LISA QUEEN lqueen@yrmg.com Three people, including a 17year-old male from Georgina, have been charged with human trafficking after York Regional Police responded to a 911 call from a victim in Georgina. Police received a 911 call March 12 from a female being held against her will at an unknown location for the purpose of prostitution. Officers were able to track down the location of the call and locate the victim. Three male suspects were arrested inside the residence and have been charged with several offences related to human trafficking, according to police. Contrary to common misperceptions that sex slaves are brought here from impoverished countries, 63 per cent of Ontario’s victims of human trafficking are Canadian citizens, says the organizer of a York Region awareness event on human trafficking. l See TRIO, page 12

They can select the perfect steak from the butcher or sustainable salmon from the fish monger before picking up fresh vegetables from the produce stands, Camembert from the cheese shop, dessert from the bakery and a freshly squeezed mango smoothie from the juice bar. Part of the mall’s $60million redevelopment plans, the market will also offer a gift shop and restaurants facing on to Yonge Street. "I think for us it’s really a food market concept that’s quality driven. This is really to enhance people’s experience while visiting the shopping centre. It’s more of an experience that’s tied into food. We see the increasing popularity of food and beverage so it’s something that’s important to our customers," said BriAnn Stuart, general manager of mall owner Oxford Properties Group, adding this is the company’s first such food market. "It’s about experience and that’s what’s important to people and I think that’s what they’re asking for. To be honest, right now there are other grocery stores so that market’s filled so what is it that can offer an experience? Quality. A place of convenience and comfort. Food is trendy, he said, adding Canadian foodies have benefited from the tremendous influx of immigrants bringing their cuisine here. "Food has gone from a commodity to a hot product. A decade ago, fashion was paramount. Today, food is the new fashion. It is the status symbol. It is how you express yourself," he said. "Food is fashionable. It is driven by many things. One thing is there’s a lot of people making more money. There’s a lot of people who aren’t, too." "I think that anything that supports our food infrastructure is a good thing," she said. "But obviously there is a growing food insecurity, poverty problem in York Region. We’re hearing from all sorts of agencies that more and more people are coming for assistance because of the high cost of housing and increasing inequality. To me, you’re not going to solve those or hinder them so much by the actual food. We really need to think about policies like basic income and all of these things that will make a difference because food insecurity is a poverty problem and you’re not going to solve it with food."

Walking into the Richmond Hill Community Food Bank, the first thing clients see just beyond the reception area is a table with fresh bread, bagels, wraps and even a very small selection of packaged baked goods. Just beyond the bread table are two bins, one with some large carrots and the other with a few onions. In the summer, the Hillcrest Farmers’ Market supplies the food bank with fresh fruit. There are also two fridges with cartons of milk, provided by the Ontario Association of Food Banks, and eggs. But let’s face it, most of the staples at a food bank, where clients are only allowed to visit once a month, are cans and boxes. Shelves are stocked with soup, pasta, cereal, beans, canned meat, peanut butter, pancake mix and syrup and juice boxes. There are fruit cups and puddings but a sign says those are only to be taken for children. Along another wall are shelves filled with baby formula and diapers. A couple of bins contain some non-food supplies such as personal hygiene products and pet food. In the back room, this food bank is fortunate to have three freezers for frozen foods. In 2016, 10,449 residents relied on food from food banks in Georgina, East Gwillimbury, Aurora, Newmarket, Richmond Hill and Markham, up from 10,263 in 2015, according to Alex Bilotta, executive director of LifeCorps Food Share, which supplies food to a number of agencies that provide food to people struggling to make ends meet. Food banks in Whitchurch-Stouffville, King Township and Vaughan don’t belong to the LifeCorps network. There were 6,829 adults who received food from LifeCorps food banks in York in 2016, up from 6,607 the year before. The number of children served by the six food banks was 3,620 in 2016, down slightly from 3,656 in 2015. The number of households that turned to the food banks was 4,024 in 2016, up from 3,892 in 2015. Overall, the number of visits to the LifeCorps food banks was 49,127 last year compared to 46,297 the year before, Bilotta said.

Transit requires big picture thinking At a certain point, a spoiled child needs to have its toys taken away. Perhaps that’s where we find ourselves with Toronto’s recent decisions regarding the TTC. Although the first T stands for Toronto, the TTC has grown from a local transportation service provider to an interregional one carrying riders on more than halfa-billion trips, from one end of the GTA to the other, making it the third-largest entity of its kind in North America after the New York City Transit Authority and Mexico City Metro. However, despite existing evidence supporting this fact - several TTC bus routes already operate outside of the city’s borders and a subway extension to Vaughan is expected to commence operation this year - and a scope only projected to expand, the priorities of Toronto’s decision makers remain bafflingly parochial. Take, for instance, the latest push for a Scarborough subway. Over the past seven years, Toronto’s plan has gone from a $1.5-billion, seven-stop light rail transit line (LRT), to replace the aging Scarborough RT, that would have been fully funded by the provincial government to a three-stop subway and now, most recently, to a sixkilometre extension to the Scarborough Town Centre that will cost an estimated $3.35 billion - with $1.48 million committed by the province, $660 million being contributed by the federal government and the remaining $910 million coming from the city - but could balloon to a final pricetag in excess of $5 billion. The Toronto Star’s Jennifer Pagliaro reported last week that the subway extension is expected to serve 7,400 riders per hour in the busiest direction during rush hour, considerably less than the 15,000 people per hour minimum threshold needed to justify a subway, and will save five minutes for users compared to travel times on the SRT. In any event, the project demonstrates Toronto council shouldn’t be behind the wheel any longer. The potential expenditure is too great when so many other transit projects in York Region and across the GTHA remain in need of funding. As such, the province and the federal government should balk at contributing money to this folly. What’s more, it may even be time for transit planning authority Metrolinx to take over the TTC to ensure funding is directed to projects that will deliver the maximum benefit for commuters in the GTHA. It’s an old idea whose time may have come. Something must change. There’s too much at stake.

Under new rules introduced by the Wynne government, it is irrefutably easier and quicker to close a school, with less consultation. The changes leave community representatives off schoolclosing review committees, and sharply reduce both the minimum length of time for school closings to be considered, and the number of public meetings about them. Take for example the most recent victim of these new rules: Our Lady of Peace Catholic School in Maple. While the process only commenced a few short months ago, this highperforming, fully occupied, community spirited academic institution is closing in a matter of months. Parents feel abandoned by their government - from their local councillor to their MPP to the premier - who have effectively sat on the sidelines. This is not leadership.
These changes are unfair and undemocratic, completely ignoring the value of local schools to their communities and the economy. With roughly 600 schools closed to date, and hundreds more estimated on the chopping block, I am joining the leader of the Ontario PC Party, Patrick Brown, calling on the Wynne government to issue an immediate moratorium on school closures, and commence an immediate review of the flawed review process that currently determines the fate of our local schools. Education and skills training is part of the foundation of a strong and dynamic economy. Let us rally behind our students, and place an immediate moratorium on these closures. Stephen Lecce Vaughan

NOTICE OF PUBLIC INFORMATION CENTRE #2 NORTH VAUGHAN & NEW COMMUNITIES TRANSPORTATION MASTER PLAN THE STUDY A Transportation Master Plan (TMP) for the New Community Areas and the surrounding north Vaughan area is being carried out in parallel and in close coordination with the Block 27 and Block 41 Secondary Plan studies (See Map for Study Area). The TMP will define policies, programs and infrastructure required to meet the City’s mobility needs and provide a context for transportation decisions. The objective of this plan is to look at both internal and external factors that contribute to achieving sustainable transportation for residents and businesses while ensuring recommendations of the plan address needs ranging from immediate to future growth.
THE PROCESS This Study follows the master planning process described in the Municipal Engineers Association Municipal Class Environmental Assessment (October 2000, as amended in 2007 and 2011), including consultation with the public and stakeholders, consideration of all reasonable alternatives, a high level assessment of the effects on the environment at the network level, evaluation of alternatives highlighting advantages and disadvantages, and full documentation of the process providing a traceable rationale for conclusions reached. The Master Plan process shall satisfy Phase I and II of the Municipal Class EA for recommended infrastructure improvements: Phase I - Completed, which assessed existing conditions, context and challenges; and Phase II – Technical analysis and incorporating input from the public and stakeholders, project team will develop network plans and identify triggers for different infrastructure needs, phasing of projects and an action plan. PUBLIC INFORMATION CENTRE (PIC) #2 PIC#2 identifies alternative transportation networks, recommends a preferred transportation network, and seeks your input on specific elements of the preferred network in the study area. Females make up 90 per cent of victims, with 63 per cent ranging in age from 15 to 24. About 24 per cent entered trafficking through pimps falsely portraying themselves as boyfriends and 96 per cent of victims have experienced multiple forms of violence, Stephanie Jackson said. "I think the perception, especially in a lovely suburb-type area like York Region, we don’t think something this dark and heinous is happening here. "It’s always something that we would see in the news that is happening in Cambodia or Africa or just somewhere else but not that a culture that is sophisticated and privileged should be facing this kind of issue," she said, adding Newmarket and Markham appear to be "targeted" communities for human trafficking. "But the reality is that it does happen and it is happening more and more. The Internet is a proponent in it. There is a dollar figure, and it’s really disgusting to say this, but each girl who is trafficked represents about $125,000 a year (in income for the trafficker)." Jackson is organizing She’s Not For Sale on March 28 in WhitchurchStouffville. It will feature keynote speaker Casandra Diamond, who will draw on her past experiences in the sex industry and her position now as director of BridgeNorth, a program of Grace Church in Newmarket that helps women trapped in prostitution, sexual exploitation and trafficking. Marianne Deeks, a youth worker and speaker with faith-based charity Youth Unlimited, will talk about building resiliency in youth and point to ways parents can talk to their children about sex, pornography, social media and self-esteem. "I think the thing that’s most important is that we understand what our kids
are doing online and what’s happening with regards to their social media life. "Being aware of who’s following your kids and who they’re connected to, I think we often just assume they’re fine, they’re in our house, we can see everything, we understand it," she said. "But we’re giving them this machine that literally has access to everything in the world at their fingerprints. "We have to recognize who they’re talking to and who’s following them. If you’re in Grade 5 or 6 or even Grade 10 and you have 1,000 followers, who are they?" While it’s important not to go overboard in assuming every child or teenager is at risk, it’s crucial to talk early and often to your children about appropriate behaviours and risks, and to also recognize that vulnerable youngsters are most targeted by predators, Deeks said. The Ontario government needs to do more to combat human trafficking, Jackson said, adding parents and caregivers must be aware of the insidious methods predators use to lure victims into human trafficking. "The typical approach here, and this is what we really want to educate parents and grandparents and youth leaders and people in the community (about), is that a 20- or 21-year-old guy who looks unassuming is going to actually target your 14-or 15-year-old daughter," Jackson said. "She’s at a prime age of wanting to feel loved and accepted and validated and just significant. We were all there, we were all teens and tweens and when you’re 13, 14, 15 years old, you just want to be accepted and loved. So, the trafficker knows that and preys on that." What often begins as a seemingly romantic and trusting relationship can quickly result in the victim being trapped in the sex trade through threats,
shame and violence, Jackson said. "It’s domestic, it’s violence, it’s slavery. The most vulnerable are between 12 and high school age, 16 or 17. Typically, she enters in at around age 13 or 14," she said, quoting research from the Alliance Against Modern Slavery Ontario Coalition Research Initiative on The Incidence of Human Trafficking in Ontario. "What we want to do is change the perception of what people think of this human being, that she is definitely for the most part not there of her own volition. It’s not like she chose it, it’s not empowering, it’s not respectful, it’s not honouring her as a human being." In relation to the Georgina incident, Ahmed Sheikh, 26, of Richmond Hill, is charged with numerous offences, including trafficking, kidnapping, forcible confinement, sexual assault, trafficking cocaine and breach of probation. Ali Gulud, 45, of Montreal is charged with forcible confinement, sexual assault and trafficking in persons. A 17-year-old male from Georgina is facing charges of trafficking in persons, forcible confinement and sexual assault. Conscription Crisis of 1917 After the Battle of the Somme in 1916, Prime Minister Robert Borden realized the gap between recruits, 300,000, and the number of soldiers he promised by the end of the year, 500,000, was huge. The imposition of conscription caused a weekend of rioting in Quebec between March 28 and April 1, 1918. By Good Friday evening, an estimated 15,000 rioters had ransacked the conscription office as well as two pro-conscription newspapers in Quebec City. In the end, about 125,000 men were conscripted and only about 25,000 served at the front.

Humber River Hospital: investing in exceptional care... for a healthier community Humber River Hospital (HRH) is delighted to announce to our community that the hospital’s 2017/2018 budget has been finalized. Not only does our 2017/2018 budget place HRH in a balanced position, it does so while allowing us to make significant new investments in front line care to further enhance the exceptional care delivered every day by your hospital team! Here are some highlights: • An additional Patient Flow Coordinator in the Emergency Department seven days a week from 10:00 a.m. to 10:00 p.m. to help reduce wait times even further by expediting the flow of patients through the Emergency process. (This will build on great work already done in this area by the Emergency team – Humber is currently ranked number 2 in Ontario under the Ministry of Health and Long-Term Care’s overall Pay for Results criteria). • One additional RN or RPN on each of the medical units during the busy time of day, bringing our nurse/patient ratio down to 1:4. All in all, an extra 19 full-time nursing staff positions will be created in the 2017/2018 budget for the medical units.

Kisko Products in Woodbridge, officials announced March 13, landed $100,000 through the Growing Forward 2 program to purchase and install an automated batching system to help the family-run freeze pop business increase efficiency, productivity and reduce batching errors. Riverside Natural Foods Ltd. also received $100,000 to purchase new processing equipment for the company to reach its growth targets. Concord-based United Bakery Manufacturers Inc. netted $93,930 to purchase and install three spiral coolers in an effort to increase automation, labour productivity and quality. Damon Industries (Canada) Ltd. in Concord scored $2,500 to complete a gap assessment of their food safety system.

McMichael showcases contemporary art A new exhibition at the woodsy McMichael gallery invites you to contemplate the playful juxtaposition of colourful Canadian wilderness landscapes with scenes from city life. Size Matters: Steve Driscoll and Finn O’Hara features 16 of Driscoll’s large, luminous landscape paintings and 14 digital chromogenic (full-colour, photographic) prints by O’Hara, which capture his collaborator’s paintings strategically erected in different urban settings. For instance, a wooded portage route stands on a sidewalk in Toronto’s bustling Queen Street West neighbourhood and a glowing northern lights landscape sits before a graffiti-sprayed concrete wall. "There’s a palpable buzz of excitement at the gallery with the in-
troduction of these two contemporary Canadian artists, whose resulting union implores the viewer to discern their surroundings," said McMichael chief curator Sarah Stanners who curated the show. "Driscoll and O’Hara both deploy a lighthearted approach that conveys their broad talent and understanding of the relationship between Canadian landscape painting and photography." The McMichael Canadian Art Collection in Kleinburg is the first public art gallery to exhibit the collaborative work of these two Toronto-based artists. ADAM MARTIN-ROBBINS amartinrobbins@yrmg.com When Anna Maria Imbrogno and her husband were house hunting in Vaughan more than a decade ago, they had some specific criteria in mind. They wanted to be close to a Catholic elementary school, but not so close the squeals of youngsters on the playground would be bothersome. The couple found a home on Timberwolf Crescent, in Vellore Woods, the ideal distance from a site designated for a future school. Years later, when their son, Daniel, was about to start junior kindergarten, the new school hadn’t materialized, so they enrolled him at St. Emily Catholic, close to 1.6 km away. At the time, Imbrogno was told Daniel qualified for busing until Grade 8. She had no reason to doubt that as her neighbour’s kids, who were older, rode the bus to St. Emily. But, by last June, something changed. Imbrogno got a letter from Student Transportation Services of York Region, which manages busing for both school boards, notifying her Daniel won’t qualify for busing when he starts Grade 4 in September 2017.

A group of parents on Timberwolf Crescent are crying foul after being told their children who are entering Gr. 4 at St. Emily Catholic Elementary School will no longer be eligible for busing. They say when their children were registered at the school years ago they were told their kids would be bused until Grade 8. It turns out, a few years ago, York Catholic District School Board (YCDSB) determined it didn’t need another school at Hawstone Road, near her home, and the land was returned to the developer, who built homes on it. Following that, the busing agency conducted an audit of school bus routes in her area. It determined students on Timberwolf, who are in Grade 4 and above, actually don’t meet the 1.6 km distance requirement to qualify for busing. Busing was also re-
moved for students at nine other stops in that area, in some cases for kids going into Grade 4, in others for students of all ages. Outraged, Imbrogno contacted Student Transportation Services, the local trustee and superintendent, but says she couldn’t get a satisfactory explanation as to why the bus was being removed. Trustee Maria Marchese didn’t respond to the Vaughan Citizen’s requests for comment. But a school board spokesperson said in an interview the busing changes

were made after the audit uncovered a “mapping error.” “A number of students receiving transportation to St. Emily were getting that,
even though they reside within the school’s nontransportation zone,” said Sonia Gallo, YCDSB’s communications manager. “We gave them a year’s notice,” she added. Imbrogno says that’s unacceptable and she intends to continue fighting to keep the bus. “My house hasn’t moved, so if he’s supposed to be bused until Grade 8, I plan on him being bused until Grade 8,” she said. “It’s their mistake so I don’t see why an eight-year-old should be walking 1.6 km.” She’s contacted dozens of affected families and circulated a petition, which has nearly 100 signatures. “There were no options given with this plan. They didn’t provide a safety plan, they didn’t provide any extra before and after school care. … If you call the school, they don’t have any space, there’s like a fiveyear waiting list,” she said.
“One year isn’t enough time to uproot your entire life and find alternative care for something you didn’t think you’d have to do.” Rachel Caprara, another Timberwolf resident, agrees. Her son, Christian, starts Grade 4 in the fall and she was counting on him riding the bus with his twin siblings, one of whom has autism and suffers from anxiety, when they start junior kindergarten in September. But her appeals to the school board were rebuffed. “They said sorry, there are a lot of families that have the same circumstances and they’re dealing with it,” Caprara said. She asked if the board would consider offering courtesy seating, which some other school boards do, allowing Christian to ride with his siblings if the bus isn’t full. Again, the answer was no.

Experiences Canada is hosting four regional Canada 150 & Me Youth Forums in Halifax, Montreal, Winnipeg and Vancouver this spring and youth aged 14 to 19 are invited to join the festivities either in-person or online. As part of a national competition, designed to engage young people in a discussion about the future of Canada, 150 youth were chosen to travel to one of the four forums happening April 5 in Vancouver, April 11 in Montreal, May 16 in Halifax and May 25 in Winnipeg. Now, Experience Cana-
da is encouraging schools and students to take part by registering for free. "This is a perfect way for teachers to celebrate Canada 150 - bringing their class or a group of students from their school to hear from prominent keynote speakers and emerging youth leaders and activists, and to talk to each other about the subjects and issues they are passionate about," Deborah Morrison, president and CEO of Experiences Canada, said in a news release. ". We are widening the dialogue to invite youth to be a part of the conversation by attending the Youth Forums either on site or online, for free. This is their opportunity to speak up and help shape the future of Canada!" Each forum will have a different theme: the Vancouver forum centres on the environment, the Mon-
treal forum focuses on Canada in the world, the Halifax forum is on immigration and diversity while the Winnipeg forum will focus on human rights. A Vaughan company has been fined $75,000 in a Brampton court after an employee suffered serious injuries when machinery fell on him while it was being lifted with an overhead crane. Martinea, an automotive parts manufacturer with headquarters in Vaughan that also operates a facility in Brampton, was fined for an incident that occurred June 21, 2015.

On that date, a Martinrea worker was operating a remote-controlled overhead crane to lift and move a stamping die to another location. The die was resting on a large plate enclosed on its long ends by two transfer bars. As the die was being lifted from the plate it swung and struck one of the transfer bars, causing the bar to fall from the two support posts it had been resting on. As the bar fell it struck the employee caus-
ing critical injuries. The Ministry of Labour found Martinrea failed to ensure measures proscribed by Ontario’s Industrial Establishments Regulation were carried out. Martinrea failed to ensure the lifting, carrying and moving of the stamping die was done to ensure the movement of the stamping die did not endanger the safety of any worker. This was contrary to the Occupational Health and Safety Act.
