANS over phone from Hyderabad. “We went to a temple on hearing the news. Harikrishna is also very happy. He is in Europe playing tournaments there,� Rao added. According to Harikrishna’s mother P. Padmavathy, being a top chess player is a costly affair as one has to have a good trainer -- and good trainers cost a premium. “We are somehow managing now. Harikrishna meets his expenses and also the trainer fees out of the prize money he wins and from his own pocket,� Padmavathy said. According to them, the government should provide some financial assistance to top chess players so that they can focus on their game. One of the problems faced by Harikrishna is that majority of the strong chess tournaments are held in Europe and the organisers invite only one top player from each country. Now that Harikrishna is ranked 10th, there will be more invitations coming his way from major tournament organisers.

Lonely no-celebration birthday for Kamal Haasan KAMAL Haasan turned 62 on Monday with a very subdued birthday. There were no celebrations because, as the actor put it, there is nothing to celebrate. His partner of 13 years left him. Plus, there is a health setback. “My leg which suffered a multifracture in August suffered a neural trauma on Monday. The pain is unbearable. I am on sedation most of the time now. So there is hardly room for celebration,” Kamal said in a groggy voice. Every year he brings in his birthday with two very close friends from outside the film industry who share their birth date with him. “But this time I had to say no to their invitation. There’s too much pain. I am sedated from physical pain. But the other

pain is not something I want to go out in public with,” he said. The exit of Kamal’s partner Gautami Tadimalla, has left him shaken. But he has maintained an outwardly calm. “I am not about to have public breakdowns. Pain is nothing new to me. I’ve dealt with it all my life. But yes, it gets awkward on a birthday when friends and fans want to meet you.” Kamal is also avoiding fan meeting this birthday. “They wouldn’t like me hobbling on one leg and looking groggy with sedation. It gets awkward. This year, I’d rather

be on my own.” So is this the most unhappy birthday of his life? “No. My unhappiest birthday was my 16th birthday. I was aimless, directionless and without any purpose in life. My father called me and gave me a dressing down. I remember I locked myself in my room and cried bitterly. It is the only time I’ve cried on my birthday,” he recalled. The actor-filmmaker has plenty on his plate, all waiting for the leg to heal. “It’s truly frustrating. I want to get back on my feet. There is a film waiting to be completed. There is work to be done. But I am at home sedated against pain. It’s not a good feeling. All I ever wanted was work and someone at home to come back to.” (IANS)

But Nawazuddin Siddiqui is not impressed with the trend. The actor says the concept of going to Hollywood has become overrated, and wonders why one needs to go outside the country for work when Indian content itself is being appreciated around the world. “What’s the need to go and work in Hollywood when we have such good working avenues here? We have people like Anurag Kashyap who makes films like ‘Raman Raghav 2.0’ or ‘Gangs

of Wasseypur’, or we have films like ‘Miss Lovely’ and ‘The Lunchbox’ which not only earned money abroad but got appreciated too,” Nawazuddin told IANS over phone from Mumbai. “This has become overrated actually... Everyone is going and working there,” the actor added. Nawazuddin’s projects have garnered positive response from the foreign audience. There were also re-

ports that he will star in an international project with Australian actress Nicole Kidman, though nothing has been confirmed so far. Two Kannada actors drown in film shoot over lake TWO male actors drowned in a lake near Bengaluru on Monday during the shooting of a Kannada movie while enacting a stunt scene by jumping from a helicopter, said police. “Anil and Uday, aged 31 and 38 years, respectively, drowned in the TG Halli lake after they jumped from a chopper along with Kannada hero Duniya Vijay, who survived the stunt and was rescued by fishermen,” police officer H.L. Nandeesha told IANS. The Thippagondanahalli (TG Halli) lake is about 40 km northwest of Bengaluru at the confluence of Arkavathy and Kumudavathi rivers in Ramanagara district. It is one of the sources of drinking water supply to Bengaluru. Efforts were on to recover the bodies of the two from the lake.

At the rear, the new tail lamps are better designed for a cleaner looks and chrome trim finished the rear hatchback and the roof now sports a new body-colour shark fin antenna. Both the front and rear fascias gain flush-mounted sonar sensors. The cabin also gains some changes too and only improve the already impressive looking interior with an Infiniti “graphite weave” design trim and gorgeous as standard quilted design leather seats, maple accents and aluminum and satin trim. New revisions to the interior include contrasting stitching accents to new upper instrument panel and door panels and a redesigned tri-zone automatic temperature control system. Overall, there is still a nice, very upmarket look to the interior, emphasized with such equipment and feature packed Deluxe Touring Package or Technology Package.
