the 67-year-old Bradford-area resident said. Catania, a sales rep with York Region Media Group, limped to his family doctor, who sent him for tests, which confirmed severe arthritis in his left hip. In March 2015, his doctor

referred him to a Newmarket orthopedic surgeon. While Catania waited to for a date for an initial consultation, his condition deteriorated. Favourite activities like golf went by the wayside. Sitting became unbearable. Grandchildren were

Plans are already underway for the 2017 Manga Hoedown, the annual country western event that rocks the stage in Aurora. To kick things off, Magna International and the 2017 Magna Hoedown Committee are hosting an information session for all York Region charities, non-profits and community organizations interested in learning how to become a Magna Hoedown recipient. The information session is Feb. 23, 7 p.m. at Aurora Town Hall, 100 John West Way. This is an opportunity

for new applicants and former recipients to learn about the application process, how to submit an application and expectations. Last year’s event raised more than $479,000, which benefited 15 local organizations. "The info night is key," said Steve Hinder, Hoedown committee chairperson and manager of Neighbourhood Network, the Hoedown organizing committee. "We want to set applicants up for success, make sure they know the requirements and don’t have false expectations." Selected recipients are expected to engage with the community, assist in ticket and raffle sales, and setup

the week leading up to and the day of the annual event. The information session is also an opportunity for similar, smaller organizations to team up and collaborate, drawn upon and share resources. More than 700 volunteers from 15 organizations were involved in last year’s event. Time for action on wait times

While musician Tom Petty likely wasn’t decrying lengthy health care delays when he wrote The Waiting is the Hardest Part, many Ontario patients facing prolonged waits for a host of procedures can no doubt relate to the sentiment behind the song. Aside from dealing with pain accompanying many untreated ailments, patients forced to wait too long for treatment frequently experience worse outcomes once they do receive care, explained Patients Canada chair Michael Decter, who co-authored the 2006 report Navigating Canada’s Health Care. Decter went on to say there has been "slippage" since initial progress was made on wait times in 2004. A November 2016 report from the Fraser Institute, entitled Waiting Your Turn: Wait Times for Health Care in Canada, paints a pretty dismal picture of what waiting for care currently looks like. The average wait time from referral by a family doctor to treatment has ballooned from 9.3 weeks in 1993 to 20 weeks today. Ontario’s average wait time of 15.6 weeks is better than the national average, but still not worth celebrating compared to some other jurisdictions with universal health care. "I think medical wait times have become the defining feature of Canada’s health-care system," noted Bacchus Barua, a senior economist with the right-leaning think tank who co-authored the report. David Jensen, a spokesperson for Ontario’s Ministry of Health, said the province has invested more than $1.9 billion since 2003/4 to fund additional procedures to trim wait times and that nearly $78 million per year is being invested to allow 6,468 surgical procedures and more than 237,000 hours of operation for MRI and CT tests. That’s all well and good, but there has to be more to the government’s approach than simply throwing increasing sums of money at the problem, especially when you consider that health care already makes up $51.8 billion of the province’s $133.9-billion budget. Provincial and federal governments in Canada can and should look to other jurisdictions with universal health care systems to see what successes they’ve had with respect to wait times and try and emulate them here. With stress on the system only projected to grow as the population ages, the time for swift, decisive action is now. Patients waiting too long are people waiting too long to get on with their lives. Simply put, a lengthy wait to receive necessary health care adds insult to injury.

Decision to move Pride Parade short-sighted Re: Richmond Hill tells Pride Parade Yonge Street event must move, Feb. 4. Richmond Hill’s decision to not allow York Region Pride to march on Yonge Street in what would be its 5th annual York Pride Parade, coming in the year after they cancelled the Yonge Street Heritage Festival and moved the Santa Claus Parade to Leslie Street, is a short-sighted and wrongheaded policy. As the Town limits construction along the Yonge Street historic downtown and plans to move public administration to the same location, I cannot help wondering: What is the point of a historic

Marsili, a member of the almost 200-member Pine York group, it was through working with seniors that Ferrara demonstrated her devotion to others. "She was everything you’d want in a woman, caring and beautiful... very outgoing, full of life, we will never forget her," she said. Experiencing Ferrara was like accepting a "ray of sunshine" into one’s life, explained Donna Antonacci, a neighbour of Ferrara’s son. Father James, who led the Saturday service, said when he heard of Ferrara’s stroke, he rushed to the hospital to grant her the "sacrament of the sick" prior to her passing, something he called "deeply spiritual".

When Isabella Ferrara invited Dorothy Soler to dinner at a restaurant, she never actually knew where they’d end up. "Sure enough, we’d get to her home to pick her up and the entire house would smell like her amazing cooking," Soler recalled, shedding a tear, before entering Ferrara’s funeral at Immaculate Conception church on Feb. 18. "Her white pizza was the best thing I’ve ever tasted," added Soler’s husband, Walter. Her cooking was but a small facet of the woman. Mostly it was Ferrara’s "generosity, caring nature, kind heart and beautiful spirit" those in attendance paid tribute to. "She was like a saint. She was a mother, a loving Nonna to seven grandchil-

dren, a selfless person who loved to crochet," said her daughter Anna. "She always wanted the family together; it didn’t matter what day of the week." Fighting back tears, her daughter spoke of the Mediterranean cruise the family had planned for Ferrara and her husband Vince’s 50th wedding anniversary, which was to occur next year. Outside of her home life, Ferrara was a Queen Elizabeth II Diamond Jubilee award winner for her work as president of the Pine York Seniors Club and the driving force behind the Seniors Association of Vaughan Initiative (SAVI), which included Chinese, South Asian, Jewish and Macedonian groups. All Canadians at risk from ’ticking time bomb’, patient groups say KIM ZARZOUR kzarzour@yrmg.com When Shari Allen first went public with her battle with Lyme disease, she was very sick, but she had hope. In 2015, the disease had upended her life, left her unable to work, her savings depleted, suffering from constant headaches and joint pain, but the Thornhill woman still believed this disease could be beaten. Two years later, she has lost more years of her life, lost her memory, friendships and relationships, lost her ability to walk without a cane and she has lost hope, too. Now she is spreading the word about a petition that, if successful in persuading the federal government to change its course, may give her reason to hope again. Lyme disease is a serious illness spread by infected ticks. Research shows more than 80 per cent of the population in eastern and central Canada could be at risk by 2020, but diagnosis and treatment - a course of antibiotics - remain controversial. If not caught early, Lyme can lead to a host of muscle, joint and nervous system issues, paralysis and neurological problems. Allen, like many Lyme patients, had clung to the promise of Bill 442, approved in December 2014. Under the bill, the Minister of Health was required to convene a conference with the ministers

and stakeholders, including the medical community and patients groups. The goal: a comprehensive federal framework outlining improved surveillance, best practices, education and awareness to battle this growing disease threat. Patients who’d been fighting for better testing and treatment were thrilled that their case would finally be heard. For the first time, stakeholders like CanLyme (Canadian Lyme Disease Foundation) and patients themselves were to be included in the discussion. They hoped the framework would be a national action plan and catalyst for change. From June 1 to June 30, 2015, more than 1,000 respondents participated in online consultation; the majority (72 per cent) were Lyme disease patients and their families. Last May, a conference was held in Ottawa and those who’d battled the mysterious myriad of ailments shared their testimonies, some making the trek across the country to speak in person, others, such as Allen, who was too sick to travel, made their pleas via phone. And now, they fear it was all for naught. Feb. 7, the draft action plan was released and, according to Allen, it "missed the mark on every concern that Lyme disease sufferers brought forth at the national conference". According to a CanLyme statement, the draft report "in

Three members of Bell’s family spent years searching for diagnosis and treatment. Some were able to get antibiotics early enough and are better, others are still struggling with health problems, she says. "If it’s caught early, you can maybe get your life back again. But if it’s not caught early, you’re a permanent customer of the medical system." But Bell says her story isn’t as sad as many she heard as she became active in the issue. "So many saw their marriages fall apart under the strain. Many lost their homes, their savings, their self esteem, their lives even - committing suicide because they weren’t supported." "It’s such a complicated illness," adds Christine Fraser, a Holland Landing resident who has been living with the effects of Lyme for 13 years after she contracted at the age of 42. Fraser says she ran an outdoor centre and knew about how to prevent Lyme with bug spray and long clothing, but she contracted it anyway. Now she has a thick medical file of ailments, test results and misdiagnoses. "I thought it was wonderful that the government was going to put this conference together," she said. "We could put a human face to this. So many people testified.high-functioning adults from all walks of life who had been knocked out at the knees by this disease." But the end result, she says, was a huge disappointment. Health Minister Jane Philpott was unable to comment before our press deadline.

Dear Friends and Neighbours, Happy new year and may 2017 be a good year for all the families in our community. This edition of my newsletter is being piloted as a cost saving method of providing information to the Ward 1 residents. The City has approved its new budget and you will see throughout the newsletter how some of your tax dollars will be spent locally. A number of studies are under way this year that are intended to improve road networks and to help ease traffic congestion. Although the actual road improvements are a few years away, these studies are the necessary catalysts to making change happen. The new Vaughan hospital is progressing on schedule and once open, will employ 2,000 people—much needed employment opportunities for our residents and beyond. The City will be celebrating Canada 150 and I urge you all to celebrate with us. I thank you for taking the time to voice what is important to you and for your continued support of the work that I proudly do for you.

W I T H C O U N C I L S U P P O R T T H E F O L L O W I N G H A S B E E N A C C O M P L I S H E D T O D AT E TRAFFIC AND TRANSIT:

1. Pressuring York Region to begin the necessary studies and construction to improve traffic flow along Major Mackenzie Dr. York Region will shortly begin the Environmental Assessment (EA) Study for Major Mackenzie Dr. from Keele St. to Killian Rd. to assess operational problems and opportunities in the area such as left‐turn movements. The Region has now agreed to extend the study to McNaughton Rd. Construction is expected to start in spring 2019. 2. Widening Rutherford Road The EA Study for Rutherford Road has now been completed and construction of 6 lanes from Jane St. to Yonge St . with an overpass/underpass at the GO tracks will begin in 2019. 3. (EA) Studies to approve the construction of the missing road connection at either Kirby Road or Teston Road Terms of Reference for the Individual Environmental Assessment Study of Teston Rd. between Keele St. and Bathurst St. was announced in the local paper last month. Kirby Rd. missing link will begin a Class C Environmental Assessment and is expected to start this year and will take approximately 2 years to complete the study.

4. Improve GO transit access and services In addition to the Province’s announcement of a new GO Station at Kirby, it also recently announced it would build a new 1,200 space parking structure at both Maple & Rutherford GO stations. Construction at Maple will begin in 2018 after the completion of the Rutherford parking structure. The number of parking spots will not be affected during construction. The construction on the pedestrian tunnel that will connect to the future second track and platform began in November 2016.

COMMUNITY PRIORITIES:

1. The Mackenzie Vaughan Hospital Construction on the new Mackenzie Vaughan Hospital has begun. A large number of cranes will be visible this spring at the site. Mackenzie Health’s President and CEO, Altaf Stationwala provided Ward 1 residents with the details and designs of the hospital at its first community meeting in November. Our hospital is expected to be completed in 2020. Please be generous and make a donation today to the new Vaughan Hospital. For more information, visit mackenziehealth.ca/mvh. 2. Amend Official Plan 2010 to prevent the conversion of single family homes into higher‐density housing In 2016, Council approved a set of guidelines for constructing townhouses in existing established neighbourhoods. These guidelines are now being considered as an Amendment to the City’s 2010 Official Plan. Once the infill guidelines are incorporated into the Official Plan, it will give the necessary legal authority that is currently lacking, in order to better protect our existing established Low‐Rise Residential neighbourhoods. 3. Secure funding to restore Kleinburg United Church Additional $0.9M was approved for the Kleinburg United Church renovation in the 2017 budget in order to fully restore the basement for community use. 4. Kleinburg Streetscape The streetscape work for Kleinburg commenced last December and is scheduled to be completed in Fall 2017. A pilot project will take place this year with the redevelopment of the hydro box in front of Canadiana Square. Historical photos of Kleinburg will be used as a “wrap” around the hydro box to improve its integration with the village. 5. North Maple Regional Park Vaughan’s flagship park for activities and events, will break ground this spring. Phase One is expected to open to the public in 2018, which will include public trail system, soccer fields, etc.

While the City and the Region undertake a full safety audit for all at grade crossings in order to determine if whistling can be eliminated at some or all locations, direction has been given to staff to meet with CP to discuss whistling reductions and mitigation of train waiting times in the middle of the road crossings. Please subscribe to my e-newsletter for information as it becomes available. • OMB (Ontario Municipal Board) The advocacy work by OMB Reform Working Group, of which I am a passionate member of, has been acknowledged and the Province is now giving serious consideration to our recommendations on how to improve OMB functions. The key point is that municipalities go through a very public process to develop its Official Plan, and once that plan is approved by all levels of government, it should not be changed — it must be respected. • City Hall Tennis Court After 8 years of waiting to restore the tennis courts next to the Vaughan City Hall, the new courts finally opened last fall for public use. Come out this spring and play on a beautiful new surface!

• Maple Community Centre improvements to lobby and change rooms Vaughan is aiming to ignite an interest in firefighting among teenage girls. To that end, the city is launching a female-only firefighter camp this summer for those aged 15 to 18. "It’s providing them with exposure to the fire service in a supportive environment where they’re with their peers or their friends," said Vaughan Deputy Fire Chief Deryn Rizzi, the first woman in York Region to achieve that rank. "We want to provide them with the exposure that this is a viable career for them and that it’s a fun, challenging career." Participants will experience what a typical recruit class would, including dousing a fire with a fire extinguisher, operating a pump, climbing an aerial ladder, breaking down a door, learning CPR and first aid and performing vehicle extrication with the Jaws of Life. "Vaughan Fire and Rescue Service (VFRS) is proud of the percentage of female firefighters it has in the ranks of our fire service," Rizzi said. "At 10 per

Participants get to try on bunker gear, use fire hoses to knock down targets, watch vehicle extrication demonstrations and learn how to escape from a confined space, among other things, Rizzi said. "We hope that they have fun, they learn more about the Vaughan Fire and Rescue Service; they learn more about fire and life safety; and learn more about first responders in general," Rizzi said.
