Incentives: Virginia offers

• The Governor’s Agriculture and Forestry Industries Development Fund (AFID): These grants are available to companies who add value to Virginia-grown agricultural and forestry products. • The Virginia Economic Development Incentive Grant (VEDIG): A discretionary performance incentive, designed to encourage companies to invest and create jobs by locating significant operations in Virginia.
Education: The common-
wealth has an excellent education system. • Career and Technical Education (CTE) courses serve more than 277,000 students in middle schools and high schools. The state boasts 58 local and regional technical centers. • More than 575,000 students are enrolled in over 230 higher education campuses around the state. Virginia has 15 public, four-year colleges; 23 public community colleges; 45 private, accredited four-year universities and 65 out-of-state higher education institutions that have campuses in the commonwealth.

The following businesses said yes to locating or expanding in the commonwealth. Here’s why, according to the companies’ executives.
Location: Last year, Bechtel
Corp., one of the world’s largest engineering, construction and project management firms announced it was relocating its Frederick, Md. operation to Reston, which was already home to the company’s operational headquarters. According to Bechtel CEO Bill Dudley, Reston has been an ideal location for the company. “Conveniently situated between two airports, it facilitates international and domestic travel, which is key to our business, provides access to a highly skilled workforce, and offers an enjoyable work/life environment for our employees,� he says.
“We have chosen the state of Virginia because we can reach 55 percent of the U.S. population within 750 miles, and we couldn’t be more pleased with our location in Hanover County,â€? says Fernando Bettin, director of operations for MavalĂŠrio, a Brazilian manufacturer of confectionary products, which made public last spring its plans to establish its first U.S. production operation in the commonwealth. The $5 million project is expected to create 55 jobs.

acquisition strategy,� Dick Wolfe, spokesman for ADP, a New Jerseybased human resources and payroll company, says about the benefits of locating its customer service center in Hampton Roads. ADP is investing more than $32.2 million in the project, which is expected to create a whopping 1,800 jobs.
Access To Market: “We
are fortunate that there is a growing appreciation for our beer across the country and the world, and opening a brewery location in Virginia will better allow us to get fresh, great quality beer in the hands of our customers,� says Jack White, founder of San Diego-based Ballast Point Brewing and Spirits. The company is investing $47.8 million to establish its East Coast brewing operation in Botetourt County. The move is expected to create 178 jobs.
Business Friendly Environment: “The pro-
business and pro-manufacturing support we received at both the local and state level convinced AccuTec’s ownership to expand operations in Augusta County, Virginia, rather than go elsewhere,� says Rick Gagliano, president of specialty blades manufacturer AccuTec Blades. The $5.4 million expansion, announced earlier this year, is anticipated to create 53 jobs and retain 138 positions.

Singing Virginia’s Praises: The commonwealth’s accolades
The Old Dominion gets rave reviews when it comes to business friendliness. Here’s how we stack up in recent business rankings:
• Virginia is highlighted in Business Facilities latest annual Rankings Report. The commonwealth is No. 2 in the broadband leaders category. The report highlights Bristol, Va. and Bristol, Tenn. for being a “hub for front-running broadband service in Virginia.” Stafford County also is praised for putting a high priority on investments and infrastructure, including broadband and transportation projects.
• The commonwealth has been a regular on Pollina Corporate Real Estate’s Top 10 Pro-Business States list since it began in 2004. “Clearly a national leader in the twelve years of this study, no other state comes close to Virginia when it comes to being a consistent probusiness state,” says Pollina’s report, where Virginia was No. 4. Pollina
is an Illinois-based brokerage and consulting firm, representing corporations, communities and states in real estate and economic development issues.
• Virginia also has consistently been on Forbes’ Best States for Business list since it launched in 2006. The commonwealth was No. 7 in the latest ranking and received kudos for its “widely diverse economy that includes local and federal government, military, farming and manufacturing.” • The Old Dominion also ranks favorably in CNBC’s America’s Top States for Business list. In 2016 it was No. 13, getting high marks for its workforce and business friendliness. To come up with the rankings, CNBC scores states on more than 60 measures
of competitiveness.
• CEOs also continue to praise Virginia’s pro-business environment. The commonwealth was No. 12 on Chief Executive magazine’s 2016 Best & Worst States for Business list, based on a CEO opinion survey. When compared to other states in the Southeast, Virginia ranked even higher—No. 6. CEOs praised Virginia’s competitive incentives and its fairness in setting rules and regulations.
• Virginia also is part of Site Selection Magazine’s most recent business climate rankings (No. 12). Half of the ranking is based on a survey of corporate site selectors, while the other is based on an index of seven criteria, including total new facilities and new projects.

More of America’s largest corporations are calling Virginia home
T
he commonwealth’s Fortune 500 list got a boost this year. Twenty-one Virginia-based companies are on this year’s list, up from 19 in 2015. The prestigious list, compiled by Fortune magazine, ranks the top publicly traded companies in the U.S. based on gross revenue. This year’s ranking included newcomers WestRock and Markel. Virginia-based WestRock is the result of a merger between Georgia-based RockTenn and Richmond-based MeadWestvaco that was completed last year. Markel (No. 476) is a Glen Allen-based specialty and small business insurer. Two companies previously on the list also made comebacks, Richmond-based foodservice distributor Performance Food Group and Reston-based homebuilding and mortgage company NVR. The companies were last on the list in 2007 and 2008, respectively. Freddie Mac remained the top Virginia-based company on the list at No. 43. Dollar Tree jumped 150 spots to No. 180. The Chesapeake-based company bought Family Dollar last year for $9.1 billion.

Botetourt County: Italian automobile parts manufacturer ELDOR Corp. is planning to open its first U.S. production plant in Botetourt County, creating 350 jobs. The company manufactures ignition systems, engine control units, braking systems actuators and power management systems for hybrid and electric vehicles. Scott County: Englewood, Colo.-based TeleTech Holdings announced plans to invest $4.07 million to establish a customer experience center. The move was expected to create 300 new jobs. TeleTech is a publicly-traded, business process outsourcing company. Wise County: Frontier Secure is planning to open a customer care center in Wise County, creating up to 500 new jobs. Frontier Secure helps home and small business customers with a variety of digital communications services, including high-tech products, identity protection, computer security and new applications for the “Internet of Things.” SOUTHERN VIRGINIA
Danville: Overfinch announced plans to invest $1.8 million to establish a manufacturing operation in Danville. The England-based company will upfit Jaguar Land Rover vehicles, which will be sold to customers across the U.S. The project is expected to create 41 new jobs. Henry County: Fort Lauderdale, Fla.-based customer experience provider The Results Cos. opened a call center in Collinsville, which was expected to employ 500 people. Memphis, Tenn.-based Monogram Foods also announced its fourth expansion in Henry County since coming to the area in 2009. The food products company said it would invest $7.2
million to establish a warehousing and logistics operation in the Southern Virginia county. The project was expected to create 101 jobs. Martinsville: Nationwide Custom Homes announced plans to expand production at its Martinsville manufacturing operations, creating 59 new jobs. CENTRAL VIRGINIA
relocated its corporate U.S. headquarters. Winchester and Frederick County: Trex Co., a manufacturer of wood-alternative decking, railing, fencing and trim, planned to invest $15.4 million to expand its manufacturing operations. The project was expected to create 89 jobs in Winchester, where Trex is headquartered.
Caroline County: Matthews, N.C.-based grocer Harris Teeter announced it plans to invest $95 million to establish its first Virginia distribution center in Caroline County. The project was expected to create 400 jobs.
Shenandoah County: Andros Foods North America announced a $73 million expansion at its Mount Jackson fruit processing facility. The move was expected to create 160 jobs.
Chesterfield and Dinwiddie counties: Online retail giant Amazon.com announced plans to add 500 jobs at its two distribution centers in Chesterfield and Dinwiddie counties. Amazon has become one of the largest employers in the Richmond-area, employing more than 3,800 people.
Chesapeake: Sutherland Global Services announced plans to add 200 additional consultants to its Insurance Center of Excellence. Sutherland Global Services, headquartered in New York, is one of the largest BPO (business process outsourcing) companies in the world.
Henrico County: Elephant Auto Insurance said it was investing $2 million to expand its Henrico County headquarters. The project was expected to create 1,173 jobs in the area. SHENANDOAH VALLEY
Augusta County: Nexus Services announced plans to invest $22 million and create 250 jobs at Mill Place Office Park, where it

Arlington and Spotsylvania counties: Lidl, a German discount supermarket chain, announced plans to invest $202 million to establish its U.S. headquarters in Arlington County and regional headquarters and distribution center in Spotsylvania County. The project was expected to create 700 new jobs. Fairfax County: San Franciscobased Bechtel Corp. said it will invest $10 million to move its Frederick, Md., operation to Northern Virginia. The move was expected to bring 700 new jobs to Reston, already home to the company’s global operational headquarters. Bechtel is a major engineering, construction and project management company. Prince William County: Software company Ventech Solutions publicized plans to invest $1.5 million to establish an Innovation, Operations and Engineering center. The project by the Ohio-based company was expected to create 200 jobs.
