Lea County serves as the gateway to New Mexico’s Land of Enchantment, which is located on the far western edge of the Llano Estacado and represents the best of the “high desert,” famous for its blue skies and warm sunshine. In its primary location on the borderland, Lea County enjoys a truly multicultural diversity. With a heritage rich with cowboy legend, Native American legacy, ranching traditions and Hispanic culture, agricultural roots and pioneer spirit, Lea County residents are surrounded by folklore and Western mythology, as reflected in its museums and libraries. Amateur archaeologists can still find arrowheads left behind by the native people, including the Comanche and Apache Indians who once

ruled over the vast plains of the Llano Estacado. Furthermore, geology buffs can see fossils embedded in the nearby Caprock, evidence of the different levels of the ancient Permian Sea. In addition, caving enthusiasts can enjoy one of the most magnificent underground caverns in the world, just a short drive away at Carlsbad Caverns. Working cowboys still roam the range, herding cattle and mending fences. Of course, the ever-present oil wells dot the horizon, reminding us of the rich black gold that helps provide many of the amenities we enjoy in Lea County. As pump jacks slowly sway back and forth, kissing the ground and then the sky, their constant slow rhythm seems to complement the solemn stillness of the otherwise uninterrupted landscape, which yields the rich booty buried below. Although Lea County has miles and miles of open range, with endless horizons inhabited by cattle and rows of pump jacks that are mirrored by the infamous clear sky, its five cities are Meccas of activity and progressive thinking. While each city is fiercely independent and proud of its own accomplishments, all five communities work closely together to provide excellent education facilities, business opportunities, cultural events and a quality of life that is second to none. OF LEA COUNTY ot so long ago, thousands of buffalo roamed the vast grassy plains of this southwestern corner of New Mexico, the land we call Llano Estacada Staked Plains. Although many travelers passed through Lea County during the years when Europeans were exploring the New World, these brave souls were no match for the Native Americans who claimed the area as their own. From the Spanish conquerors of the 16th and 17th centuries, the Mexican rulers of the 18th century, to the Buffalo Soldiers of the post-Civil War era, to the fearless cowboys of the 19th century, all were daunted by the endless horizons of the landscape and by the skills and brilliant tactics of the native people who resisted the onslaught of these invaders. Fortunately, though, remnants of these former civilizations still remain in Lea County’s museums, folklore and anthropological digs. Much of the land is still as wild and untamed as it was when the nomadic Comanche and Apaches called it home. Arrowheads and pottery shards still lie undisturbed just below the surface of the ground, a paradise for amateur archaeologists. In fact, North America’s most ancient pre-historic human probably hunted bison and mammoth in and around Lea County at least 15,000 years ago. Both the Clovis Man and the Folsom Man left their spear points here.

Lea County’s present wealth, though, is more dependent on events that took place long before the humans made an appearance. About 250 million years ago, the Llano Estacado was submerged underwater. As this shallow, inland sea slowly evaporated, the dying sea left behind layer after layer of dead marine life, resulting in huge oil and natural gas reserves that have made Lea County one of the richest centers of natural resources in the world. Later geological changes would add an even more

important resource to the Llano Estacado: the Ogallala aquifer, a huge, underground lake of cold, pure, filtered pristine water. Although the Native Americans cleverly hid this secret source of water for many years, eventually the stubborn determination of the early pioneers led to the discovery this essential source of life. By the 1880s, Lea County had become a haven for big cattle ranchers who settled near the scattered watering holes. They were quickly followed, however, by the even more tenacious homesteaders, who learned that plentiful water existed just a few feet below ground; hence, ubiquitous windmills now dot the landscape. Many ranchers in Lea County still depend on these windmills to water their herds. While the never-ending procession of settlers brought stability and permanent encampments to the Llano Estacado, the Southwest remained a place of fiercely independent and self-sufficient people. In fact, New Mexico was not even admitted to statehood until 1912, making it the 47th state to join the Union and one of the last to relinquish its association with the wilderness frontier. Even after statehood, Lea County resisted urbanization and remains a retreat for those who crave a little elbow room and prefer the peaceful, wide open spaces reminiscent of bygone days to the smog, noise and crime of more populated areas. Today, Lea County reflects its pioneer spirit. While traditional occupations still thrive, such as farming, ranching and drilling, opportunities abound for the entrepreneur looking for a new beginning, ideal weather, friendly neighbors and the affordable cost of living that make this area a great place to live, play and work.x

ea County Regional Airport is located just outside the City of Hobbs and furnishes several daily flights to and from Albuquerque’s International Airport, Ruidoso, Carlsbad and Midland/ Odessa Texas Airport through Hobbs’ major carrier, New Mexico Airlines. Lea Regional Airport is a fully FAA equipped and serviced facility, with private aircraft tie down service 6 available from several flight service stations. Lea County welcomes its fly-in guests at a new modern airport building and service area. Lea County is also served by two additional regional Texas airport facilities: Midland/ Odessa, which is 90 minutes from Hobbs traveling south, and Lubbock north out of S Hobbs. Both of these airports offer multiple 7 airline carriers and car rental agencies.

Nevertheless, the most enjoyable way to travel to and in Lea County is by car on the excellent interstate highway systems. Lea County is served by three major east-west U.S. highways, a major north-south state highway, as well as numerous other well maintained state roads and thoroughfares. The network of routes provides easy access to nearby major markets and interstate highways.x

obbs (population 38,000) is the metropolitan center of Lea County, and remains the focal point for the arts and education for southeast New Mexico. Both of Lea County’s schools of higher education are based in Hobbs. New Mexico Junior College is a modern two-year academic and vocational college offering Associate of Arts Degrees in several categories. The University of the Southwest is a four-year college focusing on liberal arts, with both Bachelor of Arts and Bachelor of Science Degrees offered. The college now also offers a Master’s Degree in selected categories.

Hobbs is the home for the Lea County Event Center, which is the second-largest conference/convention center in the State of New Mexico. The center is a modern facility that can host large meetings and conferences, as well as indoor rodeos, tractor pulls, indoor soccer and monster truck events. This multi-purpose facility can seat 4,800 people theater-style in the main auditorium. Hobbs is the headquarters for the Llano Estacada Art Association, a member of the Lea County Commission for the Arts. These two organizations display many forms of art, painting and sculpture in the Commission’s Art Gallery, which is open to the public. If music is your cup of tea, one of New Mexico’s largest symphonies calls Hobbs home. The Southwest Symphony and the Hobbs Community Playhouse are but two of the many cultural activities that attract people from throughout the region. The area’s rich ranching history is captured in three new and exciting museums: the Western Heritage Museum and Cowboy Hall of Fame on the campus of the New Mexico Junior College, The Thelma A. Webber Southwest Heritage Room on the University of the Southwest campus and The Lea County Museum in Lovington. The museums all focus on life and times on the Llano Estacado Plains. The City of Hobbs Recreation Department recently opened a $3 million facility for area teens – a complete building with computers, games, gymnasium, climbing wall and an outside skate board area. Talented full-time facilitators supervise the building. For sports enthusiasts, Hobbs features one of the most popular and affordable public golf courses in a 200-mile radius. The challenging 18-hole Ocotillo Golf Course welcomes everyone from duffers to pros to play. On the golf course property is one of the best shaded walking and jogging trails in the state. Other sporting amenities in Hobbs include numerous public parks, several health clubs, baseball/softball fields, a paint ball combat park, shooting and archery ranges, swimming pools and water

parks, lighted tennis courts, a full-service private country club with an Olympic-size pool and an 18-hole championship-design golf course. In addition, the Martin Luther King Soccerplex includes eight soccer fields and a walking trail. The Memorial Baseball field is fully lighted for 24-hour tournaments, as well as pick-up baseball and softball games. For campers, Hobbs offers several excellent facilities with full RV hookups and flat pullthrough pads.

BUSINESS–HOBBS With the increase in building activity in the Permian Basin, the major community that is growing in both size and status is the City of Hobbs. The continued growth in the development of natural resources and the attraction of new businesses to this city, located in the high deserts of the southeastern part of New Mexico, will make this community one of the largest in the area. The quality of life and the development of amenities that bring good schools, successful businesses and recreational opportunities are on the forefront of this community agenda. The retail business community is made up of large national brand department stores and unique hometown shops. Make plans to stroll and experience the many shops found in Hobbs. ovington could be considered one of New Mexico’s first planned communities. In the spring of 1908, Robert Florence Love deeded portions of his homestead to be subdivided into lots for the formation of a town. His brother, James B. Love, seeing a need to supply basic ranch supplies only available to local families from the distant towns of Lubbock, Midland and Roswell, opened a general store in September of 1908. He became the postmaster of the new village of Lovington. By 1911, Lovington had established a phone company, public utilities, banks, a hotel, a newspaper (still in existence) and a progressive school system with one of the first high schools on the High Plains. In 1917, Lovington, with more than 600 people and the largest town in the newly formed Lea County, was the natural choice to be appointed the county seat. Little did the Love brothers know when they decided to give up the open range cowboy life and settle on the high plains of the Llano Estacado, that the community they envisioned would, 100 years later, be a thriving community of 10,000 residents.

Today, Lovington’s economy is based on farming, ranching, the oil and gas industry and an increasing dairy industry. Continuing the tradition of placing importance in education, Lovington has an excellent school system. The High School has the only state-of-the-art vision Quest Technology Center in New Mexico. Nor-Lea Hospital District, rated one of the best rural hospitals in the area, offers several multi-specialty clinics, comprehensive outpatient services, a full-service hospital, home health, hospice and home medical services. In addition, the Bill McKibben Senior Center is a modern, up-to-date facility with a variety of programs and planned events geared toward Lovington’s active senior community. One of the County’s most celebrated destinations is the Lea County Museum, located in Lovington on the town square, across the street from the courthouse. Entering one of the museum’s many buildings is like stepping back in time a century ago,when Lovington was just beginning to be a town and New Mexico was not yet a state with Southeast New Mexico still an unsettled frontier. The history and art exhibits at the museum tell stories of early ranchers, the first homesteaders and the rainbow of different ethnic and national groups who came to make their homes in Lea County.

Lovington has six public parks, the largest of which is the 80-acre Chaparral Park. It is one of the prettiest parks in Lea County and offers fishing in its 11-acre lake, playground equipment, jogging and exercise trails, tennis courts and picnic shelters. A new public swimming pool is in line to be completed in the summer of 2008. Every Fourth of July, the park hosts “The World’s Greatest Lizard Race,” an event that has gained international recognition. Each year, contestants enter over 100 lizards to see who will be the champion in this famous race. During the centennial year of 2008, the event will be a two-day affair, not only celebrating America’s birthday, but also the birth of Lovington. There are also the amenities of the Lovington Country Club and its 18-hole golf course. The Lea County Fair and Rodeo, the largest county fair in the state, takes place every August at the Lea County Fairgrounds outside of Lovington. The rodeo is a PCRA sanctioned rodeo and attracts top-ranked rodeo participants from all over the United States. Lea County is known for its championship ropers, all of whom honed their skills at this event. The first weekend in November sees crafters gather at the Lea County Fairgrounds for the Annual Arts and Crafts Fall Festival, a two-day event with over 100 vendors. For the last 18 years, Lovington has kicked off the Christmas season with the Electric Light Parade. Children and adults from all over the county come to view this beautiful nighttime celebration as it lights up Main Street. In 2007, Lovington was designated as a Main Street start-up community, which ensures that Lovington’s downtown will continue to grow and be revitalized through restoration and preservation projects. One of Lovington’s most successful preservation projects is the Pyburn House Bed and Breakfast. Originally built in 1935 for the superintendent of schools, John Pyburn, it was used as a boarding house for women teachers. Designated as a National Historical site, today it is considered one of the premier B & Bs in the state and has been showcased in Better Homes and Gardens magazine. The people of Lovington are hospitable, unpretentious, and down-to-earth, and with the city motto “Make It Happen,” the pioneer spirit that helped forge this city on the high plains still prevails.x

he site that would become Tatum, New Mexico, sat in the middle of the 1.5 millionacre Four Lakes Ranch, the largest in this part of the state. Tatum is Lea County’s northernmost town, and with a population of 800, it is the smallest. Therefore, it ideally represents rural America. Tatum has long been considered an ancient crossroads, initially used by Native Americans. After the Four Lakes Ranch began to break up, James B. Tatum homesteaded 320 acres and opened a general store. In 1909, Tatum also applied to operate a post office. After several fundraisers through dances and box suppers, the first school opened for the students.

Today, Tatum is still a crossroads and enjoys a constant stream of east-west traffic from West Texas tourists heading for the mountains of New Mexico, as well as the north-south traffic connecting Lovington, Hobbs, Eunice and Jal. Tatum has an excellent school system, which is the pride of the community and the center of civic activity. Tatum also offers many artist studios and the nostalgic Burger Barn, a local favorite gathering place.x

al is located at the southern edge of Lea County and is the southern gateway into New Mexico. The city had its beginnings in the mid 1880s, when the Cowden brothers bought a herd of cattle from San Angelo, Texas, and moved them into Monument Draw, approximately six miles northeast of the present city. The cattle were branded with the initials of the previous owner (J.A.L.) and the cattle soon came to be called the Jal cattle. The men who worked the herd were referred to as the Jal cowboys. In time, the name became synonymous with the settlement itself. When oil and gas were discovered in 1928, Jal became a thriving boomtown. With the establishment of Texas Company (later renamed “Texaco”), El Paso Natural Gas Company and The Continental Oil Company, Jal proclaimed itself the “Gas Capital” of the nation. Oil and gas are still the major industries in Jal, although ranching remains a small but significant part of the area’s economy.

Today, Jal boasts a population of 1,800. Among Jal’s special attractions is Jal Lake Park, which is the centerpiece of a 10-acre recreational oasis in the middle of the desert. The manmade lake, when viewed from the air, actually spells out the name of the city (Jal) and resembles the cattle brand which inspired the city’s name. Jal Lake has become an important landmark for pilots as they fly overhead, and it is periodically stocked with fish, which provides year-round fishing to the residents. The recreation area also has tennis courts, a basketball court, playground equipment, and sand volleyball. There are also picnic pavilions, barbecue pits, and RV spaces available. People from all over southern Lea County gather at Jal Lake for their annual Fourth of July celebration. Jal Lake also provides a wildlife sanctuary for a large variety of birds, including red-wing blackbirds, ducks, geese and an ever-changing population of migratory birds

including herons, pelicans, swans and seagulls. These birds have all enjoyed the welcome haven of Jal Lake. Jal also offers three other city parks to residents and visitors alike, summer access to the Jal High School indoor pool, and public use of the school’s walking track and tennis courts. The Jal Country Club has a terrific nine-hole golf course, as well as a swimming pool and game room for club members. While in Jal, visitors will want to visit the Woolworth Community Library — one of the finest libraries in the state. The library is a legacy of the Woolworth family (early homesteaders here) and serves as a combination school and public library with approximately 10,000 square feet containing more than 35,000 volumes. The collection includes audio and video tapes, magazines and newspapers. Internet access is available at nearly a dozen computer work stations located in the library, which is interconnected with other libraries in Lea County through Estacado Library Interactive Network (ELIN). The library also features a soundproof children’s area, film and lecture theater, classroom, meeting room and a fully equipped kitchen. Just off the foyer of the library is the Woolworth room, which contains furniture, photos and other items owned by members of the Woolworth family. The Senior Citizens Center contains a reading room with large-print books, an exercise room and a large room for playing games, holding meetings and serving meals. North of town is the Jal Cowboy Sculpture created and built by local artist Brian Norwood. The sculpture, which honors Jal’s ranching heritage, consists of 17 metal silhouettes of cowboys herding cattle and stretches for approximately 400 feet. The tallest figures stand more than 20 feet tall. This sculpture honors not only the ranchers who still work the land in Lea County but also the ranchers who originally settled this area.x

ounded in 1909, the city of Eunice began with the opening of a U.S. Post Office. The city’s name was chosen from a list prepared by the postmaster, John Carson. Interestingly enough, one of his daughters was named Eunice. The “84 Ranch,” a well-known ranch, was founded there in 1885. In 1910, the first schoolhouse was erected and paid for by the local homesteaders who settled here. Education was and still remains an important part of life in this community. Eunice has always been a place of community spirit. In the “old days,” the 84 Ranch Headquarters was the location for school picnics, and the Carson store was the center for musicals, community sings and all-night square dances. The discovery of oil and gas in 1929 provided the resources needed for the community. The city was incorporated in 1937.

Today, Eunice serves as a shortcut for travelers heading to the Carlsbad Caverns, Artesia, Roswell and the New Mexico mountain resort areas. Located on Highway 18, running north and south, and Highway 176, running east and west, Eunice is a city with a population of approximately 2,700. It is a closeknit, caring community that still upholds the spirit of its pioneering heritage. Visitors to Eunice will see this spirit reflected in the organizations and facilities available, including the Senior Citizens Center and its presidential award-winning public library.

CITY OF EUNICE Eunice has a friendly small town atmosphere, great schools and churches, clear skies, mild winters and a low cost of living. It is like the other Lea County communities in this respect. However, the City’s focus on improving the quality of life for its residents is what makes Eunice truly stand out. In the first quarter of 2006, the City of Eunice began an aggressive program to improve its services for the community. & AREA ATTRACTIONS obbs (population 38,000) is the metropolitan center of Lea County, and remains the focal point for the arts and education for southeast New Mexico. Both of Lea County’s schools of higher education are based in Hobbs. The New Mexico Junior College is a modern two-year academic and vocational college offering several degree programs leading to an associates of arts degree. The College of the Southwest is a four-year college that focuses on liberal arts with bachelor of arts and bachelor of science degree programs. The college now offers a master’s degree in selected categories.

Hobbs is the home of the Lea County Event Center, which is the second-largest conference/convention center in the state of New Mexico. This new, modern facility can host large meetings and conferences as well as indoor rodeos and tractor pulls. It seats 4,800 people theater-style in the main auditorium. 14

Hobbs is the headquarters for the Llano Estacado Art Association, and a member of the Lea County Commission for the Arts. The Lea County landscape offers four seasons with mild variations in the accompanying weather pattern. Residents enjoy all forms of organized sports and several sports organizations are available for all age groups, including swimming, archery, golf, hang gliding and soaring, hunting, fishing, horseback riding, jogging, bike riding, basketball, baseball, softball, t-ball, tennis, roller skating, bowling and soccer, to list a few. Sports in Lea County are only limited by your ability and imagination.

For the auto enthusiast, the local auto drag strip offers both head-to-head drag racing and timed (bracketed) drag racing. All car classes are accepted and spectators are welcomed. For off-road vehicle owners, there are plenty of opportunities to drive your vehicles. Make sure that if it is private land to get permission, though much of Lea County is either state or federal land. Organized motorcycle groups are welcomed to Lea County and

several events just for motorcycles are scheduled throughout the year. We have several motorcycle dealers in the area to take care of special problems if you have one. Water sports are another great way to experience Lea County. Most of Lea County’s water is underground in our Ogallala aquifer, and that which is on top is used to its fullest. Each community has public-operated swimming pools, several of them with a water park setting and picnic grounds close by. Again, because of the weather, swimming is a year-round activity and makes for a full summer. There are several fishing “holes” in the area, with fish stocked by the State Fish and Game Department. Fishing licenses are required for adults and teens; children under 11 can fish without a license. The early morning and evening brings out the bikers, walkers and runners. Because of the low humidity, our hot is hot but not wet, so many people take advantage of

The casino was built and designed to resemble a Las Vegas-style facility and is the first in the state to be built as a casino. ea County’s educational facilities are a source of pride for residents. Each of the five cities has one public high school, along with numerous junior high schools (middle schools), elementary schools and day care centers. Church-sponsored and supported schools of all denominations, along with private schools, are also available in Hobbs and Lovington.

Hobbs High School is considered a Leadership School and has received several national awards for “Program of Excellence.” Hobbs Municipal Schools is ranked in the top 300 school systems in the U.S. by Newsweek and participates in both the Advanced Placement and Core Knowledge Programs. All of the public schools in Lea County have DSL (digital subscriber lines), which connects them to the Internet and to ELIN, the Estacado Library Interactive Network. ELIN provides access to libraries at New Mexico Junior College and the College of the Southwest, as well as the public libraries at Hobbs, Jal and Lovington. In addition, the entire county is part of a consortium to provide interactive televised distance learning opportunities. Many of the high school seniors in Lea County graduate from high school with as many as 30 hours of college credits.

New Mexico Junior College (NMJC), a public two-year community college, serves the residents of Lea County with a traditional liberal arts and technically-applied curriculum, which grants Associate’s in Arts, Associate’s in Science and Associate’s in Applied Science degrees. NMJC also offers several specialized programs. In fact, the nursing program has received numerous accolades for its quality instruction, high standards and phenomenal graduation rate. In addition, the new Technology Training Center prepares students for professional careers in the automotive industry through a unique partnership between General Motors (GMC) and Ford Motor Company (FOMOC). A true community college, NMJC offers a variety of vocational training programs and continued educational classes for the non-traditional student. NMJC recruits student athletes from all over the world, making it a truly multicultural campus. Its low in-state tuition and campus dormitories help make it one of the most attractive educational opportunities for its 4,500 full-time students. The University of the Southwest is a private four-year liberal arts college, which bases its curriculum on Christian values and the ideals of the free enterprise system of business and government. In fact, College of the Southwest students have won several awards in the annual Students in Free Enterprise competition. With its generous financial aid package, Southwest appeals to the 500+ full-time students who seek a solid value-based education in both Bachelor’s and Master’s programs. In addition, the College of the Southwest hosts the well respected “Jack Maddox Distinguished Lecture Series,” which brings renowned speakers from all over the world to the campus and community, and adds to the cultural richness of our area. Both the University of the Southwest and New Mexico Junior College feature dynamic athletic teams, strong performing arts departments and respected academic programs accredited by the North Central Association of Colleges and Schools.

For example, Hobbs students recently ranked above the other counties in the state on their ACT and California test score results. Through a countywide consortium, all high schools in the county have access to duel-credit college credit through the Advanced Placement (AP) Program, which is another way to earn college credit through a high school program geared to higher learning.

Although the economy has benefited from the enormous wealth of the gas and oil reserves, the business community is diversified enough to be a balanced community with major stores mixed in with small individually owned shops, which provides stability against the volatile world

market place. The telecommunications business is booming, with both Windstream Telecommunications and LEACO Rural Telephone Service prepared for the new markets as Lea County continues to grow. Tourism is increasing in importance in Lea County, with several new national brand motels and restaurants building to accommodate the new casino and horse racing track. The new casino and race track will attract over 2.2 million people per year to play, be entertained and watch world-class horse racing. This is the only non-Native American-owned casino built as a Las Vegas-style casino at a New Mexico race track. Live horse racing is scheduled for the months of September through December in Hobbs. This time of the year has great weather for both the horses and spectators. There is always simulcast (televised) horse racing every day at the race track.

The day-to-day management of the county is with the county manager, who provides supervision over the various county departments and employees. CITY OF TATUM The City of Tatum has four elected City Councilmen and a Mayor who are elected at large. The Tatum Police Department has a Chief and three certified police officers. The city’s Fire Department has a Chief and 10 volunteer firemen, and operates the ambulance service for the city.

LEA COUNTY SHERIFF’S DEPARTMENT CITY OF EUNICE The City of Eunice has eight elected City Council members elected by districts and a Mayor elected citywide. The Mayor manages the day-to-day operations of the City in cooperation with a City Manager. The City of Eunice currently has a Chief and five certified police officers. A full-time Fire Chief supervises 30 volunteer firemen, along with seven volunteer certified EMTs.

The Lea County Sheriff ’s office is staffed with 44 certified deputies who are responsible for courthouse security, civil service and patrolling the unincorporated parts of Lea County. This modern Sheriff ’s Department coordinates its criminal operations and investigations with the various local law enforcement agencies. The Lea County Sheriff ’s Department has offices in Hobbs and Lovington and has resident deputies in Jal, Eunice and Tatum.

ea County’s two hospitals provide excellent medical services, which include modern emergency services and helicopter landing pads. The Lea Regional Medical Center is a 250-bed licensed facility located in Hobbs, providing medical services to local residents and guests from the region. The hospital is equipped with a staff of 530 doctors and allied medical personnel and a medical community made up of 40 physicians in various disciplines. This state-of-the-art medical facility also provides comprehensive medical care services, including traditional care such as surgery and chemotherapy; diagnostic care such as MRIs and CAT Scans; rehabilitation care such as respiratory therapy and physical therapy; and preventive care such as osteoporosis imaging and hematology. In addition, Lea Regional recently opened three new medical clinics in Lea County for convenient, efficient medical service. Prime

Hobbs and Lovington offer HUD subsidized housing for elderly residents, including those who have problems with mobility.
