MAKING A STATEMENT - SENATE RESOLUTION 1064 State Senate committee nods at resolution to keep FARC on terrorism list Patrick McCallister FOR VETERAN VOICE

Resolution hearings in Florida Senate committees usually last about three minutes. The State Senate Committee on Military and Veterans Affairs, Space, and Domestic Security took almost 20 minutes before voting on SR 1064, “A resolution opposing the Biden Administration’s removal of the Revolutionary Armed Forces of Columbia (FARC) from the United States Department of State’s list of Foreign Terrorist Organizations.” “SR 1064 further expresses the opposition of the Florida Senate to any effort by the Biden administration to remove the Revolutionary Armed Forces of Colombia, the FARC, from the designated terrorist organization list,” the bill’s sponsor, Sen. Ileana Garcia, told the committee at its Feb. 1 hearing. Garcia is a Miami-Dade Republican. While all committee members voted to move the bill to its next and last committee stop, Rules, some pressed Garcia on what the aims of the resolution are. Garcia visibly struggled on some of the questions. In fairness, there are complexities about the history and current situation since the Columbian government and FARC signed a peace deal in 2016. Additionally, Garcia had overtly strong emotions on the topic. Although born in Miami, Garcia described herself as a “child of exile.” The companion bill, House Memorial 1383 is awaiting a hearing in the Local Administration & Veterans Affairs Subcommittee. It’s, at press time, not scheduled for a hearing. The House version will also have to go through the State Affairs Committee.

Senate Resolution The Florida Senate glossary explains that a resolution is, “A bill that is not subject to action by the Governor, is not subject to the constitutional one-subject limitation or to the constitutional title requirements, and, except for certain uses of joint resolutions and concurrent resolutions, does not have the effect of law. When adopted by both houses, it is signed by the legislative officers and presented to the Secretary of State.” The bill, as written, doesn’t specify transmission to any federal agency or body, as a Senate Memorial would, but does say, “Be it further resolved that the Florida Senate will use all means possible, including divestiture if applicable, to impede ties, commercial or otherwise, with FARC.” Garcia didn’t specify any financial activity the state has that could connect to FARC. However, there are at least three FARCs the term can be applied to.

Revolutionary Armed Forces of Colombia The Revolutionary Armed Forces of Colombia–People’s Army — in Spanish, Fuerzas Armadas Revolucionarias de Colombia– Ejército del Pueblo — formed in 1964. It was a guerrilla group that formed from the then existing Colombian Communist Party — Partido Comunista Colombiano — after the government adopted an agribusiness plan that displaced tens of thousands from family farms. Through the shifts and turns of history the FARC, arguably, became as much if not more a criminal moneymaking enterprise as it an ideological guerrilla organization. Among its organized crimes was industrialized kidnapping for ransoms, illegal

mining which apparently had no environmental restraints, extortion, violent bank robberies, and participation in the illegal drug trade. In addition to Columbian military and law-enforcement efforts to stamp out the FARC, there was a rise of paramilitary groups, which often had ties to right-wing figures and groups, fighting the communist guerrillas. Sadly all of the players dealt in the currency of death that caught up about 200,000 or more civilian non-combatants over five decades.

Peace deal and failure In 2016 the FARC signed a ceasefire with then Columbian President Juan Manuel Santos. He received the Nobel Peace Prize for his efforts to end the longstanding civil war that centered on the FARC. There was a voter referendum to ratify a peace plan with the FARC in 2016 that narrowly failed. The Columbian Congress, nevertheless, approved an amended peace deal with the FARC. The insurgent and criminal organization handed over weapons to the United Nations in 2017, and formed a legal political party, the Common Alternative Revolutionary Force, Fuerza Alternativa Revolucionaria del Común. Yes, the founders kept FARC in the name, although the political party goes by the moniker “Commons,” “Comunes.” As is commonplace after protracted political warring — such as in Northern Ireland after the Good Friday Agreement — not all combatants want to see the bloodshed end. In 2019 former FARC commanders such as Iván Márquez started a reconstituted, albeit much smaller, FARC, as in Revolutionary Armed Forces of Colombia. Other former FARC leaders condemned it and urged their

followers to refrain from violence and continue participating in the political process through Commons.

Foreign terrorist organizations list The U.S. government started the foreign terrorist organizations list in 1997. Former President George W. Bush strengthened the State and Treasury departments’ ability to sanction those on the list shortly after the terrorist attacks of Sept. 11, 2001. Secretary of State Antony Blinken took the Revolutionary Armed Forces of Columbia, now the Common Alternative Revolutionary Force, off the foreign terrorist list at the end of November, because the group has stuck to a transition to political rather than armed action. However, at the same time the State Department added the splinter group, commonly dubbed the Carlos Patino front, and some of its leaders, to the foreign terrorist list under the name of the Revolutionary Armed Forces of Columbia–People’s Army. Yes, it’s confusing.

Committee discussion SR 1064 makes no apparent distinction between the now political Common Alternative Revolutionary Force, Commons, and the FARC splinter Carlos Paino front. It, too, is a distinction some committee members seemed to be unaware of. Janet Cruz, a Democrat whose district is in Hillsborough, asked Garcia— “Can you explain to me why (FARC) was removed from the list?” Garcia said she couldn’t ex-

The Florida Department of Veterans Affairs announced Port St. Lucie’s long wait will soon be over. It expects to have residents in the newly built Ardie R. Copas State Veterans’ Nursing Home by the time the sun’s in Gemini. “We are confident enough at this point to publicly announce our goal is to have the first resident in by May, and eight by May 31,” said Steve Murray, director of communications at the state Veterans department, in a telephone interview. Oh, and for those not up on the astrological months, Gemini is May 21 to June 20. Additionally, the state’s projecting to have residents in the under-renovation Lake Baldwin State Veterans nursing home this year. “We have a similar timetable for the Lake Baldwin home in Orlando,” said Murray.

Long road The sixth state Veterans nursing home opened in St. Augustine in 2010. That’s the Clyde E. Lassen State Veterans Nursing Home. After its opening, the Florida Veterans Council quickly pressed for the opening of a seventh state Veterans nursing home. During its 2013 session, the Florida Leg-

islature approved about $100,000 for an independent study to determine whether a new Veterans nursing home was needed, and if so where it should go. Early in 2014 then Gov. Rick Scott — who’s since become a U.S. Senator — and the Florida Cabinet considered the study done by Health Strategies. St. Lucie County was one of 10 possible sites the study identified. Eight counties expressed interest in hosting the next state Veterans nursing home. A site selection committee got to work looking at those eight locations and made its recommendation to the governor and cabinet. In September that year, the Florida Cabinet approved Port St. Lucie. The Florida Department of Veterans Affairs had a press conference at the 28-acre site in December of 2014 and predicted that the groundbreaking would be within a year, and the new home should be opened about two years after that. So, all eyes were on a 2017-2018 opening. But, the groundbreaking didn’t happen within a year. Then in 2016 a spat between the state and the federal Department of Veterans Affairs, which paid 65 percent of the construction costs, threatened to quash the Copas home. That spat was resolved in 2017. The ceremonial groundbreaking was in March of 2018. Construction started in June that year. The state Veterans department said barring unforeseen circumstances, the Ardie R. Copas State Veterans’ Nurs-

ing Home would open in the summer of 2020. Construction was moving on schedule, but then the SARS-CoV-2/COVID-19 pandemic hit Florida in March of 2020. Construction of the building continued, but there was a sudden crush on medical supplies and workers, along with the emergence of supply chain problems on seemingly everything else. “The global short of supplies we’ve all encountered over the last few years is slowly clearing,” Murray said.

From here After the first residents are admitted, there’ll be a slow buildup at the 120-bed Copas Veterans nursing home. “You don’t just put 120 people in there overnight,” said Murray. At press time about 35 of the expected 175 workers are hired. They’re mostly the administrative and operational staff. “The staff we’re looking for now are direct resident care,” Murray said. He offered no predictions for when the 121,000-square-foot facility will be up to its resident capacity. Residents will all be Veterans with honorable discharges who were domiciled in Florida before receiving certification of needing nursing care by VA physicians. The Florida Legislature moved to open online classrooms to National Guard members. At its Feb. 1 hearing, the Florida Senate Committee on Military and Veterans Affairs, Space, and Domestic Security made quick work on moving along SB 1396, an expansion of the Florida National Guard’s Educational Dollars for Duty. The sponsor is Sen. Janet Cruz, a Hillsborough Democrat. “This is a simple bill,” she said. “It increases the educational program option for members of the state’s National Guard to include an online degree program provided by a public or non-public postsecondary institution, or a technical center, in (Florida) or another state subject of course to accreditation,” she said.

In the current fiscal year, the program has $4,167,900 available. No more than $450,000 can go to Guard members seeking nonSTEM degrees.

2019 about 7.3 million students were “enrolled in any distance education courses at degree granting postsecondary institutions.” In the fall of 2019 there were about 19.6 million postsecondary students with 3.45 million in “Exclusively distance education courses.” That’s 17.6 percent of all postsecondary students. The general expectation is universities and colleges, and other postsecondary institutions, will move ever more of their offerings online.

The state established the Educational Dollars for Duty program in 2009. To qualify, participants must be serving in the Guard and meet other criteria. The Florida National Guard website explains some program details. “If you meet the eligibility requirements, EDD can be used for courses that lead toward a Technical Certificate, Associate’s, Baccalaureate or a Master’s Degree,” the website reads. It adds, “For those qualifying for the program and attending Florida community colleges and public universities, tuition will be paid at 100 percent of the

I’m asking, and I don’t know.” Garcia answered— “That’s — that seems to be the sentiment in Columbia.” She continued, broaching other countries. “I guess it’s — we can ask the same about (Daniel) Ortega in Nicaragua, the newly-elected woman President (Xiomara) Castro now in Honduras that also embraces communism, socialism and comes with an entourage of backing from organizations like (Revolutionary Armed Forces of Columbia).” Cruz voted for moving the resolution forward, but admitted beforehand having hesitation. “So, you’re of the opinion, as well as many others, that FARC is a terrorist organization,” she said. “But, the people in this country are willing to vote for and are cheering on this particular candidate. I just feel conflicted, then a little bit con-

fused.” Sen. Gayle Harrell — A Republican who represents the southern end of the Veteran Voice coverage area, Martin and St. Lucie counties — had no conflicts. “Having studied Latin American history for many years, with a master’s degree in Latin America history, I can tell you that it is one the worst terrorist organizations in Latin America,” she said. “And, yes, they’re make a show of perhaps some of them changing colors, changing stripes, or becoming different, a different group. But in reality, FARC is FARC. And we have seen the kidnappings, the terrorism, the horrendous things that have happened in Columbia. I have some very good friends from Columbia, and I can tell you that this is disastrous. It’s time that we send this message and thank you for doing this great bill.”

‘Calypso King’ Singer, songwriter, actor and social activist Harry Belafonte was in the Navy during World War II, dropping out of high school in New York City to enlist and contribute to the war effort from 1944 to 1945. At the time, the military services were segregated. Belafonte, a Jamaican American, was assigned to Port Chicago, California, 35 miles from San Francisco. During World War II, Black service members were not normally assigned to frontline fighting units. Rather, they were assigned mostly to supporting specialties. His job was to load military ships bound for the Pacific theater.

After the tragedy, Black Sailors refused to load ammunition under the same unsafe, segregated conditions that were said to have sparked the explosion. It became known as the Port Chicago mutiny. Fifty of the sailors were convicted of mutiny and sentenced to prison. Most were not released until months after the war ended. “The Port Chicago mutiny was one of America’s ugliest miscarriages of justice, the largest mass trial in naval history, and a national disgrace,” Belafonte said. He credited television producer Ted Turner and his staff with having the courage to put the story on television. In 1994, the Port Chicago Naval Magazine National Memorial was dedicated to the lives lost in the disaster.

Explosion tragedy, backlash

GI Bill paves way for future

Just before Belafonte arrived in Port Chicago, California, a massive explosion took place, involving military ships loaded with ammunition. About 320 people were killed — two-thirds of them Black sailors. “It was the worst home-front disaster of World War II, but almost no one knows about it or what followed,” he said.

Once he completed his service in 1945, Belafonte returned to New York City. He used his GI Bill benefits to pay for his classes at The New School Dramatic Workshop, alongside future actors Marlon Brando and Belafonte’s lifelong friend Sidney Poitier. To supplement his income while at-

WWII vet Harry Belafonte, 94, recognized as much more than just singer tending acting classes, Belafonte sang at nightclubs at times backed by the music legends that included jazz musicians Charlie Parker, Max Roach and Miles Davis. Later, he developed an interest in folk music. With guitarist and friend Millard Thomas, Belafonte made his debut at The Village Vanguard, a legendary jazz club in New York City. In 1953, he signed a contract with RCA Victor, recording regularly for the label until 1974.

Getting in with the big names Belafonte also performed during the socalled Rat Pack-era in Las Vegas. He and pianist Liberace, musician and singer Ray Vasquez, and singer Sammy Davis Jr. were featured at the Sands Hotel and Casino and the Dunes Hotel. Belafonte’s first widely released single, which became his signature audience participation song in virtually all of his live performances, was “Matilda,” recorded on April 27, 1953. His breakthrough album “Calypso” (1956) became the first long-playing record in the world to sell

The seasonally adjusted national unemployment rate for Veterans was 3.5 percent in January, which was up from 3.3 percent in December. The December seasonally adjusted unemployment rate among adult nonVeterans was 3.9 percent, which was up from 3.8 percent in November. Veterans have consistently had overall lower unemployment rates than nonVeterans throughout the SARS-CoV-2/ COVID-19 pandemic and its aftermath. The Bureau of Labor Statistics released the monthly jobs report on Feb. 4. Seasonal adjustment is a statistical tool to even out normal monthly employment fluctuations.

Overall not seasonally adjusted Veterans employment Veterans, all cohorts taken together, had a not seasonally adjusted unemployment rate of 3.5 percent in January, which was up from 3.3 percent in December. The Veterans labor force participation rate increased from 46.7 to 48 percent from December to January. The non-Veterans’ labor force participation rate went from 64.3 to 64.4 percent in the same timeframe. The non-Veteran not seasonally adjusted unemployment rate was 4.4 percent.

Veterans employment by cohorts The way the bureau reports employment numbers there are several ways to look at different cohorts of Veterans. For example, women Veterans had a 3.3 percent not seasonally adjusted unemployment rate in January compared to the Veteran men having 3.9 percent. Non-Veteran women had a 4 percent not seasonally adjusted unemployment rate in January, which was lower than the 4.7 percent for non-Veteran men. The youngest cohort of Veterans, which the BLS designates as “Gulf War-era II,” had a not seasonally adjusted unemployment rate of 5.2 percent, which was up from the prior month, 4.3. Most know this group as “Post 9-11” and most in it are, in demographer parlance, millennials, although a growing number of Gen-Z, zoomers, Veterans are in the cohort. The men in this cohort were at 5.4 percent unemployment. The women 3.9 percent. The bureau’s Gulf War-era I Veterans, generally Gen-Xers, had a January unemployment rate at 1.2 percent. The men were at 1.3 percent. The women were at .2. The BLS classes together Vietnam-era to World War IIera Veterans. Obviously. there are likely only a few World War II and Korean War Veterans in the workplace. This grouping, for employment purposes, is almost all Vietnam-era Veterans, Baby Boomers. The older Veterans, according to BLS,

had a 5 percent unemployment rate in January. There BLS doesn’t separate men and women in this group. The cohort the bureau identifies as “Veterans of other service periods,” includes disparate years ranging from the 1950s to 1980s. This cohort had a 3.8 percent unemployment rate in December.

Local employment The Florida Department of Economic Opportunity releases the states’ jobs report two weeks after the BLS national report. It doesn’t have Veterans-specific information, or county-level seasonal adjustment. As of December the not seasonally adjusted unemployment rates in the Veteran Voice coverage area were: Volusia 3.8; Seminole 3.3; Brevard 3.2; Indian River 3.7; St. Lucie 3.8; and Martin 2.9 percent. In December Florida’s not seasonally adjusted unemployment rate was 3.2 percent. The national not seasonally adjusted rate was 3.7 percent. With seasonal adjustment Florida’s unemployment rate was 4.4 percent.

How unemployment numbers work The national and state unemployment rates are calculated using a variety of methods. Among them are random telephone interviews with people in working ages. In general times, those that

are able to work and report not having jobs, but looked for employment in the previous 30 days, are counted as unemployed. Discouraged workers — those who are able to work and want jobs, but have not sought employment in the previous 30 days — are not counted in the unemployment figure. Many call this “shadow unemployment,” and it’s inherently difficult to track due to variations for why people don’t seek jobs.

Bureau of Labor Statistics definitions For its reporting, the Bureau of Labor Statistics uses these definitions. “Veterans served on active duty in the U.S. Armed Forces and were not on active duty at the time of the survey. NonVeterans never served on active duty in the U.S. Armed Forces. Veterans could have served anywhere in the world during these periods of service: Gulf War era II (September 2001-present), Gulf War era I (August 1990-August 2001), Vietnam era (August 1964-April 1975), Korean War (July 1950-January 1955), World War II (December 1941-December 1946), and other service periods (all other time periods). Veterans who served in more than one wartime period are classified only in the most recent one. Veterans who served during one of the selected wartime periods and another period are classified only in the wartime period.”
