A Message from Bart Thrasher, P.E. - Richmond District Engineer Spring is right around the corner and it won’t be a minute too soon. We spend too much of our time away from our families during the winter months due to bad weather, so now is when we need to make up for lost time. Here in the district, our job is never done in so many ways. We go from plows and spreaders to mowers and trash pickup overnight. However, no matter the job, I cannot stress the importance of safety in the workplace enough. The most important responsibility we have is that our VDOT family makes it home to their loved ones safe and sound each and every night. Speaking of safety, if you take a look at the CESE standings, you will notice that we are moving in the right direction to be in competition for this year’s cup. Please continue to reach out to Marchel Johnson and Reggie Patterson with any ideas! I look forward to sharing another National Work Zone Awareness Week (NWZAW) with all of you from April 8-12. NWZAW is a great time to reflect on safety in your life, to remind your teams about key safety measures, and to pledge to drive and work safely in work zones. It is also a time to remember VDOT workers who have lost their lives while in an active work zone. I encourage you to attend the annual Workers’ Memorial Vigil on Monday, April 8 (more details below) to pay your respects and relish the view of the VDOT Workers’ Memorial in the Shenandoah Valley. Later that week, show your VDOT pride and work zone safety pledge by participating in Go Orange Day. Wear your orange on Wednesday, April 10 and remind your friends and family to pay attention while passing through work zones. Those that work with me know that I believe competition is good. Roadeos are coming up soon and we will have the opportunity to see the district’s best go head-to-head. Have fun competing and let’s not forget that we have some unfinished business remaining at this year’s statewide event. Finally, I want to thank everyone for their efforts over the past winter snow season. We received many compliments from our customers across the district regarding the quality and speed of our work. All of you did great work, put safety first by watching out for your teammates, and should be proud of the results. It’s always good to take pride in what you do when you do it well. Coming Soon: National Work Zone Awareness Week The American Traffic Safety Services Association’s (ATSSA) annual National Work Zone Awareness Week (NWZAW) is right around the corner! VDOT employees will once again pledge to drive safely in work zones statewide on April 8-12, 2019. The theme for this year’s event is “Drive Like You Work Here.” Now is the time to share the importance of work zone safety with your friends and family. Our goal is to continue educating drivers to slow down and eliminate distractions in work zones through videos, stories and memorials. Be on the lookout for more NWZAW information from VDOT soon. Monday, April 8 – VDOT Workers’ Memorial Vigil This annual event will be at the VDOT Workers’ Memorial on I-64 east at mile marker 103 (Afton Mountain) to honor VDOT employees who have lost their lives while in an active work zone. Wednesday, April 10 – Go Orange Day Raid your closets for anything ORANGE to wear and show your support for work zone safety. Take selfies with your coworkers to show your spirit, and send them to VDOTPhotoRequest@VDOT.virginia.gov and Bethanie.Glover@VDOT.virginia.gov. Photos of VDOT-ers wearing orange will be featured on VDOT’s Flickr page, InsideVDOT and district electronic bulletin boards (EBBs). Around the Cone 2


Location & Design Volunteers with Habitat for Humanity On Friday, November 16, 2018 five Richmond District Location & Design (L&D) engineers set aside their road plans to pick up paint brushes and nail guns and help revitalize Richmond home with Habitat for Humanity. Work on the Maymont neighborhood dwelling was nearing completion, with only paint and floor work remaining. Marian Costin and Jason Zhang volunteered to brave the cold and paint the exterior brick walls, while Phillip Frazer, Mike Carretta and Tony Haverly took to the miter saw to finish the hardwood floors inside. This was Carretta’s second time working on a Habit for Humanity project. This time, he got the opportunity to work with a professional carpenter who regularly volunteers with the organization. “It was a lot fun and I look forward to doing it again,” Carretta said. We love seeing the work that you do in your community, L&D! Keep up the awesome work. Do you want to donate your time to a meaningful community cause? National Volunteer Week is coming April 7-13, 2019! Full-time classified employees are eligible for up to 16 hours of paid School Assistance and Volunteer Service Leave per calendar year.

Employee Spotlight: Billy Smith Billy Smith, Richmond District’s South Hill Residency Administrator, will hang up his hard hat in April 2019 after 40 years of service to VDOT and the residents of Southside Virginia. Billy began his career with the Virginia Department of Highways and Transportation as an hourly worker in March 1979 and was promoted to a salaried highway equipment operator position within just a few weeks. He became a highway foreman in March 1985 and superintendent in December 1987. He was promoted to Residency Maintenance Operations Manager in May 1997. He rose through the residency leadership ranks as Assistant Residency Administrator in May 2002, Amelia Residency Administrator in February 2007, and finally South Hill Residency Administrator in April 2010. Key to Billy’s success has been how he values his teammates and dedicates himself to workforce development. He prioritizes training opportunities and is described by his staff as a selfless leader and a good listener. Whether at public meetings or checking in on his teams out in the field, he’s always engaged and willing to find the best ways to get a job done. “Retiring is the hardest decision I have ever had to make, because I just love my job and the great folks I work with every day,” Billy says. We wish Billy the best in his retirement!

Compliments to Safety Service Patrol (SSP) Check out the message below about the great work that our Safety Service Patrol (SSP) does. Many more thankful Richmond District messages can be found on pages 7-9. “On Saturday, 12/15/18 at 5:45 pm, I was returning from Hampton Roads on my way home to Chesterfield. I was traveling alone this evening and about the West Point area of I-64 west, my check engine light came on. The vehicle began to make a faint noise that eventually was more profound as I approached Exit 200 on my route to the I-295 south on-ramp. It was on this I-295 south on-ramp that my car gave out and began to smoke. Thankfully, I was able to maneuver my vehicle to the side of the on-ramp as close to the guardrail as I could go. While on the phone with AAA, I was approached from the rear of my vehicle by a truck with flashing lights. I could see VDOT on the driver’s door as he opened it to exit. This man approached my driver’s window with a hardhat, vest, and badge where I only cracked my window to speak with him. This man was VDOT Safety [Service] Patrol employee, Jacob Alejo, who was my first guardian angel that night. Mr. Alejo’s initial concern was introducing himself and assessing if my vehicle was safe with all the smoke it was producing. After assessing that the vehicle was not on fire, he assured me he would remain with me for 30 minutes until my tow truck arrived. He spoke with his supervisor and the thought was to ask if I wanted him to push my vehicle into a more open area. At some point, there was a second VDOT Safety [Service] Patrol employee (my second guardian angel) who arrived and put out two sets of flares that night. Unfortunately, I did not get his name, but am so grateful for him ensuring my safety. It was the concerted efforts of the two VDOT Safety [Service] Patrol employees that enabled me to safely arrive home to my family that evening….my prayers were answered. My husband and I want to thank you for your assistance that evening and helping to ensure our safety each and every day.” Beth from Chesterfield Around the Cone 5


Safety Solutions Chipper Safety As many of you have heard, workers in another VDOT district recently experienced a safety scare involving a wood chipper. The crew was clearing fallen trees along the road and feeding debris into the chipper, when some brush caught the edge of an employee’s work chaps and began pulling their leg toward the chipper chute. This obviously could have resulted in a serious injury, however, all members of the crew were already wearing brush cutting personal protective equipment (PPE) and another operator immediately pushed the reverse lever to back the brush out of the machine. The snagged employee left the scene with only a bruised leg. The amount of training and machinery inspection, along with PPE, prevented a serious workplace injury in this situation. Wrap around/pant style chaps should be worn when feeding a chipper because they have less snagging potential. Feed brush into the chipper pointing away from the chute to reduce the risk of entanglement. If you have questions about this incident and how we can prevent a similar situation in the Richmond District, please contact the safety team.

Journey to Zero The Richmond District recently launched a new safety campaign called “Journey to Zero.” Together, we’re working towards zero crashes and injuries for a safer workplace districtwide. In the coming months, you’ll see the “Journey to Zero” logo and message throughout the district, and we’ll share more information on how you can get involved in making field and office workplaces safer for all VDOT-ers.

A Fond Farewell It is exciting and bittersweet to share that district safety manager Marchel Johnson has been named the assistant director of the Office of Safety, Security and Emergency Management in Central Office. In this role, Marchel will lead the agency’s statewide safety programs and compliance. Marchel will remain in the Richmond District until the end of the fiscal year (June 30) to drive the district toward winning that Chief Engineer’s Safety Excellence (CESE) cup! She will be missed in the district, but we’re excited for her new opportunity to keep Virginia moving at Central Office. Marchel will leave the district’s safety division in the capable hands of Reggie Patterson. If you have any safety questions, please continue to contact the safety hotline at 804-837-9118. He even made sure that he cleared the snow pile from clearing the cul-de-sac from in front of my neighbors driveway, which is an elderly woman that lives by herself. “Good Morning, Over the holidays (Dec. 26th), we unfortunately had a pedestrian struck on I-95 at mile marker 76. There is another part of the story that I wanted to share with you all. What you may not know is Safety Service Patroller (SSP) Chris Liverman was on his way home after his shift, when he came across the incident. Chris pulled his vehicle over to the shoulder and assessed the situation. Identifying the victim was unconscious and unresponsive, Chris began to perform cardiopulmonary resuscitation (CPR). Shortly after, our on-duty SSP (Don Long) arrived on scene and set up the scene while Chris continued performing CPR. Chris performed CPR until Emergency Medical Services (EMS) arrived and took over. Chris was the first person on scene and stopped even though he was not on shift. I wanted to highlight SSP Liverman because he went above and beyond what is expected and he did what most motorists would not do. If you run into SSP Liverman, thank him for his selfless action.” Ollie Rose, VDOT Central Region Operations “Bart, I just received a call from Mayor Alexander (City of Norfolk) regarding motorist assistance provided to him and his family. The Mayor was traveling to Washington, D.C. over the weekend when he became disabled due to a nail in the tire. He had called AAA and sat for 2 hours without any assistance or police activity. Supervisor [Corbin Clance] with our Safety Service Patrol (SSP) pulled up and provided service to the Mayor - including changing his tire. The Mayor said that he was the most polite individual he has encountered and offered the assistance without knowing who he was. The Mayor could not be more complimentary of this individual or of the service he received - especially over the holiday weekend. This is a true testament that we have great people who work for VDOT, whether it be our employees or those of our contracting partners. We perform our duties to all individuals with the same level of care and respect without any judgment of who they are or what they represent. Moreover, we perform these activities during periods of time when people may be at home with families while we are keeping Virginia moving 24/7/365.
