Police have identified those involved in Surrey drug turf conflict and are watching them closely BY RATTAN MALL SURREY RCMP along with Delta Police and the Combined Forces Special Enforcement Unit of BC (CFSEU-BC) continue with their “focused enforcement” to rein in the two groups that are battling it out over the drug lines, resulting in a decline in the brazen shootings in the past weeks. Indeed, it’s a miracle that there has been only one fatality in spite of dozens of shootings and injuries, both at night and in broad daylight, since April – that of Arun Paul Singh Bains, 22, nephew of MLA Harry Bains, who was shot dead at 126th Street and 88 Avenue on April 19. Police said he was known to be associated to the people connected to the street level drug trade conflict. Surrey RCMP Cpl. Scotty Schumann told The VOICE on Thursday: “We believe we’ve identified the people that are involved in the conflict although we haven’t laid charges per se in the shootings, but after identifying those people we are watching them closely and taking a zero tolerance as far as any other offences they may commit.” Since April 1, police have: * arrested 514 people * seized 76 weapons, 12 of which

MOST politicians have the foot and mouth disease as in “put their (awkward) feet in their (BIG) mouths” because they will grab at any opportunity to get some publicity. Vancouver South MP Wai Young, who seems to be in trouble as last week’s poll in her riding suggested, now faces more hassles as the CBC revealed on Tuesday that two weeks ago she waxed eloquent about the Harper government, comparing it to Jesus

(only an idiot would have said that!) – and blaming our spy agency – CSIS – for knowing about the 1985 Air India bombing in advance but failing to inform the RCMP because of legal reasons. According to the CBC, she said: “”CSIS knew or heard that there was a bomb on board this plane. But because of the strict laws that government departments have, they cannot share information between departments.… Because they couldn’t share that information with the RCMP, the RCMP could not act to take that bomb off that plane. Today, with C-51, they will be able to share that information.” Of course, that is factually INCORRECT!

Wai Young Photo by Chandra Bodalia That CSIS and RCMP had their own hassles that basically screwed up the Air India investigation is another story. Basically, Young was talking up the hated Bill C-51 – Harper’s anti-terror legislation for election propaganda – at the

Harvest City Church. CBC reported that she said: “If Bill C-51 had been in place 30 years ago, Air India would never have happened. Those some 400 lives would have been saved.” As the CBC pointed out, the inquiry under retired Supreme Court justice John Major found that there was a lack of coordination between CSIS and the RCMP and recommended that both agencies report to a national security adviser. But the Harper government ignored that recommendation. Young then announced that she doesn’t read newspapers anymore! Really? Then why does she send all those press releases and advertise-

ments? Lack of coordination here? Like that between CSIS and RCMP earlier? The left hand not knowing what the right hand is doing? Young, when exposed, had no choice but to email this statement to the CBC: “I misspoke with regards to the investigation of the Air India bombing.… I regret this error.” In this age of high tech, politicians should know everything can be recorded anywhere – and then conveniently used or misused. With the Conservatives, the NDP and the Liberals running neck and neck, expect things to get NASTIER everywhere!!!

‘Thatcher wanted to prosecute Sikh who incited Indira’s killing’ London (IANS): Former British prime minister Margaret Thatcher had pressed the prosecutors to level charges against a Britain-based Sikh who incited the assassination of Indian prime minister Indira Gandhi, The Independent reported on Thursday, citing secret government papers. The documents, released at the National Archives in Kew in London, revealed that Thatcher became exasperated after police and prosecutors said there were

no grounds for prosecuting Jagjit Singh Chauhan

despite his trenchant rhetoric against the Gandhi fami-

ly. Chauhan – a militant who predicted Gandhi’s death at the hands of her Sikh bodyguards in 1984 – had said in a BBC interview that she and her family would be “beheaded”, the report said. Sir Robert Wade-Gery, the then British High Commissioner in India, had warned that Britain’s relations with India were in danger over Chauhan’s presence on British soil. The diplomat wrote: “If this (assassination) happens

while we are still tolerating Chauhan, the effect on all our interests here could catastrophic. Lives and property could be lost as well as contracts and influence.” The former Conservative prime minister said she did not understand why Chauhan, who was the founder of a movement campaigning for an independent Sikh state and moved to Britain in 1971, managed to avoid being charged with inciting violence.

Former Surrey resident Amardeep Singh Ahluwalia who was murdered in Kelowna brother-in-law of minister Amrik Virk KELOWNA RCMP say that the 47-year-old man who was found murdered in his Feedham Avenue home in Black Mountain on July 7 at 12:40 a.m. is Amardeep Ahluwalia, a Kelowna resident. Media have identified him as the brother-in-law of Technology, Innovation and Citizens’ Services Minister

Amrik Virk

Amrik Virk. Virk’s office said in a statement: “My wife has lost a brother, and my daughters have lost an uncle. We are grateful for the support and kindness of those who have shared their condolences, and I thank you in advance for respecting our privacy in this time of grief.” Police believe that this was a

targeted incident and that there is no danger to the public. Some more information is expected to be released soon by the RCMP, Constable Steve Holmes told The VOICE on Tuesday. A local newspaper reported that an area resident said the victim’s girlfriend fled to a neighbour’s house that night

and had her restraints cut off. It also said that according to another person, Ahluwalia had moved to the city from Surrey five years ago and was unemployed. Police are asking anyone with information to contact Kelowna RCMP. A tip line has been set up at 250-470-6236 or call Crime Stoppers at 1-800-222-5477.

Canadian NRI kills brother in Punjab over property dispute, incident captured on CCTV Chandigarh (IANS): A sarpanch (village headman) was shot dead at point blank range by his Non-Resident Indian (NRI) brother, with whom he had a property dispute, outside a gym in Ludhiana city on Tuesday, police said. The victim, Bhupinder Singh, who was a leader of the ruling Shiromani Akali Dal and sarpanch of Jhammat village in Ludhiana district, was accosted by his brother Narinder Singh, who is a Canadian citizen. The sarpanch, who was sitting inside his Toyota Innova multiutility vehicle and was waiting

for the gym to open, was shot at least five times by his brother with a pistol from point blank range. Bhupinder, 45, was taken to a

nearby hospital by the gym owner and others but doctors there declared him dead. The whole incident was captured on the gym’s CCTV.

The CCTV footage also showed another person, later identified as Soni, coming near the Innova and firing more shots at Bhupinder.

The victim fell inside the car after receiving shots in the head, chest and stomach. The NRI brother and his accomplice have been charged with

Shots fired at front window of Surrey business, COBS Bread SEVERAL shots were fired at the front window of a business, COBS Bread, in the 18800-block of Fraser Highway at about 2:12 a.m. on Sunday. There were three bullet holes in the windows and the front door was shattered. Surrey RCMP said shell casings were

recovered on the scene. Officers conducted neighbourhood canvassing and spoke with several witnesses to obtain further information. Police said the investigation is still in its early stages, but initial indications are that this incident is a random act. Luckily, no one was injured in

the incident. Anyone with further information who has not already spoken to police is asked to contact Surrey RCMP at 604599-0502 or, if they wish to remain anonymous, CrimeStoppers at 1-800222-8477 or www.solvecrime.ca. (Photos courtesy Global BC & CTV)

PRIME Minister Stephen Harper on Friday issued the following statement to mark Eid al-Fitr: “Eid al-Fitr, or the Festival of the Breaking of the Fast, marks the end of Ramadan, which is considered to be the holiest month of the year for Muslims in Canada and around the world.

“The month-long fast was a time to focus on spiritual renewal, almsgiving, and strengthening family and community relations. “Eid al-Fitr also provides an opportunity for all Canadians to reflect on the contributions of Canada’s diverse Muslim community, numbering approximately one million people. “Just last month, Laureen and I were pleased to host the first-ever Iftar reception at 24 Sussex with Muslim families of many backgrounds from across Canada. As I noted that evening, Ramadan is a special time that encourages humility, charity, family, community and faith, and I was delighted to have the opportunity to mark Iftar with members of the community. “On behalf of all Canadians, Laureen and I wish everyone celebrating Eid al-Fitr health, happiness and success. “Eid Mubarak.”

Muslims in this part of the world fasted for over 18 hours a day as Ramadan fell in the summer this year. The Burnaby mosque was visited by Premier Christy Clark earlier this year. Federal Liberal leader Justin Trudeau and NDP leader Tom Mulcair also visited Lower Mainland mosques and took part in some of the religious activities recently.

During this holiday, Muslims greet each other by saying “Eid mubarak”, meaning “blessed Eid,” and many communities hold bazaars, parties, carnivals or feasts following the prayers. Surrey initiative. “Domestic abuse spans across all cultures, and this initiative is part of a multi-faceted approach the City of Surrey has undertaken to foster an ongoing dialogue around the issue of domestic violence in our community,” said Mayor Linda Hepner. This year’s campaign focuses on the significant role that first responders play when answering domestic abuse incidents; often providing time-sensitive, critical, on-scene support for both victims and their children. “Domestic abuse is something our officers unfortunately see far too often. It is a complex issue that requires police, government and community to come together to stop the violence,” said Chief Superintendent Bill Fordy, Officer-in-Charge of the Surrey RCMP. “We are proud to support the Rakhi Project and the role it plays in involving the local community in this important issue.” Rakhi is a traditional South Asian ceremony that involves the tying of a rakhi (thread) by a sister on her brother’s wrist as a symbol of love, protection and respect. The Rakhi Project is a unique campaign that blends this tradition with domestic abuse awareness by encouraging people to wear a purple bracelet to show the role we all play in protecting one another. The 2015 Rakhi bracelet was designed by artist Karen Lipsett-Kidd and includes a rose quartz bead that symbolizes peace and love. The purple bracelets were handcrafted by the Sambhali Trust in India are being sold for $5 each with proceeds going to the City of Surrey’s Coalition Against Domestic Abuse (SCADA). Bracelets are available until August 29 at select Save-on-Foods, Fruiticana, Surrey RCMP offices, DiverseCity Community Resources Society, select Vancity Credit Union locations, Crystalworks and Take Five Café at Surrey City Hall. EVEN as the flag at Vancouver City Hall flew at half-mast on Thursday in honour of slain employee Hanif Jessa, 53, the Integrated Homicide Investigation Team announced they are continuing to seek witnesses in his shooting death and pursuing a number of tips and that they have no suspect. Jessa was shot in his vehicle outside of his residence on the 7900 block of Wickham Place at approximately noon on July 15 (Wednesday). A neighbour told the media that she heard some shouting and then a pop followed by more shouting and two more pops. Another neighbour told the media that Jessa was shot in the presence of his son who was screaming in shock. IHIT Sgt. Stephanie Ashton said: “This investigation has raised concerns throughout the Lower Mainland [and] we want to remind the public that we are treating this homicide investigation with the seriousness it deserves and the public can be assured all possible steps are being taken to address their concerns by conducting a thorough and detailed investigation.” She added: “At this point investigators believe this to be a targeted attack and are speaking with a number of witnesses. IHIT is working closely with Burnaby RCMP in order to determine a definitive motive for the shooting. “IHIT is concentrating our efforts to identify any and all evidence in order to shed some light on the events preceding Mr. Jessa’s death. These investigations take time and it may be several days before updates will be provided.” Anyone with information regarding this investigation can call the IHIT tipline by calling 1877-551-IHIT (4448) or email at

ihittipline@rcmp-grc.gc.ca. If you wish to remain anonymous provide your anonymous tip information on the web at solvecrime.ca or by phone at 1800-222-8477.

SOME more information on the victim emerged when Abby Jan Dharamsey of U.K. tweeted on Thursday: “Very saddened & grief stricken to be informed about tragic death of #HanifJessa, my cousin’s husband in Burnaby yesterday.” He also tweeted: “Conscientious dedicated easygoing fellow who would light up a place with his jokes. Family man with two 20 something boys.” The Province newspaper reported on Thursday online that their sources told them that on the day of the murder, a high-ranking union official had complained about Jessa’s treatment of workers. He was said to have been a tough boss. Interestingly, The Province noted that it has been reporting for the past few years that the city’s sanitation department has been notorious for its alleged fear-based and toxic work environment with ongoing tension between management and employees. JESSA was a superintendent for street cleaning operations. The shooting was first rumoured to have been the result of a dispute with a former city employee. Vancouver Police Chief Adam Palmer told the media on Thursday that later on Wednesday the information they had received from Burnaby RCMP changed and that led them “to downgrade and realize that there’s no longer a threat to anybody at the city.” Vancouver Police had advised media after the shooting on

Wednesday that “due to a threat against a City of Vancouver employee, the city and the police have taken the unusual steps of securing a number works yards and job sites.” They added: “The police do not believe that there is a risk to the general public at this time.” Vancouver Mayor Gregor Robertson said in a statement on Wednesday: “This kind of incident is very challenging for the thousands of hardworking staff who come to work every day to make Vancouver a better place, and their safety and wellbeing is my utmost concern. “As such, in an abundance of caution, VPD members and additional security have been and continue to be deployed as appropriate at various city sites. Employees have been asked to carry on business as usual unless otherwise directed by their supervisors.” Port Moody Police issued a statement on Thursday, stating: “During the initial stages of yesterday’s tragic shooting in Burnaby the city was made aware that there was a possible safety issue for two of its employees. As such, steps were taken to safeguard their well-being. As the evening progressed, we were made aware that the threat had subsided and the employees were no longer in danger. As a precaution, police had a marked unit at city works for the morning until other employees could be made aware that there were no safety issues.”

support have been offered to the family and friends of our colleague. Many city staff will be deeply affected by this event. Counseling and support is available for any staff and coworkers at this most difficult of times. In honour of our colleague, the flag at City Hall will fly at half-mast.” It added: “Over the course of yesterday, following the tragic incident, precautionary security measures were put in place

on the advice of Vancouver Police Department (VPD). At this time, those measures are no longer necessary and we are returning to normal operations. “VPD have committed to keeping the Mayor and City Management Team apprised of any further developments which might require any changes to security as their investigations proceed but at this point, there is no change anticipated.

“Waiting for the results of the police investigation is very difficult in these situations. These things are complex, take time and require much patience. Any information which comes available to us will be shared with staff. “In the meantime, as an organization, our goal is to ensure staff receive the support they need and to find our way forward to continue serving our citizens.”

ON Thursday, the City said in a press statement: “The Mayor and Council, City Management Team, and staff across all departments are shocked and saddened to learn of the tragic murder of a long-time city employee. “Deepest condolences and

SURREY RCMP on Tuesday released photos of the suspect in the June 21 robbery of a taxi driver in Surrey and appealed to the public for help in identifying him. The RCMP said they have worked closely with taxi companies and advised taxi drivers to be diligent regarding personal safety. THE June 21 stabbing and robbery of taxi driver Satnam Bahia of Guildford Cab has been one of several robberies or attempted robberies with assault of taxi drivers that have taken place in the city over the last few months, as The VOICE reported last month. The June 21 (Sunday) incident took place in the 13300-block of 105A Avenue at about 5:30 a.m. The suspect was last seen running westbound on 105A Avenue. The injured taxi driver called police for help. He told police that he had picked up a lone male fare in the area of 108th Avenue and 144th Street in Surrey. The passenger whipped out a knife, stabbed the taxi driver in the arm and hand and took off with his wallet, cash and cell phone. The taxi driver, who was bleeding, got out of the taxi and was assisted by pedestrians who just happened to be in the immediate area. Police officers along with several members of the Integrated Police Dog Services attempted to track down the suspect, but were unable to locate him. The taxi driver was transported to hospital with non-life threatening injuries and was later released. GUILDFORD Cab General Manager Moonyem Mohammad told The VOICE in June that several taxi drivers had been assaulted in the last few months in such robbery incidents. He said: “We have brought this to the Surrey RCMP’s attention at our last meeting (sometime in May), so they are aware of this situation.” He added: “There was an assault before too – the driver was injured on top of his left eye. That happened in April. He was taken to hospital. There were a few minor ones where the drivers didn’t have to go to the hospital, but there were several of them too.” When asked if any security measures had been suggested, Mohammad replied: “Not from the RCMP yet.” However, the taxi companies have spoken to each other about how to tackle such incidents. He said: “Anytime this happens, we inform each other to prepare ourselves better and I think that’s the best we can offer.” Also, the companies have taken the initiative to upgrade their cameras to take better quality pictures which would help in getting a better conviction rate.

When asked about the camera in the taxi in last Sunday’s incident, Mohammad replied: “I can’t comment on it because it is part of the RCMP investigation.” He added: “So far every camera that we have installed has been in working condition and the drivers are responsible to maintain them 100 per cent.”

The collective strength of police and Sikh leadership: Gang Prevention Summit II in Chilliwack RCMP facility BY DR. GIRA BHATT Kwantlen Polytechnic University A very powerful and productive gathering of the Sikh leadership, youth, police, community service agencies and academic experts marked two days of the residential summit that took place on the grounds of the RCMP training facility in Chilliwack on July 7-8. The presidents, board members and youth representatives of 10 gurdwaras and police officers of all the eight municipalities from across the Lower Mainland assembled to share, reflect, learn and create an action path to develop effective youth programs in their respective agencies. A total of 26 participants from gurdwaras, including youth members, 19 police officers, two academic researchers, three community service representatives, and four undergraduate student assistants, worked as a collective. This summit was a repeat of the success of the 2013 summit which was a historic first. It all began some four years ago with Staff-Sgt. Baltej Singh Dhillon taking the lead on behalf of the RCMP and reaching out to the collective of the Sikh leadership, the South Asian Community Coalition

Against Youth Violence (SACCAYV), researchers of the Acting-TogetherCURA project of KPU, and MOSAIC. Encouraged by the positive response and the full support of the offices of the RCMP Assistant Commissioner and the District Commander of the Lower Mainland, and the Combined Forces Special Enforcement Unit of BC (integrated anti-gang police agency), Dhillon pursued the path of collaborative action targeting prevention of senseless violence and recruitment of youth by criminal gangs. Dhillon’s main goal has been to undertake a comprehensive and strategic action plan that would bring together the police and the community. The focus would be on the strengths, resources, and the willingness of the community leaders and academic knowledge experts as well as the front line service agency workers to become equal partners with the police. While the police could have started with any community, the decision went in favor of the Sikh community as a starting point. There were several reasons. 1. The Sikh community has historically demonstrated a strong collec-

tive. 2. The Sikh gurdwaras are a hub of social connections and community service. 3. The Sikh leadership has remained very proactive and resourceful in offering programs addressing social issues. The key person to bring the Sikh leadership on board for this initiative was Balwant Sanghera, Chair of the SACCAYV, an organization which began in 2002 as the Sikh Societies of the Lower Mainland. This group has evolved into a strong network of the Sikh leadership, academic institutions such as the KPU and

Langara, and various service agencies such as MOSAIC. SO what did the summit accomplish? Following up on the commitments of the 2013 Summit, a very systematic inventory of current youth programs offered in all 16 gurdwaras and eight police offices of the Lower Mainland was compiled and summarized by the research team of KPU’s AT-CURA project. From June 2014 to November 2014 separate meetings with the police chiefs, police officers and gurdwara leaders were held at the E Division

RCMP headquarters in Surrey. A very important step was then undertaken by the AT-CURA researchers, Dr. Roger Tweed and myself to examine the past research and provide a list of 20 criteria that would mark effective youth programs. It was determined to run a “pilot” at two Sikh temples which would develop and run eight-weekly sessions of youth programs aligning closely with the criteria provided. Surrey’s Gurdwara Dukh Niwaran Sahib and New Westminster’s Gurdwara Sukh Sagar came on board to work with researchers and their respective

pating gurdwara members and police officers examined the best practice model for developing similar evidencebased programs in their respective agencies. In a workshop facilitated by Ninu Kang (MOSAIC) and Dhillon, the productive outcomes of the valuable work were evident. The Summit provided a step forward: From discussions to action. This is a step that provides ample grounds for commending the whole community, the police, the researchers, and most importantly, the youth who eagerly participated at the summit providing input to the shaping of the action plan. and the suspect and Colin was shot. The suspect fled the scene in what was later determined to be a stolen vehicle. Emergency first responders attended, but Hill was pronounced dead at the scene. Police said Hill and the suspect were not known to each other. Several hours later, just before 2 a.m. on Monday (July 13), Burnaby RCMP were called to an apartment in the 7300 block of Macpherson Avenue after a witness reported a male brandishing a gun and attempting to break in. The suspect and vehicle description provided to Burnaby RCMP matched that of the one provided in relation to the Surrey homicide hours earlier. Burnaby RCMP contained the area and subsequently arrested one male. A 22-year-old Surrey male is now facing charges in relation to both incidents. IHIT obtained charge approval for seconddegree murder, but the suspect’s name was released only on Tuesday. Green remains in custody. His next court appearance is September 14. Hill leaves behind his wife Becky Zhou, who was also a realtor, and

two children, Mathew and Leah. Becky Zhou said on her Facebook that Hill tried to stop the intruder from entering their house. He yelled out to the family to hide, warning them that the intruder had a gun. He struggled with the intruder to give time to the family to hide. She added that ‘Colin is the best real estate agent, very protective father, very best husband a person could ever [have] asked for.’ “There is no question that these are the most painful moments that a family can endure. For the police, they are also the hardest. And while we are confident that we have quickly taken the person responsible for

this horrible crime off the streets, I am still angry at the pointless loss of life, said Chief Superintendent Bill Fordy, Officer-inCharge of the Surrey RCMP. “This tragic event is not related to recent shooting conflict in our city, and I remind you that if you see something or someone suspicious to please call the police. Anyone with information regarding this investigation can call the IHIT tip line by calling 1-877-551IHIT (4448) or email at ihittipline@rcmpgrc.gc.ca. UBC urban design program reimagines a more sustainable Surrey: South Asians bring new challenges IMAGINE a city with better transit, more green spaces, and more diversity in housing types. This is the City of Surrey as envisioned by the first students of UBC’s master in urban design (MUD) program at UBC’s School of Architecture and

Landscape Architecture (SALA). SALA professor Patrick Condon and adjunct professor Scot Hein led the two MUD studios that explored some of the challenges and opportunities surrounding urban design in B.C.’s second-largest city.

What do you hope to achieve with SALA’s new master’s in urban design? Condon: Major cities everywhere are searching for solutions to transit, sustainability, housing, jobs and other issues. MUD aims to give those

who work in urban planning and design the tools to address these challenges. Our first group of students started in fall 2014 and focused on examining Surrey’s overall landscape. The second group specifically looked at the area surrounding

Guildford Town Centre. Why Surrey? Condon: Not only is Surrey a partner in the master’s program—having committed $240,000 in funding over three years—it also has a lot in com-

Saturday, July 18, 2015 | Indo-Canadian Voice entrepreneurial activity for new arrivals and fits in logically and culturally with the existing urban fabric? A tower can’t be transformed easily in the future, and it’s 30 to 50 per cent more expensive per square foot than any other form. You need sophisticated financial instruments to put it together, so small developers have a hard time participating. And as debates throughout Metro Vancouver show, it’s not something that fits into existing neighbourhoods without a high degree of cultural disruption.

mon with other growing cities. The waves of immigration into Surrey parallel waves of immigration from rural areas into major cities in Asia, Africa and South America. Not unlike those cities, Surrey has to integrate very diverse cultures into one city. What was the first studio’s principal recommendation? Condon: That development plans for housing stock and civic infrastructure should reflect the city’s cultural change. Larger families still come to Surrey to raise their kids but the fastest growing groups are single people and childless couples. You also have many baby boomers downsizing as they near retirement. There are also many immigrant groups with South Asians being the largest, finding a home there. Many of them organize themselves in their buildings and family units in ways that were not common when Surrey’s neighbourhoods were built. They often have multifamily associations, cousins and second cousins living in one building, sharing one kitchen or actually building smaller kitchens in satellite locations within the building. Current policies don’t allow for that. Cultural change is also happening in the commercial districts occupied mostly by South Asian entrepreneurs. Things are getting built, things are getting sold, and parties are being held— all in the same location. The South Asian community has a way of doing business that blurs the line between manufacturing and retail activities and everything in between. Development should reflect all these changes. It should promote a diversity of texture–low-rise and medium-rise buildings and neighbourhoods. Density doesn’t always require 30 storeys of glass and steel. What were the specific recommendations for Guildford? Hein: The challenge with Guildford was to take something that already existed and infuse it with new energy while preserving its integrity. The students proposed greater links between the mall and the commercial, cultural and green spaces around it, including urban agriculture and community meeting places. The economics of Guildford are challenging, but the light rail transit proposed by the city should open up the district and keep it economically viable. With regard to building form, our students proposed going beyond highrises and toward more diversity. They sought to “liberate” latent equity through more incremental, locally scaled building projects. For example, two adjacent neighbours can get together and combine their land assets to leverage financing while improving their housing quality. Not everything needs to be done by the development industry. Low-rise and medium-rise development seems to be a common theme. Condon: It’s not that there was a dislike of condo towers. The question was: What form supports the most

How central is light rail transit to the students’ vision? Very important. Surrey’s plan to shift from an auto-oriented community to a transit-oriented community is crucial for the region’s sustainability. With street-level stops, light rail can also encourage more businesses, more neighbourliness and more community. And a well-designed light rail system can encourage new residential development in its wake. Our students also maximized the walkability of new and existing neighbourhoods, to ensure that within the not-too-distant future, more than 50 per cent of all trips would be by transit or bike or on foot. People who walk a lot are healthier and enjoy more social relations with their neighbours.

Three transported to hospital after truck crashes into Delta hair dressing school WITNESSES told The VOICE that three people were transported to hospital after a truck crashed into Hair Dressing and Esthetics School in the market at Scott Road and 92 A on Monday at about 8:30 p.m.

A white SUV also suffered major damage as the apparently out-of-control truck reportedly struck it before smashing into the hair dressing school that fortunately was closed.

T4T5Witnesses pointed out that if the truck had crashed into the neighbouring Sonu Hair Cut and Beauty Parlor, there could have been fatalities. Delta Police Sgt. Dave Black

Knowledge is power for astro savant Vijay Kumar EVER since he was a young boy growing up in the village Mahadpur in Punjab, India, Vijay Kumar had a thirst for knowledge and a curiosity that none of his fellow children had. It was that thirst for knowledge that led him from his small village to the centre of higher knowledge in Haridwar and his encounters with thousands of people from the common man to men of enormous power and wealth, including Punjab ministers, federal cabinet ministers, Bollywood celebrities and great thinkers. Kumar, who is currently in Vancouver on a special visit, is not only an expert but truly god-gifted in the study of palmistry, astrology, Vaastu Shashtra and other spiritual arts, which he studied at Joshi Matt. It is the culmination of childhood curiosity which began when he was just 15 years old and continued as he pursued higher secondary education and then higher education at Dr. CV Raman University where he earned his Bachelor’s degree. He also holds a diploma in engineering. “Aside from regular studies, astrology was something that drew me to it and I began reading and studying it for a long time,” Kumar said. “It was almost like a gift from God and I was bound to be all consumed by it.” Through his journey of enlightenment, he has met thousands of people whom he has helped

Community activist Sudarshan Bakshi and PICS CEO Charan Gill bestowed honours on visiting spiritual scholar Vijay Kumar. in their inquiries about their life and existence here, but he is quick to point out that he bases his readings strictly on authentic, scientific-backed spiritual knowledge as it is not something he exploits but highly respects. “My long journey where I have met hundreds of thousands of people in India and now it has brought me to Vancouver and Surrey where my countrymen reside,” Kumar said. Aside from his regular meetings with the enlightened individuals and ongoing discussion on topics of great interest to

humanity, he attends regular satsangs and other spiritual gatherings to speak on various topics and how they are covered in the great religious books like the Geeta, Guru Granth Sahib and Ramayaan. Despite his enlightenment, Kumar lives a simple existence but which is enriched by his ongoing self-discovery and the discovery of things in this aweinspiring universe. “I practice my gift as seva to the hundreds of people I see every Sunday at a temple in my village and on my journey around India but it is not for

money as I don’t charge for my services but people are free to donate money on my behalf to the temple or a good cause,” he said. He insists that knowledge is the supreme power and through it individuals can achieve nirvana and become more enlightened and enriched individuals but he

said it must be true knowledge that has a basis in the real world, otherwise it is not true knowledge. “In astro science, whatever we must see and speak, it has to be based in the real world and backed by scientific evidence – it is the key to understanding us and our world,” he said.

and basketball. The players are frustrated and feeling blindsided; there had been no consultation or advance notice. In fact, KPU hired a new director for the program less than two years ago and in late June of this year hired a new women’s basketball coach, moves the players thought were signs they were on the way to success and support, according to a press statement by the student athletes. “The entire team was absolutely devastated when we heard the news” said Jessica Anderegg, co-captain of the Eagles Women’s Soccer team. The women’s team seemed to be having a banner year, both on the field and in the public eye, recently playing a friendly against Cameroon’s women’s national team as part of the World Cup. “It was an unbelievable and unique experience that we were so lucky to have because we are student athletes” said Anderegg. The women’s basketball team, now with-

out a coach because of the recent decision to cut all athletics, is concerned about their upcoming season. “The news that there will be no future for the basketball program at KPU makes it nearly impossible to recruit any new players” said a frustrated Christina Brown who plays shooting guard and was looking forward to the coming season. Many of these students will be left without opportunities to continue their sports careers elsewhere, given the timing of the event. “For younger players it will be extremely difficult to uproot everything they have built here at KPU both academically and athletically, and find a new school to call home” said Brown. The players are hopeful to find a way forward. “The problem at Kwantlen is that Athletics funding comes from general budgets, [while] at other schools, they levy a fee that goes directly to athletics” explained Anderegg. The student athletes will be reaching out to KPU in the coming days to try to find solutions to continue Kwantlen’s athletics program.

Air Canada to boost Delhi non-stop flights to daily service MONTREAL: Air Canada said on Friday that it plans to increase its new TorontoDelhi non-stop service from four times weekly to daily service beginning October 30, 2016. Air Canada's new non-stop service between Toronto and Delhi, set to be launched November 1, 2015, with four weekly flights, is the airline's first route to be dedicated for Boeing 787-9 series aircraft. Air Canada will receive a total of 29 new 787-9 Dreamliner aircraft by 2019, in addition to eight 7878 aircraft already in operation, as part of the carrier's fleet renewal and international expansion from its global hub at Toronto Pearson airport. "Customer response to our announcement of non-stop Dreamliner service between Toronto and Delhi has been very positive," said Benjamin Smith, President, Passenger Airlines, at Air Canada. "Air Canada's strategy to grow our Toronto Pearson hub and international presence will continue to gain momentum as we continue to take delivery of Boeing 787 Dreamliners which are revolutionizing long-haul air travel. The operating economics of these new aircraft make this service feasible and it will be the first route dedicated to the larger, 787-9 version of this aircraft which will begin entering our fleet later

this summer." The four-times-weekly flights beginning November 1, 2015, will be operated with Boeing 787 Dreamliner aircraft featuring Air Canada's awardwinning, three-cabin service, including the next generation lie-flat seat in International Business Class, a Premium Economy cabin, and enhanced seatback InFlight Entertainment system available at every seat throughout the aircraft. ZEEL is the only media company to feature in Forbes India's maiden list of 'India's Super 50 Companies' THE latest issue of Forbes India (July 24) features Zee Entertainment Enterprises Limited (ZEEL) in its maiden list of 'India's Super 50 Companies'. ZEEL is the only media company to feature

in this prestigious list. In this list (which is not a ranking), Forbes India has picked companies not just on the basis of size or profits, but also for robustness and consistency. These

companies have had the gumption to think differently, disrupt the market and also get their act together even after suffering setbacks with the result that the stock markets have rewarded

them handsomely. Forbes India, with knowledge support from PwC India, adopted a robust, multi-stage process to select India's Super 50 Companies. At the first stage, a set of eliminators was employed to arrive at a critical mass of strong contenders. Out of all listed companies on the stock exchanges, Forbes India then selected those with a market capitalization of more than Rs. 10,000 crore (as on March 31, 2015). All PSUs were eliminated and only the top two companies from any business group were included. These remaining companies were further evaluated on another set of parameters which included shareholder returns exhibited on the stock exchange over a three-

Hindustan Unilever, Pfizer, Tata Motors, TCS and Yes Bank, amongst others.

year period, sales growth and return on equity. As a final check, Forbes India considered those companies which were more consistent than others - in the context of the parameters and used relevant eliminators to remove the outliers, thus arriving at a strong list of companies that comprise the first-ever Super 50 listing. Other notable companies on the list include Asian Paints, Axis Bank, Britannia Industries, Godrej Consumer Products,

VEDIC AS ASTROLOGY : Are You And Your Partner Made For Each Other? There is an old joke, if you get married to the right person, then you are "complete" and if you don't you are "finished". Since marriage is one of the biggest decision in life, it is utmost important to check that you and your partner are physically, mentally and emotionally compatible with each other. See how many marriages are ending up in divorces and separations and there are countless cases of domestic violence happening all over the world. How astrology can help? Before marriage or getting into relationship, consult an learned astrologer to analyze the compatibility of you and your partner. Compatibility, besides other factors is dependant upon two main factors in the horoscope. First is horoscope matching or Guna Milan and second is to see if there is any negative factor such as Manglik or Kuja Dosha. How horoscope matching works? Vedic astrology is a proven method of compatibility matching based upon Nakshatras( lunar constellation), which is based Guna Milan. There are a total of 36 points assigned to various factors that effect successful and happy married life. If matching points of girl and boy horoscope is less than 18, then marriage is not advisable for the fear of lack of love and understanding, unhealthy babies, divorces & domestic violence. These points are based upon factors such as

health, love, temperament, mentality, destiny and so on. Eight(maximum) points are assigned to health factor which determine the physical compatibility of the couple with each other in term of enjoying their physical relationships and producing healthy children. Then seven point are assigned to love compatibility. How important to check Manglik dosha in a horoscope before marriage? Manglik consideration is the another big factor that need to judged. There are certain bad placement of planet Mars in a horoscope which creates delays in marriage and disturbances in married and professional life. This also causes serious health problems to the spouse. Manglik dosha can be formed in both boy's or girl's horoscope. As per vedic astrology, a person with this dosha should never marry a nonmanglik person. A manglik should only marry a manglik person to avoid bad married life. How to avoid the ill effects of Manlik Dosha and horoscope incompatibility? There are some very effective astrological remedies available. It is advisable to consult an learned astrologer for horoscope matching and remedies before marriage. BY VEDIC ASTROLOGER SANJEEV 604.783.1451

Study: Indian companies account for $15-billion in investments, 91,000 jobs in U.S. WASHINGTON, D.C.: Indian based companies are responsible for creating tens of thousands of jobs and $15 billion in investment across the U.S., according to a new report released Tuesday by the Confederation of Indian Industry (CII) and Grant Thornton (GT). CII is a non-government, notfor-profit, industry-led and industry-managed organization, playing a proactive role in India's development process. For the first time, the report, "Indian Roots, American Soil," also captured a state-by-state breakdown of tangible investments made and jobs created by 100 Indian companies doing business in the U.S. New Jersey, California, Texas, Illinois and New York are home to the most Americans directly employed by Indian

companies. Texas, Pennsylvania, Minnesota, New York, and New Jersey have the highest foreign direct investment (FDI) from Indian companies. Indian Ambassador in the U.S., Arun K. Singh said: "The Indian industry is making a significant contribution to the U.S. economy, investing billions of dollars and creating thousands of jobs across states and sectors. This trend has grown stronger over the years and is continuing to show remarkable progress. Today, Indian companies are not just investing and creating jobs, they have also become significant stakeholders in the growth and prosperity of their local communities. Their linkages run deep through the support extended by them to education programs and capacity building. The CII study

draws attention to the growing contribution and influence of the Indian industry, which forms an important component of our growing and vibrant relationship with the United States." Key takeaways from the report: * Together, 100 Indian companies employ more than 91,000 people across 35 states and the District of Columbia. * The total value of tangible investments made by these 100 companies exceeds $15.3 billion. * The top five states in which Indian companies have generated maximum employment are: New Jersey (9.278 jobs), California (8.937 jobs), Texas (6,230 jobs), Illinois (4,779 jobs) and New York (4,134 jobs). * The top five states in which

Indian companies have contributed the highest foreign direct investment are: Texas ($3.84 billion), Pennsylvania ($3.56 billion), Minnesota ($1.8 billion), New York ($1.01 billion) and New Jersey ($1 billion). * The average amount of investment received from Indian companies per state is $443 million. * 84.5% of the companies plan to make more investments in the United States. * 90% of the companies plan to hire more employees locally in the next five years. CII released the study on Capitol Hill during an event that highlight the contributions of Indian companies to the U.S. economy, in the form of FDI, jobs created and saved, research and development, skills training and local corpo-

rate social responsibility initiatives. Arun Singh spoke in support of the contributions. In addition, several members of the U.S. Congress and a delegation of CII member-company CEOs from India participated in the event. The CII-GT survey respondents represent diverse sectors including pharmaceuticals, telecommunications, financial services, health care, materials and manufacturing, media and entertainment, tourism and hospitality, engineering and construction, automotive, food and agriculture, energy, and information technology. Chandrajit Banerjee, Director General, CII, said: “Indian Roots American Soil is CII's flagship event on Capitol Hill and is part of our ongoing effort to highlight the positive stories of Indian companies' contributions to the US economy and society. Our aim, through this event is to highlight the range and depth of Indian investments in the United States. India is now the fourth fastest growing source of investments into America - this is a very critical aspect of the burgeoning bilateral US-India business story and one that has an immediate and visible positive impact on the local communities where these companies operate. It's a story that needs to be told and re-told." S u m i t M a z u m d e r, President, CII, added: "Indian Industry today is bullish on the USIndia partnership. Our companies are deeply committed to the US market and are well integrated into the local communities where they are investing and creating jobs. Consultancy Services, Torrent Pharma, Wipro and Wockhardt. SENATOR Mark Warner, Virginia, Co-Chair, Senate India Caucus. Said: "A cornerstone of relations between India and U.S. is the thriving commercial exchange between the countries. As India surges forward to become the fourth fastest growing source of FDI into the U.S., it is critical that we recognize the positive impact of Indian business investments in the country. In Virginia, Indian companies have been key players in creating jobs and engaging communities. I hope to see this trend continue in the future, with increased Indian business operations in the country." Congressman Ami Bera, California, Co-Chair of the Congressional Caucus on Indian and Indian Americans, said: “As the only Indian American currently serving in Congress and co-chair of the Congressional Caucus on India and Indian Americans, I've seen firsthand the contributions the Indian American community has made to our country. I also believe that growing the economic partnership between India and the U.S. will benefit both economies and bring new jobs to Sacramento County. I'm proud to help advance the economic and political dialogue between India and the United States. The Indian American community and Indian American business owners have been a critical part of the economic and social fabric of the nation, and I hope to see the United States continue to positively engage with these groups in the future." Congressman George Holding, North Carolina, Co-chair of the Congressional Caucus on India and Indian Americans, said: "The friendship between the United States and India has grown stronger over the past year. And both our nations are better for it. Indian businesses have brought jobs to North Carolina and, at the same time, doors have opened for American companies to offer their goods and services to people in India. I am glad to see, as today's event proves, that the diplomatic and business bonds - between our nations - continue to grow stronger." Congresswoman Bonnie Coleman, New Jersey, said: "As a Representative from a state with one of the largest and most thriving IndianAmerican communities in the country, I know just how much Indian-owned companies contribute to our economy. In New Jersey, and across the country, these companies create jobs and invest in our communities. We must continue to highlight the positive role they frequently play here in the U.S., and find opportunities to expand our relationships further." NDP continues to register highest score on Nanos Index TOM Mulcair, NDP Leader, and the New Democrats continue to do well on the Nanos Party Power Index being either near or at a 12month high on most measures, according to Nanos Weekly Tracking (ending July 10). The weekly tracking on the Nanos Party Power Index suggests that the NDP have the highest score on the Index. The NDP

registered 56 points out of a possible 100 points while the Liberals registered 51 points, and the Conservatives 50 points. The Green Party of Canada scored 31 points while the Bloc Quebecois scored 32 points (Quebec only). The Nanos Party Power Index comprises a basket of political goods that includes ballot preferences, accessible voters, pre-

ferred Prime Minister views and evaluations of the leaders. It is modeled similar to a standard confidence index. It is a random telephone survey conducted with live agents, reaching out to Canadians through a land- and cell-line dual frame sample. Perceptions related to who Canadians would prefer as Prime Minister remain relatively tight

between the three major federal party leaders. Twenty-eight per cent of Canadians said they preferred Mulcair as PM, followed by 26 per cent who said they preferred Harper and 25 per cent who said they preferred Trudeau. Asked whether would consider or not consider voting for each of the federal parties in a series of independent questions, 53 per

cent of Canadians would consider voting NDP (a new high for the NDP in the Nanos tracking), 44 per cent would consider voting Liberal, 42 per cent would consider voting Conservative, and 28 percent would consider voting Green. Thirty-five per cent of Quebecers would consider voting for the BQ.

Five Surrey RCMP officers appointed to Order of Merit of the Police Forces

The party for the renewed Empire Fields and new Plateau Sports Park in Hastings Place in Vancouver is this Saturday (July 18) from 10 a.m. to 5 p.m. Vancouver Board of Parks and Recreation announced. The event will feature free sports activities, besides face painting, crafts, circus performers and food trucks. Photos by Chandra Bodalia

FIVE Surrey RCMP officers have been appointed to receive the prestigious Order of Merit of the Police Forces (OMPF) in recognition of their outstanding commitment to policing and for their service to Canadians. Being invested into the OMPF is a significant honour that is only given to a select few employees of the Canadian policing community. This award is not about a single act, but recognizes an ongoing long-term commitment displayed by the employee to serving the communities they work in both on and off duty. On July 4, Governor General David Johnston appointed the following Surrey RCMP officers into the Order of Merit of Police Forces: * Superintendent Dave Attfield, Surrey RCMP Operations Officer (22 years of service) * Inspector Ghalib Bhayani, Surrey RCMP Community Services Officer (23 years of service) * Staff-Sgt. Paul Mulvihill, Surrey RCMP Traffic

(L-R) Sgt. Philip Hasenpflug, Inspector Ghalib Bhayani, Superintendent Dave Attfield, Officer-in-Charge Chief Superintendent Bill Fordy, Staff-Sgt. Paul Mulvihill and Sgt. Marc Searle. Services (25 years of service) * Sgt. Philip Hasenpflug, Surrey RCMP Criminal Collision Investigation Team (39 years of service) * Sgt. Marc Searle, Surrey RCMP Community Services (14 years of service) “Throughout their distinguished careers, these officers’ superior police work and contributions to the community have been exemplary,” said Surrey RCMP Officer-in-Charge Chief Superintendent Bill Fordy. “Their leadership and progressive approach

to policing have enhanced the safety and security of our residents. I congratulate each of them on this well-deserved appointment to the Order of Merit of the Police Forces.” The Order of Merit of the Police Forces honours a career of exceptional service or distinctive merit displayed by the men and women of the Canadian Police Services, and recognizes their commitment to this country. The primary focus is on exceptional merit, contributions to policing and community development.

Will the self driving car avoid accidents? ON May 11, 2015, Chris Urmson, the director of Google’s self-driving car program blogged about the potential for self-driving cars to reduce accident rates. He noted that judging the self-driving cars’ safety performance

necessarily involved establishing a baseline for accident activity on typical suburban streets. Despite all the statistics compiled about car crashes, light-damage-noinjuries-crashes are the most common, the least

likely to be reported to the police and hence the least likely to be reflected in official statistics. And yet, he said, “according to National Highway Traffic Safety Administration (NHTSA) data, these incidents account for 55% of

all crashes.” While not expressly disputing this NHTSA statistic—merely implying that it must be lower than what is actually happening, he goes on to say that to know what’s really going on out on the streets you need to drive miles and miles every day, which is what the Google self-driving program has been doing with its fleet of 23 self-driving Lexuses and team of safety drivers, “who’ve driven 1.7 million miles (manually and autonomously combined). The cars have self-driven nearly a million of those miles, and …[are] now averaging around 10,000 self-driven miles a week (a bit less than a typical American driver logs in a year), mostly on city streets.” As to the heart of the matter, i.e. whether or not the self-driving car will be accident free, he contends that it will not and cannot because “if you spend enough time on the road, accidents will happen whether you’re in a car or a self-driving car.” This introduces the highly-reported statistic that over the project’s six years/1.7 million miles of autonomous and manual driving by Google safety drivers, the cars have been involved in 11 lightdamage-no-injuries

crashes but that “not once was the self-driving car the cause of the accident.” He details these as follows: “Rear-end crashes are the most frequent accidents in America, and often there’s little the driver in front can do to avoid getting hit; we’ve been hit from behind seven times, mainly at traffic lights but also on the freeway. We’ve also been sideswiped a couple of times and hit by a car rolling through a stop sign. And as you might expect, we see more accidents per mile driven on city streets than on freeways; we were hit 8 times in many fewer miles of city driving.” It would be wrong to conclude that in revealing this crash history, Urmson is dashing expectations of self-driving cars leading to a zero-crash future. He certainly doesn’t conclude this, in fact focusing on the value of “all the crazy experiences we’ve had on the road” as teaching moments. From these moments, he says, Google has developed “a good understanding of minor accidents rates on suburban streets” and identified “patterns of driver behaviour that are leading indicators of significant collisions.” These he summarizes as fol-
