President’s Letter We have had to say our final farewell to Brian Buckley, our sympathies go to Mercedes and family. Brian was a committee member and editor of our magazine for many years, as well as being involved in many of our drama productions. Last month a few of our Club members have been on tv, some have been interviewed on various channel news re Brexit, well done to all. Unfortunately, due to Rob's ill health we have been absent from Spain for quite a few weeks. I can't wait to get back. Joan and the Committee have been working hard to arrange various events, please give them your full support. If you have any ideas for events or trips please do let one of the Committee members know. March of course means AGM time, a bit later than usual, more details are in this magazine. Please think hard if you would like to stand for the Committee. POSTAL VOTING

The Annual General Meeting will take place on Thursday 21st March 2019. As agreed previously, Members who are unable to attend may vote by Postal Vote. (See below) May I draw your attention to Article 8 in the Club Statutes? Article 8

Subject to the provisions of Article 9, all resolutions proposed at a General Meeting will be

approved only if a favourable vote is forthcoming from a majority of the Members present or represented. Each Member shall be entitled to one vote only. Any Member unable to attend may personally apply to the Secretary for a postal vote for the published agenda. It will be issued specifically for that Member. Such postal vote will be valid only and exclusively for the meeting specified to which it relates and only for the nominated item or items indicated on the Agenda and verified on the postal voting form, which shall be submitted to the Secretary not less than 24 hours prior to the time of the first call for such meeting. The President may direct that a sealed ballot is taken for the vote on any resolution which, in his or her opinion, is likely to be particularly contentious. You can apply to the Secretary for a postal vote in person, by letter, by telephone, by e-mail anytime from now until the Sunday before the meeting (Sunday 17th March). Please apply as early as possible to allow our Secretary time to record your request and obviously if you are applying for a Postal Vote by post and would like to receive your voting papers by post then allow sufficient time. It will be your responsibility to see that the form is returned to the Secretary not less than 24hours before the A.G.M. (i.e. before 10.00am on Wednesday 20th March.)** ** To facilitate both last minute personal requests for a Postal Vote and the return of Postal Voting papers, Margaret will be in the Clubhouse (normal opening hours) on both Sunday, March 17th, and, for returning Postal Voting papers only, on Tuesday, March 19th.

THE ANNUAL GENERAL MEETING Information and Advice for Members The Annual General Meeting (AGM) will be held on Thursday 21st March 2019 Entry strictly by top floor door only. First call 10.00am, second call 10.30am. All Members have the right to participate in any AGM and to vote on all resolutions put forward. Any Member may introduce a proposal at the AGM but must submit the proposal in writing to the Club Secretary not less than twenty days before the Meeting. The document has to be signed by the Proposer and countersigned by a Member seconding and supporting the proposal. Any proposal concerning the Statutes cannot be accepted. Statutes can only be changed at an E.G.M. convened for that purpose. The Agenda for the Meeting will be published in the Club Magazine and on the Club Website and Notice Board on the Club Premises not less than twenty days before the date of the Meeting. Any Member unable to attend the Meeting may apply personally by telephone, in writing, by e-mail, via the website, or in person to the Secretary for a Postal Vote for the published agenda. The application may be at any time and should indicate the method of delivery of same. No Member may apply for a Postal Vote for any other Member. The Postal Vote will be issued specifically to the applying Member. Such Postal Vote must be returned to the Secretary not less than 24 hours prior to the time of the first call for the Meeting. In "Any Other Business" any item concerning The Club may be discussed. Proposals may be made and voted upon provided that: They do not involve Changes to the Statutes (see the rule above). They do not involve changes to The Rules. Any proposition concerning The Rules must appear on The Agenda so that the Members will have due notice of same. To comply with Club Statutes Article 19: Unless opposed the following committee members are willing to continue their current positions: Ted Lunnis -Treasurer, Brenda Taylor as Committee Member The following committee positions will be vacant at the time of AGM and elections will take place during this AGM: 1 committee position and Catering Manager Nominations from any member willing to be considered to undertake any of the above positions must apply to the club secretary for the nomination form to be completed and returned not less than 20 days before AGM (Friday 1 March). To comply with Club Statutes Article 19: Unless opposed the following committee are willing to continue their current positions: Ted Lunnis as Treasurer, Brenda Taylor as Member only (relinquishing position of Catering Manager) Club Statutes Article 19: Any other Member seeking election to the Committee, whether as one of the Principal Officers or otherwise, shall submit written notice of his or her intention to the Secretary, countersigned by ten other Club Members supporting such nomination, not less than twenty days prior to the next General Meeting. The first member to sign the nomination form needs to be aware and willing to stand up and introduce the prospective committee member and say why they would be eligible for the position for the good of the club. Please note members wishing to apply for the posts of President or Vice President must have been a member for at least 2 years. Closing date for nominations being Friday 1 March. A secret vote will then take place at the AGM for positions stated.

PAST EVENTS Burns Night Supper Friday 25th January I think the photos which Debra took for us, show the story of this highly successful event. A wonderful evening full of laughter, great food, music and dance, which included a talented performance of Scottish Country Dancing, Comedy and we danced until nearly midnight. Lots of Tartan on display. Many, many thanks to the lady who organized the event (and cooked the celebratory Burns menu with some hard working helpers) Thank you to Jacqui Parrick and everyone who helped!

PAST EVENTS On Saturday 9th February party lovers were treated to an excellent dinner, music and dancing. Many thanks to Brenda and her well organised team, who served up a tasty meal with the aid of the now ‘infamous squeaky trolley’! The versatile Replicants provided mood music during dinner, and then wound up the volume for dancing till late. And to cap it all everyone went home with a gift from the prize draw. ACTIVITIES AT ICE BOWLING OUR WAY! We meet Monday mornings at Benavista Bowls Club. It is quite a sociable morning, why not come and join us? 9.45 for 10.15am start, 16 ends for just 8€ each, with a coffee break after 8 ends, price includes hire of woods if required. Dress code is predominately white but the critical factor is footwear, shoes must be smooth soled with no ’pimples or crinkles’. The Management at Benavista strictly applies this rule. WHIST We have revived the Whist evenings on a Wednesday at the clubhouse at 6.30 for 7.00pm start. Beginners, by appointment at 6.00pm. Anyone interested in playing please contact Wilma Keeley at 679138952 or see her on a Thursday at the club.

QUIZ NIGHT is held on the first Friday of the month at (8.00) for 8.30pm. Teams are normally

made up of about 6 members or guests and if you’ve never been before, we will help you join a team and make you feel very welcome. We normally expect around 50 participants. The quiz has a standard format of 4 themed rounds with 10 questions each. The quizmasters are changed on rota basis. The winning team for each round receives a bottle of wine and the overall winning team receives 5 or 6 bottles of excellent wine. The bar is open before the quiz starts again and during the interval. The tickets are 1€ each and you just need to provide your ICE membership number. On the last Thursday of the month, the draw takes place. There are 3 prizes, and the amounts vary depending on how many tickets are sold. A percentage of the takings also goes to the club funds. Don’t worry if you can’t be there on the day the numbers are drawn, we will keep your winnings safe for you. The winners are announced in the magazine each month. Why not buy a ticket each week to increase your chances of winning?

THE GARDEN CLUB Do you enjoy gardening or maybe would like to have a try at it? Do you love flowers, plants, trees, shrubs, cacti and would like to know more about them? Perhaps you have some good gardening tips to share? If so, how about joining the ICE Garden Club?. We meet the second Tuesday of every month at 11.30 am. (There is no membership fee). If you have a garden, balcony, terrace or even a window box, we will be pleased to welcome you. As a member, we visit various Garden Centres, enjoy walks around Botanical Gardens and occasionally a member’s garden. We can discuss possible places to visit, help members with any gardening problems and sometimes offer plants and cuttings. The first Garden Club Meeting in 2019 will be held In the ICE Clubhouse on Tuesday March 12th at 11.30am. 17

ACTIVITIES AT ICE Photography Group Using a Wide Angle Lens-Tips & Tricks What is wide angle photography? Basically, wide angle photography uses a wide fixed or zoom lens focal length, common fixed focal lengths are 12, 14, 16, 20, 24, 28, 35mm, or similar 12-24, 16-35mm zoom lens focal lengths. Check to see if your camera has an “optical zoom” as well as digital zoom, and set the lens to one of the above numbers. Or, a suitable alternative is landscape mode or panorama mode. A wide angle will allow you to capture wide sweeping vistas, like a mountain range behind a wide meadow, with some interesting foreground rocks and topped by a huge sky with a great sunrise, sunset or with a series of cloud formations. In other words, all that your eye can take in. That’s a lot of information to capture in one single photo frame. The way to success is to learn a few tricks and tips: 1) Fill the frame. Try to fill your frame with the subject you choose. This works well if you choose a composition with something in the foreground that will anchor your subject view. A good foreground guarantees that there will be no empty “uninteresting” space in your composition. 2) Get down low. Get low and close to your foreground to emphasise any interesting features. This works well when photographing seascapes, by including the interesting formations in the sand as the water flows in and out, or when trying to capture a scene where the foreground includes interesting features like flowers, rocks, or a path leading into your chosen scene. 3) Pay attention to corners. When your camera is trying to capture a wide scene, there will likely be some lens distortion in the corners and along the edges. Avoid capturing scenes where people may occur in the corners, as the lens could turn them funny shapes! In general, when using a wide angle, keep people toward the centre of the frame. 4) Avoid distortion. Wide angle focal lengths are good at keeping vertical and horizontal lines straight, like buildings and walls, but only if you point your camera straight ahead, straight on to the view you’re photographing. Tipping your camera up or down, even slightly, will result in distorting those lines, so keeping you camera level with the horizon, and perpendicular, will result in straight pleasing lines with no need to try to adjust them later. 5) Use distortion. On the other hand, you can use lens distortion to create some interesting effects. This is useful if there is an arch, or trees framing your subject, as just tipping your camera slightly can create a dynamic effect. Try various movements, to see how they affect the lines along the edges, or the main subject. If you can’t capture an entire building, say, from where you stand, try tipping the camera and using distortion to capture the whole scene in a different and interesting way. 6) Take advantage of the sky. Fill the frame 1/2 to 2/3rds with an interesting sky, and the wide angle will accentuate it, giving your photo depth. Of course the rest of the image needs to be interesting as well, so look for good foreground interest; you just don’t need as much of it! 7) Frame your shot. Look for trees, arches, windows, door frames, even low roofs to frame your subject. Looking thru a frame, the wide angle can give you the opportunity to see the scene as your camera sees it, and give your photo that special something that makes it unique. 8) Look out for the unintentional. If you’re shooting with the sun behind you, you may find your shadow creep into the scene. Also, watch out for the odd lamppost, car or other object, these can be out of the shot as you look at the scene, but your wide angle lens may still pick them up. Be aware of all your surroundings so that you don’t include more than you intended in your photo. Submitted by Debra Coleman 26

ICE Club Golf Society

Hello to all our members. The list of players for the Spring Cup is on the notice board at the Ice Club. Please make sure you leave your name and phone number if you wish to play. There is not a lot to report at the moment except that we are still playing with a good turnout for our twice weekly roll ups with new faces joining us for frequent games or those who are in the area for a brief visit. All are welcome. The not so good news is the state of the Casares course. Last autumn and through to the end of the year, the course was in very good condition. Since then we have seen the greens deteriorate badly with lack of grass, unusual treatment and all sorts of undulations and irregular grass 'patches'. The fairways are mixed, with some areas constantly wet and others with virtually no grass. The seventh hole has been 'planted' with steel poles along most of it's length to support a fence. There is a continuous family dispute about the golf course land and the adjoining land, which is owned by two brothers. It now looks as though the fence will never be erected as the brother trying to erect it has been refused access across the course. What a mess! We have complained about the state of the course but we will have to wait to see if there is any improvement. We all certainly hope so. Before the next magazine we will have played an away day at Alcadeisa, played at Martin's memorial day roll up, which looks as though it will be a well attended occasion. UPDATE ON SPANISH NO-DEAL CONTINGENCY PLANS FOR UK RESIDENTS (Supplied by Michael Harris): On Wednesday 6 February, representatives of EuroCitizens met civil servants from the Foreign Ministry, the Interior Ministry and Presidencia. A law (decreto ley) with full details to enable measures to be put into place in the event of a hard Brexit will not be passed until the beginning of March. However, we received clarification about key points of the Spanish government’s no-deal plans for British residents in Spain. The government aims to make our transition from EU citizens to thirdcountry nationals as simple as possible, though everything will be conditional on reciprocity and the UK government's treatment of Spanish citizens in the UK. 1. A generous 'period of grace' for registration. Sufficient time will be given, in the event of a hard Brexit, for UK residents to register as third-country nationals. The length of this 'transition' period is not definite yet, but it will be sufficient and will also depend on the effective date on which the UK leaves the EU. 2. How to register as a third-country national a) Information for registered Britons: After 29/03/19 your existing EU document (your registration certificate or residence card as a family member of an EU citizen) will continue to be valid until the end of the period of grace even though you are no longer an EU citizen. During this period, you will have to apply for new third-country ID, a Tarjeta de Identificación de Extranjeros (TIE). The procedure for granting this new status will be ‘practically automatic’ for legally resident UK citizens. Both the long transition period and the simplified nature of the process are similar to the contingency measures of other EU 27 countries which is promising, though we will need to see all the details: the application form, the cost, help provided for vulnerable groups etc. Our interlocutors at the ministries also promised that extra resources would be allotted to immigration staff (at oficinas de extranjería and comisarias) in provinces with large British populations. b) Information for non-registered Britons resident before Brexit: If you and all your family members are not yet registered, eg if you have recently arrived, you should immediately apply at a foreigner’s office (oficina de extranjería) or police station (comisaría) for an EU citizen's resident document. If you have been unable to formally submit your application or have not been given an appointment before the withdrawal date, eg, your appointment is given after that date, there will be a specific process for applying for the new third-country ID during the period of grace, as long as you can prove that you were residing in Spain before the 29 March. So to sum up: - If you apply for your EU citizen's resident document before 29 March (or the effective date on which the UK leaves the EU), your application will be considered under the same conditions as current legal UK residents. - If you are resident but have been unable to formally apply for an EU citizen's resident document before 29 March (or the effective date on which the UK leaves the EU), you will have to apply directly for the new third-country ID during the period of grace. However, the requirements stipulated by the new law, (that enables no-deal Brexit measures in Spain), will be similar to those for an EU citizen. Your application will be processed through a specific process which will be less demanding than the general residence process for all other third-country nationals. In all of the above situations, during the period of grace, your residence in Spain will be considered legal. ...Cont’d next page 32


Brexit Update Continued c) Britons arriving in Spain after Brexit day: Applications for people arriving after 29 March will be processed in the same way as those for all other third-country nationals, with the corresponding requirements which are considerably more demanding than those for EU citizens, especially for non-working people. It is also important to point out that, if the UK leaves the EU with no agreement, British citizens who are not registered as residents will, like all other third-country nationals, only be allowed to spend 90 days in any one six-month period and that their exit and entry will be controlled at ports and airports to enforce this. 3. New documentation Your new ID card (TIE) will be biometric and will be valid throughout Spain and for travel within the EU27 along with a passport. The document will accredit your status as legally-resident third-country nationals (under the régimen general de extranjeros as opposed to our current situation under the régimen de ciudadanos de la UE). If you have more than five years of legal residence, you will be able to get long-term residence (residencia de larga duración). If you have less than five years legal residence, you will be able to apply, under the same conditions, for long-term residence after Brexit once you have completed five years residence. 4. Working after Brexit If you are employed (por cuenta ajena) or self-employed (por cuenta propia), you will be able to continue working as now. If you have exercised a profession using UK qualifications before 29/03/19, you will be able to continue to do so. If you are a Spanish civil servant (funcionario) with British nationality, you will be able to continue your employment even though you are no longer an EU citizen. 5. Social security coordination On 30 March, automatic coordination of social security between the UK and the EU will end. Thus there will have to be a new bilateral agreement covering this area between Spain and the UK or between de the EU and the UK. This would enable existing social security rights and aggregated pensions to be recognised for Spaniards in the UK and Britons in Spain. 6. Healthcare The existing S1 scheme and EHIC card will also stop automatically in the event of a hard Brexit. A new agreement between Spain and the UK will have to be reached which reflects the true costs of the healthcare for the roughly 77,000 British UK pensioners in Spain compared with the mere hundreds of Spanish pensioners in Britain (to maintain access to public health for UK nationals as now). Conclusion One of the most difficult things to deal with for UK residents since the Brexit vote has been the lack of certainty about our futures. Now at least we know that, despite a Brexit cliff-edge, in Spain there will be a lengthy transition period and potentially simple administrative procedures to enable us to bridge the sad transition from European citizens to third-country nationals. We would like to thank again the civil servants who met us on 6 February, worked with us on this document and indeed who have engaged fully with us since the triggering of Article 50 nearly two years ago. Get your tax planning in order While there is no reason for your tax treatment in Spain to change post-Brexit, there are some circumstances where taxation may be affected. For example, once the UK leaves the EU/EEA, expatriates selling a home in Spain to buy a British property will no longer be eligible for capital gains tax relief. Take personalised advice to establish whether there are any potential implications and solutions for your family’s circumstances. Review your pension options Brexit should not affect expatriates’ access to UK pension funds or transfers to a Qualifying Recognised Overseas Pension Scheme (QROPS). However, the UK could potentially extend today’s 25% ‘overseas transfer charge’ to include EU/EEA-based QROPS post-Brexit, so there may be a limited time for tax-free transfers. Transferring now will shelter pension funds from future changes to UK rules and can provide flexible currency options to protect your income from fluctuating exchange rates. However, it is crucial to seek personalised, regulated pensions advice to establish the right approach for you. In any case, make sure you regularly review your financial planning. Regardless of Brexit, your circumstances and objectives can change over time, so what is right for you now may not be so suitable in years to come.
