Transportation minister waiting on proposed GTA West Corridor report

ADAM MARTIN-ROBBINS amartinrobbins@yrmg.com The budget unveiled by the Liberal provincial government last week touted the millions of dollars it’s spending on highway construction projects across Ontario, but there’s no mention of the controversial 400-series highway linking Vaughan to Milton. Asked about the fate of the GTA West Corridor during a postbudget news conference April 28, Transportation Minister Steven Del Duca said he’s still waiting for a report from the advisory panel, created last spring, to assess "potential alternatives" to the four-to-six-lane roadway, dubbed Hwy. 413. "The answer is still the same

as it was a year ago," Del Duca, MPP for Vaughan, said. "The committee has yet to submit a report, but when they do we will be able to communicate further." After two years of environmental assessments and public consultations to identify a preferred highway route between Hwy. 400 in Vaughan to the Hwy. 401/ Hwy. 407 interchange near Milton, the province suddenly suspended work on the project in December 2015. Months later, the province posted on the project’s website that a panel had been formed and "tasked with conducting a strategic assessment of the alternatives to meeting future transportation demand and other transportation infrastructure needs for passenger and goods movement in the GTA West corridor." Several municipalities including Vaughan, York Region, King Township, Caledon and Peel Region

- have urged the province to complete the environmental assessment and choose a preferred route as soon as possible. Those municipalities argue the highway is needed to reduce congestion on local road networks and provide a connection between employment lands and the provincial highway system. Affected developers also want the studies completed and a final route determined so large swaths of land not needed for the highway can be unfrozen and they can get on with development plans. Local environmentalists, however, oppose the highway and are calling on Queen’s Park to invest in public transit instead. They argue, among other things, the highway will cut through protected Greenbelt lands in Vaughan and pave over prime farmland in other areas while doing little to relieve traffic congestion. Hwy. 400 widening could cause headaches for drivers ADAM MARTIN-ROBBINS amartinrobbins@yrmg.com Spring, as most drivers know, marks the kick off to construction season in southern Ontario and this year will see a long-awaited widening of Highway 400 through northern Vaughan and into King Township get rolling. That could cause headaches for local road users who will also see two major

east-west arteries closed for lengthy periods during the three-year project, expected to last until November 2019. Construction work to widen Hwy. 400 to eight lanes, from six lanes, between Major Mackenzie Drive and King Road to allow for High Occupancy Vehicle (HOV) lanes is scheduled to start in May. The work also includes preparation for the eventual widening of the highway

to 10 lanes. During construction, a stretch of Kirby Road at Hwy. 400 will be closed for about five months, starting in June, to widen the bridge over the highway, Donald Cleghorn, project manager for SNC-Lavalin Inc., told Vaughan councillors Tuesday, April 4. Traffic signals will be installed at Kirby Road and Jane Street as well as at Kirby Road and Weston Road

during the road closure to help motorists navigate those intersections more easily. Next year, a portion of King-Vaughan Road is slated to be closed for eight months, from April to the end of November, so the bridge over the highway can be removed and replaced, he noted. The bridge will be demolished on a Sunday morning, of a non-holiday

weekend, early in the year in order to minimize disruption, Cleghorn added. Highway 400 will be completely closed for about eight hours that day for the demolition. There will also be nightly ramp closures at some interchanges and service centres at times during the widening, which as originally slated to begin back in 2011 before it was put on hold. The pain for drivers

caused by this project could be further aggravated by road work the city is planning in the area in 2018 and 2019. That includes rehabilitation of King-Vaughan Road between Pine Valley Drive and Kipling Avenue; Pine Valley Drive from Kirby Road north as well as Kirby Road from Albion-Vaughan Road to Huntington Road and from Kipling to Keele Street.

ABOUT US

Ontario one correction away from a debt crisis

The Vaughan Citizen, published every Thursday, is a division of the Metroland Media Group Ltd., a wholly-owned subsidiary of Torstar Corporation. The Metroland family of newspapers is comprised of more than 100 community publications across Ontario.

The Kathleen Wynne government turned the fiscal page Thursday and introduced a balanced budget, and if you listened carefully you could hear the congratulatory backslapping from Toronto all the way to Port Severn. It was 10 years ago when Ontario ran balanced budgets in 2006 and 2007, but that gave way to $20-billion-a-year deficits in 2008 and 2009 when the economy tanked and the Grits had no choice but to hand the auto industry a $3.3 billion lifeline, or face the collapse of auto manufacturing in Ontario. At the time, then premier Dalton McGuinty made a promise to balance the budget by 2017, and while the Liberals should be commended for getting their budget in order, there’s a bogeyman lurking in the province’s balance sheet. The provincial debt for this fiscal year is expected to hit $312 billion, and in a recent meeting with Metroland Media editors, Senior Economist with RBC Robert Hogue said "tough medicine" is needed to tackle the debt. "Debt has increased quite significantly and debt to GDP is running at 40 per cent," he said. In 2016/17, the province expects to spend $11.4 billion on interest payments on that debt. That’s nearly $1 billion a month just to service existing debt, and in case you need to be reminded, that coin comes from your pocket. To put it in terms we can all relate to, every person in Ontario would need to pony up $22,000 to pay off the debt. Hogue said this massive debt leaves the province without a rainy day fund in the event the economy slows to a point requiring stimulus spending, and if interest rates rise, as expected they will, the interest payments on the debt would skyrocket. We agree with Hogue when he says it’s time the province create a plan to tackle the debt by creating a "hard target for debt to GDP ratio" that sits much lower than where we are now. However, we didn’t get that Thursday. What we did get was a desperate Liberal government waving costly carrots in voters’ faces. The Wynne government’s shopping list includes a drug plan for those under 24 costing $465 million a year and $200 million next year to increase affordable licensed child care spaces. Noble programs for sure, but not at a time when the province continues to add about $10 billion a year in new debt as long as they hold power, and if the Wynne government continues to spend like drunken sailors on shore leave - generations of Ontario residents will be buried under a mountain of debt from which they may never escape.

City hall doesn’t need more politicians Re: Vaughan moves closer to scoring 5th York Region council seat, April 13. Vaughan city council is requesting an additional regional councillor. Do the citizens of Vaughan really need more/bigger government? What makes the current city council think that citizens feel under represented and would benefit from having an additional politician at city hall? The cost of an additional councillor would cost tax payers $300,000 in just salaries and benefits. This is just the tip of the iceberg. The real costs come as this new councillor comes up with new ways to spend tax payer money. Politicians are great at spending other

• LETTERS TO THE EDITOR • people’s hard earned monAll-candidates events ey (i.e. tax payer’s monies). important Having fewer politicians would lead to less government spending and ultimately less taxes on the citizens of this city. As Vaughan citizens are struggling with the ever increasing cost of living (e.g. hydro, water, property taxes, gasoline, food etc.), it is time they take a stand and demand that governments work with what they have and stop asking citizens to give more. Residents of Vaughan should call and email their provincial MPP, mayor, local councillors and York’s regional councillors to voice their concerns. Vaughan residents just say NO to having more politicians at city hall. Giovanni Moscardelli Vaughan

Re: EDITORIAL: They’re called all-candidates debates for a reason, April 6. The opinion of the editor is very commendable with regard to the by byelection held in MarkhamThornhill. We had seven prospective candidates throw their hats in the ring vying to represent us in the House of Parliament. The residents did not have an opportunity to know them, only a handful of their supporters roaming around asking to support their candidates. It is very unfortunate for your valued news media or any other sources informing the residents about the intended debate

organized by John Richardson. It is very disappointing the front runners in the election, including the candidate from the Libertarian Party, did not participate for reasons of their own. There were no mention about the rest of the candidates! I fully support the opinion of the editor: "A healthy democracy involves the people, and all candidates meetings and other such events are an important part of the process". I trust the candidate who won the byelection will represent the residents of Markham-Thornhill with the hope of improving the riding in the near future. Kingsley George Markham

NOTICE OF PESTICIDE USE York Region West Nile Virus Mosquito Control Program: From May 22 to October 6, 2017, The Regional Municipality of York in conjunction with the York Region District School Board and York Catholic District School Board will be conducting a larvicide program under the authority of the Medical Officer of Health. The purpose of the program is to control larval mosquitoes to prevent their development into carriers of West Nile virus. The pellet formulation of the larvicide methoprene (product name Altosid) with Registration No. 21809, Altosid XR briquets (methoprene) with Registration No. 27694, or Bacillus sphaericus (product name VectoLex WSP) with Registration No. 28009 under the Pest Control Products Act will be placed into catch basins along Regional and Municipal roads and in catch basins on private property as required. In addition, the biological larvicide Bacillus thuringiensis subspecies israelensis (product name Vectobac), with Registration No. 18158 or VectoLex CG Registration No. 28008 under the Pest Control Products Act may be placed in ditches and temporary or permanent pools including storm water retention ponds if evidence of mosquito breeding is found. All larvicide will be applied by Ministry of the Environment and Climate Change licensed applicators or trained technicians.

Larviciding is a low risk and effective measure for the control of West Nile virus when used in accordance with label directions. The slowrelease pellet formulation interferes with the mosquito life cycle, preventing the mosquito larvae from reaching maturity. It is not sprayed. The products have been approved by both the provincial and federal governments and are considered low risk for humans, pets and the environment. For exact locations and dates of larvicide treatment contact York Region Health Connection at 1-800-361-5653, TTY 1-866-512-6228 York Region District School Board at 1-800-268-1660 or visit yrdsb.ca/Programs/ Healthy/Pages/Health-Issues.aspx York Catholic District School Board 1-800-363-2711 or visit ycdsb.ca

Vaughan’s fire department has joined forces with a group of high school drama students to try to drive home the importance of fire safety to teenagers. A group of Grade 12 students from Tommy Douglas Secondary School in Maple, with help from Vaughan Fire and Rescue Service, created a threeminute video highlighting fire hazards teenagers may encounter and offering advice about the best way to respond. The video, dubbed Fire Safety Keeps You Cool, was officially launched on YouTube May 1, following a ceremony at the school. It was inspired by recommendations of a 2016 coroner’s inquest into a 2012 house fire in Whitby that killed three teens, including increasing the promotion of fire safety education among young people. "The driver for this project was the inquest held in Durham after the death of three young people. Their activity was not much different than the activity depicted in the video," said Vaughan Fire Chief Larry Bentley, who presented the students with certificates of appreciation Monday evening. "As the school year starts to wind down, a lot of you and your friends will prepare for post-secondary opportunities and education that may include moving away from home. There will be parties. There will be risky behaviour. Please, pledge to be fire safe."

sidering the nature of the event, she explained why she believes cancer is such a scary affliction. "It’s a growing disease," she added through a bout of laryngitis. "With heart disease, you can eat better, but with cancer it seems that no matter what you do, you can get cancer. It also seems like by the time they catch it, you have six months to live. That’s terrifying." It was only two years ago that Julie shaved her head and she did it again Saturday at Upper Canada Mall along with her brother, Vaughan cop Chris Banic. "I have a lot of friends that are shocked . but I love

it," she added. "After it’s done, I just sit at my desk and touch my head." The brother and sister duo raised more than $6,500. YRP, fire and paramedic services, York Region Transit, GO Transit and OSPCA raised more than $60,000 during Saturday’s event. The service, which has raised $276,000 for cancer research since 2005, has raised $30,000 so far this year but still has a way to go to get to its $50,000 goal. Money can also be contributed at the event. Anyone wanting to donate or find out more can visit http://convio.cancer.ca/.

Almost everyone’s life in Canada has been somehow touched by cancer, but Julie Banic’s has been blighted by it. The 30-year-old Aurora resident has already lost three grandparents and two uncles to the disease. Then it was her mother Cathy’s turn. Mr. Charles Coppa, President of Highland Farms presented a cheque for $10,000 to Ingrid Perry, President & CEO of Mackenzie Health Foundation in support of the Mackenzie Vaughan Hospital, a vital part of the community.

Highland Farms, family-owned since 1963 dedicated to providing high quality products to its customers, opened its newest location in Vaughan recently. The new store features the same dedication to freshness and selection as the stores in Mississauga and Scarborough. The new location has all the elements that make the Highland Farms shopping experience different including fresh produce that supports local farmers and provide organic natural food alternatives. The butchers in the market-style meat counter will help with a special cut of meat. The deli counter showcases one of the largest selection of cuts, cheeses and other freshly prepared foods.

The Honourable Maurizio Bevilacqua was on hand to cut the official ribbon at the new 56,000 square foot state-of-the-art location at the corner of Dufferin Street and Major Mackenzie Drive in Vaughan. The Vaughan Mayor also presented Mr. Coppa a congratulatory plaque.

A dedication to quality, freshness, and selection of brand name and imported products in every aisle means shoppers can find what they are looking for. The new Vaughan Highland Farms is located at the corner of Dufferin Street and Major Mackenzie Drive.
