Surrey-Newton candidates Sukh Dhaliwal and Harpreet Singh lash out at NDP’s alleged discrimination against Punjabi-speaking canvassers THERE was shock and consternation at a Craigslist ad that came out last month seeking “ Pu n j a b i - s p e a k i n g callers for federal NDP voter ID calling” for only $13 an hour. On the other hand, the NDP forks out $17 an hour for its Englishspeaking canvassers. Burbaby-based Express E m p l o y m e n t Professionals placed the ad in Craigslist. The NDP claimed that it was not the party’s ad because they do not subcontract employment services, but recruit staff directly.

For Mulcair, French and English speakers are worth more than Punjabi speakers, he added.

That the NDP would demean the work of one group of Canadians by treating them as second-class workers is terribly insulting to Punjabi Canadians and an offense to Canadian pluralism. He added: “It appears the NDP is pushing a ‘doas-we-say, not-as-we-do’ policy on wages. Certainly, this stands in stark contrast to our Conservative Party’s respect for the diversity of Canadians.”

MP Jinny Sims says subcontractor to blame in lower wage for Punjabi-speaking canvassers MP Jinny Sims, NDP candidate in Surrey-Newton, on Monday said that the Craigslist ad that came out last month seeking “Punjabi-speaking callers for federal NDP voter ID calling” for only $13 an hour was the fault of a subcontractor. Sims said in a statement: “As for media coverage about a job posting that appeared for a phone project in Ontario, let me clear the air. The NDP contracted with a company called Stratcom, who in turn subcontracted with a job agency to recruit two [canvassers]. We did not know about the subcontractor. However, when Stratcom learned the [canvassers] were paid less than $17 per hour, their salaries were immediately topped up.” Last Saturday, The VOICE had report-

ed that Surrey-Newton riding’s Liberal candidate Sukh Dhaliwal, a former MP, and Conservative candidate Harpreet Singh had lashed out at the NDP for the Craigslist ad placed by Burnaby-based Express Employment Professionals that offered merely $13 per hour while the party was paying $17 an hour for its English-speaking canvassers. Kasimir Tyabji charged by Calgary Police after drug bust; media say he’s probably former MLA Judi Tyabji’s son CALGARY Police on Thursday announced that Kasimir Tyabji, 27, of Calgary was arrested and charged with one count of importing a controlled substance after a drug bust. He remains in custody and is scheduled to next appear in court on August 17. Media reports suggest that he is probably the son of former MLA Judi Tyabji who married former B.C. Leader of the Opposition Gordon Wilson. Global BC got a photo of the accused from his Instagram account, which also included photos of himself with Judi Tyabji. CBC reported that Wilson told them that neither he nor his wife would be commenting on the arrest. I n t e r e s t i n g l y , namesdatabase.com lists one “Kasimir Tora Tyabji Sandana.

did have a son named Kasimir, but lost custody of her three children in 1994 to her ex-husband Kim Sandana.” Calgary Police said in a press release that on July 14, a Border Services Officer at the Canadian Border Services Agency’s Vancouver International Mail Centre intercepted a parcel declared as a “muffler” that was destined for a Calgary resident. As the officer was conducting an examination of the parcel, an unknown white powder was found and the officer suspected it to be fentanyl. The officer sent a sample of the unknown substance to the CBSA Laboratory, which confirmed her suspicion and CBSA engaged the support of the RCMP to further the investiga-

tion. The RCMP then began working with Calgary Police Service and on July 22, a warrant was executed on a Calgary residence in the 2400 block of 14 Street S.W., resulting in one arrest. Through the investigation, 122 grams of fentanyl was seized with an estimated value of $348,000. Calgary Police said that the fentanyl seizure is one of many that have occurred in 2015. So far this year, They have had 34 incidents involving fentanyl seizures. This compares to only 12 Calgary Police incidents in which fentanyl was located during 2014. “The increase in demand and resulting increase in availability of this toxic drug within our community is greatly concerning,” said Staff-Sgt. Martin

Schiavetta of the CPS Drug Unit. “We are now seeing this extremely harmful drug being used in combination with other drugs, such as heroin, caffeine and xylazine.” Tragically, fatalities associated with fentanyl use are also increasing. In Alberta, from January 1 through June 30, there were 145 deaths in which fentanyl was detected and implicated. Forty-five of those deaths were in Alberta Health Services’ Calgary Zone. Brad Vis chosen as Conservative candidate for Mission-Matsqui-Fraser Canyon from where Liv Grewal was rejected BRAD Vis, 31, a former advisor to Abbotsford MP Ed Fast, is the Conservative candidate for Mission-Matsqui-Fraser Canyon from where Liv Grewal, son of former MP Gurmant Grewal and incumbent MP Nina Grewal, was rejected last month. Sources in Ottawa said Vis was nominated on Saturday at a meeting where Defence Minister and Minister for Multiculturalism Jason Kenney was present. According to past media reports, Vis is currently working to develop a new agri-centre in the riding to support local farmers and

Secretariats have been set up in villages to help solve people’s day-to-day problems. ON Tuesday, Khattar announced his state’s new industrial policy titled ‘Enterprises Promotion Policy 2015’ which envisages doing business with ease and enhancing competitiveness, and lays special focus on manufactur-

ing and services enterprises with emphasis on balanced regional growth and Micro, Small and Medium Enterprises (MSMEs). The new policy aims at attracting investment of over Rs.1,000 billion [Rs. one lakh crore], create 400,000 jobs and accelerate economic growth to more than eight per cent. Khattar said the new policy will catalyze Haryana’s position as a pre-eminent investment destination and facilitate balanced regional and sustainable development supported by a dynamic governance system and wide scale adoption of innovation and technology. It will also lay emphasis on skill development for nurturing entrepreneurship and generating employment opportunities. He said that the new policy would make doing business hassle-free

through a new industrial regime by automatic approval and decentralization in Haryana. There will be a two-tier system for project clearances. A Haryana Enterprise Promotion Board (HEPB) will be created. The board will have a governing council headed by the Chief Minister for overseeing time-bound clearances, sanctioning special packages for mega projects and clearing further policy initiatives. A system of online clearances will be put in place by creating an e-biz Haryana portal starting from October 1. Eighty-five services under Right to Service(s) Act have been notified under the revised Industrial Promotion Act for making a provision of deemed clearances and 36 services are proposed to be notified. The government has identified 68 most criti-

cal services for industries which will go online on eBiz portal by December 31. Khattar said that a FINE (Financial Incentives and No Enhancements) Scheme would make industries competitive wherein steps would be taken to reduce the cost of doing business. The fiscal incentives would include VAT refund, stamp duty refund, interest subvention, power tariff rebate, etc., amounting to Rs.10 billion [Rs.1000 crore], and a fund of Rs.10 billion for collateral free loans for MSMEs. Among a raft of other things, the state government will set up a Skill Development University in collaboration with Union Ministry of Skill Development, skill development programs through identified training providers using existing infrastructure of government institutes

The new policy proposes the creation of an ‘Innovation Campus’ at a cost of Rs.40 million [Rs.4 crore] and operational expenditure support of Rs.10 million [Rs.1 crore] for three years along with the creation of an additional seven incubation centers at the cost of Rs.3 milion [Rs.30 lakh] each in seven universities in Haryana. The new policy proposes to set up an Application Development Center with an initial capital expenditure of Rs.40 million [Rs.4 crore] and an operational expenditure support of Rs.10 million [Rs.1 crore] for three years. Rural BPOs [Business Process Outsourcing] centers will be set up in university towns like Rohtak, Hisar, Kurukshetra, Sonipat and Sirsa where appropriate skill development training will also be provided to rural / urban youth. The new policy envisages connecting 6,000 villages with a broadband speed of 100 mbps with 99.9 per cent reliability. The state has been divided into four categories of development blocks for incentive support. For the benefit of existing industrial units and to minimize pending litigations, all the departments especially Excise and Taxation, Industries, Labour, Environment and Power, will bring out-of-court settlement schemes within a period of three months. All the policy proposals will have to be notified by the departments concerned in one month from the date of release of this policy. All the new schemes proposed in the policy will have to be formulated within a time frame of three months from the date of release of this policy. The online platform for project clearances will go online by December 31. Under the Saur Urja Nivesh, solar parks will be set up by Haryana's Industry authority HSIIDC and power utilities on panchayat lands. The power generated by them will be purchased by the utilities. South Asian men show greatest decline in heart health rates over past decade in Ontario Prevalence of diabetes doubled among South Asian men SOUTH Asian men as well as black women and men in Ontario today face levels of heart disease risk factors that are much higher than 10 years ago. A new study from the Institute for Clinical Evaluative Sciences (ICES) shows dramatic increases in the rates of particular risk factors for these groups including diabetes, high blood pressure and obesity. The study, published on Monday in the journal BMJ Open, is the first in Canada to examine ethnic-specific cardiovascular risk factor trends over time. “Our findings suggest that cardiovascular risk factor profiles are worsening at different rates for different ethnic groups, and with more than a decade’s worth of data, we are able to show for the first time that general trends don’t apply to all ethnic groups,” said Dr. Maria Chiu, lead author of the study and a scientist at ICES. The study found that in the 12-year period from 2001 to 2012, rates of diabetes doubled among South Asian men and nearly doubled among black women. And although obesity rates increased across all ethnic groups and sexes, the largest increase was observed for Chinese men, whose rate more than doubled. Chiu and her ICES col-

leagues identified 219,276 adult respondents (205,326 white, 5,620 South Asian, 4,368 Chinese, and 3,962 black) to the Canadian Community Health Survey from 2001 to 2012 and examined their self-reported measures of cardiovascular risk factors, including current smoking, diabetes, high blood pressure and obesity (having a body mass index of 30 or more). “We cannot ignore the effect of socioeconomic factors, since we know that low income is closely related to poorer health,” says Chiu. “For example, we noted increasingly poor diets among ethnic minority groups, and the ethnic minority groups we studied reported household incomes that were on average $10,000 to $30,000 lower than those of the white group. We also see this income gap increasing for certain ethnic groups.” The findings of the study by Maria Chiu, Laura C. Maclagan, Jack V. Tu, and Baiju R. Shah included: * The prevalence of diabetes doubled among South Asian

men (from 6.7 per cent to 15.2 per cent) and black women (from 6.3 per cent to 12.2 per cent). * In general, black women were most likely to be obese and less likely to consume fruits and vegetables regularly; they were also among those reporting the highest levels of psychosocial stress, the largest increase in high blood pressure rates, and one of the only groups that saw increases in smoking rates. * Obesity is on the rise for all groups, particularly for Chinese men whose rate of obesity more than doubled from 2.8 per cent to 5.9 per cent. * The proportion of South Asian men with inadequate consumption of fruits and vegetables increased significantly in 12 years, suggesting a progressively poorer diet. * White men had the highest rates of smoking, but smoking rates have been declining for most groups except black women and Chinese men. “These risk factors—obesity, physical inactivity and poor diet—are important to monitor, not only for good heart health but also for preventing cancer, stroke, dementia and other major diseases. Awareness of ethnic-specific trends provides an opportunity for us to identify high-

Pakistani Canadians look forward to celebrate Pakistan Day in a big, positive way on Sunday BY INDIRA PRAHST Vancouver sociologist DR. Muhammad Tariq, Pakistani Consul General in Vancouver, told The VOICE that Pakistan Day that falls on August 14 “is an opportunity to highlight positive aspects of Pakistan and to convey to the world that Pakistan is one of the most beautiful countries in the world.� And the Pakistani Canadian community of the Lower Mainland has planned to celebrate it in a big way this Sunday (August 16) at Surrey’s Holland Park with a host of fun activities including musical performances where the star will be singer Shehzad Roy, who has performed with Guns N' Roses and who as a social worker and humanitarian is considered to be an outstanding role model for youth. Dr. Tariq in his interview with me spoke on a range of topics. I also spoke with Laila Rana of the Pakistani Youth Council, one of the organizers of the Pakistan Day Celebration, about the event. Here is the interview with Dr. Tariq: PRAHST: There is a lot

PRAHST: It seems that the Consulate General of Pakistan is playing a really active role this year. Is this new or ongoing? DR. TARIQ: The Consulate General of Pakistan since its establishment in 2007 has been quite active. The first Consul General of Pakistan initiated this process to introduce Pakistan and to make it positive. ‌ So far we have had three festivals and so this is the fourth

one. It is an ongoing process and we continue to improve on the efforts made by the first Consul General. PRAHST: There has been quite a movement by youth, scholars and others to illuminate Pakistan’s beautiful art, nature and poetry. DR. TARIQ: I think when you look at the cultural heritage of Pakistan, you have to think of great poets and writers. You might be aware of Abdur Rahman Baba, a Pashtun

poet from Peshawar ‌ all have conveyed peace and humanity to the world. If you just look at our rich and positive cultural heritage, it is very unfair to look at Pakistan from the perspective of the few people (negative media portrayals). We have a long tradition of peace, a long tradition of creating understanding between diverse people, and we are proud of that. The Pakistan Day Celebration in Surrey will create a positive image not only for their own community, but for Canadians of different ethnic backgrounds, too.

PRAHST: What has been your involvement in this event? RANA: I have been involved since its inception (four years ago). I am involved in the volunteer sector, and every year we engage youth for the Pakistan Day event because it is such a large scale event. Some 50 volunteers help make this event a success and it is a big part of getting the youth involved.

PRAHST: Do you have any future projects that will involve Pakistani culture and the community here? DR. TARIQ: Definitely. ... My personal endeavor would be to engage with scholars, artists and others to let people know about Pakistan’s cultural heritage. We are also thinking about having a competition of Pakistani art ... to create awareness about art and artists from Pakistan. We also have some other activities on which we have to work.

PRAHST: Any challenges? RANA: When I was an undergrad at Simon Fraser University, a lot of the people I grew up with also

ended up taking Middle Eastern studies and international politics. I took a lot of courses also in religion ... because people would often be asking ‘Why is this happening in Pakistan? What does it mean to be Pakistani? Why are you Muslim?’ So I feel that there is a lot of pressure on youth to come forward and be able to have answers which I do not think is fair for those youth. It is not fair to have to speak for a culture or a religion, but it is a situation youth are confronted with living in Canada now. With all the racism, discrimination and Islamophobia, a lot of youth have taken it upon themselves to counter misperceptions and obviously the Pakistan Day festival is a way to counter these myths and engage people in a different way in our culture and our faith and how we are as a community.

His album was quite famous being a social-political album. This was a way to get youth to start asking questions about issues in our country. He is a social worker and a humanitarian worker. He also has an organization that focuses on education in Pakistan, and has

South Asian truck driving school owners in California bribed government employees to issue commercial truck and bus licences, say U.S. feds MORE than 100 commercial driver’s licences (CDLs) are believed to have been issued illegally in California because South Asian truck driving school owners bribed state Department of Motor Vehicles employees, say U.S. federal authorities. “This scheme enabled unqualified drivers to obtain licenses to operate all types of commercial vehicles,” said Tatum King, acting special agent in charge for Homeland Security Investigations (HSI) in San Francisco. “The implications of putting untrained drivers behind the wheel in such cases is frankly chilling.” Two defendants, including a

truck, such as an 18-wheel cargo truck, applicants must pass both a written test, which is offered in many DMV locations including Sacramento, and a behind-the-wheel test that is offered in a limited number of DMV locations including Salinas. These charges announced are the result of investigations conducted by the Federal Bureau of Investigation, Homeland Security Investigations (HSI), and DMV Investigations which originated separately, but which combined in the course of the investigation. The indictment charges three conspiracies: * The first began in approximately June 2011 and involved Kimura, Peter Singh, and Gill, who conspired with Klem and Sodhi Singh to obtain Class A CDLs for individuals who had not taken or passed the necessary DMV examinations in return for the payment of money to employees of the DMV (bribery), and to produce identification documents without lawful authority (ID fraud). The indictment alleges that Kimura was a Licensing Registration Examiner who worked in the DMV’s office in Sacramento. He processed applications for Class A and Class B commercial and Class C non commercial driver’s * licenses. Peter Singh owned and operated a truck driving school in Sacramento and acted as a broker to assist individuals in obtaining Class A, Class B, and Class C driver’s licenses. Four more persons, including two other DMV employees, were charged in a 17 count indictment. According to court documents, between June 2011 and March 2015, three owners of truck driving schools acted as brokers who accepted money from individuals who wanted Class A CDL without having to take and pass the required written and behindthe-wheel driving tests. brokers used the money to bribe DMV employees to access the DMV’s computer database to submit false information that the individuals had passed the tests. This resulted in the DMV issuing official driver’s licenses to individuals who were not qualified to receive such licenses. Emma Klem, 45, of Salinas, a DMV employee who worked in a Salinas DMV branch, and trucking school owner Kulwinder Dosanjh Singh, aka Sodhi Singh, 58, of Turlock, were charged earlier in separate criminal pleadings and entered guilty pleas this morning to conspiracy to commit

bribery and to commit identity fraud. The indictment, returned Thursday and unsealed Friday last week, charges trucking school owners Pavitar Dosangh Singh, aka Peter Singh, 55, of Sacramento; and Mangal Gill, 55, of San Ramon; and DMV examiners Andrew Kimura, 30, of Sacramento; and Robert Turchin, 65, of Salinas, with conspiracy, bribery, and fraud in connection with identification documents. The indictment specifically references the involvement of Klem and Sodhi Singh. In order to obtain a Class A CDL to operate a commercial

desired to obtain Class A or Class B CDLs without taking the requisite DMV examinations. He paid Turchin and Klem and other DMV employees to alter DMV records so that Class A and Class B CDLs would be issued to individuals who were not qualified to receive such licenses. * According to the indictment, the third conspiracy began in April 2013 and continued until July 2015 in Sacramento. It is alleged that Peter Singh paid money to Kimura to access the DMV’s computer database and alter individuals’ electronic DMV records to fraudulently and incorrectly indicate that applicants had passed examinations for Class C licenses, had passed the written examination for Class A CDLs, or had fulfilled the requirements for a Class A or Class B CDL renewal. These incorrect and fraudulent entries in the DMV database caused the DMV to issue licenses to unqualified individuals. As part of the guilty pleas entered Tuesday, Sodhi Singh admitted accepting money to bribe DMV employees to obtain CDLs for individuals, and DMV employee Emma Klem admitting changing DMV data to indicate that those individuals had passed behind-the-wheel tests, when in fact they had never appeared to take the test. Court documents indicate that the number of CDLs issued as a result of the scheme could number over 100. The investigation is continuing. DMV has already cancelled or revoked a number of licenses that appear to have been fraudulently procured, and will be reviewing the evidence to determine what additional actions may be appropriate. Klem and Sodhi Singh are scheduled to be sentenced on November 17. They face a maximum statutory penalty of five years in prison and a $250,000 fine for each count. Peter Singh and Andrew Kimura were arraigned on August 7, and entered pleas of not guilty. Turchin and Gill are scheduled to be arraigned on Friday, August 14. If convicted, the defendants face a maximum statutory penalty of five years in prison and a $250,000 fine for each count. Any sentence, however, would be determined at the discretion of the court after consideration of any applicable statutory factors and the Federal Sentencing Guidelines, which take into account a number of variables. The charges are only allegations; the defendant is presumed innocent until and unless proven guilty beyond a reasonable doubt.

these crashes tell police: “I didn’t see the motorcycle,” or “I thought I had more time to make the turn before they came through the intersection.” It’s true that it can be hard to tell how fast a motorcycle is travelling as they approach an intersection. That’s why drivers should always be ready to yield the right-of-way to motorcyclists when turning left. It only takes a few more seconds to check for riders in oncoming traffic so take the time. It’s especially important to watch carefully for them at night and dusk, in bad weather and in heavy traffic when they’re less visible. As a driver, you can do a few more things to reduce the risks for riders on our roads. Give a lot of space when passing a motorcycle and allow at least three seconds of following distance when driving behind one.

Communication is also key, so use your signals to show your intentions and make eye contact whenever possible, to let motorcyclists know that you’ve seen them. Regardless of who is to blame for a crash, the reality is that motorcycle riders are more prone to serious injuries compared to drivers who are protected by their

vehicle. That’s why drivers need to do their part to keep riders safe. Riders also need to do their part by being aware of the risks of the road, obeying traffic laws and protecting themselves from serious injuries by wearing safety gear. There are many riders who forgo wearing their riding gear during the summer, especially on shorter trips. Landing on pavement at any speed while wearing jeans and runners provides zero protection. That’s why we’re urging motorcycle riders and their passengers to wear ‘all the gear, all the time,’

Fiji is an island group located in the South Pacific Ocean, about twothirds of the way from Hawaii to New Zealand. Trade between North America and Fiji has been picking up recently with Fiji now exporting close to US$184 million worth of goods into the United States and around US$5 million into Canada. Fiji is actively seeking foreign investment in agricultural and livestock production, dairy, agroprocessing, renewable

energy, information / communication / technology, manufacturing, infrastructure and various other areas. To attract foreign investment into Fiji, the Fijian government is offering foreign investors a range of investment incentives, including 5-20 years of tax holiday’s for eligible investments in certain industries. Fiji PM Josaia Bainimarama and wife Maria attend Fiji Day Canada Celebrations FIJI Prime Minister Josaia Voreqe “Frank” Bainimarama and his wife, Maria, were guests of honor at the Fiji Day Canada Celebrations 2015 at Surrey’s Newton Athletic Park last weekend. They were warmly greeted by thousands of Fijian expats with a traditional Fijian warrior ritual ceremony. A local First Nations representative also gave the Prime Minister a tradition-

al welcome. The Bainimaramas were then welcomed with a traditional Fijian Kava ceremony by a group of Fiji warriors. The twoday celebration included a Fiji soccer league tournament and cultural events. Surrey MLAs Sue Hammell, Bruce Ralston, Harry Bains and Marvin Hunt and Surrey MP Jinny Sims were among those who welcomed the Bainimaramas.

ONTARIO has nominated international human rights law expert Renu Mandhane for appointment as the next chief commissioner of the Ontario Human Rights Commission, subject to review by the Standing Committee on Government Agencies. Mandhane is executive director of the International Human Rights Program at the University of Toronto, Faculty of Law, including its award-winning legal clinic. Prior to joining the University of Toronto in 2008, Mandhane was a practising criminal lawyer, representing survivors of domestic and sexual violence and federally-sentenced prisoners. A long-time advocate for the advancement of women's human rights, Mandhane is a member of the Canada Committee of Human Rights Watch, and is an active advisor to PEN International. Pending review by the Standing Committee on Government Agencies, Mandhane will

take over the role of chief commissioner from interim chief Ruth Goba in fall 2015. Previously, the position was held by Barbara Hall, who retired from the post in February 2015 after nearly 10 years of service. Mandhane holds a Juris Doctor from the University of Toronto, a Master of Laws from New York University and a Bachelor of Arts degree from Queen’s University. The Ontario Human Rights Commission was established in 1961 to administer the Ontario Human Rights Code. Its mandate includes developing public policy on human rights, conducting public inquires and promoting a culture of human rights in the province. The commission also has the power to monitor and report on anything related to the state of human rights in Ontario. Ontario Premier Kathleen Wynne said: “I want to extend my congratulations to Renu Mandhane on her nomination as Ontario’s new Human Rights Commissioner. As a long-time advocate for human rights with a focus on advancing women’s rights, we are fortunate that someone so passionate and experienced will lead the important work done by the Ontario Human Rights Commission. Firearms located in two of three stolen vehicles seized by Surrey RCMP over 2.5-hour period THE Surrey RCMP arrested three people in three separate cases involving stolen vehicles over a 2.5-hour period on August 6. Firearms were located in two of the vehicles. * 6:30 p.m.: The Surrey RCMP Auto Crime Target Team (ACTT) followed a prolific auto thief in a stolen Acura Integra to 108th Avenue and 148th Street where he was arrested. A search of the vehicle yielded two guns along with a variety of evidence known to be used in criminal activity. As a result, charges forwarded by ACTT included possession of firearms

among other property crime-related charges. * 7:55 p.m. : a Police Dog Service (PDS) team spotted a stolen Audi A4 and informed patrol officers about the direction the suspect vehicle was headed. Officers used a spike belt to deflate the tires and slow the vehicle. Despite the deflated tires, the driver attempted to escape but couldn’t keep control of his vehicle and crashed into a light post near 80th Avenue and 168th Street. During the arrest, officers noticed the male attempting to conceal something under the seat. A search of the car locat-

ed a loaded handgun. In addition to the outstanding warrants the male had, he was held in custody facing new charges, including possession of a firearm, and dangerous operation of a motor vehicle. “Failing to stop for police presents a high risk to the public and officers. The spike belt is an excellent tool available to police officers. It can cause a vehicle’s tires to become deflated which in turn may disable the vehicle completely or slow it down to reduce the risk to the public and police,” says Cpl. Forum Poll: NDP maintain solid lead, headed for slim minority BC: NDP – 38%, Conservatives – 27%, Liberals - 29% IN a random sampling of public opinion taken by the Forum Poll among 1392 Canadian voters, just more than one third will vote NDP in the coming federal election (34%), while just more than a quarter will vote Conservative (28%) or Liberal (27%). Few will vote Green (4%) or Bloc Quebecois (6%) or for anyone else (1%). These findings stand in contrast to last week, immediately after the election was called, when as many as 4-in-10 were prepared to vote NDP (39%) and just one quarter were voting Liberal (25%). The Conservative vote has not changed since then (August 2 - 28%). If these results are projected up to the new 338-seat House of Commons, the NDP would take 125 seats to 120 seats for the Conservatives. The Liberals would capture 89 seats, the Bloc would seat 3 members and the Greens would retain their single seat. NDP Leader Tom Mulcair at 28% has a slight lead as to who would make the best Prime Minister as

Trudeau says a Liberal government will have merit-based appointment process for Senate CANADIANS deserve an open, transparent government that will focus on their real priorities – economic growth that works for everyone, said Liberal Leader Justin Trudeau in Montreal on Tuesday. “As the Mike Duffy trial resumes [Wednesday] – and after a decade of Stephen Harper – Canadians’ faith in government has never been lower. After promising reform, the Conservatives have delivered the

most centralized, self-serving government in Canadian history,” said Trudeau. “Only Liberals have a plan for real change that will restore trust in our democracy, and ensure an open and transparent government.” A Liberal government will bring real change to the Senate. While Prime Minister Stephen Harper and NDP Leader Tom Mulcair have cynically proposed solutions they know are unworkable, Liberals have a credi-

ble plan that ends partisanship and patronage in the Senate and that creates a merit-based appointment process, he said. His plan will give Canadians a voice in Ottawa by ensuring more free votes and giving greater independence to parliamentary committees. Liberals will also make government information open by default to all Canadians, eliminate the fees associated with Access to Information requests,

Lift the Burden to lobby for changes to Canadian record suspension policy FOUR million Canadians have a criminal record, hindering their ability to find employment, travel, or even just coach their kids’ soccer games. Lift the Burden, a new advocacy campaign launched by Pardon Services Canada, aims to help erase the stigma of a past criminal record

and advocate for legislative amendments to make record suspensions (formerly called pardons) fair, affordable and accessible to all Canadians. For nearly 30 years, Canadians with a past criminal record, who were deemed by the Parole Board of Canada to have demonstrated good

conduct since the completion of their sentence, could apply for a record suspension for free. This allowed them to gain employment, volunteer and ultimately put their past behind them. While those benefits still exist today, recent amendments to the Criminal Records Act

have made it significantly more difficult for ordinary Canadians to receive a record suspension. Eligibility wait times increased from three years to five years for summary offences, and doubled from five years to 10 years for indictable offences. At the same time, Parole

Board application fees increased more than tenfold from $50 to $631 over a period of two years. Skyrocketing fees and wait times stand as significant barriers for everyday Canadians to access record suspensions—a tool that has proven to be effective in making our communities safer and enabling past offenders to reintegrate into society. Since 1970, more than 400,000 Canadians have received record suspensions. Of those people, 96% have not reoffended, which confirms that this system works. Lift the Burden is advocating for two key policy amendments: 1. They want the cost to apply for a record suspension at the Parole Board of Canada to be free. For more than 40 years, record suspensions have proven to be a key tool in reducing crime, increasing employment and eliminating recidivism. They believe government should support the system as a societal benefit, as was the case from 1970 to 1997. 2. They want eligibility wait periods to be rolled back from five years to three years for summary offences and from 10 years to five years for indictable offences. Since its implementation in 2012, the unintended consequences of this amendment have become clear. A 19-year-old university student with a marijuana possession charge would be ineligible to apply for a record suspension for five years after the completion of her sentence. Her record will severely limit her opportunities to find employment after graduation and reach her full potential. “One in 8 Canadians has a criminal record—that’s over 4 million people with typically minor offences whose opportunities to work, travel and volunteer are limited. We believe that a record suspension is the last—but crucial—step in a fair and smart justice system. That’s why we’re working to help lift the burden of these deserving Canadians by advocating for timely and affordable access to record suspensions,” said Azmairnin Jadavji, President and CEO, Pardon Services Canada. “Camp Courage” for Youth The Richmond RCMP, Richmond Fire-Rescue, and the City of Richmond are teaming up to deliver one-day camps this summer that will afford children the opportunity to find out what it’s like to be a police officer and firefighter. A new and innovative alternative to traditional taxi service

FIVE years ago, Uber was a start-up technology company beta-testing its ‘Uber mobile app’ in its home city of San Francisco. The basic idea was to match smartphone users with drivers: press a button on your mobile phone, order “a drive�, track its approach—usually relatively quickly—and pay automatic credit card deduction. A year later, Uber launched officially in San Francisco, and then, starting in May 2011, expanded every month thereafter into a new US city. Overseas expansion followed rapidly. By May 2015, Uber was operating in 300 cities in 58 countries, had fundraised $44.5 million and, in attempting to raise $1.5 billion, been valued, albeit unofficially at $50 billion. But it hasn’t all been ‘smooth sailing’. Indeed,

if the world could be united in one thing, ‘stopping Uber’ might be the mission. Taxi companies, taxi drivers, and local government leaders and activists have taken to the streets and the courts on every continent saying Uber competes unfairly, doesn’t pay licensing fees or business taxes, and endangers passengers by using untrained, unlicensed and uninsured drivers perpetually distracted by incoming smartphone calls for business. In the midst of this ongoing challenge, however, a study by two business professors at Philadelphia’s Temple University—Brad Greenwood and Sunil Wattal—has quietly offered Uber safety credits for reducing impaired driving fatalities in California cities where the service is offered. Based on data from 2009 to 2014, the study suggests that the availability of UberX—‘the low-cost Uber’— decreased impaired driving fatalities by 3.6% to 5.6%. Speculation is that because Uber is often cheaper and more easily and promptly accessible than regular taxi services, more people are calling Uber for their drive home after consuming alcohol. The Greenwood/Wattal

study also shows that Uber’s surge pricing model, which generally increases prices on weekends, has resulted in no decrease in weekend impaired driving fatality rates. (Uber has a patent pending on an algorithm that during times of increased rider demand increases prices to ‘surge’ levels to attract more drivers and also to reduce demand.). Extrapolated nationally, these tentative study results hold the potential for support Uber-like services to save 500 lives every year from the continuing serious impact of impaired driving, currently suggested by some studies at 13,000 fatalities per year in the US. Critics like Carolyn Bauer, the head of the Vancouver Taxi Association point to the 54 percent drop in impaired driving fatalities from 2010 to 2014 resulting from tougher penalties and better enforcement, and not from Uber availability, Vancouver (along with Calgary) thus far having successfully resisted Uber. Ms. Bauer was quoted as saying, “[Taxi drivers across Canada] pay their dues here and insurance is not cheap, so is it fair for someone to come and not be on a level playing field?� Professor Mark Wexler of
