NORD stalls on race track issue RICHARD ROLKE Morning Star Staff

The future of horse racing appears to be in limbo. The North Okanagan Regional District board decided Wednesday not to take any action on a proposed feasibility study for an equestrian centre. Directors also want a meeting with the Okanagan Equestrian Society, which has lobbied for support. “It sounds like we’re starting an equine centre, but they came to us,” said director Kevin Acton, who believes NORD has been left to take the lead on the issue. “We should let it sit until they show some interest.” Director Mike Gavinchuk insisted that the process should be placed on hold until a legal dispute between the society and the district is resolved. “Why go through all of this now?” he said. NORD and the City of Vernon own Kin Race Track and the society must leave the property by the end of this year. The society has taken NORD and the city to court, claiming equestrian activities were guaranteed when most of track was turned over to the city in 1964 for free. The society also claims NORD ignored an agreement for lease renewals. A tentative court date is set for June 2011. NORD had been considering possibly funding a $55,000 feasibility study for an equestrian centre based on input from the B.C. Lottery Corporation

and the Agricultural Land Commission. BCLC has stated that there is not the need for another gaming operation in the North Okanagan, and the ALC

opposes an equestrian centre on prime farm land. The ALC, though, has suggested it may consider a project on land that isn’t suitable

for farming or has been compromised by development. That is a route director Wayne Lippert wanted to pursue. “It’s worthwhile to show we’re doing something,” he said. “There could be land already out of the Agricultural Land Reserve in Lumby or Spallumcheen.” Al McNiven, parks and recreation general manager, suggested the board investigate land that may fit ALC criteria.

“If the ALC was agreeable, the board would have to decide how you obtain that 100 acres,” he said. Director Patrick Nicol believes B.C. Lottery Corporation opposes an equestrian centre because it wants to limit competition for existing gaming operations. “This would be very different than what they have in place,” said Nicol.
