ulare is a thriving community nestled within the heart of Central California’s San Joaquin Valley. The area offers many modern conveniences to accommodate its growing base of residents and businesses, and also works hard to preserve its strong historical roots. The city has a unique heritage dating back hundreds of years, when the Native American Yokuts initially occupied the valley. Conservative estimates place the Yokuts’ population around 18,000 in 1770. This number included approximately 60 ethnically and linguistically separate tribes, who made their home around Tulare Lake and the Kaweah River. But, as American settlers began moving further west, the Yokuts were gradually displaced from their land, with only a small number left at the time of Tulare’s creation.

Transportation served as the driving force behind the founding of Tulare. The Southern Pacific Railroad chose to establish its San Joaquin Valley headquarters in the area in 1872 – giving the new settlement its name, Tulare, because of the many “tules” (Spanish for bulrushes) growing in the area’s marshy lowlands and along the shores of its lakes. The railroad depot and related buildings were erected and quickly joined by additional businesses and new residents. Virtually overnight, Tulare became the bustling center of the valley’s railroad activity.

The young Tulare faced its share of difficulties, with three devastating fires consuming the town in its first 14 years. The community overcame these hardships and was officially incorporated as a city in 1888. In 1891, Southern Pacific chose to relocate its valley headquarters to Bakersfield, prompting Tulare residents to turn to a new source of economic income – agriculture. With a need for an ample water supply to support the new industry, residents organized the Tulare Irrigation District in order to construct a canal system between the city and the Sierra Nevada Mountains. Agriculture continues to be the area’s leading industry, with more than 250 commercial crops being produced in Tulare County each year. As a result of this booming economic generator, Tulare and its surrounding area is widely regarded as the “Agricultural Center of the World.” Tulare continues to grow and diversify with each coming year. Approximately 60,000 residents currently call Tulare home, enjoying an excellent quality of life characterized by outstanding schools and a hospital, rich cultural and entertainment outlets, attractive parks, a charming downtown and much more. As the city grows, community leaders continue to invest in its future – all the while maintaining the small-town atmosphere so many have come to cherish.

ocation is among Tulare’s greatest assets. The city’s position in the heart of Central California’s San Joaquin Valley affords it ready access to several major arterial highways. SR 99 (Pearl Harbor Survivors Memorial Highway) travels north-south through Tulare, while SR 137 (Inyo Ave./Tulare Ave./Tulare Lindsay Highway) winds eastwest. SR 63 (Mooney Blvd.) begins just east of Tulare, at SR 137, traveling north

until it bisects with SR 198 in Visalia. In addition, Interstate 5 – a significant northsouth highway in California – is situated approximately one hour west of Tulare. Affordable and convenient public transit service is available through both the City of Tulare and Tulare County. The city operates the Tulare InterModal Express (TIME), which offers dial-a-ride service and seven fixed bus routes, including one

that connects to the Visalia Transit Center. Tulare County Area Transit (TCaT) supplies two routes in Tulare – Route 20, which stops at the Tulare Transit Center, and Route 40, with a stop at Highway 137 & Mooney Blvd. TCaT also offers deviated fixed-route service for special needs riders, as well as a dial-a-ride option. Greyhound operates a station in Tulare, across the street from the transit center.

The city is situated on the Union Pacific main line, a great benefit to industry in the area. For passenger rail service, Amtrak offers service along the San Joaquin line at nearby stations in Corcoran and Hanford (both within 30 minutes of Tulare). This route runs between the San Francisco Bay Area/Sacramento and Bakersfield/Southern California. Four ports (Stockton, Los Angeles, Sacramento and San Francisco) are reachable within 200 miles of Tulare, while several airports are close by, offering a range of general aviation and commercial air services. The City of Tulare operates a general aviation municipal airport at Mefford Field. The City of Visalia Municipal Airport also offers general aviation, along with commercial service to Los Angeles and Las Vegas via Great Lakes Airlines. Expanded passenger service is available at Fresno Yosemite International Airport (50 miles north of Tulare) and Meadows Field Airport in Bakersfield (a 60-mile drive south).

any factors contribute to Tulare’s growing business community. The city offers a central location with efficient highway and rail access, attractive real estate prices and operating costs, the availability of a dedicated workforce and local leaders who are committed to maintaining the area’s strong economic vitality.

Tulare is a business-ready community that offers a multitude of exceptional incentives for new and existing businesses. The city is part of California’s only Targeted Tax Area, a state program created to stimulate business development and employment growth. Eligible businesses in this zone can take advantage of state tax credits, an interest-free deferred payment plan,

accelerated expense deductions, a 15-year Net Operating Loss (NOL) carryover and 21-day permit fast-tracking. The city is also part of the Recycling Marketing Development Zone, which promotes market development for waste materials, and features a Foreign Trade Zone (FTZ) at U.S. Cold Storage’s 14.5acre location in the Tulare Industrial Park. Additionally, Tulare’s 35-block downtown is a designated Business Improvement District through the Tulare Improvement Program (TIP). TIP aims to enhance the heart of the city by organizing downtown promotions and events, administering the Façade Grant and Graffiti Reduction programs and investing in additional public and private improvements – among other initiatives.

As a pro-business city, Tulare hosts several exceptional business organizations that offer assistance in accessing these (and many other) valuable incentives. Among these resources are the City of Tulare’s Economic Development Department, Tulare Chamber of Commerce, Tulare Economic Development Corporation, Tulare County Workforce Investment Board and SCORE. Tulare also hosts the Business Finance Center (BFC), a Certified Development Corporation authorized to prepare three loan programs through the Small Business Administration – the 504 program, the Intermediary Relending Program (IRP) and the Revolving Loan Fund (RLF) program. griculture has been the leading economic industry in Tulare and the Central San Joaquin Valley since its earliest days. Today, Tulare and Tulare County remain at the top of agricultural production in the U.S. In fact, Tulare County is recognized as the nation’s second most productive agricultural county and boasts the highest dairy production output of any other county in the U.S.

largest and most productive single-site dairy complex in Tulare. Ruiz Foods/El Monterey is the largest manufacturer of frozen Mexican food products in the country and has two plants in Tulare County – one in Dinuba and a second in Tulare. Dreyer’s Grand Ice Cream/Haagen-Dazs has been in Tulare since 1985. Today, the Tulare plant is one of only two in the U.S. to produce HaagenDazs products.

More than 250 commercial crops are grown in Tulare County. Dairy, namely milk production, tops the list of commodities produced here. Other major products coming out of Tulare County include oranges (Navel and Valencia), grapes, cattle and calves, corn (grain and silage), pistachios, nectarines, alfalfa (hay and silage), peaches (Cling and Freestone) and almonds (meats and hulls).*

Other notable companies related to the ag industry operating in the area include Kraft USA South, Saputo Cheese USA, U.S. Cold Storage, Golden Valley Dairy Products, J.D. Heiskell & Company and Tulare Cultured Specialties.

activities and events throughout the year, most notably the World Ag Expo (the largest annual agricultural exposition in the world) and the California Antique Farm Equipment Show. The International Agri-Center also houses the Heritage Complex Building and AgVentures! Learning Center and Antique Tractor Museum, a multi-purpose, year-round agricultural learning center that pays tribute to this major industry – past, present and future. The dedication and time of more than 1,200 volunteers make the center and its programming a success year after year. SCE’S ENERGY EDUCATION CENTER-TULARE – Operated by Southern California Edison (SCE), the Energy Education Center-Tulare is an educational resource center providing information on the latest in energy management and energy efficiency. The facility in Tulare focuses on energy solutions for the agribusiness industry, offering hands-on demonstrations of new technologies, interactive displays, technical consultations and relative workshops and classes. TULARE CENTER FOR AGRICULTURE & TECHNOLOGY – College of the Sequoias (COS) has enhanced its influence on the region’s agricultural industry with Tulare Center for Agriculture and Technology. Taking the place of COS’s Agriculture Campus in Visalia, the center now furnishes some of the most advanced technology in agricultural science and agribusiness, and supplies a comprehensive agricultural-based education program. COS in Tulare opened in January of 2013; there is an 86,000square-foot general and agricultural education building, the 14,000-square-foot farm power shop/welding shop and the modern Farm Animal and Horticulture Complexes. The next addition to the Tulare Center will be the Vocational Education Building. Should this funding be approved, the building will open in 2014. Future plans for the Tulare Center include the addition of facilities to create a comprehensive college campus. Ultimately, Tulare College will be born as a second college in the Sequoias Community College District. UCCE TULARE COUNTY – Also having a presence in the area’s agribusiness sector is the University of California, Davis, which operates a cooperative extension in Tulare. All 44 school systems (and one community college) in Tulare County are supported by the Tulare County Office of Education. More than 100,000 students, along with thousands of teachers and administrators, benefit from a range of services supplied through the Office of Education, including business services, human resources, instructional and training services and special services. The area is also equipped with early childhood education and daycare centers, independent and parochial schools and a number of higher learning institutions. Cal State University; Fresno and Cal State University, Bakersfield; are both located within one hour of Tulare. Golden State Business College and San Joaquin Valley College are available next door, in Visalia. Additionally, the University of California, Davis, operates a cooperative extension in Tulare.

Part of the Tulare Joint Union High School District is the Tulare Adult School, a great resource for adults 18 and over in the community. The Tulare Adult School is a fully accredited school offering a range of programming, including office skills courses, a nursing and allied health program, culinary arts instruction, a diploma/GED program, ESL classes, opportunities for senior enrichment and academic counseling.

College of the Sequoias (COS), a two-year community college, operates a campus in neighboring Visalia, has opened a new campus in Tulare. Construction of COS’s Tulare Center for Agriculture and Technology continues over 120 acres and will be able to accommodate 20,00 students. The District passed a $60 million local bond to fund phase III of the project to house the Animal Science & Technology Complex. The last phase of the project includes the addition of a new Vocational Education Building, which will open in 2014.

The local medical community is varied and is led by Tulare Regional Medical Center (TRMC), formerly Tulare District Hospital. TRMC is a general, acute care hospital licensed for 112 beds. Its range of services includes emergency medicine, heart and vascular care, rehabilitation, laboratory and imaging, surgery and more. The hospital also features the Sleep Disorders Center, the modern Evolutions Fitness & Wellness Center and several Rural Healthcare Centers with locations throughout Fresno and Tulare counties.

The Tulare community is also home to a host of physicians, dentists, chiropractors, alternative medicine specialists and multi-specialty clinics, including the Tulare Community Health Clinic (TCHC). TCHC is a nonprofit, Federally Qualified Health Center (FQHC) offering an exhaustive list of medical and dental services, including primary care for patients of all ages, general surgery, womenâ&#x20AC;&#x2122;s health, behavioral health, wellness check-ups, immunizations and family planning programs, among many others. TCHCâ&#x20AC;&#x2122;s primary care physicians and dentists are on-call 24/7.

In order to meet the needs of its growing patient base, TRMC has invested in the construction of a new, 115,000-square-foot Medical Tower, which will offer expanded services and departments in an advanced environment. The Medical Tower is currently under construction. In addition, the design of a second, 110,000-square-foot Patient Tower was approved in March 2011.

rom one-of-a-kind museums to much-anticipated communitywide events, there is always something exciting happening in the Tulare area.

CULTURE – Glimpse into the history of Tulare at one of the community’s unique museums. The Tulare Historical Museum presents various permanent displays that reflect the city’s early days, along with rotating art exhibits. Among the notable features at the museum is a collection of military uniforms and artifacts, and tributes to hometown Olympic Gold Medalist Bob Mathias, Sim Iness and other famous locals. The local agricultural industry is highlighted at the International Agri-Center’s Heritage Complex. Included in the complex is the Antique Farm Equipment Museum, which pays tribute to past generations of farmers and dairymen and the technology and equipment they used. Another popular attraction of the complex includes AgVentures!, an interactive children’s learning center dedicated to educating students and families on agriculture in this California region.

The city hosts its own performing arts troupe, the Encore Theatre Company, which presents several highly entertaining plays and musicals each year in its theatre at 324 S. N Street. The group also offers Encore Kids, a song and dance group that provides preshow entertainment for all Encore Theatre productions and can be seen at various community events. The arts can also be felt throughout town, thanks to the efforts of the Tulare Cultural Arts Foundation. The group commissions and maintains a number of beautiful murals and statues throughout the community depicting various important events from Tulare’s past, including the importance of the Rankin Aeronautical Academy during WWII, the contributions of local Olympic heroes Bob Mathias and Sim Iness, and the life of original Native American inhabitants.

ENTERTAINMENT & EVENTS – Spectator sports are abundant in the Tulare area. Fans fill the seats at the newly renovated Recreation Park to cheer on their Visalia Rawhide – an Advanced-A, California League affiliate of the Arizona Diamondbacks. The Rawhide draw support from fans throughout the region who enjoy rooting on their hometown team during 140 regular season games. At home, Tulare’s Groppetti Automotive Thunderbowl Raceway, located on the Tulare County Fairgrounds, hosts a number of exciting regional and national motorsports events on its “lightning fast” 1/3-mile clay oval. The fairgrounds also house the Jockey Club, an 8,000-square-foot satellite wagering facility, and the annual Tulare County Fair. Held every September, the Tulare County Fair features grandstand entertainment, carnival rides and games, food and concessions, competitions and concerts on the Budweiser Stage. The County Fair isn’t the only exciting event held in Tulare. The International Agri-Center hosts a year-round calendar of agricultural and community activities. Its most wellknown event is the World Ag Expo, the largest farm equipment show in the world with 1,600 exhibitors on 2.5 million square feet of exhibit space. Held in February, the expo features free seminars covering a variety of topics, cooking demonstrations and daily

agricultural tours of local dairies, citrus groves, wineries and cold storage facilities. The International Agri-Center also presents the California Antique Farm Equipment Show each April. The show is comprised of more than 900 exhibits displaying a selection of antique farm equipment, along with an antique tractor pull, daily auctions, a BBQ steak dinner and concert. In addition to these large-scale events, Tulare also offers the Concerts in the Park series at the John Phillip Sousa Memorial Bandstand in Zumwalt Park, holiday celebrations, the annual Cars on K Car Show, the Buy Tulare First Community Expo and many others. NEARBY ATTRACTIONS – The surrounding area also hosts a collection of cultural and entertainment outlets. In neighboring Visalia, Tulare residents and visitors have access to the Tulare County Museum, the Enchanted Playhouse Theatre Company, the Fox Theatre (home to the Tulare County Symphony), the Ice House Theatre (home to the Visalia Community Players) and the ImagineU Interactive Children’s Museum. Also within a short distance is the Porterville Historical Museum, Allensworth State Historic Park (Earlimart), the Three Rivers Historical Museum and, for gamers, the Tachi Palace Hotel & Casino, located approximately 35 miles northwest of Tulare in Lemoore.

he opportunities for recreation are truly limitless in Tulare and the encompassing San Joaquin Valley region. Together, the City of Tulare and Tulare County parks and recreation departments operate more than a dozen parks and facilities in the community. Among the popular features under the city’s management include the 22-acre Elk Bayou Soccer Complex, the Tulare Rotary Skate Plaza, the Tulare Cycle Park and the four-mile-long Tulare Santa Fe Trail (a local rails-to-trails project). In addition, both the city and county offer a year-round catalog of recreation and enrichment programs for youth, teens and adults – ranging from aquatics and athletics to senior social and health services.

Approximately 30 miles from Tulare lie the Sequoia and Kings Canyon National Parks and the Inyo and Sequoia National Forests, which together total more than 1.3 million acres of preserved land and recreational activities. Within the two national parks, visitors are invited to glimpse the largest sequoia trees in the world – including the General Grant Tree and the General Sherman Tree. Guests will also find exciting water activities at Lake Success (just east of Porterville) and Lake Kaweah (north of Woodlake), and the best whitewater rafting in the region along The Kings River, which can be accessed in Kings Canyon National Park.

GOLF – Tulare and its surrounding communities offer a variety of golf courses, public and private, which are sure to challenge even the most advanced players. Locally, golfers hit the greens at Tulare Golf Course, an 18-hole course spanning 6,762 yards of play for a par 72. The course features six water hazards and elevated greens on several holes, offering an exciting game for novices and professionals alike.
