Remembering fifth hero on Four Chaplains Day along with these four Lieutenants. Charles Walter David Jr. was born on June 20, 1917 in New York City.

(Editor’s note: Four Chaplains Day is commemorated each year on Feb. 3, the anniversary of the sinking of the USS Dorchester in 1943.) When I first began writing this newspaper column twenty-two years ago, I made a commitment that I would retell this story every February. It was in early February 1943 (when I was five years old) my grandmother read me the news article about the Four Chaplains. Since then, I cannot write or tell about their act of heroism without my eyes filling with tears and a lump forming in my throat. But I will not stop telling their story, and I pray you won’t either. And as you read this, you’ll find there is fifth hero to be recognized in this great story.

A fifth hero On January 18, 1961 a Special Medal of Heroism, the only one ever given, was posthumously given to the four chaplains of World War II. The heroism of these four chaplains continues to speak to something deep in our hearts. Of the 904 men aboard the troop carrier on that 3rd day of February, 1943, 605 lives were lost. Those who lived will never forget the chaplains’ hero-

ism. Father Washington did not call out for a Catholic when he handed over his life jacket, nor did Rabbi Goode for a Jew, nor did Reverend Fox for a Methodist, nor did Reverend Poling for a Calvinist. They gave them to the next soldier in line, and then stood shoulder to shoulder in mutually supporting faith. That is what the four chaplains gave us; that is what they had been called upon by God to do. However, their story does not end there, because there is a fifth hero involved; an enlisted man, who needs to be remembered

Little is known about Charles’ childhood, but as an African America, he had few economic opportunities. In March 1941, he enlisted in the US Coast Guard despite having a wife and three-year-old son. By 1943, David was assigned to the Coast Guard cutter Comanche. The Comanche was the first rescue vessel to reach the area where at 12:55 AM on February 3, a German U-boat had torpedoed our troop ship carrying the 904 men, including those four chaplains. Coast Guardsman David, Jr. was one of the lowest ranking men on his ship, and his own nation considered him a second-class citizen; yet he willingly put his life at risk to save his fellow Americans. He then continued to help rescue a total of 93 survivors from the icy waters where the Dorchester had gone down. Fifty-four days later David succumbed to pneumonia stemming from those icy waters. Subsequently, the Coast Guard posthumously awarded the Navy and Marine Corps Medal to him, and today, homeported in Key West, Florida is the USCGC

Senate considers bill to turn VSOs into ‘frontline defense’ Patrick McCallister FOR VETERAN VOICE

The Florida Legislature gave its first nod to a bill aimed at tapping state, county and city Veterans representatives to prevent deaths by suicide. “We’re using existing resources to fill a gap,” explained the bill’s sponsor, Sen. Danny Burgess. On Jan. 25 the Florida Senate Committee on Military and Veterans’ Affairs, Space, and Domestic Security unanimously approved SB 1712, Veteran Suicide Prevention Training Pilot Program. Burgess, a Zephyr Hills Republican, introduced the State Senate bill. Seminole County Republican House member Rep. David Smith co-introduced the companion House of Representatives bill with Rep. Ben Diamond, a Pinellas Democrat. Three other House Democrats signed on as co-introducers. The House version, HB 1315, is, at press time, awaiting its first committee stop in the Local Administration & Veterans Affairs Subcommittee. If both bills are passed by the Legislature and signed by the governor, the Florida Department of Veteran Affairs would get $500,000 to create a suicide prevention training and certification pilot program that’d sunset in 2026. Future legislators would be able to extend the pilot or make the program permanent.

SB 1712, Veteran Suicide Prevention Training Pilot Program Burgess told fellow committee members it seems natural to get suicide risk detection and action training to Veterans service officers, who are sometimes called Veterans claims examiners, or VSOs and VCEs. “Oftentimes a Veteran in crisis could be contacting a VCE looking for benefits through the (federal Department of Veterans Affairs), but at the same time that VCE — if they’re trained appropriately — they may recognize that there’s some crisis signals coming out of that Veteran,” said Burgess. He continued, “And they may be able to help provide care coordination to avert a crisis and potentially something that we all know is a serious problem and a serious risk which is death by suicide among our Veteran population.” The certification training would be open to service officers employed or appointed by any government in Florida. The state has 120 positions in the Veterans department’s Veterans’ benefits and assistance office. Additionally, all Florida counties have employed or appointed county Veterans service officers. Some Florida cities, such as Jacksonville, do as well. “This training would be contracted out by the department,” Burgess explained. “And the program participants would be trained at identifying indicators of elevated suicide risk and providing emergency crisis inter-

Questions Sen. Janet Cruz, a Hillsborough Democrat, hinted toward adding language to have the state Veterans department contract with the Crisis Center of Tampa Bay to create and facilitate the training. “Thanks for this bill, Sen. Burgess,” she said. “I really like it a lot. I’m just wondering if the pilot program could be in Hillsborough County?” Burgess didn’t miss the hint and said the organization’s name. “I think their team is particularly well suited to be able to help educate FDVA VCEs, VSOs on how to do that, because they’ve been doing it dedicated for a while,” he said. The Crisis Center of Tampa Bay runs the Florida Veterans Support Line for the state. Bur-

gess implied he’d rather leave to the state Veterans department selecting and contracting with an organization to craft and run the proposed training and certification program. Earlier in the meeting, Burgess said the bill’s based on his experiences running the Florida Department of Veterans Affairs in 2019 and 2020. “This is some unfinished business from my days at FDVA,” he said. “This is really important to me, and we were making a lot of progress during our Forward March initiative in empowering and harnessing our frontline defense, as we like to call them, which is our Veterans claims examiners and our Veterans service officers.” The bill is now in the Appropriations Subcommittee on Health and Human Service. If that committee reports favorably, it’ll go to the Senate’s Appropriations Committee.

Impressive new Veterans Center for Excellence opens at IRSC Mary Kemper STAFF WRITER

No less than retired Marine Corps Maj. Gen. James “Hammer” Hartsell, executive director of the Florida Department of Veterans Affairs, was on hand Jan. 21 as the keynote speaker for the opening of Indian River State College’s Veterans Center for Excellence at the Pruitt Campus in Port St. Lucie. IRSC Pruitt Campus President Andrew K. Treadwell was master of ceremonies. A crowd of more than 300 listened to Hartsell and other dignitaries’ remarks before taking a tour of the modernistic facility. IRSC President Timothy Moore said in his remarks, “In 2021, IRSC was one of only 16 higher education institutions nationwide selected by the U.S. Department of Education to establish a Veterans Center of Excellence, and we take that responsibility very seriously.” Afterward, attendees got the chance to tour the new facility, visit Community Partner tables and explore the Army AS7, a fully equipped tractor-trailer containing the latest military STEM technology. The VCE mission is to provide “wraparound” support for student Veterans in the form of academic, financial, physical and social services. The team comprises a project director, advising staff and parttime tutors. It’s a “one-stop shop” where Veterans can find all the help they need navigating their education.

The Center’s modernistic site The site of the VCE is impressive. Located at Building D, which is dedicated to the VCE, the outside lines are crisp and distinctive. Inside, a high, rounded-arch ceiling looks almost like an art-deco railway station, with windows allowing in plenty of natural light. The floor tiles feature a mosaic pattern inspired by Spanish influences. An entire wall features the flags of all branches of service, plus the American flag, on staffs. Modern office spaces and meeting rooms are ranged behind the lobby, each with up-to-date equipment. “I’m so proud of the work accomplished by the team here,” Hartsell told Veteran Voice. “This site is something we can all truly be proud of.”

Help found all in one place Some of the things Veteran students have to navigate are common to all students, such as tuition and fee information, class scheduling, degree design and so on. Without the Center, getting help with these issues would mean having to travel from one building on campus to another. This can be difficult for Veterans, even the youngest, who have put off their higher education in order to serve, many in combat. Older Veterans can get even more bewildered. However, not only are there college-related people to help with classes, books and finances, but also people well-versed

in the struggles Veteran students may encounter, such as where to refer those suffering from PTSD or other illness/injuries, housing or family issues and many other uniquely Veteran-related challenges.

Making Veterans feel welcome Leading lights at the event were Robert Lane, IRSC Media Relations/Brand Manager Marketing, Media & Brand, and Suzanne Seldes, Director of Media, Marketing & Brand Strategy, though they were kept hopping by keeping everything going smoothly, nevertheless made time to seek out Veterans and active-duty servicemembers to answer their questions and encourage them to come to the VCE as soon as they could. Maj. Gen. Hartsell himself was accosted several times by Veterans and other servicemembers. He asked them all questions, and avidly listened to answers. “What does this mean for our Veterans? Connection is what it is all about,” Hartnell told Veteran Voice. “We want them all to feel connected to their education and their community. The Southeast Florida Honor Flight hub is hosting its third PULL! For Our Veterans Sporting Clays Tournament. It’ll be on Feb. 19, at the South Florida Shooting Club in Palm City starting at 8 a.m. Janet Hoose, hub chairman, said those interested should pull the trigger now and sign up. “Last year, we sold out,” she said. At press time the 120 tickets are going fast. Registration is $225 at www.honorflightsefl.org/events. Registration includes breakfast, lunch, ammo, targets, a cart for a four-person team, and ear protection. Gun rentals are available separately. In addition, the hub is hosting the annual clay tournament Grand Raffle. “You don’t have to be present to win, so anybody can buy a ticket,” Hoose said. “That is also on the website. Every year we have three big prizes and some smaller ones.” Raffle tickets are $20 each. The big prizes are a WMD Guns AMBI Beast rifle with two 30-round magazines; a 1 carat diamond heart pendant; and a one-year membership to the South Florida Shooting Club at 500 S.W. Without regard to religion or race The story of our Four Chaplains and of Coast Guardsman David is inspiring not only because of their sacrifice and bravery. It is their shared purpose and commitment that shows us the way forward as Americans. Despite having very different views on religion, the four chaplains united to a higher purpose. Coast Guardsman David, despite have a different skin color and only being assigned to menial tasks in the military, rose to a far greater task.

the population of World War II Veterans drastically declined. Some local affiliates — called “hubs” — closed up when they ran out of local World War II Veterans. Others simply opened to taking younger Veterans. Southeast Florida is one of the latter. The local hub started in 2008 and took its inaugural flight in 2009. It does four flights a year. Southeast Florida has flown 3,227 Veterans to Washington D.C. Additionally, the Southeast Florida Honor Flight was selected to take 60 World War II Veterans to the National D-Day Memorial in Bedford, Va., in 2014 for ceremonies marking 70 years since Operation Overlord. Those Veterans also visited Washington D.C. on the same trip. The hub has flown more than 2,300 World War II Veterans. Some of them served in Korea and Vietnam, too. In 2015 the hub started taking Korean War Veterans. It’s taken more than 700 of them. Again, some of those Veterans also served in Vietnam. In 2018 the hub started taking Vietnam Veterans, although it’d taken two in 2016 because of their health. So far Southeast Florida Honor Flight has taken at least 150 Vietnam Veterans. The SARS-CoV-2/COVID-19 pandemic stopped flights for a while. All the 2020 and the spring 2021 flights were cancelled. Southeast Honor Flight resumed flights in November. It took 65 Veterans to Washington D.C. “The majority on that flight, because of the long layover for COVID, the majority were World War II and Korea with some Vietnam,” Hoose said. Back at the airport fans were waiting.

The chaplains did not first ask the Soldiers to identify their religion or confirm their faith before helping and giving them their own life jackets. Charles David did not first check their skin color before he rescued them. It did NOT matter; all where human beings in need. Jesus taught, “No greater love has one man than to lay down his life for another” (John 15:13). The Torah teaches that we are all created in God’s image. (Genesis 1:26)

Honor Flight hubs invite well-wishers to greet returning Veterans with Operation Homecoming. “On Nov. 6 we had one of the largest Operation Homecomings we’ve ever had,” said Hoose. “The Veterans were in tears when they saw the number of people who came out to honor them. We put in new protocols to keep (the Veterans) safe.” Florida hubs drive to promote specialty plates Even as flights at hubs were grounded in 2020, the Florida Legislature approved a bill allowing the creation of Honor Flight specialty automobile tags. The number of specialty automobile tags allowed under Florida law is 150. Because of that, Florida didn’t just start production of the Honor Flight plates and send them to tax collectors’ offices to sell. Promoters have to prove the public is supportive of Honor Flight tags. “’We have to sell 3,000 before 2023 for them to go into production,” explained Hoose. “Right now they’ll get a voucher for signing up and buying it. Once we reach the state goal of 3,000, then they’ll be produced and you’ll get a notification to go down and pick up your plate.” The state has 10 Honor Flight hubs. They’ll share in the revenue raised by the tag sales. If the Honor Flight plate fails to get the needed sales within 24 months, people will be able to use their vouchers towards getting available specialty plates, or request refunds. Information about the plates is available at the hub’s website, too.

Today, we too often are only willing to work with those who agree with us, who seem to value what we value. We recognize certain needs that resonate with our understanding of the world and miss the needs of those we don’t understand. Instead, we should emulate the Four Chaplains and Charles David and see the higher purposes — like the freedom and democracy that we have in common. Let us remember that we are all human beings, (each regardless of our skin color or our beliefs; or as we sing prayers according to our own traditions), each of us are endowed by our Creator. Many have wondered what those four chaplains were thinking as they gave of themselves. Obviously for me, they were focused on their higher calling; they were thinking, “I will be with God.” And how great it would be if all of us could have that love and that faith. ANNUAL POWWOWS COMING UP Thunder on the Beach Native American Experience with IR Woodcarvers Cane Ceremony not to be missed Patrick McCallister FOR VETERAN VOICE

The annual Thunder on the Beach Powwow and Native American Experience is coming up Feb. 18 to 20 at the Indian River Fairgrounds, 7955 58th St., Vero Beach. “We do have free admission for Veterans with some type of ID proving they’re a Veteran,” said the chairman, Richard Gallant. This is the 17th Thunder on the Beach. The Florida Indian Hobbyist Association took over the powwow a few years back. The association has long hosted the FIHA Annual Powwow and Native American Experience at the St. Lucie County Fairgrounds, which is coming up on March 25 to 27. The St. Lucie fairgrounds is at 15601 Midway Road, Fort Pierce. That powwow started in 1966 and appears to be the oldest continuously running powwow in Florida. It, too, is free to Veterans. Gallant said the Indian River County Woodcarvers Club will do its annual Purple Heart Canes Project presentation at Thunder on the Beach. “Last year was the first year we did this,” Gallant said. “The Indian River Woodcarvers — they usually do their caning ceremony at the (National Navy UTD-SEAL Museum). Last year they decided to do their caning ceremony at Thunder on the Beach. This year they’re going to do their caning ceremony again on Saturday (Feb. 20). They’ve got about 30 folks they made canes for.” The presentation of eagle-headed canes to Purple Heart recipients will most likely be around the noon grand entry. Scheduling is ongoing at press time.

Florida bicentennial The powwows are happening, coincidently, near the 200th anniversary of creation of the Florida territory — March 30, 1822. Florida’s entry into the United States as a territory and later state on March 3, 1845, is inextricably connected to the Seminole Wars. Historians differ on what events date the start and end of the First Seminole War. But, most agree that the pivotal event was Andrew Jackson leading troops into Spanish Florida in 1817 and 1818. That helped force the Adams-Onis treaty with Spain in 1819, which transferred Florida

from Spain to the United States. One of the primary drivers of the war was Seminoles giving refuge, and effectively tribal membership, to escaped slaves. Through the 1820s settlers entered the new U.S. territory and tensions with the Seminoles grew. Then the Indian Removal Act of 1830 made another hot war with the Seminoles inevitable. In 1832, the federal government put forward a treaty that promised the Seminoles lands west of the Mississippi River if they’d leave Florida voluntarily. Many did and the largest population of Seminoles is in Oklahoma. Of course there were the holdouts, the Seminoles who refused to leave. Much of that owed to several chiefs claiming they’d been forced to sign treaty documents, an assertion some military officers corroborated. The Senate ignored the corroborated complaints and ratified the questionable treaty in 1834, and the now President Andrew Jackson told disagreeable Seminoles he was going to enforce it with the military. On Dec. 23., 1835, Major Francis L. Dade left Fort Brooke, Tampa, for Fort King, Ocala, with two companies, 110 soldiers. A large group of Seminoles shadowed the soldiers for five days. On Dec. 28, 1835, the Seminoles launched an attack near what is now Bushnell as Dade and his men passed through palmetto brush. Details of the day-long battle are scant. The Seminoles only left three men living. The costly and unpopular Second Seminole War was now on and would go until 1842. The federal government extradited itself from the lingering war of raids and counterraids by enacting the Florida Armed Occupation Act of 1842. It basically outsourced counterinsurgency to settlers. Under the act qualifying claimants who made the hurried filing deadline could receive 160 acres of unsettled land south of Palatka that was at least two miles from any active military facilities. Grantees had to clear and cultivate five acres, along with building a house, during their first year on the land. Oh, and they had to be “able to bear arms” against any aggression by the about 300 Seminole men the Army figured were left in the then U.S. territory. The act allowed for up to 200,000 acres to be granted. It was all gobbled up and then some. About 1,300 men, and at

least one woman, applied for the land. That moved about 6,000 people to Florida, a population boom. With that population growth, Florida became the 27th state on March 3, 1845. The act was arguably a template and segue for the anti-Indian Donation Land Claim Act of 1850 and Homestead Act of 1862. Despite the federal government’s century of overtly suppressive policies against Native Americans, nations, tribes, bands and individuals survived and preserved much of their cultures. Additionally, many Native Americans, including Seminoles, served with distinction in the military even before the Indian Citizenship Act of 1924 ended lingering remnants of the Indian Wars. The act affirmed birthright citizenship for all Native Americans whether born on or off reservations.

Native Americans today There are more than 560 federally recognized tribes, and numerous claims of tribal remnants that don’t have governmental recognition. Additionally, there are innumerable people who claim Native American ancestry that isn’t recognized by tribal governments, because they don’t have, or aren’t aware of, ancestors who gained federal recognition in the Dawes Roll and other documents. There are two federally recognized tribes in Florida. Those are the related Seminole and Miccosukee. Before European settlement started, Florida had numerous people, ranging from Choctaw in the western Panhandle to the Ais, Tequesta — and related tribes — in Southeast Florida. The most famous Florida tribe, the Seminole, is an admixture of peoples that started as an alliance and grew into a culture. The Seminoles weren’t originally in South Florida, the area commonly associated with them. They’d retreated to South Florida for survival during the Second and Third Seminole Wars. Britannica explains at its website — www.britannica.com — that the word “powwow” appears to be a poor anglicization of an Algonquian word or words. In the 1800s traveling medicinal salesmen employed Native Americans to entertain crowds with their dances and other cultural exhibitions. The word “powwow” entered the lexicon to describe the exhibitions. There was a slow bifurcation between the medicine
