Talent Hunt Programme ‘Choona-Hai-Aasman’ held at Baramulla Range Level Competition of the Talent hunt programme “Choona-Hai-Aasman,” was held at Sheerwani Hall Baramulla. DIG North Kashmir, Garib Dass was the Chief Guest on this occasion. The programme is part of the series, organized by Police department across the state to explore and promote the local talent. Various Artists form district Baramulla, Bandipora, Kupwara and Handwara participated in

the singing competition and enthralled the audience with their melodious voices. The winners of the competition, who were adjudged by a panel of experts, will take part in the Division level competition. Artists who took part in today’s competition were selected during the district level competition held earlier this month. Officers from Civil and Police administration were present during the function. Besides, representatives of Beopar Mandal and Civil society members also attended the programme.

JeM militant from Sialkot arrested in Baramulla: Police Government forces Thursday claimed to have arrested a Pakistani militant affiliated with Jaish-e-Muhammad (JeM) militant in North Kashmir’s Baramulla district. Picture By: Nissar Malik On 24 February, at around 2 am, a devastating fire broke out in Uri town, gutting more than 50 shops and godowns in one go. The fire which started from a double storey building engulfed rest of the nearby shops and godowns in a jiffy due to fast blowing winds. According to Haji Asadullah Lone, President Traders Federation Uri, the fire engulfed the whole market within no time reducing it to ashes. We are left with empty hands. “The loss is worth crores, however we are preparing a comprehensive report regarding this incident as our field staff is working on it. We will soon provide an actual data, however the initial reports suggest some 48 shops, hotels and godowns were gutted in the fire,” said Showkat Ahmad, SDM Uri. The locals however blame the government for the loss. According to Haji Asadullah Lone the non-availability of fire tenders is the major reason for such a huge loss. “There is only one fire tender for more that 41 villages of Tehsil Uri, which is not sufficient for such a huge population. Not only this, the Fire and Emergency Department has no water reservoir to refill the fire tenders. By the time they collected the water from a Nallah which is 4 kilometers away, whole of the market was reduced to ashes. We have requested the authorities times and again for more fire tenders but every time our requests fell on dumb ears,” Haji said. He said it took hours for fire tenders from Baramulla and Sangrama to reach the spot in order

to bring fire under control. However Fire and Emergency Department officials said that it took us 40 minutes to reach the spot. Later on fire tenders Sopore and Sangrama also assisted the rescue team.

It all happened during night hours else it was impossible for us to reach Uri in such a short span of time. The loss is huge but it is not in our hands as we have once and again requested the higher authorities for another fire tender for Uri and a reservoir there. We have also put forward a requisition for a space and fire tender at Sheeri but till date we

If not the callous approach of administration, the lone fire tender which caters to more than 1 lakh population, in such situations is supposed to get refilled from a nearby Nallah which is 3 kilometers away from main market Uri as there is no reservoir for refilling of fire tenders. Locals also blame higher authorities of insensitiveness as according to them no official from district headquarters visited the devastated market even after three days. “Can we ask where is our Deputy Commissioner or other higher authorities. We lost our everything but even after three days of this incident except SDM Uri, no other official visited the market,” questioned Abdul Hamid Khan, a shopkeeper who was running a wholesale kiryana shop. “The administration needs to rehabilitate the affected shopkeepers. The loss is huge and state government should come forward to help the affected shopkeepers,” said Haji Assadullah. Last month, January 26, a historical Jamia Masjid in Bijhama, Uri was gutted and a nearby residential house was also partially damaged. The fire incidents get worst everytime and the damages are huge but the district administration is in a deep slumber as there is only one fire tender catering to the population of more than one lakh people .

AABID RATHER Boniyar 'KachDajje', a village in the outskirts of Tehsil Boniyaar, located 20kms away from the district Baramulla is the ancestral village of Amina Begum. With no permanent roads, this village lies in between dense forests. Amina begum, 25, a mother of two spends her life hopelessly. Two months ago, her husband Irshad Ahmad Malik, 26 fell from a tree and died on the spot leaving the family without any breadwinner. Irshad Ahmad Malik was working as a laborer. 8 years old Ulfat and 6 years old Faizan, the orphans are studying in a nearby Govt. School. Amina Begum in order to feed her children is working as a laborer now. Besides that her brother Rayees Ahmad is also helping to some extent. Mismanagement of NHM funds; Patients at receiving end RAYEES GANAIE Baramulla Rashtriya Bal Sawastya Karyakaram(RBSK), a national health scheme sponsored by central Government under the supervision of national health mission(NHM). RBSK was launched in Kashmir before two years to find out the 4 D's (defects of birth, developmental delays and disabilities, childhood diseases). The main crunch of this scheme is to Screening children under the age group of 0-06 years at Anganwadi centers and 06-18 years in education institutions to find out the 4 D's like defects of birth, developmental decay diseases, deficiencies and covered 30 D's. They also give health education cum health awareness programs to children. In every medical block there are two RBSK teams which consists of one male medical officer, one female medical officer, one pharmacist and a FMPHW (female multiple purpose health worker). The said medical team visits schools Govt. as well as private and Anganwadi centers to conduct screening tests of children to find out the defected

After conducting screening tests, they forward 4D' patients to PHC (Primary Health Centre),CHC (Community Health Centre), DEIC (District Early Intervention Centre) where they treat them free of cost as per the regulations of scheme. As per the reports conducted by medical officers they screened more than one lakh children in which near about 10 thousand children were treated in different PHC'S and CHC'S of district. They also screened near about 5 thousand children at DEIC level and thousands of patients were treated at tertiary level like SKIMS,AIIMS,FORTIS etc. But due to negligence of tertiary level some patients are crying for further treatment in long time. According to reports a patient namely Mohd Hashim Lone,S/O Gulzar Ahmad Lone from Baramulla, who is 18 months old having congenital heart disease (CHD), was referred to SKIMS for further treatment with the help of financial assistance of one lakh rupees from NHM with cheque under number 649554. An amount of one lakh rupees has been deposited in favour of director SKIMS Soura Srinagar in the month of September 2015,with reference number SHS/NHM/J&K/

RBSK/7257/65. But due to negligence of SKIMS, patient is waiting from last six months despite the amount being deposited in director SKIMS account. According to reports RBSK is doing its functions smoothly at district level but unfortunate once patient is referred from district to tertiary level, they suffer a lot due to non cooperation of authorities at tertiary level. While Hashim's family claim that the doctors neither cooperate nor guide the patients. "Our son is ailing from congenital heart diseases but due to negligence of SKIMS we are suffering a lot despite the money being already paid by NHM. We don’t know why they are delaying it further," said Gulzar Ahmad, father of Hashim. Their are so many patients like Hashim whose amount has been deposited by NHM but still they are waiting for further treatments at SKIMS. Now they demand immediate probe on tertiary level as why SKIMS officials fail to operate patients, if NHM has already deposited the said money in favour of director SKIMS. They requested Directorate of National Health Mission to look into this matter

The institution of marriage is as old as the civilizations itself. Its sanctity is preserved time immemorial. In every age it has assumed central place, if we exist now it is only because of the institution of marriage, that has kept us going through the thin and thick of life , war and peace and from darkness to luminescence. The institution of marriage rests on three fundamental ideals. The first one being the union of man with woman to experience the intimacy of unending love. The second one being a more generic, flows from the first that is the continuation of races. The third one is no less important than the first two which is the maintenance of moral order in a society. By marrying, one enters into a legal relationship which helps in keeping immorality at bay. In materializing a sound marriage parents play a pivotal role , in a sense that they have already experienced its pros and cons, so their interference is a must, but here arises a problem that their interference must make sense . In this age on a larger base and particularly in our society parental interference is seen more as a problem than the solution itself. No wonder there is a widening rift between the parents and their children. It is because that the parents push

Islam teaches that children should seek their parents consent about marriage. Anyone who does not seek consent, would be violating the Islamic guidance and may have to do some explaining before Allah the exalted. However just like seeking consent is a vital part of Islamic decision making about marriage, parents have no right to unilaterally decide about the prospective marriage partner of their children and impose such choices on them. Marrying someone whom one doesn’t like or for whom he or she doesn’t feel anything is not a religious duty and not agreeing to such marriage proposal is not disobedience to parents. Any such expectation from parents that they unilaterally seek, choose and impose a prospective bride or groom on their children has no foundation in Islam . However parents can suggest and not mandate or impose a prospective life partner for their children. While also it’s not just that the adult children merely can suggest a possible bride or groom , but it is their right to do so. Any parent who deny their children to even suggest are not only ignorant about Islam but they also need some basic education about parenting role and responsibility from human standpoint. Our age has seen a growing discontent between the two parties over the same which has reflected in our society. From suicides to divorces and extramarital affairs the condition is no less abysmal. Now the time has come that we espy and be heedful of the situation in hand and change our attitude and approach towards this institution . Rather than peek for the desired change of mindset in some ridge of the society and hail , let’s be the change , that should suffice to bring it there, everywhere.
