TUESDAY ~ JUNE 25TH VCCA SCHOLARDSHIP AWARDS DINNER WHAT IS A GREEN BUILDING PROFESSIONAL? For some time now your VCCA Board of Directors has been discussing a proposal to add a new listing in our database identifying a contractor as “Certified Green Professional”. There has been great emphasis placed on “green building” over the years, and many contractors have enrolled in a variety of courses toward learning building practices pursuant to California Code of Regulations title 24 Part 11 adopted in June of 2010 (otherwise known as “California Green Building Standards”). What was presented to the VCCA board on April 9th is criteria that would identify a new class of contractor. The VCCA board is being asked to recognize this new category. The board queries, however, would this provide valuable service to both the general and public agencies looking for a green building contractor or just give an advantage to green contractors over those who say they can build anything that the architect designs, whether “LEED, green or conventional”. On pages 19 & 20 Is the proposal. The board would like member input on the matter. Please read the memo and email vcca@vccainc.com with any comments you may have, making it brief as possible. RE: Proposed VCCA "Certified Green Professionals" Designation Dear Board Members: As a Board, we have been having ongoing discussions regarding the creation of a "VCCA Certified Green Professional" list. It is would goal to create such a list that could be used on your own web site as well as used on a cooperative basis as a "Link" to this list from other building industry web sites. In light of our ongoing discussions regarding the VCCA Green Building Committee trying to come up with criteria that would potentially vet our members as "VCCA Certified Green Professionals", please let this memo serve as on overview some thoughts on what might potentially become a good set of criteria for such a list. I think your Green Committee has come to the conclusion that to be recognized as a "Green Building Professional" (and I use this in the broadest sense that it could apply to a broad spectrum of your membership including but not limited to General Contractors, Subcontractors, material vendors, architects & engineers, etc.), you would need to pass a vetting process that would include;

•

You should have some form of legitimate professional designation in regards to your educational background in "Green Building" as certified by a third party organization and

•

You should also be capable of communicating your knowledge to those you are serving as customers or clients.

In regards to the first criteria point, there are numerous well run educational and certification tracks already in existence to educate and vet building industry professionals in regards to green, sustainable and energy efficient design and construction for both new structures and the remodeling and retrofitting of existing structures. As a result of that, the VCCA Green Building Committee feels it would not be appropriate for VCCA to attempt to reinvent the wheel and create there own certification track. Each of the existing programs we have discussed and are listed herein have their own relative merits and some place a stronger emphasis on certain elements of green building (for example, energy savings), while other tend to take a more comprehensive view of what makes for a sustainable building and include emphasis on reuse of materials, the embodied energy it takes to fabricate and construct with certain materials, etc., etc. In spite of the differences in these programs we have selected, each of them provide enough of a comprehensive educational overview, backed by testing of applicants to assure that any individual that has been certified by any of the programs that we consider relevant, has a big picture understanding of all the moving parts and issues that should be considered when working within the disciplines of design, engineering and construction with the goal of creating an environmentally friendly, energy efficient building.


Legitimate professional designation It is the opinion of the VCCA Green Committee that a VCCA Member could be considered a "VCCA Certified Green Professional" if they have completed credentials and certification by any of the educational and certification tracks listed below: 1. LEED Green Associate Certification or LEED Accredited Professional Certification (see www.usqbc.orq for further details) 2. Building Performance Institute Certification, including any of the BPI accredited educational certification tracks (see www.bpi.org for further details) 3. National Association of Home Builders Certified Green Professional Accreditation (see www.nahb.org for further details) 4. A graduate of an Community College or University (accredited by the State of California) Green Building Program that involves a minimum of 140 hours of class room training, testing and completion of a class project documenting knowledge of Green Building Principals. This list would include programs taught at UCLA, Sonoma State University, Santa Monica Community College, etc. 5. Certification by "Build It Green" as a Green Point Rater or Green Point Advisor, or other certifications within the Build It Green Educational Track (see www.builditgreen.org for further details)

Ability to communicate Your knowledge of Green Building Based on the consensus of the VCCA Green Committee, the second element that would make someone an knowledgeable green building professional is the ability to communicate their knowledge with customers and clients. Although you probably could not directly certify this through a "test" or "oral exam", on a good news note, the list of certifications listed above tend to become a self-fulfilling prophecy in regards to the fact that if you have any of those credentials, you do in fact have the knowledge to communicate what Green and Sustainable Design & Construction is all about.

Additional Comments Although this above list is a work in progress, the VCCA Green Committee feels this would be a good starting point to vet VCCA Members. As our program gains momentum and traction, they will of course look into other credible credentials that may potentially be added to this list. I hope the following gives you an overview of where we are trying to take this program. To make our list, we also feel that the members should be required to keep up their VCCA credentials status by qualifying for a minimal amount of continuing education. By way of example, perhaps a member would be required to complete a total of eight hours of continuing education on a self-reporting basis every two years (i.e. averaging four hours per year). Membership In VCCA VCCA is a private, non-profit membership organization serving the construction industry in Ventura County for over sixty years. We were formed in August of l946. Membership is open to qualified state licensed contractors and other businesses, individuals and entities who are not contractors but whose activities involve the construction industry, such as suppliers, material men, vehicle and equipment dealers, banking, insurance, legal and accounting professionals. At least 75% of our members must be licensed contractors, with not more than 25% of the being Associates. Annual dues are $395.00...about the price of a cup of coffee a day! Membership pays off!
