EDITOR’S NOTE Dear All, Excellence is not a destination; it is a continuous journey that never ends. – Brian Tracy. We have covered quite a distance in the journey of HSE excellence in the last 25 years of Galfar. Year by year we are achieving better HSE results with various proactive initiatives. Commitment of Galfar Leadership, ever-growing customer requirements, changing environment, multi-cultural workforce, stringent inspections, and audits have grown manifold over the years that have compelled us to upgrade ourselves to meet the challenges which in turn has benefited the organization too. Consistent recognition from international organizations like British Safety Council shows our consistency in HSE performance. Recent Best in the Country award for the year 2021 from the British Safety Council and the RoSPA Health & Safety Silver awards give every Galfarians enough reasons to be proud of our HSE performance. Also, these awards and recognitions come with a great responsibility to maintain and continuously improve our HSE standards. Continual improvement is the key here, we need to be better than the best.

I strongly believe every small step in enhancing the awareness, engaging employees in the HSE program, and effective hazard communication programs will help us in inculcating positive HSE culture among the Galfarians. This GSAFE is one such initiative with the objective of keeping the QHSE communication clear, transparent, and strong. I am super excited to bring you the GSAFE 18th edition on your desk, after a little gap. In this edition, we have tried to capture all success stories, proactive initiatives, awareness campaigns, performance, and informative articles. And I sincerely acknowledge and appreciate the hard work and support extended by Mr. Suresh Thangarasu - HSE Engineer in releasing this edition. I am sure you will enjoy reading GSAFE magazine. Change in Legislation requirements Summer Work Management The State of Qatar has introduced a new Ministerial decree providing further protection to workers from the heat stress in a significant expansion of summertime working hours restriction during which outdoor work is prohibited. Under this new regulation which comes into force immediately, the workers cannot work outside directly under the sun between 10:00hrs and 15:30hrs from 1st June to 15th September. It replaces previous years prohibition to work in outdoor workspaces from 11:30hrs to 15:00hrs, between 15th June and 31st August. Regardless of the time, all work must stop if the wet-bulb globe temperature (WBGT) heat index rises beyond 32.1 °C in a particular workplace. The WBGT takes into consideration of ambient temperature, humidity, solar radiation, and wind speed.

Galfar shall always follow the guidelines on heat stress mitigation issued by the Ministry and shall observe the following: 1. Complete a risk assessment to mitigate heat stress together with the workers and update it regularly. A copy of the assessment shall be kept at the workplace. 2. Provide training on heat stress to all workers by the beginning of the month of May of each year. 3. Provide free and suitably cool drinking water to all workers throughout the working time. 4. Secure shaded rest areas that are easily accessible to workers and effective in providing shelter from solar radiation and high temperatures during breaks. 5. Provide workers with appropriate PPEs for the hot weather including thin, loose, and light-colored clothing. 6. Perform annual health check-ups to diagnose and manage chronic diseases that may contribute to the risk of heat stress and keep a record of such medical examination. 7. Train nurses, first aiders and HSE personnel to provide guidance and first aid to workers. 8. Adopt the Wet-Bulb Globe Temperature (WBGT) index values to assess the level of occupational heat stress. 9. Monitor and record weather conditions in the workplace and stop the work in workplaces where the WBGT index rises beyond 32.1 °C. Workers have the right to stop working and inform their supervisor and HSE staff when they have good reason to believe that heat stress is a threat to their safety or health. Workers shall inform their supervisors to examine their situation.

Climate Change; Another Pandemic - Not Covid-19 Introduction In January 2020, the COVID-19 pandemic shook the world and brought disruption to the normality we were all accustomed to. Although infectious disease outbreak happens with regularity, no one could have predicted the devastating impact the coronavirus would have on almost every aspect of life in nearly in almost every country in the world. The impact to life, health and economic output has been obvious and immediate.

One thing this pandemic has taught us is how interconnected our world economy and society are by supply chains, communications technology and travel. The fallout of impacts from COVID-19 have been become painfully clear to the entire world, and they may serve as a preview for another pandemic called CLIMATE CHANGE.

What is Climate Change? Climate change is a change in the usual weather found in a place. This could be a change in how much rain a place usually gets in a year. Or it could be a change in a place’s usual temperature for a month or season.

What is Causing Earth’s Climate to Change? When the sun’s radiation reaches the earth, some of the radiation is absorbed and warms the Earth, and some is re-radiated back into the space A portion of the outgoing infrared radiation is trapped by greenhouse gas emissions in the atmosphere. These trapped outgoing radiation further warms the Earth

These greenhouse gas emissions are from human activities such as burning of fossil fuels for electricity, treatment and disposal of waste, deforestation, livestock farming etc. The Greenhouse gases are Carbon dioxide (CO2), Methane (CH4), Nitrous oxide (N20), Sulphur Hexafluoride Hydrofluorocarbons (SF6), (HFC’s), Perfluorocarbons (PFC’s) and Nitrogen Trifluoride (NF3).

Carbon Footprint Carbon footprint is a term used to describe the amount of greenhouse gas (GHG) emissions (expressed in CO2e) caused by a particular activity or entity, and thus a way for organizations and individuals to assess their contribution to climate change. A carbon footprint is expressed in CO2e, where the “e” in CO2e stands for equivalent. CO2e is the standard unit of measure for the greenhouse gases. Each greenhouse gas has a global warming potential measured against CO2e that allows for the conversion to CO2e. Calculating personal and organizations carbon footprint helps in identifying opportunities for emission reduction opportunities

How to Reduce Carbon Footprint in Qatar EPC Industry Qatar, which is a high energy intensity and is water-stressed, has taken steps to cut its carbon emissions in recent years. Constructing a low-carbon city, implementing a rating system that assesses the sustainability impact of buildings and infrastructure, and planning to deliver the first-ever carbon neutral FIFA World cup in 2022, have shown the nation's commitment to be a sustainable State in 2030. Making QNV2030 a reality requires the government effort and active participation by the private sector, citizens, and residents. The following are different ways to reduce personal or organizational carbon footprint; The best place to start is by measuring your personal or organizational carbon footprint to identify the significant emissions. Increase the efficiency of your office lighting by using energy efficient options such as LED. Organize virtual business meetings where possible to reduce emissions from road travel.

Turn off office lights, computers and utilities at the close of business. Purchasing recycled paper or refurbished IT equipment is an easy way to reduce organizational carbon footprint. Focus on employee education. Make sure everyone in the organization is on board from the start.

Through this QHSE Magazine, we would like to share Galfar’s HSE performance during January to June 2021. The HSE Performance statistics reminds us of the importance of the workplace HSE requirements compliance. Recent implementation of In-vehicle monitoring system (IVMS) and regular defensive driving technique trainings to all our drivers and staff has brought a positive result of decrease in trend of vehicle over-speed related complaints and fines which is a commendable achievement. Every employee of Galfar has a role in reducing the incidents and improving the safety culture. Let us together work for making our workplace safer. Corona Virus Disease (Covid 19) Currently the entire world is experiencing the desolation and devastation of a deadly virus, the new disease of COVID-19, emerging from the new coronavirus SARS-CoV 2, has spread throughout the world, affecting more than 200 countries and millions of people, with discouraging morbidity and mortality figures. We have been witnessing all those adverse effects resulted after January 2020 due to the pandemic. Since virus outbreak, we have been forced to forget our normal life to survive from the pandemic and few of them failed also.

What is Corona Virus Disease (COVID 19)? Coronavirus disease (COVID-19) is an infectious disease caused by a newly discovered coronavirus. Most people infected with COVID-19 will have a mild to moderate illness and will recover without special medical treatment. Some people, such as those with underlying medical problems or disease and older people, are more likely to suffer from more serious symptoms of the diseases. The virus spreads by breathing in micro-droplets a person close to them has released by sneezing, coughing - or just breathing out, hand-to-face pathway: touching a surface where live virus material is present, then touching their mouth, nose or eyes.

Qatar, Galfar and the Pandemic Since the outbreak of COVID 19 across the globe and in country, the state of Qatar had responded immediately by means of implementing preventive and protective measures to protect citizens and residents from COVID 19 infection. Controls such as phased restrictions at public places & services, mandatory face mask at outside home, social distancing, Campaign programs, vaccinations etc., implemented by the state to control virus spread. Galfar AlMisnad has combatted against the pandemic by adhering to government guidelines with prominent safety controls measures. Due to the mutation nature of the virus, it is expected that the COVID 19 presence in the globe may extend for forthcoming years as well. It’s very importent to adhere the safety control measures against the COVID 19 until its disappearance from the earth. Various researches and experts across the globe suggests that the vaccination is one of the best protection method. Galfar has understood that the vaccination is the great weapon shown a real intent towards the vaccination and obtained a better result. Currently 99 % of our employees have taken their first dose of vaccine and around 85% of our employees have taken both doses of the vaccine. Let us continue to remain focused and follow the MoPH guidelines at our workplace and public areas.

EHTERAZ Mobile Application To self-monitor the health status of COVID 19 by individual, the state of Qatar has launched EHTERAZ app, a smart phone application. It is mandatory for every personnel to have their EHTERAZ app with their name in their smart phone and the health status will be monitored prior to enter public places. This health status could be verified by police or security personnel or authorized persons prior to allow inside mall, workplace, etc.

Traffic Awareness officers from the General Directorate of Traffic department, 1st Lt. Muhammed Ahmed Al Kathiri & Lt. Hamad Salim Al Nahab made their presence during the campaign sessions and extended speeches on road safety.

To equip our employees to work safely in summer season, Heat stress awareness campaign conducted during May 2021. Employees trained with heat stress symptoms, response procedure and preventive measures to be practiced during summer. It was ensured that the drinking water, individual water bottles, rest shelter, hydration salts, flag system and other required arrangements available at work site during the campaign.

Virtual speech contest for kids As part of the World Environment Day 2021 and Galfar’s environmental awareness campaign, virtual speech contest for our employees’ kids was organized to enhance the ENV awareness among the young generation. The contest was conducted on the topic of “My action in restoring eco-system” for junior and senior category. Our Executive Director Mr. Satish G Pillai made his presence along with Mr. Joy Pettah (SGM - MEP & Building) and Mr. Navaneetha Shetty (Head QHSE) in the environmental awareness campaign concluding ceremony, which had been arranged on 11.07.2021, to congratulate and award the certificates, momentos and prizes to the participants and winners of the virtual speech contest.

Safety Topic - Mock drill Emergency management and response is one of the major challenges in occupational health and safety management at any industry and the main objective of the HSE Management system is to prevent and not to have any mishap which leads to an emergency. In-spite of all safety controls, emergency situations could happen at workplace due to man/machine error or in the form of natural disaster(s), there the mock-drill(s) plays a significant role in response and rescue activities.

What is mock-drill? Mock drill is an exercise of practicing how to respond during a real time situation of any kind of danger calamity that occurs with no advance or very little time. Mock-drill(s) helps in understanding the dos and don’ts during an emergency, advance warning, evacuation routes and assembly points, ways to control emergency, rescue operations and relevant emergency services (both in-house and external). The main objective of mock drill is to review emergency preparedness plan as well as evaluate standard operation protocols of the workplace which helps concerned people to act in accordance with the emergency to safeguard life and property.

Mock-drills in Galfar Mock-drills are practiced in all our worksites, camps, workshops and associated facilities as per the respective project / facility plans. Galfar has kept mock-drill as one of the HSE objective for all projects and it demands minimum 3 mock-drills per year which should cover health, safety and environmental aspects. So far, 25 mock drills have been organized in Galfar project including associated facilities, during Jan to June 2021.

Three Types of Emergency Preparedness Drills are Tabletop Drill - A facilitated analysis of an emergency in an informal, stress-free environment. It is designed to elicit constructive discussion as participants examine and resolve problems based on existing operational plans and identify where those plans need to be refined. The success of the exercise is largely determined by group participation in the identification of problem areas. The table-top exercise is simulated with minium efforts by means of not using human and equipment resources and not considering the time pressures. This is the simplest type of exercise to conduct in terms of planning, preparation, and coordination. Functional Drill - This type of drill simulates an emergency in the most realistic manner possible, sort of moving real people and equipment to an actual site. As the name suggests, its goal is to test or evaluate the capability of one or more functions in the context of an emergency event. Full-Scale Drill - As close to the real thing as possible, a full-scale drill is a comparatively lengthy event that takes place on location using - in as much as is possible - equipment and personnel that would be called upon in a real event. What is ISO 45003? ISO 45003 is the first global standard giving practical guidance on managing psychological health in the workplace. It provides guidance on the management of psychosocial risk, as part of an occupational health and safety management system. Who is it for? ISO 45003 is written to help organizations using an occupational health and safety management system based on ISO 45001 Occupational Health and Safety It will also be useful for organizations that haven't yet implemented an occupational health and safety management system

Top Five Causes of work-related injury incidents in Qatar The Ministry of Administrative Development, Labor and Social Affairs released a notice recently through their website that lists the top five causes for the work-related injury incidents in Qatar. These causes very much applicable to Galfar business operations, which is an alert to us, and reminds us to make sure the compliance of workplace OHSE requirements with “ZERO TOLERANCE”. Follow the control measures and go home without harm.

#1 Falls From Height Everyone working at height must receive training. Guardrails must be installed at the right height (knee and hip) and workers must wear a harness. Platforms must be kept organized and not overloaded, and access ladders secured to prevent movement.

#2 Road Traffic Accidents Separate pathways for vehicles and pedestrians. Vehicle operators must respect speed limits and traffic signs. Vehicles must have appropriate lighting and reversing alarms, and windows and mirrors must be kept clean to ensure visibility. Don’t walk behind moving vehicles, and never rest near vehicles. Always wear your highvisibility vest.

#3 Falling Objects Keep work areas clear and make sure there are toe-boards and guard rails to prevent items from falling. Make sure tools are tethered to your belt or wrist to prevent them from falling. Always wear a hard hat and boots while on site.

#4 Machinery Make sure to wear the appropriate PPE (e.g. safety glasses, hearing protection and safety shoes). Do not operate machinery that you have not been trained and authorized to use. Never remove any guards. They are there to protect you.

#5 Cuts, Crushes and Hits Do not operate machinery that you have not been trained and authorized to use. Never operate machinery without the guards in position and ensure you wear the required PPE. Always follow safe systems of work and warning signs never take short cuts.

Industry Best Safety Practice Air-conditioned welding booth

A robust safety management system is central to any well-managed installation or site. The air-conditioned welding booth (habitat) arrangement is introduced at the CO2 WAG project to enable the continuous welding work during the summer season and to protect the employees from the heat related health hazards. The habitat is a closed chamber constructed with GI sheet mounted on the pre-fabricated steel frame with a dimension of 3X2.5 meters approximately. It can accommodate four employees at a time without congestion. The structure is supported with pay welding machine and boom truck for the continuous welding activities & easy shifting of habitat. The insulated chamber is provided with window air conditioner, Illumination, and exhaust fan to ensure the compatibility for the employees.

Air-conditioned welding habitat is monitored by Daily pre-use inspections for determination of condition of facility Continuous monitoring of heat index inside & outside welding booth Provision of drinking water in water bottles Heat index-based flag system Full time electrician and maintenance team are available Certified fire watch are available with fire fighting equipment. Welding activity are closely monitoring by pipeline engineer, welding supervisor and HSE Officer

Health Awareness - Obesity Definition Obesity is defined as having an excessive amount of body fat. Obesity is more than just a cosmetic concern, though. It increases your risk of diseases and health problems such as heart disease, diabetes and high blood pressure. Being extremely obese means you are especially likely to have health problems related to your weight.

Risk Factors Family lifestyle – Obesity tends to run in families. This is caused by genes and by lifestyle habits. If one of your parents is obese, you have a higher risk of being obese Emotions – Some people overeat because of depression, hopelessness, anger, boredom and many other reasons that have nothing to do with hunger. This doesn't mean that overweight and obese people have more emotional problems than other people. It just means that their feelings influence their eating habits, causing them to overeat. Inactivity – Over-eating and sedentary habits (inactivity) are the most important risk factors for obesity Gender – Men have more muscles than women, on average. Because muscle burns more calories than other types if tissue, men use more calories than women, even at rest. Thus, women are more likely than men to gain weight with the same calorie intake. Age – People tend to lose muscle and gain fat as they age. Their metabolism also slows somewhat. Both lower their calorie requirements. Pregnancy – Women tend to weigh an average of 1.8 to 2.7 kg more after a pregnancy than they did before the pregnancy. This can compound with each pregnancy

Effects - Long term While the initial discomforts and health problems associated with the obesity may seem inconvenient and unpleasant for sufferers, the long-term risk factors are quite serious. Over time, obesity sufferers are at high risk for the following health concerns Cardiovascular disease Hypertension Sleep apnea Stroke Type 2 diabetes Osteoarthritis Cancers, including breast cancers

Prevention & Treatment Exercise therapy – An inactive lifestyle is a key factor in causing obesity. By an increase in daily physical exercise, obese patients can jump start their metabolism and weight loss quickly. Dietary therapy – There is a direct link between diet such as salt, fat and sugar to obesity. In addition, oversized portions contribute heavily to obesity. By replacing sugar, salt and fat with whole grains, fruits, vegetables and lean proteins, dietary therapy can improve both short term and long-term health risks quickly. In addition, the reduced calorie and fat diet will help the body burn more of its fat stores for energy. Behavioral therapy – In some obesity cases, unresolved emotional issues can lead to over-eating. Keeping a food journal of what you eat and when can help pinpoint those areas for resolution with a trained therapist Medication / supplemental therapy – In some cases your physician or nutritionist can suggest medications, herbs or supplements that can be helpful in losing weight and boosting metabolism.

Legal Update Summer working management The “Decision of the Minister of Administrative Development, Labour and Social Affairs No. (17) for the year 2021 specifying measures to protect workers from heat stress” replace the “Minister of Civil Service Affairs and Housing Decision No. 16 of 2007 specifying working hours in outdoor places during summertime” with increased work stop period under sunlight (i.e. From June 1st until September 15th – 10.00 AM to 3.30 PM), introducing new heat index identification model and Mandatory annual health surveillance for employees who works under the exposure of direct sunlight.

Infectious Disease Law Law no. 9 of 2020 issued by HH the Amir on 26 March 2020 amends Decree Law no. 17 of 1990 on the Prevention of Infectious Diseases. The Law aims at curbing the spread of infectious diseases generally and, more recently, the coronavirus disease 2019 (COVID-19) pandemic, by providing health authorities with broad powers to prevent the spread of infectious diseases; and ii imposing certain reporting requirements (including self-reporting) with associated penalties for failing to do so. i
