Workforce Development The Workforce Development Team provides an array of programs and services, including targeted outreach to support recruiting and a diverse set of learning and career development programs and opportunities. The team provides oversight for all activities involved in workforce planning (current and future), talent acquisition programs including interns, scholars and VDOT’s Core Development Program, targeted recruiting and outreach initiatives focused on K-12, diversity and veterans and apprenticeship programs including the Construction Inspector Trainee Program. The Workforce Development team is comprised of Central Office support, as well as District Training Managers, tasked with providing consultation, designing, planning, development and implementation of programs related to functional, technical and leadership training. Key VDOT sponsored programs include: The Leadership Enhancement and Development Program (LEAD); Leadership Development Program for Teammates and Supervisors; Materials Certification School; and the Maintenance Training Academy. The team also has accountability for the Statewide Learning Plan and Budget, and partners across the agency to ensure optimization of funds. VDOT’s Virtual Campus All VDOT employees are provided access to the VDOT University Virtual Campus. This online learning management system is the central repository for all agency training and development. Bolted Connections Bolting is a common method of making connections and care should be exercised in their design, installation, and maintenance. This course focuses on the installation of bolts. This training is designed for agencies and their industry counterparts involved in the installation and inspection of bolts and bolted connections on construction projects.

Drilled Shaft Inspector Tutorial This course details the work of the inspector prior, during, and after completion of the drilled shaft construction process. Areas of focus include the inspector's roles, functions, responsibilities, and levels of involvement at different phases of construction. Duration: 4 Hours

Maintenance of Drainage Features for Safety This course highlights common roadway drainage problems that can cause an unsafe condition and suggests inspection methods and corrective action.

Construction of Mechanically Stabilized Earth (MSE) walls This course contains 10 modules. The need for inspection is emphasized throughout this course. This course will also help participants understand what is considered in a design and what information is contained in a geotechnical report. Roles of the inspector/engineer and contractor are discussed along with relevant safety procedures.

Duration: 5 Hours Guardrail Series: Guardrail Basics This course provides an introduction to guardrails, including their purpose, components, and considerations.

TC3 is a technical service program within AASHTO that focuses on developing training products for technical staff in the areas of construction, maintenance, and materials. TC3 has a library of 120 on-line training modules covering a variety of topics in the three primary disciplines. As a national resource, TC3 helps states, local government, and industry save money at a critical time of infrastructure investment through course development, webbased trainings, information, and resource sharing that is available at substantially reduced cost. All 50 state DOTs have used the TC3 web-based training resources, which are also being used by local governments, universities, consultants, contractors, industry, contractor organizations, and international groups.

Duration: 2 Hours Plan Reading: Highway Plan Reading Basics This training describes the foundational information needed to begin reading and understanding highway plans. This includes an overview of the title page and its components, station numbers, townships, and quantity estimates. Duration: 1 Hour

Maintenance of Traffic for Supervisors This training presents information about the placement of, field maintenance required for, and inspection of traffic control devices. In addition, drafting work zone traffic control plans and flagging are discussed. This training focuses on the design of a traffic control plan, and how and why it’s needed in the work zone.

Weather-Related Operations Participants of this course will learn about the planning requirements for an effective storm response, including scheduling and training personnel, identifying equipment needs, executing dry runs, and the additional requirements posed by a multi-day storm event. This training assists participants with planning and responding effectively to all weatherrelated operations.

Duration: 5 Hours Change Orders, Claims, and Dispute Resolution Highway construction contracts often require modification due to scope changes, differing site conditions, and a number of other reasons. Some contracts have a dispute resolution process specified to facilitate timely administration of the issue. This training explores all of these topics and provides you with an overview of the change process, the claim process, and the Federal government's role in these situations.

Duration: 1 Hour Safety Orientation This training provides a general safety awareness orientation. Completion of the first module will provide you with a general awareness of policy, responsibilities, what to wear, tools, hazards, and personal protective equipment (PPE). The second module will cover proper housekeeping practices, critical elements of hazard communication, confined spaces, procedure for lockout or tagout, and components of health and safety policies.

Duration: 2 Hours Advanced Self-Consolidating Concrete This training will cover the basic characteristics of self-consolidating concrete (SCC) as well as advantages of using SCC as compared to conventional concrete. In addition, it will discuss SCC's composition and proportioning, and fresh and hardened properties. Finally, the course will review specific examples where SCC has been used and the details of SCC use in slipform paving.

Incompatibility in Concrete Pavement Systems The materials used in portland cement concrete (PCC) play an extremely valuable role in the performance of the concrete. This training covers the incompatibilities of materials used in PCC. Although certain materials may be perfectly acceptable on their own, when they are combined they are not compatible with each other. Duration: 1 Hour

ARMICS Training ARMICS (Agency Risk Management Internal Control Standards) consists of three phases for each fiscal process: Stage I - an agency level overview, Stage II - the identification, testing and evaluation of internal controls and Stage III - a corrective action plan for discovered deficiencies.

Guardrail Installers Training (GRIT) Installer Version This class is intended for guardrail installation contractors and involves discussion of the various guardrail systems used within the Commonwealth with an emphasis on proper installation. Upon successful completion of an afternoon exam, students will be sent a GRIT certification card valid for 3 years.

Duration: 2 Hours Facility Storm water Pollution Prevention Plan (SWPPP) Training Site specific training session at each location to detail the elements of the Storm Water Pollution Prevention Plan (SWPPP) and review the plan’s requirements.

Duration: 7 Hours Spill Prevention Control and Countermeasures This course satisfies the SPCC regulation's training requirements. This course should be completed annually by all personnel who work with petroleum based products such as used oil, gasoline, diesel fuel, etc.

Guardrail Installers Training (GRIT): Inspector and Designer Version This class is intended for Construction Inspectors and Highway/ Traffic Engineers who are involved with the design and inspection of guardrail and barrier systems. Upon successful completion of an afternoon exam, students will be sent a GRIT certification card valid for 3 years.

Advanced Work Zone Traffic Control This workshop provides training needed to properly install and monitor work zones for construction and maintenance projects for long-term (greater than three consecutive days) operations. This course provides comprehensive training on work zone standards, guidelines, installations and removal procedures, inspection, liability, documentation and supervisory skills. A VDOT-issued training card will be given to each attendee who achieves a passing grade of 80% or higher.

The University of Virginia Transportation Training Academy (UVA TTA) offers informative, innovative, and affordable training and professional development programs tailored to meet the workforce development needs of Virginia’s state and local government agencies in order to improve the level of transportation services provided to the traveling public. The Academy seeks to foster and coordinate training partnerships among local, state, and federal transportation agencies and private sector organizations in Virginia. At the center of the Academy’s mission they provide technical assistance support to transportation officials in Virginia’s cities and towns to help find solutions to local transportation problems. The Virginia Department of Transportation (VDOT) utilizes UVA TTA as a strategic resource for specialized training that may not be available through other internal resources. Duration: 13.6 Contact Hours Basic Work Zone Traffic Control This workshop provides training needed to properly install work zones to perform daily maintenance or short-term operations. Emphasis is placed on the basics of work zone traffic control, focusing on work zone devices and how to effectively install and maintain them. A VDOT-issued training card will be given to each attendee who achieves a passing grade of 80% or higher. Duration: 6.8 Contact Hours Effective Culvert & Box Culvert Installation Practices The first half of the training day provides material that increases the attendee’s knowledge of proper installation practices for the three-primary culvert material (concrete pipe, plastic pipe and metal pipe). The course transitions from round culverts to box culverts midway through the training day. This class explains the proper installation practices for precast reinforced box culverts.

Access Management The workshop will cover the latest access design principles, access management techniques, retrofit programs, legal implications, and design guidelines. This course concludes with an access management exercise that will require participants to design a retrofit access plan.

Fundamentals of Traffic Engineering This course can serve as a refresher for the experienced traffic engineer as well as a foundation for the less-seasoned traffic engineer or engineering technician. The course material is grouped into four general topics: traffic control and management, traffic engineering studies, safety studies, and capacity and level-of-service analyses.

Project Inspection This course provides State, and local inspectors with practical knowledge and standard industry practices for inspecting road-related construction tasks at project sites. This course covers the proper installation of pipe materials, as well as how to monitor earthwork, concrete and asphalt placement; including calculation of quantities for payment and documentation of workmanship.

Duration: 6.8 Contact Hours Project Scheduling This class will introduce participants to the schedule development process, and also to the use of project schedules for project control purposes. This course will introduce participants to the basic concepts, challenges, and best practices with establishing and managing a project schedule. Duration: 6.8 Contact Hours Project Development of Federal Aid Projects This course will be initiated with a discussion of categorical funds and what activities they are eligible for. A detailed presentation will be made on how the federal highway financial system works and the process that determines the amount of federal funds that will be available to the States and MPOs. Presentations will then be made on federal rules to meet planning and environmental requirements, right-of-way rules and requirements (the Uniform Act), design standards, and the bridge inspection program requirements.

Project Cost Estimating This course will introduce participants to the basic concepts, challenges and best practices with estimating and managing project cost estimates. This course will provide participants with an overview of the fundamentals of cost estimating, process of developing project costs, managing cost estimates, cost escalation factors, deterministic and risk based cost estimating, and how cost estimating varies in the project development process.

Unconventional Interchange and Intersection Design The purpose of this workshop will be to discuss the best of the unconventional intersection and interchange options in some depth. We will explore the history, planning, design, and operation of the major designs. Duration: 6.8 Contact Hours

Hydraulic Modeling: Introduction to HEC-RAS This workshop teaches participants how to use the program primarily through direct application, requiring each participant to build, run, and analyze their own HEC-RAS model in various stages during the day. Model components to be covered include channel geometry data, flow data, simulation setup and execution, results, bridges, and culverts.

Traffic Calming This course is intended to provide an overview of traffic calming and the tools needed to make decisions regarding applications. This one-day course on this topic provides a foundation in the evolution of traffic calming policies and practices. Detailed information on commonly-used traffic calming measures is then presented, addressing selection, design, effectiveness, and several case studies.

Basic Drainage This course emphasizes the importance of good drainage with discussions of water and its effects on roads, problems caused by improper drainage, and ways to handle these problems. It covers types of drainage facilities, ranging from ditches, culverts, subdrains, inlets and end structures. Their uses, materials, installation and maintenance as well as erosion control are addressed. It also introduces geosynthetic drainage applications. Duration: 6.8 Contact Hours

Pavement Preventive Maintenance This workshop teaches participants the proper planning and execution of Microsurfacing, Ultra-thin Friction Course, Slurry Seal and Seal Coat techniques. The participants will be provided information on selecting the correct treatment to the appropriate pavement at the right time to extend the useful life of roadways. This workshop will cover the requirements of sample specifications, proper pavement selection, project planning, and operational oversight of successful projects.

Road Surface Management This course provides the basics for developing a road surface management program to help local governments manage their pavements by providing an understanding of the concept and importance of road surface inventories and condition surveys. A review of the basic components of flexible and rigid pavements is discussed. Pavement condition evaluations and how to recognize common pavement distress is presented. Sample pavement ratings are performed by the participants. Repair strategies at the system and project level are discussed using the information presented in the course.

Duration: 6.8 Contact Hours Maintenance of Gravel Roads This course addresses basic maintenance techniques for unpaved and gravel roads. Topics include the importance of good drainage, surface aggregate and dust control materials, and operational techniques. These techniques include blading, reshaping, re-graveling and dust control. Driving Surface Aggregate (DSA) specifications and use are reviewed. Factors used to determine when to upgrade a gravel road by paving or seal coating the roadway are discussed.

Duration: 6.8 Contact Hours Highway Safety Fundamentals This one-day course covers the highlights of conducting a highway safety study. This course presents how to find hazardous and promising sites where a limited safety budget can do the most good. The second portion of the course discusses how to select countermeasures for the selected sites with an eye on cost-effectiveness. The final portion of the course shows how to evaluate the countermeasures that have been put in place so that we build our knowledge base and can make better future decisions.

Duration: 6.8 Contact Hours Safety Effects of Roadway Design This course will address cross-section elements, access management, and the relationship between geometric design and safety as well as traffic control. An overview of modern highway safety analysis concepts, such as crash modification factors, safety performance functions, and safety analysis methods, will be discussed.

Advanced Tree Cutting and Chainsaw Coach/Evaluator This course is to prepare employees to become coaches/evaluators for RoadOpen Logging. This is an instructor-level course. This course covers safety practices, means, methods and operations for all types of logging, regardless of the end use of the wood. This course improves chainsaw skills in notching and felling with wedges, estimating heights and leans, and develop of felling and sneading plans.

GHS Change to HazCom: Online ELearning Changes in the Hazard Communication Standard to align with the United Nation’s Global Harmonization Standard include significant changes to labeling elements and a standardized format for Safety Data Sheets (SDSs) formerly Materials Safety Data Sheets (MSDSs). This training provides an overview of changes in these items during the phase in period (December 1, 2013 to June 1, 2016).

Fall Protection: Personal Fall Arrest Systems (CP) During this course the participant will learn to identify fall hazards in work area, describe systems, correct procedures for erecting, maintaining and disassembling, and inspecting the fall protection and scaffolding system. The participant will also learn about the safety net system, use and operation of guardrail systems, personal fall arrest system, warning line systems, safety monitoring systems, controlled access zones, and other protection used.

HAZWOPER Site Worker – Annual Update During this course the participant will learn about updated laws and regulations, learn to recognize asbestos, learn the health risks associated with asbestos, and learn remediation in handling asbestos. Duration; 6 Hours and 30 Minutes

VDOT 12-Hour Construction and General Industry Outreach Training This course provides an overview of Federal, State, and Local regulations covering Construction work and General Industry activities conducted by VDOT personnel. The 12-hour program is intended to provide a variety of training on safety and health issues faced by entry level workers.

Duration: 14 Hours OSHA 7110 – Safe Bolting: Principles and Practices This course focuses on three key types of safety-related to torqueing and tightening methods; personal safety, process safety and procedural safety. Duration: 8 Hours

Work Zone Training for Law Enforcement Officers (LEO) As you progress through the course you will learn to describe the dangers that Law Enforcement Officers face in a work zone, identify Virginia standards for temporary traffic control and the four component parts of a work zone and their purpose, describe safe vehicle placement for law enforcement vehicles in a work zone; and correctly record work zone crashes. Duration: 30 Minutes Confined Space Entry and Self Rescue-Competent Person Upon completion of this course participants will be able to identify what a confined space is, have knowledge of current regulations, develop knowledge of proper entry procedures and be able perform retrieval operations.

Excavation Safety – Competent Person This course will discuss Excavation Basics, Competent Person Requirements, General Requirements, Hazardous Atmospheres, Protective Systems, Soil Classification, Sloping, Shoring and Shielding, Examples of various types of trench safety equipment, and safety near underground or overhead utilities.

Duration: 8 Hours 30 Minutes Defensive Driving Fundamentals This course will provide advanced defensive driving techniques to reduce your chances of being involved in a motor vehicle accident. The content in this course is designed to specify concerns before and while driving, use safe driving techniques to avoid collisions, drive safely in various weather conditions, and respond to specific driving emergency situations.

Duration: 6 Hours Fire Extinguisher Purpose of this course is to instruct employees in operation and use of the fire extinguisher on fires during their incipient stage. Also review agency requirements for portable fire extinguishers. Review emergency preparedness and response procedures.

Ladder Safety During this course the participant will learn to: Identify proper procedures for using ladders, describe hazards, and provide hands on experience in the use of ladders.

Scaffolds: Suspended and Supported This is a course that focuses on Suspended & Supported Scaffolds. Provides safety & compliance knowledge and hands-on experience for employees who are designated as competent persons.

Duration: 8 Hours VDOT & USDOT Drug & Alcohol Course: Supervisors The focus of this course is to understand USDOT drug and alcohol regulations, be able to identify signs of alcohol and drug abuse, and appropriately report reasonable suspicion. The participant will also learn and understand the supervisor's role in VDOT’s Drug & Alcohol Testing Policy, and know when and why reasonable suspicion testing is needed.

Adult CPR with AED, Standard First Aid & Bloodborne Pathogens Combined Course Upon completion of this course, the participant will have to be able to: Provide immediate CPR to injured employees, understand and certify on first aid for all ages, provide awareness training to employees with potential occupational exposure to bloodborne pathogens.

The 32-hour program is intended to provide detailed information on the hazards found, the regulations covering the activities, and the responsibilities of personnel assigned the safety responsibility. Maintenance Training Academy The Maintenance Training Academy (MTA) is an innovative facility in Sandston offering statewide training programs. Individuals receive hands-on equipment and highway construction instruction. The academy delivers relevant, clear and comprehensive training on many topics including: Heavy equipment operation, Preventive maintenance, Work zone safety, and Snow operations. Virginia Department of Environmental Quality (DEQ) The Virginia Department of Environmental Quality provides certification and recertification in the areas of Program Administrator, Inspector, Plan Reviewer and Combined Administrator. The Department provides training and certification to meet the United States Environmental Protection Agency’s (EPA) requirements in the areas of Erosion and Sediment Control and Storm water Management. Materials Certification Schools Effective 2017 VDOT is no longer the provider for the Materials Certification Schools. These courses are now delivered through a partnership between the Virginia Department of Transportation (VDOT), the Virginia Education Center for Asphalt Technology (VECAT) with Germanna Community College (GCC) and the Community College Workforce Alliance (CCWA). Creative Problem Solving The Creative Problem Solving workshop will give participants problem solving tools such as brainstorming, information gathering, analyzing data, and identifying resources. Duration: 3 Hours Difficult People: Why They Act That Way and How to Deal with Them People who are just plain negative their glass is always 'half empty.' While occasional griping is acceptable, negativity can wear you down. Certain situations trigger extreme behaviors that might be moderated otherwise. All sorts of situational and personal circumstances can make a somewhat difficult person into an extremely difficult person.

The Essentials for Anger Management In this course, you'll explore how to manage your anger through emotional and intellectual responses, and how to respond properly to anger directed at you. You'll also explore the nature of anger including its root causes and ways to use it positively in the workplace.
