ABOUT US The Veterans Business Outreach Center Region IX (VBOCIX) is a 501(c)(3) non-profit organization. The Veterans Business Outreach Center (VBOC) program is designed to provide entrepreneurial development services such as business training, counseling and resource partner referrals to transitioning service members, veterans, National Guard & Reserve members and military spouses interested in starting or growing a small business. The Program is partially funded by an award from the U.S. Small Business Administration (SBA), Office of Veterans Business Development (OVBD), The Governor's Office of Business and Economic Development.

MISSION STATEMENT VBOCIX’s mission is to advance the growth and commercial competitiveness of veteran owned small business enterprises through education and services focusing on workforce improvement, business development, technology deployment and e-commerce.

SERVICES VBOCIX provides a variety of small business and economic development services to Reservist, National Guard, transitioning military members, veterans of all eras and veteran spouses, in their initiatives to start, sustain, or expand a small business. Educational trainings are offered via telephonic, webinar, and onsite. Training topics include: Business Basics, Marketing, IRS and EDD Tax Regulations, Strategic Business Planning, Insurance Requirements, Capability Statements, Certifications, Financing Your Small Business, Cybersecurity for Small Business, State Labor Law, and Government Contracting. VBOCIX offers complimentary and confidential one-toone small business consulting services in the areas of business development, marketing, sources of capital, government contracting, financial management, operational infrastructure design and implementation, acquisitions and mergers, employee relations, business and strategic planning and much more.

BOOTS TO BUSINESS: REBOOT WEBINAR Presented by: A Representative from the Veterans Business Outreach Center Boots to Business: Reboot is a two-step training program that provides participants an overview of business ownership as a career vocation, an outline and knowledge on the components of a business plan, a practical exercise in opportunity recognition, and an introduction to available public and private sector resources. Step one is the Introduction to Entrepreneurship course eligible to Veterans of all eras, service members (including members of the National Guard and Reserve) and their spouses. This course is instructed by SBA and its partners who are skilled business advisors. Step two is one of the online follow-on courses instructed by a consortium of professors and skilled business advisors from the SBA Network.

8(a) BUSINESS DEVELOPMENT BOOT CAMP WEBINAR Presented by: Thomas Scheu, Fresno SBA District Office 8(a) Business Development Boot Camp is an initiative to train small, disadvantaged businesses to become 8(a) certified. The Fresno SBA District Office will provide four consecutive classes on a quarterly basis to give small business owners the technical assistance they need to prepare successful 8(a) applications. 8(a) certified businesses can receive sole-source Federal contracts of up to $4 million for goods and services and $6.5 million for manufacturing. They also qualify for specialized training, and marketing assistance; and receive access to surplus government property. 8(a) certified companies can form joint ventures and teams to successfully compete for larger prime contracts, and participate in Mentor ProtĂŠgĂŠ agreements with bigger, more experienced companies.

SDVOSBs and VOSBs who want to participate in the VA’s Veterans First Contracting Program must be verified by CVE in order to be eligible for VA contract set-asides.

SERVICES PROVIDED BY VBOC CENTERS Pre-Business Plan Workshops VBOCs conduct entrepreneurial development workshops dealing specifically with the major issues of self-employment. An important segment of these workshops entails the usage of the Internet as a tool for developing and expanding businesses. Each client is afforded the opportunity to work directly with a business counselor.

Concept Assessments VBOCs assist clients in assessing their entrepreneurial needs and requirements.

Business Plan Preparations VBOCs assist clients in developing and maintaining a five-year business plan. The business plan includes such elements as the legal form of the business, equipment requirements and cost, organizational structure, a strategic plan, market analysis, and a financial plan. Financial plans include financial projections, budget projections, and funding requirements.

Comprehensive Feasibility Analysis VBOCs provide assistance in identifying and analyzing the strengths and weaknesses of the business plan to increase the probability of success. The results of the analysis are utilized to revise the strategic planning portion of the business plan.

Entrepreneurial Training and Counseling VBOCs, working with other SBA resource partners, target entrepreneurial training projects and counseling sessions tailored specifically to address the needs and concerns of the service-disabled veteran entrepreneur.

Mentorship VBOCs conduct, as appropriate, on-site visits with clients to ensure adherence to their business plans. Additionally, VBOCs review monthly financial statements to determine whether a revision of the business plan is warranted or that desired results are being attained.

Other Business Developmental Related Services VBOCs also provide assistance and training in such areas as international trade, franchising, internet marketing, accounting, and more.


VBOC CLIENT SUCCESS STORY: AVIATE ENTERPRISES

Meeting the Moment: Aviate Enterprises Delivers PPE to State of California California- August 2020- Lt Col Timothy P. Devine USAF retired, founded Aviate Enterprises, Inc. in 2014 after a long and successful career in the Air Force. His vast experience in aviation, bioenvironmental engineering, occupational safety and health, the intelligence community, the nuclear industry and servicing government contracts led him to found Aviate Enterprises, Inc. with the goal of helping procurement specialists. Aviate Enterprises, Inc. is a long-term client of VBOC and focused on assisting City, State and Federal purchasing professionals to meet or exceed mandated goals for business with Service-Disabled Veteran-Owned Small Business (SDVOSB), Small Business(SB) and Disabled Veterans Business Enterprise (DVBE) and HUBZone (Historical Underutilized Business Zones) designations while providing quality products, services, and proven solutions on a best-value basis. During the COVID-19 pandemic, Aviate Enterprises developed innovative strategies and provided PPE to the state of California. Tasked with an immense challenge, Aviate Enterprises worked extremely hard to provide hand sanitizer and PPE to the state of California, including going to extreme measures, such as airlifting materials from China to the United States, working all hours of the night to pack materials for shipping, and loading trucks and taking extra security measures for PPE. In addition, Aviate Enterprises warehouse employees also held socially distanced meetings six feet apart as well as wearing PPE to meet the moment and deliver on their promises to the state.

Veteran Owned Business TAGCarts Responds to COVID-19 California- August 2020- Veterans embody the qualities of successful entrepreneurs: leadership, dedication, resilience, and the ability to pivot during uncertain times. Taggart Neal, a United States Navy Veteran, recently rose to meet the current challenges and needs of medical professionals around the world during the COVID-19 pandemic. Taggart Neal first registered with his local Veterans Business Outreach Center in 2009 and he began receiving complimentary services. American River Medical was founded soon after. A company servicing healthcare clients in medical cart and storage solutions, Taggart was honored with the VBOC 2017 Small Business Champion of the Year Award due to his hard work and passion for his business and the healthcare sector. In 2019, Taggart founded TAGCarts, a company committed to creating top-quality healthcare medical carts, workstation carts, and smart rail systems. As the global disaster of the COVID-19 pandemic began to unfold, TAGCarts pivoted to meet the needs of healthcare professionals around the world. TAGCarts met the moment and responded to frontline healthcare workers in a time of need. They shifted their attention and resources to rapid innovation, lean design, and large-scale production of the HEROCart™: the only medical cart designed for pop-up healthcare deployment and emergency field hospitals. The HEROCart™ addresses long-term storage needs for hospital with patient surge requirements and emergency/disaster response centers around the world. Fortuna BMC- Maximizing Opportunities Amidst the Pandemic California - August 2020 - Fortuna Business Management Consulting (Fortuna BMC) is a veteran-owned small business, which was started to provide Information Technology consulting and staffing services. Through the years, it continued to expand its capabilities and catered to clients from different industries. Fortuna BMC now has six companies under its umbrella, which cover a variety of services, including Remote Support Services (RSS), Veteran Payroll Management (VPM), and Construction Support Services (CSS). With the event of the pandemic, Fortuna BMC was able to quickly adapt to the “new normal� since several of its employees already work remotely. However, it also saw the need to procure personal protective equipment to secure what matters most for businesses, being a small business itself. By maximizing its network in the healthcare sector and PPE industry, Fortuna BMC came up with its latest venture, Fortuna Personal Protective Solutions (Fortuna PPS), which aims to provide safety solutions to businesses. This latest venture is a great way for us to invest back into small businesses during uncertain times. The goal is to help maintain a safe and healthy environment by providing high-quality yet affordable protective equipment, which are FDA certified and primarily sourced in the US. Fortuna BMC has handled several contracting opportunities and partnerships with the federal government, being certified as a HUBZone and Service-Disabled Veteran-Owned Small Business (SDVOSB). RMV TECHNOLOGY GROUP LLC: Mitigating Risk During COVID-19 California- August 2020 - RMV Technology Group LLC (RMV), a Veteran Owned Small Business and long-time VBOC client, remains dedicated to support all efforts in the test and evaluation of static control products and disposables from Healthcare to the DoD, DOE and NASA. Product performance today is especially critical to protect the health and safety of the individual as evidenced by the influx of non-conforming and suspect counterfeit products flooding into our nation. From medical devices to packaging, garments, masks, gloves and other disposables used in the OR or Critical Care, the potential risk of contamination from non-conforming Personal Protective Equipment (PPE) has become the “New Normal” today. The supply chain history of “global” outsourcing has lowered prices but at the same time has increased the possibility of received products and consumables that do not perform or intentionally manufactured without adherence to the quality or integrity of the product. Recently, RMV has turned to a Virtual Online Training platform to pivot their business for interactive connection with the individual in a remote workplace. In collaboration with VBOC, RMV is partnering to create a Virtual Training Series aimed to educate individuals about COVID-19 ranging from materials handling to incoming inspection to mitigate risk in the workplace. The training will also focus on the most effective use of PPE materials and to create this awareness needed from the healthcare worker to the professional staff and for the patient. Currently the RMV team is preparing the Virtual Training Series to create a most effective and engaging platform for the “New Normal” for ease of delivery and maximum interaction. To convey the critical data needed to lower individual risk is formatted in a “simply said” method so as to elevate the awareness as we plow through this pandemic, and, possibly, in the future. Considered "Essential Business" by NASA, RMV continues to test current and new products that are used in healthcare Emergency Preparedness or Mission Critical projects that may require more in-depth testing before launch for a successful deployment. Located on a government site, RMV has implemented safety guidance rules for onsite work in the R&D, assembly or cleanroom areas for NASA and UC Berkeley Space Science Labs.

SACRAMENTO, CA – The SoCal Veterans Business Outreach Center (VBOC) and the Veterans Business Outreach Center Region IX will co-host a celebration of veteran businesses in this year’s Veterans and DVBE Small Business Summit to be held via an online platform on November 6, 2020 9:30 AM- 2 PM Pacific time. The event will put the spotlight on the veterans’ resourcefulness and passion in solving problems and making their businesses profitable as quickly as possible. It will also highlight how veteran-owned businesses are pivoting to adapt and innovate in the face of the COVID-19 pandemic.
