FOREWORD This booklet presents posters for precinct structure plans formulated by student planners for five sites in the City of Maroondah. Each poster is designed to demonstrate the student planner’s vision for the precinct along with site introduction and analysis, design details, and implementation plans. A student volunteer group compiled the posters together with other materials into this booklet.

Each poster represents a learning journey that the student planner went through in their final year capstone studio subject. The COVID-19 restrictions made the process more challenging than usual as there was no opportunity for face-to-face interactions among students or between students and the teaching team. The field reconnaissance and analysis had to be entirely dependent on online data, while all the interim presentations and critics were conducted in the virtual space.

Despite all the challenges in the year 2021, the student planners showed great resilience in creative learning and plan delivery.

I invite you to explore the posters and celebrate with the student planners for their success in consolidating and extending the knowledge and skills learnt during their undergraduate years.

MESSAGE FROM THE CLIENT Congratulations to the students for taking on the challenge of preparing the structure plans for the various precincts. Each of the five precincts were unique with diverse physical context that required a contemporary urban planning response to achieve the vision for the precinct. Despite the restrictions on visiting the precinct, the students have excelled in undertaking a comprehensive process of literature review, analyses and recommendation.

Typically, a draft structure plan for a precinct is produced after considering feedback from consultation on the issues and opportunities discussion paper. This iterative process of consultation and finalisation of the structure plan can take 2-3 years. It is remarkable that you all have not only completed the structure plan in a relatively short-time frame, but also presented outstanding recommendations that were innovative and practical.

THE TEACHING TEAM PROFESSOR SUN SHENG HAN (PhD) sshan@unimelb.edu.au

Dr. Sun Sheng Han is Professor of Urban Planning in the Faculty of Architecture, Building and Planning at the University of Melbourne.

He studied in Landscape Architecture and practiced in Urban Planning before acquiring his postgraduate degrees and working in the academia.

His current teaching and research efforts focus on the transformation of the built-environment at precinct (PLAN30005 Urban Precinct Studio) and city-region (ABPL90065 Managing Global City-Regions) levels. His recent books include Planning Quality Streets: Theory and Practice (Lead author, China Architecture and Building Press 2020, in Chinese), and International Perspectives on the Belt and Road Initiative (Coeditor, Routledge 2021).

MADHU LAKSHMANAN madhul@unimelb.edu.au

Madhu is a registered landscape architect with the Australian Institute of Landscape Architects and is also an Accredited Professional in Neighbourhood Design instituted by the US Green Building Council.

He holds a master’s degree in Landscape Architecture from the University of Melbourne and a bachelor’s degree in Architecture from Bangalore University. Madhu has over two decades of experience in the areas of urban planning, design and landscape architecture.

Previously as a senior consultant at ERM, he successfully managed, planned, designed, and documented public, residential, commercial, and industrial projects in Australia and overseas. He has taught and coordinated undergraduate and postgraduate subjects in urban planning, urban design, spatial planning and landscape architecture at the Melbourne and Deakin universities.

HA THAI

ha.thai@unimelb.edu.au Ha Thai is a postdoctoral researcher at RMIT, School of Architecture and Urban Design. He is also an experienced architect and urban designer working in both Vietnam and Australia. He received his PhD from the School of Architecture and Urban Design, RMIT University. His research focuses include space syntax, urban morphology, building typology, informal urbanism, temporary/tactical urbanism, and smart city.

THE TEACHING TEAM TARGOL KHORRAM

targol.khorram@unimelb.edu.au Targol is an architect and urban planner with specialist knowledge managing complex public space projects. With over 20 years of experience in practice and teaching, she communicates well with a range of stakeholders and enjoys translating the ideas and stories of others into meaningful and memorable places through design and construction.

As a project manager at City of Stonnington, Targol supervises several construction projects at Urban and Infrastructure department. Alongside her work at Council, she also continues to work at the University of Melbourne.

Targol is actively volunteering with organisations that promote social justice in the built environment. As President of Architects for Peace, she was involved in the preparation of organisation’s strategic plan in 2013 and leading a team of creative volunteers who are actively seeking sustainable urban development based on social justice, solidarity, respect and peace.

DEJAN MALENIC

dejan.malenic@unimelb.edu.au Dejan is a PhD candidate at The Faculty of Architecture, Building and Planning, researching spatial patterns of innovation in Australian Cities.

He holds a Master of Urban Planning and a Bachelor of Environments, both from The University of Melbourne. Previous research has focused on urban consolidation and stakeholder interaction in housing development in Clayton, Victoria. Dejan has been tutoring at The University of Melbourne for over 5 years.

DR ERIC GAISIE

eric.gaisie@unimelb.edu.au Eric is a sessional academic at the Faculty of Architecture, Building, and Planning at the University of Melbourne, where he recently completed his PhD in Urban Planning. He previously held teaching and research positions at the Department of Planning, Kwame Nkrumah University of Science and Technology, Ghana and the Faculty of Economics, University of Rome, Tor Vergata, Italy. Eric adopts experiential approach to his teaching, always encouraging students to actively participate and be responsible for their learning and development. In the Heathmont studio, he guided students to apply their knowledge, skills, and techniques in surveying, analysing, and planning for critical urban issues of interest. Eric’s research explores how urban planning could contribute to urban sustainability and resilience in a rapidly changing world.

PROJECT 1:

BAYSWATER NORTH AND KILSYTH SOUTH PRECINCT Bayswater North and Kilsyth South Precinct crosses the borders of Knox, Maroondah and Yarra Ranges LGAs. The precinct has an area of 730 hectares, employs around 13,000 people, and includes 4,500 businesses. Close to 70 percent of workers live in the Knox, Maroondah or Yarra Ranges, 30 percent live within 3 kilometres of the focused precinct, and 95 percent of workers journey to work by car. The precinct has an important role to attract the level of investment required to grow employment and to sustain the region’s economic prosperity. It provides an opportunity to make the region competitive, globally connected, distinctly branded and a great place to live and work.

Opportunities

Significant issues exist throughout the precinct, most of which largely stem from the barriers and disconnection resulting from the prevalence of major arterial roads and a lack of supporting infrastructure. Underutilisation of land in certain areas also poses problems.

A range of opportunicities to enhance the precinct stem from the range of issues exhibited. These opportunities will connect and engage residents with an activated precinct in order to contribute to the overall vision for SEM.

Precinct Context and History The precinct is made up of the suburbs of Kilsyth South and Bayswater North, in Melbourne’s outer eastern municipality of Maroondah. Its outer ring location influences the settlement of the area. The majorite of the residential and industrial areas were only developed from farm land in the 1950s, and development of Kilsyth South, in the east of the precinct, is even newer.

The precinct is positioned precariously in between two major train lines and there are no train stations located within the precinct itself.

Bus networks exist within the precinct, however few link to nearby Bayswater and Heathmont stations making access to and from the precinct difficult.

SEM Connected Precinct will cultivate a harmonious, safe and self-sustainable lifestyle which encourages movement connectivity and engagement with the landscape. The precinct will foster the the integration and activation of residences, industries and commercial activity as population increases across the precinct in years to come. SEM Connected’s sense of place will be enhanced without disrupting its functionality as an industrial precinct.

Precinct is within an outer-ring LGA. The 25km journey from Melbourne CBD takes 36 minutes by car and 1 hour and 25 minutes bypublic transport.

The closest Major Activity Centre to the precinct is Ringwood M.A.C, which acts as a hub for the area.

The creation of a connected green space network will provide a practical transport option for cyclists and pedestrians, seperate from the many arterial roads that exist throughout the precinct. The network will connect Bayswater Station southwest of the precinct, to the Dandenong Ranges, east of the precinct. Indigenous installations, ecologially centred playgrounds and educational installations will be installed in contextually specific places along the network.

The SEM Rapid Transit Network is an electric shuttle bus system that services key nodes throughout the precince to cut wait times and improve connectivity. 400m was researched by Victoria Walks (2019) to be the maximum distance to where people would believe walking to be more efficient than driving. As can be seen in the map, very little of the residential space is reached by this margin, making driving the easy choice for many space users.

The Bungalook Major Activity Centre (M.A.C.) is to be located at a patch of unused open space on the corner of Canterbury and Dorset Roads. The M.A.C. will look to address key shortcomings that exist in the precinct, through providing a civic open space for events and gatherings and a retail hub to stimulate commercial growth. The M.A.C. will service increasing population through its provision of retail and community services and also through the incoperation of higher density shop top accomodation.

Mixed use zoning is to be strategically provisioned along Canterbury Road, in line with State planning policy to direct increases in housing density in well connected areas. This will cater for an increasing population. The substantial increases in population along Canterbury Road stemming from the mixed use zoning will require a redeveloped pedestrian infrastructure network, with grade seperated crossings over major arterial roads.

The following poster outlines a series of strategies intended to make the BN/KS precinct the next case study in successful suburban living. The neighbourhood is home to a thriving business precinct, but has less favourable conditions for those living in the area. The Structure Plan recommendations seek to improve liveability outcomes while respecting the area’s important industrial function.

Bayswater North and Kilsyth South are located 27 kilometres east of Melbourne's central business district. Residential and business land uses coexist with the region. Due to being a part of the Bayswater Business Precinct, BN/KS is one of the most active in Eastern Melbourne.

The precinct is in the Maroondah local government municipality, but it borders both the City of Knox and Yarra Ranges. The area is one of the eastern suburbs' primary economic and employment hotspots, having a higher job density than the neighbouring suburbs (Yarra Ranges Council, 2020). 70 percent of the area's 13000 employees reside in the adjacent LGAs of Knox, Yarra Ranges, and Maroondah, and thirty percent live within three kilometres of the precinct.

PROJECT 2:

RINGWOOD NORTH 20-MINUTE NEIGHBOURHOOD The Ringwood North Local Activity Centre sits at the intersection of Oban Road and Warrandyte Road just North of Ringwood Metropolitan Activity Centre. Ringwood North has a population of 9,980 with a population density of about 21 persons per hectare.

Council has identified that the Centres’ 1.6km pedestrian shed catchment have urban dispositions, land use mixes and the destinations to become functional 20-minute neighbourhoods.

The core of this studio was to identify what changes are required in to help achieve a 20-min neighbourhood.

The studio called for innovative placemaking ideas and design proposals for providing solutions for inclusive and sustainable social and economic growth while preserving the character of the precinct and providing the community with the ability to meet most of their daily needs within a 20-minute walk from home.

PROPOSE

The place-making idea for North Ringwood Square is not only focused on creating a successful community plaza but also seeks to reinforce the connections between spaces in line with a 20-minute neighbourhood’s principles. Therefore, the plan spans from Warrandyte Road through to North Ringwood Reserve. The plan includes an amphitheatre-style space for events, performances and workshops. It features small play equipment located outside the shopping centre inspired by Prahran Square’s minimal and natural aesthetic, and a water play-space doubling as a water feature bringing life and movement to the square. Just off the main square and across a painted Dickson Crescent is an inclusive playground, with accessible parking at both edges.

North Ringwood Square would become the pulse of Ringwood North, provide the destination that it lacks currently and a place to do more than just the daily run to the shops.

Revamping Ringwood North is a long-term plan envisioning Ringwood North’s development over 30 years. Therefore, actions are planned according to short, medium long term and ongoing, as marked on the actions above. The type of action and responsibility are outlined detailed in the implementation plan found in the report. Most actions require the responsibility of the Marrondah City Council alongside relevant planning authorities and in conjunction with the community, property and business owners. Largely in order to surpass the infrastructure gap present in Ringwood North, the achievement of the plan’s actions are heavily based in design and building and supported by policy where required.

PROJECT 3:

HEATHMONT PRECICNT Heathmont is a beautiful leafy neighbourhood located in the Maroondah local government area on the eastern side of Melbourne. Its proximity to the Dandenong ranges, good access to central Melbourne by road and public transit, and impressive features such as the Dandenong Creek, Heathmont Rail Trail and notable reserves make the suburb highly attractive to residents and visitors. However, being at the centre of recent local, state, and federal government initiatives, the suburb requires improvement in amenities, particularly in the activity centre, which is under increasing redevelopment pressures to meet future business space, housing, and service demand. The studio challenged students to develop innovative planning and design solutions to a series of critical issues identified through analysis of physical, socioeconomic, and environmental data. The 2050 planning period coinciding with a critical global milestone on climate change allowed students to explore innovative approaches for developing sustainable, resilient, connected, active, and liveable suburb.

Dandenong Creek Trail is a valuable historical asset but can contribute to a bigger network of trails that encourages sustainable transport use, physical exercise and recreation especially with its connection to a other reserves and schools

F.J.C Rodgers Reserve exibits a prime location adjacent to Heathmont train station, activity centre and at the cusp of the general residential zone, capturing a variety of visitors. Not only is it a green space, but an multi-functional entertainment path on the way to the shops for families of all ages offering a skatepark, playground, communal exercise area and community garden to support local markets in gardening-marketing.

In addition to its downward slope in topography, Dandenong Creek is susceptible to flooding, polluting water. By incorporating the sponge city mechanism with water terraces and swales, it will widen creek with plants that can absorb water, infiltrating it naturally, minimising flooding.

Located almost 25km from Melbourne’s CBD, Heathmont is a residentially-dominated suburb that forms part of the City of Maroondah. Approximately 4.5km squared in size, the smaller outer-Melbourne suburb is bounded by the Dandenong Creek in the south, and shares borders with Ringwood, Ringwood East, Wantirna, Bayswater and Bayswater North.

With land use dominated by residential properties; commercial, social and economic interaction is localised to Heathmont’s centralised Neighbourhood Activity Centre along a portion of Canterbury Road.

Land use and housing actions include locate areas to trial precicnts for Maroondah’s greening the greyfields projects, rezoning NRZ land within HNAC to GRZ. Additionally, building more affordable housing across the region, strenghtening the sustainable design assessment process in new development, encouraging more intensive mixed use built form and consolidation within HNAC creating higher density “shop top” dwellings, reduce car speed limits in activity centre, activate street frontages.

Transport actions include reduction of car parking on Canterbury Rd and creation of bike lanes that connect to the network of cycling trails, increase connectivity, permeability and accessibility of the precinct by utilising green space as active transport corridors, widen footpaths to encourage foot traffic on commercial strip, encourage more intensive mixed use built form to frame the railway station, install bike parking surrounding the station for multi-modal connectivity.

Natural environment actions include expanding tree cover canopy, utilise BSUD to reuse stormwater and irrigate tree canopy, implement GI and ESD initiatives into planning scheme, facilitate and encourage participation in nature conservation through grants and subsidies for individuals, community groups and tree planting initiatives. According to Plan Melbourne, 20-Minute Neighbourhoods are “accessible, safe and attractive local areas where people can access most of their everyday needs within a 20-minute walk, cycle or local public transport trip”. The following strategic plan has been guided by the principles of 20-minute neighbourhoods, taking into account lessons learnt from covid-19 in attempt to transform Heathmont into a resilient, sustainable neighbourhood, where everyone can live, work and play locally by 2050.

Actions also focus on minimising heat island vulnerability by increasing tree canopy and vegetation in areas lacking, such as along Canterbury rd and in the NAC and incorportaing ecologically sustainable design, such as green roofs, in new development projects.

Developing a buffered cycling lanes along Canterbury road will hopefully increase willingness of residents to cycle. Key actions to increase use of public transit include developing a transit hub and shuttle bus terminus at Heathmont station, upgrading Heathmont station, rerouting the 679 bus to reach more areas and lobbying for the department of transport to improve train and bus frequency.

PROJECT 4:

TARRALLA CREEK PRECINCT Tarralla Creek Precinct is a 10 sqkm area within the Maroondah local government area. It incorporates an activity centre along with Croydon Shopping Centre that is services by a metro line. An established area in the outer east of Melbourne, the area is home to ridge-protection and landscape protection areas often offering extensive views to the Dandenong ranges to its east. Large parks such as the Eastfield Park and the Dorset Golf Course straddle Tarralla Creek, offering unique opportunities to daylight the creek and its environs. In this context, over the semester students undertook creative and critical investigations to develop visions reimagining Tarralla. Student inquiry initially began with group work on three themes of liveability, transit-oriented development, and green urbanism. The renovation of Tarralla Creek Shopping Centre aims to enhance the livability of the area. The expansion, which includes retail, commercial and public Spaces, will breathe new life into the whole area. The almost 360degree full opening and striking facade design promote interaction between the building and the city at street level, which will become a vibrant gathering place for Tarralla Creek in the future.

As a high-quality living and residential area, Tarralla Creek should be planned to minimize traffic accidents in the region. Traffic roundabouts can reduce conflict points at intersections and reduce speed. Dorset Road and Mount Dandenong Road are the two main roads with the highest daily traffic volume in the region, the construction of traffic roundabout can greatly reduce traffic congestion and traffic accidents in the area.

Widen sidewalks to add bike lanes and add street lights. Making roads safer and attracting more people to active ways of getting around. Roadside greenery also adds to the fun of walking.

PROJECT 5:

RINGWOOD EAST PRECINCT Studio 5 worked on Ringwood East, which is located in the centre of the Maroondah site. This area has a strong local activity centre based around Ringwood East Train Station. It is characterised by a ‘local’ feel and students have focused on exploring place making opportunities, as well as options for infill development as the areas becomes more important in the larger Maroondah context. Other key landmarks include the Maroondah hospital, Ringwood Lake Park, as well as several public and private schools. The challenge for students in this studio was determining in which direction the suburb should evolve, while also retaining the local, suburban character that the current residents admire.
