رؤية المشروع تعرف مدينة العين باسم “مدينة الواحات” في دولة اإلمارات العربية المتحدة ،وهي جوهرة بيئية وثقافية تزين جبين أبوظبي .ومع ذلك ،وصلت المدينة إلى مرحلة حرجة في تاريخها :فالسكان يتزايدون بسرعة كبيرة ،ونجد من واقع الممارسة بأن قطع األراضي الكبيرة الحجم للغاية وأعمال التطوير القليلة الكثافة قد اجتمعت إلشغال األراضي المتوفرة هناك .وعلى المدينة أن تقرر اآلن كيفية تنفيذ مشاريع التطوير فيها للحفاظ على شخصية المدينة المميزة وتراثها و أسلوب المعيشة المريح فيها. ومن أجل مساعدة مدينة العين على تقييم ومواجهة تحديات مشاريع التطوير في الحاضر والمستقبل ،ومن أجل مساندة عملية تحول المدينة إلى مجتمع سكاني صحراوي نموذجي ،وضع مجلس أبوظبي للتخطيط العمراني خطة إطار عمل الهيكل العمراني لمدينة العين – 2030والتي تعرف أيضا باسم “خطة العين .”2030وتشكل هذه الخطة طويلة األجل جزءًا مكم ً ال من رؤية عام 2030الشاملة الخاصة بإمارة أبوظبي ،وهي الرؤية المستلهمة من المغفور له بإذن اهلل الشيخ زايد بن سلطان آل نهيان لصالح األجيال القادمة. وتظهر الرؤية خطة شاملة لمستقبل مدينة العين بصفتها مدينة مستدامة على الصعيد البيئي واالجتماعي واالقتصادي .فهي تطرح أساليب جديدة لتنمية وتفعيل الفرص االقتصادية المتوفرة بدون التضحية بالتراث البيئي والثقافي للمدينة – وتضيف عناصر جديدة لجعل المدينة مرك ًز نشطًا لالقتصاد العالمي الحديث.
Project Vision Known as the ‘oasis city’ of the UAE, Al Ain is an environmental and cultural jewel in the crown of Abu Dhabi. However, the city has reached a crucial point in its history. A rapidly expanding population, a policy of very large lot sizes and low density development have combined to fill out the available land. The city must now decide how to develop in order to preserve its character, heritage, and the relaxed lifestyle it offers. To help Al Ain evaluate and respond to current and future development challenges, and support the evolution of the city into a model desert community, the UPC has created Plan Al Ain 2030: Urban Structure Framework Plan. This long-term plan is an integral part of the overall 2030 vision for the Abu Dhabi Emirate, a vision that is inspired by the late HH Sheikh Zayed bin Sultan Al Nahyan and crafted for future generations. This vision presents a comprehensive plan for the future of Al Ain as an environmentally, socially and economically sustainable city. It proposes new ways to grow and leverage the economic opportunities at hand without sacrificing the environmental and cultural heritage of the city – and adds new elements to make it a dynamic hub in the modern global economy.
أهداف التطوير ومن المهم أن في جعبة “خطة العين ”2030معاملة خاصة للواحات في المدينة ،لضمان بقائها في قلب المجتمعات السكنية ألجيال قادمة .فهي تساند في نفس الوقت استدامة الحياة البدوية التقليدية المبنية على أساس “الفريج” ،وهي أو مجموعة من المساكن تقام حول ساحة مظللة تتيح للعائالت اإلماراتية الكبيرة العيش سويًا قرب بعضهم البعض. وسوف تتمكن “خطة العين ،”2030من خالل توازن عنصري المحافظة والتطوير ،من ترسيخ الهوية العربية األصلية لمدينة العين مع العمل في نفس الوقت على مساندة الثقافة الحديثة دائمة التطور. وتحدث “خطة العين ”2030توازنًا لطيفًا ما بين عنصري المحافظة والتطوير .فهي تستكشف الحاجة إلى المحافظة على موارد المياه الجوفية وحماية المواطن الطبيعية .فإضافة إلى إنشاء شبكة عمل شاملة للمناطق المحمية وإلى الحد من التوسعات العمرانية العشوائية ،تطرح “خطة العين ”2030مقترحات لمشاريع من شأنها استغالل الثروة االقتصادية القائمة لتطوير عملية إنتاج الطاقة المتجددة والتقليل من استهالك الموارد التي سوف تنضب يومًا ما.
Development objectives Importantly, Plan Al Ain 2030 promises special treatment for the city’s oases, ensuring that they remain at the heart of the community for generations to come. It simultaneously supports traditional Bedouin living based on the ‘Fareej’, groups of dwellings situated around a shaded courtyard that allow extended Emirati families to live together in close proximity. Through a balance of conservation and development, Plan Al Ain 2030 will foster the authentic Arabic identity of Al Ain whilst supporting a continuously evolving modern culture. Plan Al Ain 2030 strikes a delicate and much-needed balance between conservation and development. It explores the need to conserve ground water resources and protect natural habitats. As well as creating a comprehensive network of protected areas and limiting urban sprawl, Plan Al Ain 2030 proposes projects that exploit existing economic wealth to develop renewable energy production and reduce the consumption of non-renewable resources.

"• المدينة بصفتها “واحـــة” تظهر مدينة العين التعبير المعاصر لمدينة واحات صحراوية مفعمة بالصحة والحيوية والتي تراعي التقاليد المتبعة في إدارة المياه والزراعة بينما توسع الدور المناط بالواحة ضمن المنظومة الحضرية البيئة الطبيعية المحمي .سوف تقوم مدينة العين ،باحترام وحماية بيئتها الطبيعية الفريدة وصحرائها والمنظومات البيئية لجبالها المهددة بالمخاطروستقوم بتشكيل نفسها للتوافق معها. تشمل المبادئ الثقافية األساسية لخطة العين 2030

•T he city as an oasis Al Ain will be a contemporary expression of a healthy desert oasis city that builds on traditions of water management and agriculture while expanding the role of the oasis in the urban setting. Protected natural environment: Al Ain will respect, protect, be scaled to and shaped by its unique natural environment of fragile and endangered desert and mountain ecologies.
•H igh quality of life Al Ain will maintain its high quality of desert life as a place of respite through measured rather than uncontrolled growth, sustaining its low-built scale, spaciousness, garden setting, and its traditional patterns of living
Key cultural principles of Plan Al Ain 2030 include: •P rotecting cultural heritage Understanding that the extended family is the foundation of social activity and support in Al Ain, Plan Al Ain 2030 proposes the development of new housing based on the ‘fareej’ model. In addition, the plan will preserve the unique urban character of Al Ain, which is based on low-rise, pedestrian-scaled construction. •C ultural homeland Al Ain will embody its role as the founding source of the Emirate through protecting its historic assets, its delicate cultural landscapes, and its noble heritage
• Arabic community Al Ain’s urban fabric, neighborhood infrastructure, and public gardens will sustain the Emirate’s Arabic values, social wellbeing, and culture. The key economic principle of Plan Al Ain 2030 is: • Diversified Economic development Al Ain’s economic development will be driven by existing manufacturing, service trades, higher education and healthcare industries. In addition, the plan will support cultural and ecological tourism
مراحل التنفيـــذ سوف يتم تسليم المنافع المدرجة في هذه الوثيقة من خالل عملية مستمرة من التخطيط والتطوير المنضبط. وقد سبق لمجلس أبوظبي للتخطيط العمراني ذكر ثالثة مراحل لتسليم الخطة ،مع أن التوقيت يخضع للتوصيات وللظروف والمتطلبات المتغيرة .كما أنه قد سبق لمجلس أبوظبي للتخطيط العمراني العمل مع متعهدي تطوير خاصين لدمج مبادئ “خطة العين ”2030في عروض التطوير الخاصة بهم. خالل المرحلة األولى :سوف يتم وضع مخططات المكونات الهيكلية الرئيسية لخطة استخدام األراضي، بما فيها خطة إعادة تطوير المنطقة المركزية للمدينة، والمبادرات األساسية لتحسين النقل والمواصالت، والتقدم في مشاريع مساكن المواطنين.
أما في المرحلة الثانية ،فسوف يتم وضع مخططات المكونات الهيكلية الرئيسية لممر العبور لساحة المدخل ويتم تكثيف عمليات التطوير حول نقاط االلتقاء األساسية لوسائل النقل والمواصالت .وسوف يبدأ التخطيط على نظام الترام السطحي بينما سيستمر تطوير مساكن المواطنين في مناطق مثل السالمات والخرير. وبتنفيذ المرحلة الثالثة بحلول عام ،2030سوف يتم وصل مناطق المقام وعشارج والمويجعي بالمنطقة المركزية لكي تستوعب أغلبية سكان العين والحركة التجارية فيها .وهناك محور شمال – جنوب ثان يتألف من الهيلي والجيمي والمعترض والصناعية الذي سوف يتألف أيضا من مساكن بكثافة عالية ،مما ينشأ بالتالي تقاطع طريق يلتقي عنده كال المحورين الرئيسين.
Implementation phases The benefits outlined in this document will be delivered during a continuous process of controlled planning and development. While the UPC has already defined three phases for the delivery of the plan, the timing is based on recommendations and is subject to evolving circumstances and requirements. In addition, UPC is already working with private developers to incorporate Plan Al Ain 2030 principles into their development proposals. During Phase 1, the major structural elements of the Land Use Framework will be planned, including a redevelopment plan for the City’s Central District, key transportation and transit improvement initiatives, and the advancement of Emirati housing projects.
For Phase 2, the major structural components of the Gateway Transit Corridor will be planned, and development at key transit nodes will intensify. Planning work will begin on the surface tram system and the development of Emirati housing will continue in the areas such as Salamat and Al Khrair. By implementation of Phase 3 by 2030, the Al Maqam, Asharej, and Al Muwaiji districts will join the Central District to house the majority of Al Ain residents and commerce. A second north-south axis consisting of Hili, Al Jimi, Al Mutaredh, and Sanaiya will also contain higher density accommodation, creating a crossroad where the two major axes meet.
