A i m i n g to r e p a i r p r e s s i n g f l a w s in the s y s t e m a r e p r o p o s a l s of a " m i n i m u m i n c o m e t a x " f o r the v e r y rich, a " l o w i n c o m e a l l o w a n c e " that w o u l d p e r m i t two m i l l i o n l o w - i n c o m e families and w o r k i n g students to e s c a p e t a x a t i o n entirely, imm e d i a t e r e p e a l of the investment t a x credit, a n d a cut in the ten percent federal s u r t a x to five percent, effective next J a n . ).
