United Planning Organization (UPO) is the only Community Action agency serving the residents of Washington, DC for over 60 years. We provide opportunities for economic security and growth and have laid the groundwork for innovative social service programs in the areas of early education, youth activities, community programs, employment, and senior services. Our mission is to Unite People with Opportunities so they become the change agents of their lives.
