Bigueñas' Trade Fair Opens the Women's Month Celebration One of the highlight of the 2019 National Women’s Month Celebration was the opening of the Women Trade Fair last March 4 at City Hall’s Parking Lot wherein different women organizations of the city exhibited their products.

The creativity and talents of women in cooking was shown as the different food from snacks to main dish were being sold. Other products like ornamental plants, fruits, vegetables, cloths and other products were also showcased.

Present in the opening program were City Mayor Juan Carlo Medina, Vice Mayor Lourdes Baquiran, Sangguniang Panlungsod members, Department and Division heads and the different women organization officers and members: Balikatan sa Vigan Inc., Balikatan sa Vigan Jr., STAC Parent’s Association of Vigan Inc., Child Development Service Parent’s Group , Kalipunan ng Liping Pilipino, Philippine National Police, Senior Citizen, Bureau of Jail Management and Penology, Women’s Association of Vigan Employees, Vigan Differently Abled Association, Barangay Health Workers, Barangay Nutrition Scholars, Rural Improvement Clubs and Child Development Workers.

In the end, the Balikatan sa Vigan Inc. won as the best organization who has the highest sales in a week while the Rural Improvement Club got the second place and STAC Parent’s Association of Vigan Inc. as third place. During the culminating program of the trade fair, Nica Marie Tejada hailed as the champion of the Videoke Challenge while Jocelyn Ragasa and Jasmin Alquiza landed as second and third placers respectively. Meanwhile, CSWD Officer Ma. Celerina Agcamaran gratifies the different women organizations and the city government for their support in the said event.

CAFC Holds its First Quarter Regular Meeting Last March 13 , the Vigan City Agriculture and fishery Council (CAFC) conducted their First Quarter Regular Meeting at Vigan Culture and Trade Center among the CAFC members and invited delegates from Bicol and Mindanao. The Philippine Council for Agriculture and Fisheries (PAFC) is the participatory arm of the Department of Agriculture together with its network the Agricultural and Fishery Councils (AFC’s) and organized at the Regional, Provincial, City and Municipal levels which established in 1987. AFC’s became an active partners in identifying issues, concerns and problems concerning to the agriculture and fishery industry and have been helping the government in making policy recommendations. The said councils were composed of sixty percent (60%) private and forty percent (40%) government organizations led by private sector

volunteers and supported by secretariat coordinator from the government, who are usually from the office of the Provincial, City anfd Municipal Agriculturist. Highlighted on the event were the development of 5 hectares Agro-Tourism and Demo Farm, PhilHealth Identification Cards for farmers and Insurance premium of farmers and fisherman. Also the Philippine Crop Insurance Corporation through Mercury Pascua discussed the PCIC Insurance Products such as Rice Crop (1981), Corn Crop (1982), Livestock (1988), High-Value (1991), Non- Crop Agricultural Asset (1996), Fisheries (2011) and credit and life term (2005). Project visitation of selected barangays of the city were held in which best practices and farm equipment and facilities were showed to the participants.

Bigueña Moves for a Cause

Last March 27, the City Government of Vigan through the SPM Janina Carine Medina-Fariñas together with the Sangguniang Kabataan, Junior Balikatan and Metro Vigan Zumba Club conducted the Juan-A Zumba Vigan 2019 in celebration of the Women’s Month at Vigan Convention Center. At exactly 5:30 in the afternoon, thousands of biguenos and even from neighboring towns participated the lively one and a half hour event. Meanwhile, SPM Farinas gratified all the participants, sponsors and people behind the success of the event. The said Zumba was a fund raising project for the under privileged women and children of the city that aims to provide financial and livelihood assistance for the betterment of their lives.

The importance of having such event like this will promotes healthy lifestyle and creates unity to others. SPM Farinas added. Special awards were also given to selected participants which was given Smart Telecommunication. Free T-shirt and water were also provided to every participants According to American Council on Exercise recommends that individuals burn three hundred calories per workout in order to promote weight loss and maintain a healthy bodyweight. Building endurance, Improve of Cardiovascular fitness, Improve of blood pressure and increase your pain threshold were some of the benefit of doing Zumba.

Vigan City Hosts LeMMCAP National Convention Vigan City, Ilocos Sur- Last March 5-8, the 19th National Convention Cum Seminar- Workshop for Agricultural Extension Managers of League of Municipal Agricultural Officers, Municipal/City Agriculturists of the Philippines Inc. (LeMMCAP) was held at Vigan Convention Center with the theme: “Facing the challenge: Mitigating Inflation through Community-Based Food Production System.” During its opening program, SPM Janina Medina-Fariñas welcomed all the delegates and participants in which she highlighted the best practices of the city in agriculture and encourages everyone to visit the different tourist spots and tang the Ilocano cuisines. LeMMCAP President Alejandro R. Mayato expresses his gratitude for letting the city to host the national event.

DA-Program Updates and Policy Directions for 2019, Community-Based Food Production Systems, Agri- Entrepreneur: Dragon Fruit Production and Post-Harvest Activities, The New Extentionist: Core Competencies for Individuals and Philippine Association of Agriculturists Membership were discussed. The National Convention Cum SeminarWorkshop for Agricultural Extension Managers is an annual gathering of the LeMMCAP members of the country in which they tackle the different issues along the agriculture of the country and create plans in addressing the said issues. It also allow the participants to share the best practices of every municipality or region. In the other side of the venue, local entrepreneurs from different regions displayed their products in which participants were able to have their souvenirs to take home.

Pregnant Women Joins the Search for Healthy Buntis 2019

The greatest characteristic of a woman is to bear a child. They say that pregnancy or gestation is the time during which one or more offspring develops inside a woman. In this stage, every pregnant women felt so blessed and thankful. To celebrate the femininity, the City Government of Vigan thought the City Health Office conducted the annual Search for Healthy Buntis last March 25 at Vigan Culture and Trade Center wherein five lovely pregnant moms competed in the said event. In the end, Mrs. Maritoni Pertudo was hailed as the 2019 Healthy Buntis also she bagged the all the special awards: Best in Casual Wear, Best in Talent, Miss Intelligence, Sweet Smile and Darling of the Crowd while Mrs. Aniceta Bernardo and Mrs. Hyacinth Macaraeg landed as the First and Second Runner up.

The winners received tokens and cash prizes while non-winners received certificates and consolation prizes. The said event aims to promote healthy and safe pregnancy as well as the importance of uplifting the physical and moral attributes of a pregnant women. Meanwhile, City Mayor Juan Carlo Medina congratulated the all the candidates and the organizers for the success of the said event. Joining the Mayor were Vice Mayor Lourdes Baquiran, SPM Janina Carine Medina-Farinas, SPM Joy Benette Orio, SPM Third Francisco Arturo Ranches, SPM John Patrick Singson, SPM Ramil Arce, SPM Dr. Kristen Benedict Figuerres, SPM Reymundo Florentino and SPM Kisses Marquisse Agdamag-Lim. Former Mayor Eva Marie S. Medina Public Service The iconic lady synonymous to Vigan and regarded as the wonder mayor of one of the seven wonder cities of the world. Vigan would not be what it is now today without the hardwork, perseverance and determination of this first lady local chief executive. She obtained her degree in Bachelor of Science Architecture at the University of Sto. Tomas, Manila. Under her administration, she focused to develop the community into a locality that takes pride on its heritage as a tool for development. Her leadership is anchored on the conservation of the cultural and natural heritage of the city. Popular confidence, support and cooperation has inspired our visionary mayor to make a difference in local governance. She is best known for her discipline, transparency, wisdom and hardwork. Because of her unmatched commitment to serve the bigueños, she is well loved by its people. An evidence of her commitment and dedication, Vigan city has been recognized not just in the country but also in the whole world. In recognition of her commitment to public service and her achievements, she was cited by the Civil Service Commission as an outstanding mayor for her action Agad-Mamamayan Muna, Hindi Mamaya Na, Most Outstanding Mayor in Region I and one of the three most outstanding local chief executive in the Philippines, and many more. Amidst her numerous achievements for the city, her countless recognitions and awards as a mayor to the Bigueno, she has never forgotten nor neglected to take on her biggest role, as a loving mother and a devoted wife to her husband. She was married to former mayor Ferdinand Medina and blessed with three children namely Juan Carlo, Janina Carine and Joana Cara. She is also a very affectionate grandmother or “Wowa” to Rhyss Damien, Robin Hannah Medina, Federico, Felicity & Riley Farinas.

Truly, she has served as the mother of Vigan. With every sector, program and person she has helped and supported, a hundred percent of support were given.

Erina Pauline Molina Science and Technology An environmental scientist, conservationist and a national geographic young explorer. She is currently pursuing a master’s degree in Environmental Science at the University of the Philippines-Diliman. She has experience working as a research specialist for Haribon Foundation, a pioneer environmental NGO in the Philippines that works for biodiversity conservation, where she was part of a collaborative research project between Haribon foundation and New Castle University in the United Kingdom. Her work involved spending time with fishers in different areas in the Philippines, with the aim of using their knowledge to help identify vulnerable or locally extinct reef fish species. In 2015, her national geographic young explorer’s grant allowed her to further the research in the Ilocos region. She is also part of the team, national geographic explorers who produced a virtual reality film shot at Apo Reef Natural Park, entitled their classrooms. While last 2018, she received a national geographic early career grant to study the remaining population of dugongs in Calawit Island, Busuanga. Her ultimate goal is to establish a strong relationship with local communities by bridging the gap between science and community through education and collaboration.

Filomena Filarca Agriculture For agriculture, we honor a woman who was very proud to come from a family of farmers from Barangay Nagsangalan, Vigan City. Born on November 11, 1965. She graduated in Bachelor of Science in Business Administration Major in Management at the University of Northern Philippines. Blessed with a loving husband, Mr. Rogelio Filarca and three lovely children, Russell, Donald and Leah Filarca. With a very simple way of living through farming, she was able to raise their two sons as civil engineer. And for her, being a mother is her greatest joy however, it does not come without its struggles. Her life on the field is not easy yet she loves and enjoy to do farming. She was a very hardworking woman, a good person, and a persevering lady, very amiable and caring.

Margarita Somera Education She is a bigueña who lived all her life in Vigan and continues to render her services to the bigueños. She finished her studies at St. Paul College of Ilocos Sur with the degree of Bachelor of Science in Elementary Education in 1972 and obtained a master’s degree in education at Northern Luzon Teachers College External in 1978 and Baguio Vacation Normal School in 1980. Happily married to Veronico Somera and blessed with only child Vergie Somera. Her life evolved in teaching because she believes that a teacher is responsible in shaping the lives of the youth. Her task is not just simply delivering the lesson inside the four corners of the classroom but rather serves as the second parent of the students. This is why she was dubbed as the “solicitor general” because of her determination to provide the welfare of the children in the school. During her time, she was actively attending various seminars and workshops in her field. And currently, as retired teacher who is vigorously participates the various programs and activities in the city.

Evelyn Rondaris Mass Media She spends her working career in the field of media for almost 20 years. A Graduated at the University of Northern Philippines with the degree of Bachelor of Arts major in English Communication. In 1998, she started her life in mass media as a reporter at ETV-1 Channel of Eagle Vision, Inc. Then, she became the producer and host of a weekly show aired at UPS Channel 18 entitled Ciudad Vigan. In 2012, she became the producer and anchor of the Ciudad Vigan News Patrol of TVigan, the official TV broadcasting network of the City Government of Vigan. Her TV broadcast work brings involvement from covering breaking news to researching features focusing on the different programs and projects of the city that helps the biguenos to be informed and updated. She is a very passionate and responsible media practitioner for getting the information straight from the source and synthesizing the information into a story that they can share with the public. 10 | The Vigan Chronicle

Gloria Lahoz Health This awardee is a true blooded biguena who was born on January 3, 1959. She finished her college degree at the University of the Philippines with the degree of Bachelor of Science in Pharmacy. After that, she took up her doctor of medicine at the University of the Philippines in the year 1984. To expand her knowledge in the field of health, she attended various training, lectures and seminars. She conducted several ACLS courses for healthcare providers, conducted BLS training for lay rescuers, hospital lay auxiliary personnel and the staff and personnel of CDRRMC, conducted monthly to weekly mass CPR trainings, coordinated the CPR on wheels and wings and conducted hands-only CPR training to teachers in the city. Because of her devotion and compassion in her career, she was able to promote a healthier community in our locality that made her recognized in various associations such as the Philippine College of Physicians as distinguished community leader, most outstanding physisican in 2011 by the Philippine Medical Association, leadership award given by the Ilocos Sur Medical Society and many more.

Rowilda Concepcion Culture and Arts As an only child, she pursued her degree in Business Administration major in Management at the University of Northern Philippines. After finishing her studies, she managed their shop named Rowilda’s Loomweaving at Crisologo Street, Vigan City. Rowilda’s loomweaving started year 1989 under the management of her parents especially her father Dominico Panela. She was awarded as the most outstanding women entrepreneur of Ylocos Kannawidan Festival 2018 and one of the pioneer graduate of the Kapatid Mentor Me Program 2017 of the Department of Trade and Industry. Our Abel Iloko products are being trade not just locally but also advanced international. She attended different international exhibits such as the China-Asean Expo 2015 and 2016, the international furniture fair in Singapore 2017 and lately the outbound business mission in Canada 2018, bringing our famous Abel Iloko, thus proves that Vigan is truly the home of amazing and a world class Abel Iloko.

Elfleda Rueldos Religion She is a woman who truly devoted herself to church. She hails from Barangay Ayusan Norte, Vigan City and a graduated at St. Paul College of Ilocos Sur with the degree of Bachelor of Science in Business Administration major in Accounting in the year 1985. Bounded by her strong faith, she involved herself in numerous activities in the field of religion. A very active lector, a barangay SISA leader, a CWL archdiocese board of director and a Hermana at the Simabaan a Bassit. She is a loving wife to her husband and a very responsible mother to her 6 children. She raised her children financially, emotionally, physically and spiritually by herself.

SPO3 Leilanie Arreola Peace and Order She is a graduate of Bachelor of Science in Social Work at the University of Northern Philippines. Happily married to William Arreola and blessed with three children, Lizette, Dianne and Willianz. Entered in the field of Philippine National Police in 1999 and detailed at the Baloan Police Station. From the rank of Police Officer I , she was able to become the Senior Police Officer III at the Police Investigation Detection Management \Branch–Ilocos Sur Provincial Police Office. To advocate peace and order in the community, she undergone various trainings and seminars such as public safety senior leadership course, workshop on violence against women and children, public safety basic recruit course and many more. Because of her dedication to work, she was awarded as the Police Officer of the Year in 2012 and 2004 and received Medalya Ng Papuri 2015-2016.

This Biguena excelled along entrepreneurship and she is an epitome of a model daughter, wife, mother and a grandmother to her family. Trained to be independent and hardworking at early age. She is a teacher by profession but now became businesswomen. She put up her own business, “The Vigan Sugar House”, a very well-known baking pastry in Vigan City. Because of her determination, she was able to help her husband in raising their three children. Her early training from her parents, coupled with her dedication and perseverance made any job easy for her.

Vigan City Celebrates Women's Month 2019 The Heritage City of Vigan joined the 2019 National Women’s Month Celebration with the theme: We Make Change Work for Women slated last March 1-31 in which diverse activities was conducted by the different organizations led by the City Social Welfare and Development Office. The month long observance was started with a thanksgiving mass at St. Paul Cathedral led by the Vigan City’s Council of Women followed by a motorcade around the city where all women organizations attended the said event. In promoting good health and creating bonds between women, the Metro Vigan Zumba Club Inc. steered the Zumba sa Barangay in which thirty nine barangays were clustered into four. Eastern Barangays congregated last March 2-3 at Barangay San Jose Covered Court. Meanwhile, Poblacion Barangays was held at Plaza Burgos last March 9-10 while Western Barangays scheduled last March 23-24 at Ayusan Norte Covered Court and Southern Barangays at Beddeng Laud Covered Court on March 30-31. Women Organizations officers and members actively participated the said event. The PNP-WCCD conducted free Orientation on Self Defense Tactics to the Women Barangay T anods and Barangay Officials at Vigan Culture Trade Center last March 2 in the afternoon. City Mayor Juan Carlo Medina, Vice Mayor Lourdes Baquiran, Sanguniang Panlungsod Members, City Heads of Offices led by CSW Officer Ma. Celerina Agcamaran together with the Women Organizations of the city; Balikatan sa Vigan Inc., Balikatan Jr., SPAVI, CDSPG, KALIPI, PNP, Senior Citizen, BJMP, WAVE, VIDA, BHW, BNS, RIC and Child Development Workers formally launched the Women Products Trade Fair Livelihood Demo at City Hall Parking Lot last March 4-8. The different organizations competed for the Highest Sales Booth in a week. In the end, Balikatan sa Vigan Inc. got the highest sales and Nica Marie Tejada landed as the first place in the Videoke Challenge.

On the other hand, the City Social Welfare and Development Office gave Free Make Over to select ed Solo Parent of the city. Also, Personality Development for Graduating College Students in partnership with SPM Janina Carine M. Farinas was also held. Meanwhile, the City Health Offices sponsored Buntis Congress to all pregnant women, Responsible Parenting and Proper Nutrition for Teenage Mothers, Bone Density, Free Pap Smear and Breast Examination. While to further prepare and empower the women, the City Disaster Risk Reduction Management Office conducted the Mga Babaing May K sa Kalamidad among the Women Organizations of the city, Rescue Olympics to selected women and Juana Saves (Women’s Paralympics). To showcase the artistry and masterpiece for women, the Center for Gender and Development of the University of Northern Philippines exhibited last March 25-29 at Vigan City Hall Lobby the different paintings and portraits of successful women in the country made by the students and local artist.

In recognizing the women as an effective leader, the City Government conducted annual Women Take Over the City Government Day last March 25 in which selected women employees of the city government has given a chance to lead every office of the city. In the later part of the day, the Search for Healthy Buntis and awarding of the Outstanding Biguenas were conducted. To extend the hand to the under privileged women, last March 27 the SPM Janina Carine MedinaFariñas together with the Metro Zumba Club, Sangguniang Kabataan and the Junior Balikatan united at Vigan Convention Center Parking Lot for a fund raising project for the benefit of the under privileged women of the city. Balikatan Bingo, Outstanding Bigueña Achiever Awardees guesting at Bombo Radyo and TVigan and Distribution of flyers among schools and barangays were also steered.

Vigan City Public Library Officially Opens for Bigueños The Heritage City of Vigan joined the celebration of the 60th Public Library through a four days set of activities started last March 11- 14 with the theme: “Public Libraries Click when the Local Officials lead.” at Vigan Conservation Complex, San Julian Sur, Vigan City.

The said celebration was started through the launching of the Vigan City Library and Read a Loud led by SPM Joy Bennett Orio, Committee on Women and Education to the elementary students of the city.

During its opening program, GUMIL-Ilocos Sur President Benjamin Pacris took part as the guest speaker of the event. He said that the greatest university is the collection of books and encouraged young students to practice spending time inside the library. Vigan City Librarian I Czarina Mae Ulibas encourages everyone particularly the youth to visit the Vigan City Public Library at Vigan Conservation Complex. She also added that the said library is also open during Saturdays to cater the students during weekends. Meanwhile City Mayor Juan Carlo Medina congratulated the winners and participants of the different events during its culminating activity and assured that the City will continue to develop the said library. LGU Bokod, Benguet Learns Vigan City's Best Practices Last March 14, the Local Government Unit of Bokod, Benguet visited the City Government of Vigan for its best practices in which City Mayor Juan Carlo Medina personally welcomed the delegates headed by Mayor Hon. Thomas K. Wales Jr. at Vigan Culture Trade Center. “We’re very happy that the LGU of Bokod, Benguet choses our beloved city to visit and learn about its best practices in giving quality service to its constituents.” Vigan City Mayor said. After the presentation of the city’s best practices, Mayor Medina encourages them to visit the different offices of the city as well its different facilities for them to observe and witness the actual operation and processing of the different offices. Every Local Government Units (LGUs) are encouraged to visit and establish partnerships with their counterparts to adapt and learn more for their respective LGU’s.

Vigan City Holds the 26th RLNAO's Conference-Workshop and Launching of the Regional Plan of Action for Nutrition 2019-2022 The Department of Health through the National Nutrition Council together Province of Ilocos Sur and the Heritage City of Vigan conducted the 26th RLNAO’s Conference– Workshop and Launching of the Regional Plan of Action for Nutrition 2019-2022 last March 13-15 at Vigan Convention Center with the theme: “NAO’s of Region I for PPAN: Kapit-bisig sa Pagsugpo ng NCD’s para sa Malusog at Maunlad na Kinabukasan”. Vigan City Mayor Juan Carlo Medina welcomed the participants from the different Provinces of Region I in which he discussed the different programs and activities of the city towards health. Department of Health–Region I Director Valeriano Jesus V. Lopez MD, MPH, MHA, CESO IV served as their key note speaker. The conference-Workshop and Launching of the Regional Plan of Action for Nutrition was a gathering to improve and further strengthen the strategic plan of the region towards a healthy community.

Modern Women Take Over the City Government by: Catherine Dela Peña In observance of Women’s month, the City Government of Vigan conducted the annual recognition for its women employees through Women Take Over where in selected women employees, NGO and NGA represetatives were appointed as honorary City Officials and Department Heads on the 25th of March 2019. The program was incepted by a photo opportunity of the appointees and their counterparts shortly after they were briefed as to what they are expected to do during the day. At 9 on the dot, the city officials and department heads fetched their counterparts at the ABC Hall and sent them to their designated office. Caroline B. Gascon of the Day Care Workers and Parents was assigned as the honorary City Mayor. The former joined Mayor Juan Carlo Medina in the City Nutrition Council meeting held at the ABC Hall. Meanwhile Vice MayoR Lourdes Baquiran’s counterpart was Jerissa Gorospe of the City Disaster Risk Reduction Management Council Office who in turn presided the regular session of the Local Legislative Department regarding the Reclassification Ordinances of Vigan City together with the honorary City Councilors, Imelda Alconis who was selected as the counterpart of SPM Janina Carine Medina-Fariñas, Angel Tolentino for SPM Kisses Agdamag-Lim, Rosario Tapucol for SPM John Patrick Singson, Maricar Bielza for SMP Joy Benette Orio, Norma 22 | The Vigan Chronicle

Cabrales for SPM Ramil Arce, Jenalyn Follosco for SPM Kristen Benedict Figuerres, Edna Purugganan for SPM Constante Benzon, Susan dela Cruz for SPM Herminigildo Apelin , Avelina Cachero for SPM Reymundo Florentino and Richelle Pisalbo for ABC President Nicholas Joseph de Leon. At 1 and 30 in the afternoon, the honorariums were invited to attend the Search for Healthy Buntis 2019 and the awarding of Bigueña awardees held at the Vigan Culture and Trade Center. Esteemed women from different walks of life were recognized for their great contributions which brought pride not only to the city but also to their fellow Bigueños. To name a few, former Mayor Eva Marie S. Medina in the field of Public Service, Ilocos Sur Medical Society President, Dr. Gloria Lahoz in the field of Health and Margarita Somera for Education. These women are the living testaments that they can make Vigan a habitable heritage city of choice. Indeed, these recognitions given by the City are repercussions that long gone are the days when women are inferior over men: when women’s roles are limited to being a man’s wife, a stay at home parent and someone who cannot partake significant roles in the society. It may be a slow rise but unequivocally, women have come a long way in demonstrating that they are capable of being in the forefront of good governance and they too, have voice in the society.
