A Message from the Chairman

I

t is both an honor and a privilege to assume the role as Chairman of the Valley Industry & Commerce Association (VICA) for 2012. VICA is a political powerhouse, serving as the voice of the business community at all levels of government. VICA maintains its reputation for effective business advocacy with monthly advocacy trips to Sacramento and regular appearances at L.A. City Hall. A considerable number of our members also travel across the country to Capitol Hill. Our staff and board members are well-known among local, state and national opinion leaders. While VICA’s tradition of aggressive advocacy is documented, our membership is my personal passion. I believe that VICA’s true strength lies in its membership. At a time when organizations similar to ours are experiencing membership contraction, it is no surprise to me that we continue to grow. Nevertheless, I understand that we cannot take the support of our members for granted. This is why I am dedicated to ensuring membership value, increasing leadership opportunities for our members and expanding our membership into new industries and geographic areas. Our advocacy prowess is rooted in the caliber and engagement of our membership. This is why your endorsement of our work to create jobs, ease regulation, lower business taxes and ensure the San Fernando Valley receives adequate representation is so important. VICA’s Decision-Making Process VICA invites the input of its members as it takes positions on a variety of legislative issues. Issues are assigned to VICA’s policy committees depending on the nature of the issue (e.g. land use, taxation, workers’ comp.). Each committee meets regularly to review and then to analyze current issues impacting the region’s business climate and/ or VICA’s member companies. Committees are encouraged to make recommendations to VICA’s Board of Directors for positions to be formally adopted. Those positions are then presented to the appropriate audience through VICA’s advocacy and communications functions. In order to be eligible to cast votes at VICA’s committee meetings, you must be a VICA member in good standing. Not sure which VICA committee is best for you? 2012 VICA Guiding Principles MISSION STATEMENT The mission of the Valley Industry & Commerce Association is to enhance the economic vitality of the greater San Fernando Valley region by advocating for a better business climate and quality of life. VISION STATEMENT For the Greater San Fernando Valley to become the location of choice for Southern California businesses and families.

■ AIR QUALITY VICA supports programs to improve air quality that are centered on market-based incentives and that prioritize mobile source reductions that do not overburden employers and cause job losses. ■ AVIATION VICA supports policies to maximize economic benefits through air commerce. ■ EDUCATION VICA supports structural reforms to bring education closer to the communities served, promote autonomy and entrepreneurship, and create a world class education system, one that also serves the needs of employers for a highly skilled workforce. ■ EMPLOYER MANDATES VICA supports regulatory conformity among local, state and federal agencies affecting workplace rules, wages and employer conduct—not those that would put local employers 14

at competitive disadvantages and deter job growth and investment. ■ ENERGY VICA supports policies that promote safe, clean and reliable sources of energy through conservation, investments in new technologies and new source exploration, market-based fuel efficiency, permit streamlining and infrastructure development for new energy generation and transmission facilities. ■ ENTERTAINMENT VICA supports the expansion of the state film production tax credit program as well as policies that enhance and encourage filming, production and other supportive industries involved in the entertainment industry in Los Angeles and across our state. ■ FISCAL STABILITY VICA supports government efficiency, containing the growth of government, minimizing its role in the private sector and making VICA


certain that tax and fee increases on employers are sought only as a last resort. ■ HEALTHCARE VICA supports nationally consistent policies that create more access to quality healthcare through programs that adequately satisfy small business affordability needs while protecting and strengthening California’s public and private safety net of healthcare providers. ■ HOUSING VICA supports policies that increase efficient production of housing for all income levels through processes that complement and create new job and public transportation centers. ■ JOB CREATION VICA endorses private sector job creation through policies that address the retention, growth and attraction of growing businesses, which provide meaningful careers and enhance tax revenue streams. ■ LAND USE VICA supports policies that encourage long term planning for the appropriate placement of development without displacing existing commercial and industrial land uses that are significant to preservation of jobs and a healthy jobs-housing balance. ■ POLITICAL REFORM VICA supports political reforms that invite more participation in the www.vica.com
