M Thomas USA The recent public lie by Prime Minister Modi that the mortality of Kerala tribals was worse than that of Somalia, is a totally unbecoming of a person holding the highest office of the land. when the truth is that Kerala has long been known as the only Indian state that can come close to the developed world. First of all statistics prove that it is a blatant lie which is just idiotic and can be compared to all the promises Modi made during the Central Elections in 2014. Unfulfilled promises like brining all the black money back to the country in 100 days, disbursement of the money equivalent to 15 lakhs of rupees to each Indian etc.. He could fool a country full of semi literates and illiterates and become Prime Minister but try that in Kerala a 100% literate state and the obvious result was “#PoMoneModi” (Get lost Modi) What Modi tries to hide is the fact that the human development index of Gujarat is so low that it can be compared to that of Somalia and that Kerala is the number one state with the highest development index in India. Which means Gujarat has much more malnourishment and hunger and that Kerala has hardly any. The interesting thing is that in terms of human development, Gujarat’s improvement was way behind that of developed states like Kerala, Maharashtra, and Tamil Nadu, and its improvement was also smaller than less developed states like Karnataka and Andhra Pradesh. In fact, its improvement was the smaller than eight of the nine other largest states of India. Gujarat’s improvement in overall development from 2000 to 2010 is so very bad in comparison to all major states except Rajasthan. Gujarat’s performance is worse than less developed states like Bihar and Andhra Pradesh, and it is worse than that of more developed states like Tamil Nadu and Maharashtra. The improvement achieved in Gujarat lags behind eight of the nine major states both in absolute terms (quantum of improvement in HDI score),

and relative terms (improvement as a percentage of base value). In this same period, India as a whole achieved an average improvement in HDI score of 21%, compared to Gujarat’s 13%. So in terms of overall development, Gujarat’s performance was below-average. HDI includes income as one of the metrics. Given Gujarat’s slightly faster GDP growth, this underperformance on overall development indicates a larger lag in other socioeconomic metrics like education and health. To put it another way, Andhra Pradesh and Karnataka achieved more overall development with less income growth than Gujarat managed to do with more income growth in the same period. When we put the GDP growth performance and the HDI improvements together, it is clear that the growth Gujarat experienced under Narendra Modi is not exceptional. It is much below average. Gujarat may be industrialized but what is the use of industrialization if half the state lives in poverty. Modi gave favors to Gujarati businessmen by tax exemptions for businesses set up in Gujarat but the net result is that there is a tax deficit in Gujarat and Gujarat has turned into a highly indebted state which has no money to pay for social welfare programs. All the wealth of the state is being handed on a plate to the ultra rich who have become richer under Modi. The Gujarat approach to development focused on creating a business-friendly environment. However, efforts in this direction were being undertaken at a very huge cost. Huge incentives given to private industrialists had overloaded the State Budget. As a result, the public dept in Gujarat had grown from Rs.10,000 crore when the Bharatiya Janata Party (BJP) took over power (in 1998) to Rs. 1.76 lakh crore in 2014 and has only dramatically increased since. Gujarat lags behind most states in terms of social indicators. Even while it was one of the fastest growing economies in the country, Gujarat’s expenditure on health care sector had fallen from

4.5 per cent of the budget 15 years ago to 0.77 per cent currently. In addition, nearly 44.6 per cent of the population was undernourished, 55.5 per cent of the women were anemic and the State was the fifth hungriest in the country. Every statistic and research has proved that Kerala has the highest Human Development Index (HDI) among all Indian states. It has the highest literacy rate (93.91%), highest life expectancy (74 years) and lowest sex ratio (the ratio of the number of men to the number of women: 923 men per 1000 women) among Indian states. A survey in 2005 by Transparency International ranked it as the least corrupt state in the country. It is India’s cleanest and healthiest state. According to a survey by economics research firm Indicus Analytics, five of the ten most livable cities in India are in Kerala. In fact, Kerala is as healthy as a developed country and Gujarat as unhealthy as a third world country. Percentage of households with facilities for sanitation: Gujarat47.3; Kerala- 95.2 Percentage of households with access to drinking water in premises: Gujarat- 64; Kerala- 77.7 Percentage of households with electricity as their primary source of lighting: Gujarat- 90.4; Kerala94.4 (electrification in Gujarat isn’t actually complete, as widely claimed.) Percentage of households with telephone connection: Gujarat69; Kerala- 89.7 Percentage of households without any of the above mentioned facilities: Gujarat- 18.7; Kerala- 4.8 Kerala seems to be a much better place to live for an average person. True, the roads are much better in Gujarat, and there are much more factory chimneys in Gujarat than in Kerala; but the people seem to be having much better living conditions in Kerala. WHAT IS CONNECTION BETWEEN PATHANKOT ATTACK AND KARGIL WAR?

It seems ridiculous to compare the Pathankot attack to the Kargil war but there is a major similarity between the two and it just warrants a serious investigation by the country’s investigative agencies. In 1998 when Vajpayee was the Prime Minister of a shaky lame duck government, he visited Pakistan and as soon as he came back there were soldiers entering Kargil area. In spite of the villagers in Kargil informing the authorities of unusual movements in the area, there was no response. Only two weeks later did the authorities finally wake up and there was the Kargil war in which many soldiers on both sides were killed. Soon the Pakistani soldiers were driven out and the war ended and in Indian media, Kargil was a victory for India and in Pakistani media, Kargil was a victory for Pakistan. Nawaz Sharif rose in stature in Pakistan and Vajpayee rose in stature in India and subsequently won the fresh elections and ruled for a full five years. In an exact replication of that event 17 years ago, Narendra Modi with a fading charisma and after losing state elections, goes to Pakistan and enjoys Nawaz Sharif’s birthday party and soon enough the Pathankot attack is staged. Both of these incidents are dissimilar in many respects but they are tied to a common denominator – that of the partying of the Indian Prime Ministers in Pakistan immediately preceding both these attacks. Why is it that India was attacked soon after two BJP Prime Ministers visited Pakistan and had a great warm friendly meeting and partying with Nawaz Sharif? And why is it that the timing of both attacks was when both of those Prime Ministers were on a loosing streak. Vajpayee got full 100 marks for the victory in Kargil and due to it, Vajpayee could easily win the next General Election and rule for the next five years. In the present scenario, the Pathankot attack was allegedly staged by the ISI. It would be ridiculous to state that Nawaz Sharif did not know what the ISI would do. And of course when Indian soldiers killed the terrorists involved in the Pathankot attack, Modi got credit for it. Whenever there are such attacks, it gives an excuse for defense Ministers on both sides of the border to increase their defense budgets and since defense purchases which always involve huge kickbacks come under the Official Secrets Act, there is an enormous amount of money to be made and corruption can always be conveniently hidden under the carpet. Is it a game plan of the Pakistani establishment to wipe out the secular forces in India and secretly help a BJP Government so it can scare the people of Pakistan and sharply increase its defense budget? This is a billion dollar question which the people and the media of both India and Pakistan need to answer!

An appeal to the residents of South Navi Mumbai to co-operate with CIDCO until the waste management system is streamlined CIDCO has developed a Municipal Solid Waste Treatment Plant at Chal, Taloja to treat solid waste from Kalamboli, Kamothe, Kharghar, New Panvel and Khanda Colony. Local villagers have alleged the presence of the dumping ground as a source of pollution and foul odor. However CIDCO has already taken effective and adequate measures to prevent any such issues. As a mark of protest the villagers have created obstacles along the roads which ferry garbage collection vehicles. This has drastically affected speedy and regular collection of garbage from the township. CIDCO recognizes this to be an integral issue and has taken relevant steps in tandem with the Police to address the situation immediately. CIDCO also wholeheartedly appeals to local inhabitants in the South Navi Mumbai area to extend their co-operation until the process has been streamlined. Explaining in detail the process of the treatment, Shri Kiran

Phanse, Superintending Engineer (Kamothe and Kalamboli) said, “The municipal solid waste from the nodes of Kalamboli, Kamothe, Kharghar, New Panvel, Khasnda Colony etc. is collected and transported to the treatment plant at Chal, Taloja. This waste is scientifically treated by segregating biodegradable and nonbiodegradable material. It further converts biodegradable material into compost by using the Windrow method.” CIDCO has also put in place additional measures such as spraying the plant area with herbal protestant (Bio-clean), while also covering the landfill with a layer of murum. This helps to prevent odor and pollution in the affected surrounding areas. Lichet, a type of liquid waste, is also collected and disposed efficiently. The air quality around the area is also monitored periodically in a bid to regulate pollution levels. Furthermore this entire treatment is certified and carried out as per MSW Rules, 2000.

HUMAN RIGHTS OF CHILDREN AGAINST ALL KINDS OFEXPLOITATION SLAVERY & TRAFFIC IN HUMAN BEINGS Article 4 of the Universal Declaration of Human rights runs: “No one shall be held in slavery or servitude, slavery and the slave trade shall be prohibited in all forms.” This has been expressed elaborately in Article 9 of the Covenant on Civil and Political Rights. No one shall be held in slavery, slavery and the slave trade in all their forms shall be prohibited. No one shall be held in servitude. No one shall be required to perform forced or compulsory labor, For the purpose of the term forced or compulsory labor shall not include: Any work or service, not referred to in subparagraph, normally required of a person who is under detention in consequence of a lawful order of a court, or of a person during conditional refuse from such detention, Any service of a military character and, in countries where conscientious objection is recognized, any national service required by law of conscientious objectors, Any service in case of emergency or calamity threatening the life or well-being of the commu-

nity, Any work or service which forms part of normal civil obligations. Since India has no slavery, Indian Constitution does not contain any provision in this regard. Article 23 prohibits all other forms of human exploitation such as beggar or bonded labour Traffic in human beings and beggar and other similar forms of forced labour are prohibited and any contravention of this provision shall be an offence punishable in accordance with law. Nothing in this article shall prevent the State from imposing compulsory service for public purposes, and imposing such ser-

vice, the State shall not make any discrimination on grounds only of religion, race, caste or class or any of them. Respect for human dignity pervades the entire constitution. Human dignity is also part of personal liberty. But in the context of social and historical developments, special emphasis in human dignity was necessary. Traffic in Human Beings The worst form of traffic in human being has been slavery, but the Constitution of India does not specifically mention it since it is no longer a social menace anywhere in India. Although slavery hardly poses a problem another manifestation of the same evil is still prevalent all over the world. This is traffic in women and children for immoral purposes. Traffic in human beings means disposal by way of sale or hire or otherwise of human beings the same way as man does with the goods and chattels. It obviously includes slavery and other forms of trafficking in human beings. Section 370 of Indian Penal Code lays down that whoever imports, exports, buys, sells or disposes of any person as a slave or accepts, receives or detains against his will any person as a slave shall be punished with imprisonment.

Speaking on ‘Finance for Entrepreneurship’ at a seminar on ‘Entrepreneurial Development in Kokum and Jackfruit in western Ghats States’ held at Panaji recently, deputy district manager of NABARD, T. Geetha, said the market survey and plan to meet demand was crucial to make profits. Kerala varsity to play a key role in global shrimp research Our Staff Reporter The Kerala University of Fisheries and Ocean Studies (Kufos) will be a key partner in the multi country global research project to prevent disease on farm shrimps and boost aquaculture in AfroAsian countries. The Department of Biotechnology (DBT) has selected Kufos in the global joint research project for the benefits of small-scale aqua-farmers in Asia and Africa. India, UK, Bangladesh and Kenya are the four countries involved in the joint research project. The project is implemented

through the UK-based Global Research Partnership, and innovative collaborative research programme in partnership with the Biotechnology and Biological Science Research Council, UK and DBT in India, supported by Department for International Development, the UK. The research project is aimed at scientifically validating the preventive medicines available in the market for disease on shrimps and developing new low cost preventive medicinal products. The Prophylactic Health Products which is widely being used all over the world to prevent disease will be

scientifically validated. Besides Kufos, Cochin University of Science and Technology and Central Institute of Fisheries Technology are the other partners in the project from India. K. Padmakumar, Pro-Vice Chancellor and the Principal Investigator of the project in Kufos, said the combined research project would help to develop an effective aquatic animal health management model for Asia and African countries. Banks are not for me

M

y experiences with banks are those of a small depositor and not of a borrower. I have not taken any sort of loan or availed of an overdraft facility. Therefore I have no personal stories to relate, of bank’s recovery agents chasing me and my heroics in giving them the slip. My years of experience with different banks has taught me a fundamental lesson that banks are not meant for people like me. It may sound ludicrous but you will realise it is true after you read this essay. Five decades ago when transactions were recorded manually, it took not less than a fortnight for an outstation cheque to be cleared and credited to your account. Transfer of amounts from one account to an outstation account of the same bank used to be made either by mail transfer or telegraphic transfer. For sending an amount of Rs. 4000 (a big amount in those days) to a relative in Kerala, I chose the M.T route. All the relevant particulars like the name of the payee, the account number in the Mulangunnathu Kavu branch, were furnished to the bank. For easy reference, I also mentioned “via Thrissur”. I was told that her account would be credited in a week’s time. One week passed and then another; still the M. T remained elusive. After a frantic follow –up at both ends, I was aghast to know that the amount was lying in a suspense account at the Thrissur main branch. It was surprising that the mail transfer got stuck up at Thrissur and refused to move any further. Had the payee not pursued the matter vigorously, the suspense would have contin-

ued for ever. In another case, a cheque issued by my wife was returned unpaid. The reason was not that she had no money in the account; the bank did not know who she was, after half a century of doing business. In other words, KYC protocol had to be completed forthwith. The only thing that the bank did not mention, but meant, was that it was doing business with a ghost customer and it was for the account holder to prove that he was not one. One shouldn’t be surprised if in the future one has to have a tattoo showing the name, account number and all other vital information. That would be easier than carrying numerous documents. We think that a bank is a safe place to keep our money. We deposited in our account small amounts as and when we could save some. After three years or so, we went to withdraw some cash and were shocked to find that we couldn’t do so. The account had already become dormant and a couple of years hence, it would be dead. Another interesting piece of information was that a transaction was either a cash withdrawal or a transfer out of the account. Withdrawal is the key, not deposit. On two occasions, I was totally disgusted with the service of the bank. The first was when my daughter’s cheque which I had personally deposited with due care, came back unpaid. It was a refund cheque issued by the income tax department which came along with a challan. The cheque together with the completed challan was given to the clerk at the counter with clear instructions that the two should not be separated. Sadly, the cheque was returned with the remark that the challan was not attached. The bank flatly denied having received the challan and I had no evidence

to prove that it was displaced by the bank. Fortunately, it was no a big amount and I had no way other than to write it off. The second incident was incredible. My wife had a fixed deposit with the bank and the arrangement was that the interest would be credited to her savings bank account every month. We were stunned to know that the interest was regularly credited, not to her account, but a different one. Having verified the blunder, the manager was visibly upset and the staff was baffled. There was a flutter in the bank. A peon was hurriedly despatched to summon the account holder who lived in the railway quarters nearby. In the meanwhile the manager and his staff recovered from the initial shock and put up a brave front. They accused us that it was our mistake not to have found this out earlier. However, they went on to assure us that they would recover the amount and credit her account as and when money was received. We couldn’t accept this strange proposal. The peon returned with the information that the account holder was at the work place and would return only in the evening. This person was a wise man. As soon as the interest was credited to his account, he withdrew the entire amount. Of course, he did not bother to know who his donor was and why the money was being paid to him regularly. The bank also came to know that he had taken loans against his salary and his take-home pay was meagre. To cut the long story short, the manager realised that his delaying tactics would cost him dear. The matter was settled shortly after. Thus, banking for me has been a necessary evil. But there is no alternative. You may keep cash in the house, but robbers may loot it and raiders may confiscate it.

Additional Chief Town Planner CIDCO (NAINA) Answers

I

t is reported in newspapers that one of the prominent developer of Navi Mumbai has shot himself. The newspapers also reportthat the developer has taken this extreme step due to delay in processing of his cases in NAINA office of CIDCO ltd. To remove doubts from the minds of the developers operating from Navi Mumbai and NAINA area, following clarification is given: M/s. Swaraj developers on 13.03.2015 through their representative applied for NA remarks for project area of 41,170m2 at Village-Wakdi in NAINA. The applicant vide letter dated 27.03.2015 was asked to submit required documents for processing the case. The applicant submitted documents in four instances between 06/07/2015 to 24/09/2015. The NA remarks were issued on 04/11/2015. At the time of seeking NA remarks itself the project proponent had built six buildings of Stilt+3 structures and this was reported to District Collector. The District Collector granted NA permission on 17/11/2015. Project proponent applied for grant of development permission on 23/11/2015. The permission was

refused on 07/01/2016 for want of compliance and correction of forms submitted. On 18th march, 2016, as-built drawings of the unauthorised structures were submitted for scrutiny. The site was visited by the officers along with appointed architect on 30.03.2016. After site visit the as-built drawings were asked to be corrected as per site conditions and the same are yet to be submitted. One of the prominent developers, Mr. Ashok Chajjer has been reported giving a statement in media that in three years of CIDCO as SPA, 4000 applications have been received and only 22 development permissions have been granted and has blamed the top management of CIDCO. In last three years, 251 proposals seeking development permission have been received, out of which 29 permissions have been granted. In the remaining cases, the applicants have been asked to submit necessary documents required to process the proposals. In most of the cases, the proposals cannot be processed in their present form since they are either requesting for FSI which cannot be granted or they do not have ac-

cess from authorised public road or their TILR and 7/12 extracts are not matching or authenticated records of the earlier permissions not made available. In most of the cases it is expected from CIDCO not to insist on the required documents and process the cases with deficient documentation. Mr. Ashok Chajjer himself has a case under scrutiny for approval under Rental Housing Scheme (RHS) at Palaspe in NAINA. The scheme has FSI -4.0 and about 1474 rental units and 2030 free sale tenements shall be built on 5.6 ha. For such intense high-rise development, Mr. Chajjer is not willing to comply with lift requirements prescribed in NBC 2005 for two building accommodating 737 EWS tenements each (each building having G+24 floors), seeking waiver in FSI calculations related to balcony and fire refuge area, not willing to provide layout road of 18m width in the layout which is catering to FSI 4.0 of HIG group, seeking basement extensions beyond what has been prescribed in the Development control regulations. Staff Reporter A Navi Mumbai-based builder was arrested on Wednesday late night for duping people in the pretext of selling them newly constructed flats at dirt-cheap rates. The man who claims to be the managing director of a construction firm, have been accused of collecting a total of Rs 4.22 lakh by duping over 150 buyers. However according to Abhijeet Patil, the activist who has taken up this issue with the police, the number of people duped and the money collected is much more. “Mahendra Pawan Kumar Singh (the accused) has cheated over 300 buyers and has collected more than Rs 10 crore. He showed them plots in Sukhapur, Adai, Akruli and also the construction plan as decided by the architects. This convinced them and they ended up paying the advance amount, which ranged between Rs 50,000 and 5 lakh,” said Patil. The average rate of flats in Panvel is Rs 5,000 per square feet, whereas Mahendra was ‘selling’ those for Rs 3,500 per square feet. The middle class buyers were lured by this offer and got cheated.

“They booked their flats in 2011 and till date, no construction has started,” added Patil. After sensing that they have been cheated, the victims had approached the Khandeshwar police several times and had also given a written complaint. Unhappy with the police progress, they approached the Navi Mumbai Alert Forum, which gave a written complaint to Prabhat Rajan, Commissioner of Police. “Mahendra claims to be the MD of a group of companies, headed by Tirupati Balaji Builders and Construction Limited. Lizard tail may hold key to regrowing human organs Washington: Scientists have for the first time identified genetic switches that are linked to regeneration of tails in lizards, a finding that may be key to regrowing muscles, cartilage and spinal columns in humans. Lizards are known to be able to drop their tails off to avoid capture, but how they regrow a new tail has remained a mystery. Researchers at the Translational Genomics Research Institute (TGen) and Arizona State University (ASU) in the US identified three tiny RNA switches, known as microRNAs - which turn genes on and off - that are associated with the regeneration of tails in the green anole lizard, Anolis carolinensis. Using next-generation genomic and computer analysis, scientists hope their findings will

help lead to discoveries of new therapeutic approaches to switch on regeneration genes in humans. “Since microRNAs are able to

control a large number of genes at the same time, like an orchestra conductor leading the musicians, we hypothesised that they had to play a role in regeneration,” said Kenro Kusumi, a professor at ASU.

“Our earlier work found that hundreds of genes are involved in regeneration, and we are very excited to study these three new microRNAs,” Kusumi said. E l i z a b e t h Hutchins, a postdoctoral fellow at TGen hopes the findings will eventually enable such things as regenerating cartilage in knees, repairing spinal cords in accident victims, and reproducing the muscles of injured war veterans. “This work highlights the importance of tiny RNA molecules in the tissue regeneration process, and showed for the first time an asymmetric microRNA distribution in different portions of the regenerating lizard tails,” said Marco Mangone, assistant professor at ASU. The study was published in the journal BMC Genomics.

New Clinic Opens In Parel To Tackle Hormonal Disease Mumbai: The incidence of a hormonal disorder called polycystic ovarian syndrome (PCOS) among women has increased to such an extent that the Indian Council for Medical Research (ICMR) has inaugurated a special clinic at its Parel centre. The National Institute for Research in Reproductive Health (NIRRH), situated right next to KEM Hospital in Parel, will also undertake genetic research into the causes of PCOS. “The main idea is to evolve a model PCOS clinic that can be replicated in public hospital across the country,” said NIRRH director Dr Smita Mahale. NIRRH has been involved in several pathbreaking research projects, including the birth of the city’s first test tube baby over 30 years ago. The idea of a clinic came from the findings of an infertility clinic run by the NIRRH. “We found that over 60% of the women who come to our infertility clinic suffer from PCOS,” said gynaecolo-

gist Dr Anushree Patil, who is also a part of the PCOS clinic. The incidence in the general public is 20%. “An estimated 1 in 10 women of childbearing age suffer from PCOS. It’s an emerging health problem of national concern,” said NIRRH scientist Dr Beena Joshi, who is planning a multicentric study to find the prevalence of PCOS soon. She had, a few years ago, found that 22.5% of the teenaged girls who attended NIRRH’s youth clinic had PCOS. NIRRH’s studies also found that a majority of the women with PCOS are overweight and are more likely to suffer from infertility, type-2 diabetes, hypertension, atherosclerosis endometrial cancer and pregnancyrelated complications. “There is clearly a need to educate women about following an active lifestyle and eating a better diet to keep these complications at bay,” said Dr Mahale.
