LISA QUEEN lqueen@yrmg.com A new report from a public policy think tank that highlights the gold-plated salaries and benefits government workers receive compared to their private-sector counterparts comes as no surprise to a York Region taxpayers’ group.
“They have formidable pension plans, they have excellent benefits, and for the most part, where most of us are putting in eight- to 12-hour days, they are putting in their seven-and-ahalf-hour days. Not that I have a problem with that,” Teena Bogner, president of the Newmarket Taxpayers Advocacy Group said about the study released last
week by the Fraser Institute. “And I think the entire bureaucracy, whether it’s provincial, municipal or federal, is quite bloated.” But residents should consider the wide range of services provided by skilled public sector employees before swallowing a report from a right-leaning organization, said Doug Sheppard,
unit chair of Canadian Union of Public Employees Local 905, which represents about 5,000 municipal workers in the region. “The Fraser Institute isn’t exactly a progressive group,” he said. “In terms of our wages, I think our members are paid fairly for ● See STUDY, page 20

Manage your great expectations to survive the holidays

Despite years of evidence to the contrary, you picture the holidays as something akin to a Norman Rockwell painting with rosy-cheeked children and loving family members gathered around a perfectly cooked feast. So, why do gatherings of loved ones tend to end up like a scene out of National Lampoon's Christmas Vacation instead? All-American goofy dad Clark Griswold may dream of the perfect oldfashioned family celebration but instead ends up with bickering and eccentric relatives, pretentious neighbours, mooching family members, an overcooked turkey carcass, an incinerated Christmas tree, a jelly of the month work bonus, a police SWAT team, a trailer chemical toilet-related explosion and 25,000 energy-sapping outdoor lights. Sound familiar? York Region experts are weighing in with some tips to help manage our great expectations so we don't drive ourselves crazy in the pursuit of perfection. The best way to make the most of the holidays for yourself, not to mention your family and guests who are bound to prefer comfortable glad tidings over stressed out ostentation, is to keep things as simple as possible, according to Thornhill's Sara Dimerman and Newmar-

enough. So keep things simple, try not to go overboard in your striving for perfection and know that your good friends will love you for your flaws and imperfections." Russell, owner of Butler Girl Services concierge and professional organizing company, agreed. "I think the biggest thing is, I always say to people, keep it simple because they go all big, extravagant Norman Rockwell and it just becomes overwhelming," she said.
"And the other thing that I think is important is write everything down, from everyone you have to buy for to what you have to shop for on grocery day to setting up your house so it's down on paper and it's out of your head." Get any stuff that you can do early out of the way, Russell said. For example, set the dining room table a day or two in advance. "It just makes things simpler so as the day creeps up on us, at least one less thing needs doing." Decorate only the rooms you are going to use, said Russell, adding the technique will curb post-holiday burnout. "Because it's afterwards when everyone is just exhausted from it all and they look at the tree and they hate Christmas

"If you're used to getting into a fight with your sibling every year, plan ahead to do something different before either of you erupt," she said. "You can't change other people, but changes in yourself have to impact on how others around you respond or react, too." If all else fails, remind yourself that no one else is having the perfect holiday either. "Watch movies about other dysfunctional families coming together so that you are reminded you are not alone and a certain amount of dysfunction is normal," Dimerman said.

The average Vaughan homeowner will see a $40 jump in the city's portion of their property tax bill next year. City council, Tuesday night, approved a 2.9 per cent property tax hike for 2017. That increase goes, in part, to pay for 41 new full-
time employees, including six firefighters, an intergovernmental relations specialist and a manager of community engagement. A small portion also goes toward the city's $114 million capital plan, which includes about $16.5 million to convert streetlights city-wide to LED technology, $5.9 million to improve transit, pedestrian and cycling infrastructure

umours of the impending demise of Canada’s first-past-the-post voting system appear to have been exaggerated if recent developments on the electoral reform front are any indication. Then Liberal Party leader and now prime minister, Justin Trudeau, was emphatic throughout the 2015 election campaign that it would be the last conducted using the voting system that had been in place since Confederation. What a difference a year makes. Trudeau’s ambitions to see first-past-the-post replaced seem to have gone off the rails given the confusing scene that unfolded in Parliament this month. The committee tasked with examining electoral reform delivered its majority report recommending the government come up with a new system and put it to voters via a referendum, but that notion was dismissed by Democratic Institutions Minister Maryam Monsef. Instead, she suggested the all-party committee had failed in its mandate and simply kicked the can back to the government. Monsef went on to allege the committee’s membership had overcomplicated the issue. The opposition, naturally, took umbrage and defended their members, while, in some cases, also attempting to hoist Trudeau by his own petard. An easy target, perhaps, given that some Liberal members have expressed mixed feelings on the push for electoral reform in time for the 2019 election and that the prime minister, himself, has suddenly seemed reluctant on the idea, going so far as to suggest that the urgency for reform lessened when his government won power. Despite everything, Monsef says her hope is that some form of electoral reform legislation will be introduced in the spring. To get some sense of what that should look like, the federal government has launched an online survey, at mydemocracy.ca, and sent out information cards in the mail. This, too, has created controversy. Ultimately, democratic reform is a tricky thing, but the Liberals made pursuing it a crucial component of their platform during their election and shouldn’t be able to simply abandon it when the going gets tough. There are numerous ways to gauge support for different voting systems, and by all means pursue them, but remember that many of those who voted to elect this government likely did so, at least in part, because of the pledge to replace the antiquated first-past-the-post with something more democratic. Enough theatre. Let’s get on with it.

The story of Christmas comes alive with the annual nativity pageant at Fairy Lake in Newmarket. The live nativity pageant takes place Dec. 21 to 23, at 7 p.m. and 8 p.m., and one show on Dec. 24 at 7 p.m. The show, A Journey to Bethlehem presented by the Church of Jesus Christ of Latter-day Saints and the town of Newmarket, is a family favourite for 29 years. While the story dates back thousands of years, the annual pageant draws in families from near and far, with an average audience of about 500 to 1,000 per show. "This is a great opportunity for the community to celebrate the holidays in a beautiful setting," said Newmarket's special

Vaughan International Film Festival marking milestone "When we tell people how long we've been around, most people say, 'Wow, I feel like it's been longer.' We definitely feel the same way. With everything we've built over the last five years, especially having come from nothing, we look at this as something of a milestone." To help mark that milestone, the festival is expanding its scholarship program for "upand-coming artists" to students provincewide. Now Gr. 12 students at

"Going into our fifth year feels like an anniversary to us," said Mark Pagliaroli, cofounder, along with Antonio Ienco, of the recently rebranded Vaughan International Film Festival.

Expansion of the scholarship program follows last year's decision to accept student film submissions from across Ontario. The deadline for scholarship applications and film submissions is Jan. 31. This year's festival runs four days, from May 15 to May 18. As always, there will be two days of film screenings, an industry seminar day and an awards ceremony to close things out.
As for the international film segment, submissions are pouring in with more than 60 already received from countries around the world including Australia, France, India, Italy, Malta, Portugal, Turkey, the United States and the United Arab Emirates. by some corporate CEOs. The study, called “Comparing Government and Private Sector Compensation in Canada”, found government workers earned salaries 10.6 per cent higher on average than comparable workers in 2015, the most recent year of data from Statistics Canada’s labour force survey. The wage gap took into account differences of
workers in the two sectors, such as their age, gender, education, tenure, type of work, industry and occupation, the report said. Government workers also surpass private sector employees in other areas, the study said. For example, 89.3 per cent of public sector workers were covered by a registered pension plan compared to only 23.8
per cent of private sector employees. Government workers retired 2.3 years before their private sector counterparts. Public sector workers took 12.7 personal leave days compared to 7.8 days for private sector employees. Private sector workers* were about seven times more likely to be laid off than public sector

Stephanie Gaglione has won a prestigious scholarship to a top-flight university, but the 22-year-old Woodbridge woman, who enjoys rock climbing, sees it as a "stepping-stone" en route to the summit. Gaglione, a chemical engineering major at the University of Toronto, was recently awarded a Rhodes Scholarship to Oxford University in England. "I still have many years of education ahead. I've always tended to think that for something to be truly impactful in your field it takes many years," she said. "Rhodes is fantastic, but I see it as a stepping-stone to what I hope will be a fruitful and world-serving career." She's one of 11 Canadian students, and 95 worldwide, awarded a 2017 Rhodes Scholarship. It's the latest achievement in an already stellar academic career. Gaglione graduated from Thornhill's St. Robert Catholic High School in 2012 with a 99.67 per cent average. During her time there, Gaglione developed a keen interest in science. In Grade 11, she emailed a list of professors in hopes one would offer to mentor her and allow her to gain experience in a lab. To her surprise, a U of T professor agreed and Gaglione spent more than a year doing research at Sick Kids hospital. "I think that's when science really became something that was no longer a lesson out of a textbook, but a field that is constantly changing and I resolved that I was interested in the design field for health," she said. After high school, Gaglione decided to pursue a degree in chemical engineering, with a minor in bioengineering, at U of T.
Following stints as an intern at pharmaceutical firm Sanofi Pasteur and Procter & Gamble, Gaglione switched focus. She landed an internship at the World Health Organization in Geneva where she studied challenges to vaccination and immunization programs in middle-income countries. Then Gaglione garnered a Fulbright Canada fellowship to pursue research at the Massachusetts Institute of Technology, which "revolutionized" her outlook on academia. "When I returned to the University of Toronto, I had an entirely different perspective than the one I left with," she said. Then came the Rhodes scholarship, which Gaglione was surprised she landed. "I felt that I didn't quite fit the mould of a typical student interested in the program," Gaglione said. "At least at the University of Toronto, engineering students aren't usually the students who decide to pursue a degree at Oxford through Rhodes." Dr. Graeme Norval, associate professor and former associate chair and undergraduate co-ordinator of chemical engineering at U of T, wasn't surprised at all. "She's probably the best student we've had in the last decade," he said. "She's got a good work/life balance, between sports and other activities, but, also, she understands the material almost intuitively." At Oxford, Gaglione intends to focus her studies on biomaterial platforms for delivering vaccines. "I'm particularly interested in drug delivery platforms for low and middleincome countries," she said. After that? "I see myself as possibly pursuing entrepreneurship in the field of biotechnology and perhaps doing that as a professor or as a postgraduate student, but path still undetermined."

Remember the Reason for the Season... Sending Warm Wishes To You And Your Family During The Holiday Season! May 2017 Bring Peace & Prosperity HAGGITH, Marvin A. (January 5, 1940-December 9, 2016) It is with great sadness that we announce that Marvin Haggith passed away peacefully at home on Friday, December 9, 2016, in his 77th year, after living gracefully and coping bravely with brain cancer for the past 16 months. Marvin is reunited with his dear parents, Marvin, Sr. and Irma, and is survived by his beloved wife, Becky; his cherished sons David (Koriena), Scott (Katie) and Stephen (Gina); grandsons Christian and Luke, and sister, Irma. Dad lived a full and inspiring life, enjoying great success professionally during his years in pharmaceutical sales and marketing before venturing into executive search and human resources consulting with M.A. Haggith Consultants Ltd. He demonstrated the same passion and pursuit of perfection that served him so well professionally in the hobbies and past times that he enjoyed so much, including carpentry and woodworking; his life-long love of playing the piano; time spent boating on Georgian Bay and Lake Simcoe; tours with the York Simcoe Riders Motorcycle Club (Chapter K) and countless hours spent gardening. Dad was a wealth of knowledge on almost any subject and was always eager to help others wherever he could. He will be remembered as a man of faith who taught us many valuable lessons growing up including the importance of hard work and the satisfaction that comes from a ‘job well done’. Our family is grateful to Dr. James Perry and the staff at Sunnybrook Hospital, as well as to Dr. Paul Randall, Michelle, Erwin, Krista, Anthony and Vilma for their loving care in dad’s final days. Your kindness will always be remembered. In keeping with dad’s wishes, a private family burial will take place in Windsor, Ontario on Wednesday, December 14. An opportunity to celebrate dad’s life with friends will be held at the family home in King City on Sunday, January 15 from 1-4 p.m. In memory of Marvin Haggith, donations to the Gord Downie Fund for Brain Cancer Research - Sunnybrook Foundation would be greatly appreciated by the family.
